1 City of Wilsonville 5 th Street to Kinsman Road Walking Tour & Neighborhood Workshop Summary Report Public Outreach Overview On July 18 th, 2017, the City of Wilsonville hosted a neighborhood walking tour and workshop for area neighbors to meet and to learn about and provide input on the future design plans for Boones Ferry Road and the 5 th to Kinsman. Input was gathered from the meeting participants about their preferences for the roadway designs along 5 th Street, Kinsman Road, and Boones Ferry Road between 5 th and Bailey Street, as well as any other questions or comments that they had. Outreach Methods Community members were invited to attend the open house in the following ways: distributed to the project stakeholders list (91 people) on July 5. Postcard mailing sent to over 350 area residents and businesses on July 6. Open House The workshop for the 5 th Street to Kinsman Road Extension Project was held on Tuesday, July 18th from 6:30 to 8:30 p.m. at the St. Cyril Catholic Church, located at 9205 SW 5 th Street in Wilsonville. Approximately 20 people attended, as well as staff from the City and the consultant team. The meeting began with a walking tour of Boones Ferry Road between 5 th Street and Bailey Street. The project team led neighbors through the area, pointing out how the street functions today and discussing potential streetscape elements that could change with the project. Participants provided input orally and in writing via comment forms on clip boards. Following the tour, participants gathered at St. Cyril Catholic Church to talk with staff stationed at informational displays showing initial design plans for the 5 th Street to Kinsman Road portion of the project, a project overview, and design and construction schedule. 2 An overview presentation was provided at 6:45 p.m. After the presentation, attendees were invited to participate in a design exercise to provide ideas that will help shape the future design for Boones Ferry Road. Participants were also encouraged to complete written comment cards. One person provided written comment via the comment cards. Summary of Public Input Overall Neighbors in attendance were appreciative of the opportunity to learn about the initial design plans for the 5 th Street to Kinsman Road Extension project and were enthusiastic to provide input that will inform the future design plans for Boones Ferry Road. There seemed to be disagreement from those in attendance about support for sidewalks on the east side of Boones Ferry Road. Several people indicated their dissatisfaction with the current transit route through the neighborhood and expressed support for the route following 5 th Street in the future. Overall safety and visibility were of utmost importance, particularly where 5 th Street and Bailey Street intersect with Boones Ferry Road. Many participants also voiced concerns about existing and future traffic problems and the need for a northbound Old Town escape route. Traffic speed was also an issue for some, including the desire for traffic calming devices such as speed humps, raised crosswalks, and raised intersections. Some people expressed the desire for a 4-way stop at Neighbors provide input on possible future streetscape designs for Boones Ferry Road. the intersection of Boones Ferry Road and 5 th Street. Several neighbors expressed concern with cut-through traffic in the neighborhood and requested signage that would indicate no through traffic at 5 th Street headed east into the Old Town neighborhood. A few people shared their concern for loss of on-street parking on Boones Ferry Road and 5 th Street. Many people shared a desire to maintain and enhance the older character and streetscape design in the area. Residents along 5 th Street indicated concerns related to driveway access impacts and expressed a desire for continued truck access. Sight distances related to the change in grade along 5 th Street was also a concern. Some expressed the desire to install right turn lanes going southbound on Boones Ferry Road to 5 th Street for train crossings. Many people supported the addition of street trees where possible. 5 Project Overview In December 2016, City Council adopted SW 5th Street as the preferred alignment to connect Boones Ferry Road to Kinsman Road, and ultimately Brown Road in the future. 6 Project Goals and Desired Outcomes Create the foundation for a great place to live, work, and enjoy Knit together the surrounding land and environment to support existing and planned development that enhances Wilsonville s vibrant economy and quality of life. Establish a multi-modal corridor Design the corridor for safe and comfortable travel by auto, truck, bus, bicycle, walking, or through use of mobility devices. The alignment should minimize conflicts between pedestrians, bicycle riders, and freight vehicles. Minimize environmental impacts Minimize impacts to Coffee and other natural resources. Support existing residents and businesses Improve access, economic growth, and livability within the area. Serve and enhance the residential and commercial development in the Old Town neighborhood as well as the existing industrial uses west of the railroad tracks. Accommodate redevelopment of the land according to the Comprehensive Plan The Connector will be located on land where major industrial uses operate today, and considerable potential exists for new development. Consider the Ice Age Tonquin Trail Consider and help facilitate the future connection to the regional Ice Age Tonquin trail that will connect the existing trail at the Water Treatment Park to Boones Ferry Road, then south to the planned French Prairie Bridge over the Willamette River.
