1 Public Report To: From: Report Number: Community Services Committee Ron Diskey, Commissioner, Community Services Department CS Date of Report: May 25, 2018 Date of Meeting: May 31, 2018 Subject: All-way stop control request at the intersection of Stevenson Road North at Fairglen Avenue File: E Purpose The purpose of this report is to respond to the Community Services Committee s direction that staff conduct the appropriate assessment to determine if an all-way traffic stop control is warranted at the intersection of Stevenson Road North and Fairglen Avenue. 2.0 Recommendation That the Community Services Committee recommend to City Council: 1. That based on Report CS dated May 25, 2018, an all-way stop control not be implemented at the intersection of Stevenson Road North and Fairglen Avenue. 3.0 Executive Summary Not Applicable 4.0 Input From Other Sources None 5.0 Analysis At the October 26, 2017 Community Services Committee meeting, staff were directed to investigate the installation of an all-way stop control at the intersection of Stevenson Road North at Fairglen Avenue. 3

2 Meeting Date: May 31, 2018 Page Stevenson Road North, South of Fairglen Avenue - Road Characteristics Stevenson Road North is an arterial class street with a pavement width of 9.7 meters and a speed limit of 50 km/h. The area of Stevenson Road North adjacent to Paul Dwyer Catholic High School between Rossland Road West and Ross Avenue has a posted speed limit of 40 km/h. There are sidewalks along both sides of Stevenson Road North. No Parking Anytime restrictions exist on the east side of Stevenson Road North from Fairglen Avenue to Ross Avenue. 5.2 Oshawa Airport Road Characteristics Stevenson Road North terminates approximately 40 meters north of Fairglen Ave where the internal road network for the Oshawa Airport begins. This portion of the Oshawa Airport road network provides access to the Ontario Regiment Museum, Airmen Park, Gemini Gymnastics and the Oshawa Airport air traffic control tower. 5.3 Fairglen Avenue - Road Characteristics Fairglen Avenue is a local residential class street with a pavement width of 8.5 meters and a speed limit of 50 km/h. There are sidewalks on the north side of Fairglen Avenue between Ferndale Street and Barbados Street. There is an existing stop control for eastbound and westbound traffic at the intersection of Stevenson Road North and Fairglen Avenue. A map of the subject area is appended as Attachment Collision History In the past five years, there have been no reported collisions at the intersection of Stevenson Road North and Fairglen Avenue. 5.5 All-way Stop Control Study at Stevenson Road North and Fairglen Avenue Staff completed an all-way stop control study at the intersection of Stevenson Road North and Fairglen Avenue in May All-way Stop Control Study - Safety Warrant The Ontario Traffic Manual (O.T.M.) and Transportation Association of Canada Geometric Design for Canadian Roads govern the use of all-way stop control. The all-way stop control warrant is based on collision history, traffic volumes and sightlines. Operating speeds are not part of the technical warrant criteria as prescribed by the manuals. 4

3 Meeting Date: May 31, 2018 Page 3 The O.T.M. specifically states stop signs are not intended to be used as speed control devices. The O.T.M. is a well-respected manual in the road engineering community and is accepted by the courts as a best practice. Failure to follow the criteria outlined in the O.T.M. places municipalities at significant risk. The manual includes warrants for the use of all-way stop control which state that all-way stop control should be considered under one or more of the following situations: As an interim measure, where traffic control signals are warranted but cannot be implemented immediately this is not applicable in this situation. As a means of providing a transition period to accustom drivers to a change in intersection right-of-way control from one direction to another - this is not applicable in this situation. At locations having a high collision frequency where less restrictive measures have been tried and found inadequate. The manual defines this as an average of four collisions per year, of type considered preventable by all-way stop control, over a three-year period. o During a three-year period there have been no reported collisions at the intersection of Stevenson Road North and Fairglen Avenue. This represents an average of zero collisions/year over a three-year period and this warrant is 0% satisfied All-way Stop Control Study Volume Warrant The O.T.M. states that all-way stop control may be considered on local roads if the following two conditions are met regarding minimum traffic volumes. A total volume on all intersection approaches exceeds 350 vehicles for the highest hour recorded. o In May 2018, traffic counts indicate that the highest hour recorded had 228 vehicles. If the volume split does not exceed 65/35 at a four-leg intersection, then all-way stop control may be considered. o In May 2018, the volume split was 93/7. This signifies that 93% of the total 24-hour volume collected are vehicles travelling on Stevenson Road North. Therefore, based on these two conditions, the overall volume warrant is not satisfied. 5.6 Sightline Review Staff have reviewed the sightlines at the intersection of Stevenson Road North and Fairglen Avenue in May Field investigations revealed no sightline deficiencies at this intersection. 5

4 Meeting Date: May 31, 2018 Page Previous Study A previous all-way stop study was completed at the intersection of Stevenson Road North and Fairglen Avenue in October Following this study, it was recommended that allway stop control not be implemented at the intersection of Stevenson Road North and Fairglen Avenue. 5.8 Recommendations The all-way stop control studies conducted by staff in October 2015 and May 2018 found that all-way stop control is not warranted at the intersection of Stevenson Road North and Fairglen Avenue.
