Call to Order 2. Approval of Minutes April 5, 2017 a. April 5, 2017 Minutes Moved by Member Brad Nixon Seconded by Member Jason Whyte 3. ACE Business Motion MOTION CARRIED. a. Toni Arnoldy, Englewood Police Department, Community Relations Specialist Ms. Arnoldy updated the Committee on the status of the new Safety Services Building that will be constructed on the same property as the existing building. Groundbreaking is expected to take place in October. The new building will accommodate the police, fire and code enforcement departments. The police department will be fully staffed after the graduation of the most recent class of cadets. Her position includes administration of the neighborhood and business watch programs for which she is always recruiting participants. She Page 21 of of 12 4

3 Alliance for Commerce in Englewood May 3, 2017 explained that the City website will soon include a function to allow individuals to volunteer for various activities throughout the City and it will be functional approximately June 1st. She currently uses social media, NextDoor and Facebook to announce events and distribute information to citizens. Additionally she encourages businesses to communicate with one another to keep abreast of happenings in their immediate area. She emphasized "Hear it, see it, report it" and encouraged everyone to call the police with any concerns no matter how trivial they seem. The City will soon implement a volunteer sign up through the website. Ms. Arnoldy outlined some of the available volunteer opportunities including the Be a Tool event September 9th. b Block of Broadway - Discussion Draft An employee of Dalkita Architecture described the issues that are affecting businesses in the area. A nearby church is hosting meals for homeless individuals and some patrons are loitering and sleeping in the area. Ms. Arnoldy encourages all business to call with issues as alls are tracked on a "heat map" and help the department identify problem areas early. She explained that the Impact Team will be fully staffed soon and will be able to address these types of issues. Mr. Nixon suggested that providing resource information to the homeless individuals in the community may be helpful, perhaps a postcard or handout listing the facilities and organizations where assistance may be available. c. ACE discussion about the April 24 Council / ACE study session Ms. Manion recapped the presentation to City Council regarding ACE activities. She updated Council on the ACE business outreach program and the development of a welcome package in conjunction with the Chamber of Commerce. d Block of Broadway Public Improvements Mr. Hollingsworth explained that City Council has authorized approximately $500,000 for improvements to the blocks of South Broadway. The mid-block crossing, improved electrical service and improved lighting are a few of the items that will be addressed. Issues regarding the mid-block crossing are being examined and may include signalization and the loss of additional parking spots along Broadway to improve visibility. Mayor Jefferson stated that the marketing efforts of the merchants has become more coordinated and should be effective in promoting the May 26th event. 5. Council Liaison's Choice 6. ACE Introduction Letter / Ambassador Program Update Mr. Hollingsworth stated that Slate Communications is working on developing an introduction letter as well as a coordinated effort for ACE and the Chamber of Commerce. The City has partnered with Excel Energy to participate in the Partners in Energy program that has three components: Commercial, Residential and Government. The launch of the program will take place June 15th at the Sounds of Summer concert at Englewood Civic Center. The program provides education and resources regarding energy efficiency. Mayor Jefferson announced that the ribbon cutting ceremony for Rite Aid will take place on May 4th. Mr. Whyte shared that the Englewood Historical Society will be holding their Memorial Day celebration on May 28th at Englewood High School. Mr. Nixon suggested that Earth Trex, the new climbing gym opening at the former Sports Authority site, be invited to present information to the Committee. 6 COUNCIL COMMUNICATION TO: FROM: DEPARTMENT: Mayor and Council Paul Weller Public Works DATE: July 24, 2017 SUBJECT: Broadway Improvements Update DESCRIPTION: Broadway Improvements Update RECOMMENDATION: N/A PREVIOUS COUNCIL ACTION: South Broadway Improvements Council has made a total of $533,000 available to fund streetscape improvements, mainly to the 3400 block of South Broadway Public Involvement Council has asked that Staff work with the businesses on South Broadway to get their input to the design of the improvements Mid-Block Crossing Council has asked that Staff proceed with the original design of the mid-block crossing prepared by Matrix Design Group to include the following change order items: installation of Rectangular Rapid Flashing Beacons (RRFB), colored Red Carpet crosswalk and raised median in the pedestrian refuge. SUMMARY: Electric system improvements to be publicly bid in August of Pedestrian Lights from Hess America will be specified. Street furniture will be refinished in the federal green color, matching the existing finish. Banners will be ordered and installed on street light poles. Mid-Block crossing to be constructed with Rectangular Rapid Flashing Beacon and "Red Carpet" crosswalk, and raised median in the pedestrian refuge. ANALYSIS: South Broadway Improvements Page 6 of 12

7 Preliminary cost estimates are anticipated to be less than the budgeted cost for the Hess America City Elements Light fixtures. Each light will be approximately $3,600 per fixture including a single upper downcasting optic with options for lower step or façade optics at an additional cost. Street furniture will remain the Federal Green to match existing finish. Banner will be ordered and installed on existing street light poles. Mid-Block Crossing Original mid-block crossing design to be constructed with Rectangular Rapid Flashing Beacon and "Red Carpet" crosswalk, and raised median in the pedestrian refuge. Potential time and cost savings was identified by modifying the design to eliminate two of the planned inlets. Public Involvement Public involvement has been incorporated in the design by sending out Broadway Improvement Updates via to Broadway business owners. Introductory and Mid-Block Crossing Overview ( Sent on June 27th) Pedestrian Light options and business owner input ( Sent on July 10th) Two more s are to be sent in the next couple weeks to provide updates on the refurbishing of street furniture and Banner design updates. FINANCIAL IMPLICATIONS: PHASE 1 ESTIMATED COSTS Electrical Infrastructure $ 143,000 Pedestrian Lighting1 $ 260,000 Banners on Street Lights2 $ 55,000 Street Furniture (refurbish) $ 5,000 Wayfinding Signs $ 20,000 Public Art $ 50,000 Total Estimate Phase 1 Cost $ 533,000 1 Based on preliminary estimate, the Hess America City Elements light costs approximately $3,600 per fixture including a single upper downward casting optic. For additional cost, there are options to add a lower steplight and/or façade optic as well. The cost per fixture does not include installation but is still anticipated to be less than the budgeted cost per light. 2Approval of banner placement on existing Xcel street light poles saves approximately $35,000 from the project estimate MID-BLOCK CROSSWAK ESTIMATED COST Crosswalk with Rapid Flashing Rectangular Beacon $90,000 The estimated cost of constructing the mid-block crossing was reduced by $20,000 due to modifications to the design which included eliminated construction of two inlets. Installation of the methyl methacrylate Red Carpet crosswalk markings will increase the cost of the mid-block by approximately $6,000. Page 7 of 12
