14 Item 8 Road Safety (report by Cllr Winship) Review of Waldringfield s three main roads. Our 2015 Parish Plan identified road safety as important and urgent with its first recommendation for action being speed and hedge cutting along the Ipswich Road. Second was increase pedestrian safety on roads with no pavements or refuge. Cliff Road: my own experience and others I have consulted generally find that lack of a pavement for most of its length is OK as most motorists observe the 20-mph limit probably due to the speed humps and show fair consideration to walkers and cyclists. Mill Road at least as far as the Church corner, may suffer speeding vehicles, perhaps because it is straight with an ample verge and most walkers prefer to use the Church Field. Beyond the Church Farm Granary bottom however, I have found and been told by others that the majority of drivers act considerately to walkers, cyclists and horses, perhaps so encouraged by the Quiet Lane designation. School Road is evidently the least safe main road for pedestrians within our village envelope, with the Ipswich/School/Fishpond/Woodbridge roads junction being a major black spot. Motion X to WPC: To task our Parish Clerk in collaboration with Mr Cawthorn to investigate WPC seeking a permissive licence from Mr Ian Welham that would indemnify him and his family should someone suffer a culpable injury. Motion Y: To authorise our Parish Clerk to write to the SCC Cabinet member for Highways and the Police & Crime Commissioner as members of Suffolk Road Safe, with copies to The Assistant Director Highways and our SCC Cllr O Brien, proposing such a pedestrian crossing be painted and that nominated Waldringfield volunteers be permitted to manually make a footway along that verge. Pedestrians Safety along School Road There appear to be three options plus 4: Do Nothing. Separated pavement with kerbstones: Two short strips of pavement on each side of Sullivans Way mouth might be extended northwards to the proposed crossing footway, subject to landowners cooperation and southwards just beyond Oak Garage; beyond that it may be better to paint another Zebra type crossing for the pavement to run southwards past the mouth to Sunnyhill Close and then on to the School Corner, where there might be a third Zebra type crossing towards the Village Hall. Obviously, this option has a significant cost and depends on the landowners agreement; it and especially the Zebra Crossings might curb motorists speed without recourse to speed bumps. Painted walkway edge & Zebra crossings running along the same sort of route but doing without the safety reassurance and major cost of kerbstones. Example by Resolute Risk-Acceptors. Suggest in our newsletter and a special letter to parents that the more that people walk resolutely along the roadway itself, the more considerate drivers will become. Pedestrians have as much right to road-space as does a driver with or without passengers and/or cargo. Obviously, impact is likely to injure a pedestrian while the vehicle is merely marked or dented; but No driver wants to kill or maim and so the great majority will take extra care - at first in Waldringfield and then habitually. A minority of drivers however, will probably express annoyance or even road-rage by hooting or passing dangerously close. Motion Z: To choose the preferred option and task the Waldringfield Road Safety Group or Cllr Winship to submit to WPC a detailed plan for Option 1 or 2 or a draft letter for Option 3.
