Blunk, Deputy Public Works Director / City Engineer SUBJECT: ADOPT A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS, AUTHORIZING A BID ADVERTISEMENT AND FINDING THAT THE PROJECT IS EXEMPT FROM THE REQUIREMENTS OF CEQA PURSUANT TO SECTIONS 1531 EXISTING FACILITIES AND 1532 REPLACEMENT OR RECONSTRUCTION FOR THE PEDESTRIAN ACCESS TO TRANSIT & CROSSWALK IMPROVEMENTS (CIP NO. 18-2) REQUEST Adopt a resolution approving the plans and specifications, authorizing a bid advertisement and finding that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Sections 1531 Existing Facilities and 1532 Replacement or Reconstruction for the Pedestrian Access to Transit & Crosswalk Improvements, Capital Improvement Project Number (CIP) DISCUSSION As part of the 214/15 CIP budget, the City Council approved the Pedestrian Crossing Safety Enhancement Pilot Program. The project was funded to accommodate development of the city crosswalk policy. On June 25, 215, the Transportation Authority of Marin (TAM) board adopted a program of projects for the Fourth Cycle Lifeline Transportation Program (LTP) that included $318, for Novato s Pedestrian Access to Transit and Crosswalk Improvement Project. The City of Novato is not a directly eligible recipient of the LTP funds as we are not a transit agency. TAM staff has worked with Metropolitan Transportation Commission (MTC) and transit agencies to facilitate a funding exchange for TAM Measure A funds that can be expended on the project. On January 28, 216, the fund exchange proposal was approved by TAM board action. This project would install approximately 45 linear feet of sidewalk, median pedestrian refuge, rectangular rapid flash beacon (RRFB) systems at the curbs, upgrade ADA curb ramps and accessibility features as mandated as well as update striping, signs and pavement markings at the following locations: cc17_185 1
2 Novato Boulevard at McClay Road; DeLong Avenue at Sherman Avenue; Diablo Avenue at George Street (Safeway); Redwood Boulevard at Rush Creek Place; Alameda del Prado at Posada del Sol and Topaz Drive at Andale Avenue. PUBLIC OUTREACH The Project has been previously presented to the Novato City Council (CC) at the following meetings: Early 214: Staff proposed creation of a CIP project to consolidate engineering studies (data collection and analysis) into citywide Crosswalk Policy. July 21, 215: CC received the draft City of Novato Uncontrolled Crosswalk Policy and authorized the City Manager to sign TAM Agreement#215-6 for funding Measure A Safe Pathways to Schools Project including installation of four enhanced crosswalks. April 18, 217: CC reviewed and received information regarding the proposed Capital Improvement Program (CIP) Budget for Fiscal Year 2. May 9, 217: CC reviewed and received information regarding the proposed Capital Improvement Program (CIP) Budget for Fiscal Year 2. May 23, 217: CC authorized the City Manager to fully execute the Transportation Authority of Marin Agreement #216-7 to exchange awarded Lifeline Grant money with the same amount of TAM Measure A money to install crosswalk improvements. This Project has also been presented to the Novato Citizens Finance Advisory / Oversight Committee at the following meetings: April 13, 217: Review of proposed 217 / 218 CIP budget. May 2, 217: Review and Follow up Discussion of proposed 217 / 218 CIP budget. ENVIRONMENTAL ASSESSMENT Pursuant to Sections 1531 Existing Facilities and 1532 Replacement or Reconstruction of 214 California Environmental Quality Act (CEQA), it has been determined that this project is exempt from the California Environmental Quality Act as this project involves rehabilitation and upgrade of existing crosswalks and sidewalks to meet current safety and accessibility standards. FISCAL IMPACT This project is included in the City of Novato Adopted Capital Improvement Program Budget for 217/218 RECOMMENDATION Adopt the resolution approving the plans and specifications, authorizing a bid advertisement and finding that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Sections 1531 Existing Facilities and 1532 Replacement or Reconstruction for the Pedestrian Access to Transit & Crosswalk Improvements, Capital Improvement Project Number (CIP)

RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS, AUTHORIZING THE ADVERTISEMENT OF BIDS AND FINDING THAT THE PROJECT IS EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES SECTIONS, EXISTING FACILITIES AND 1532 REPLACEMENT OR RECONSTRUCTION FOR THE PEDESTRIAN ACCESS TO TRANSIT & CROSSWALK IMPROVEMENTS (CIP NO. 18-2) WHEREAS, the project plans and specifications for the Pedestrian Access to Transit & Crosswalk Improvements (CIP No. 18-2) are now complete; and WHEREAS, there is funding in the current adopted budget for Fiscal Year 217/218 for the Pedestrian Access to Transit & Crosswalk Improvements (CIP No. 18-2); and WHEREAS, the custodian of records is the City Clerk of the City of Novato, 922 Machin Avenue, Novato, CA NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Novato finds that the project is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Sections 1531 Existing Facilities and 1532 Replacement or Reconstruction of the CEQA guidelines in that this project involves rehabilitation and upgrade of existing crosswalks and sidewalks to meet current safety and accessibility standards in already developed areas of the City. NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of Novato approves the project plans and specifications for the Pedestrian Access to Transit & Crosswalk Improvements (CIP No. 18-2) and authorizes the advertisement of bids. Project Descr iption and Background: This project will install approximately 45 linear feet of sidewalk, five accessible curb ramps, three median pedes trian-refuge areas, five se ts of rectangular rapid flashing beacons, as well as updated striping, signs, and pave ment markings.
