5 PSAP Review Key Findings: Most crashes occur when pedestrians cross major roadways (signalized and un signalized locations) Over representation of crashes at night Strong correlation with high frequency transit routes 5% of major road system accounts for 40% of crashes

6 PSAP Review Crash Reduction Goal: Reduce the countywide per capita rate of pedestrian crashes, injuries, and fatalities to be in line with national norms.

7 PSAP Review Strategic/Operational Goals: Improve transportation system infrastructure through implementation of strategic countermeasures and construction of new facilities. Change the behavior of drivers and pedestrians to increase compliance with existing laws and encourage mutual respect. Foster long term pedestrian safety improvements through land use strategies Coordinate and fund 4E activities with the full support of elected and appointed leaders.

8 PSAP Review Engineering Action Plan Summary: Identify/implement improvements to improve pedestrians ability to safely cross major roadways: Mid block crossing treatments Raised medians and refuge islands Enhance signs, markings, signal operations, and geometrics at signalized intersections Enhance lighting at signalized intersections, major transit stops, high crash corridors, and mid block crossing locations

9 PSAP Review Engineering Action Plan Summary (continued): Include the above as a routine part of resurfacing projects Incorporate pedestrian safety audits in scoping along high crash corridors Focus on major transit routes and coordinate with planned roadway capacity and maintenance projects

LRTP/Comprehensive Plan contemplate greater focus on infill/walkable development Hillsborough MPO CMP CMP focuses on bike and pedestrian safety and mobility Umbrella policies for various corridor and sub area studies

30 Remaining Challenges Integrating pedestrian enforcement into routine duties Addressing high volume, higher speed arterials especially when limited access alternatives are not available.
