1 FRENCH AMERICAN INTERNATIONAL SCHOOL 1155 PAGE STREET TRANSPORTATION PROCEDURES August 2018 In an effort to enhance safety, prevent neighborhood congestion, and provide improved security for students, parents, pedestrians, and bicyclists, French American has established traffic procedures with input from the San Francisco Municipal Transportation Agency, the San Francisco Bicycle Coalition and several of our local neighbors. Many of these processes were requirements of our ability to develop the site. The School is mindful of the importance of stable routines, especially for our youngest children. Transportation options will depend in part on your child s grade. At 1155 Page Street, the School will allow for drop-off and pick-up at the curb for KG students only. PK3 and PK4 students must be signed-in and out by an adult at School (Students can be signed-in at the 150 Oak Street morning shuttle see section on Shuttle operations later in this document). We have implemented a number of other transportation measures with community and city agency input to improve transport options. Below, please find a summary and sections containing more details. Page 1
2 SUMMARY Staffed white curb zone to facilitate drop-off and pick-up (KG only) with clear driving directions, approach patterns, rules, and enforcement. Limited 5 minute parking in white zone (PK3, PK4, KG) in peak AM drop off time. School traffic monitors for the safety of children, pedestrians, bicyclists, and additional staff welcoming and assisting children exiting cars in limited daytime white zone. Shuttle bus from 150 Oak Street primarily siblings of older students who are enrolled and dropped-off at the Oak Street campus supervised by School staff. Placard system to identify School community members Staggered start/end times and transportation options by age group and transit type to reduce congestion Flexible afterschool program spreads departure times across several hours in the afternoon Carpool support distribution of family directory; public transit friendly location site Parents have a contractual requirement to abide by traffic rules. 3 FRENCH AMERICAN DRIVING RULES AND EXPECTATIONS NEVER park, even temporarily, in a neighbor s driveway NEVER double park on the north side of Page Street or elsewhere in the area DO NOT block a neighbor s driveway DO NOT make a U-turn on Page Street from either direction DO NOT double park or park on street corners DO NOT use cell phones while driving during drop-off and pick-up DO NOT jaywalk or cross midblock on Page Street or nearby streets DO display colored French American placard in windshield for easy identification DO watch out for bicyclists at all times DO follow the direction of traffic and security personnel at all times DO consider using alternative modes of transportation: walk; bike; carpool; or bus It is very important for all parties to have a positive and proactive traffic management process, appropriate safety measures, and to be good neighbors in the community. French American will enforce the provisions of this plan. We ask parents and neighbors to report any unusual or inappropriate behavior to 1155transport@frenchamericansf.org. Please include any photographic documentation and license plate information. Our enrollment agreement specifically calls for adherence to traffic rules as a condition of continued enrollment and we will be enforcing that provision. Violations of these policies will result in written citations. After three violations, parents will be asked to use alternate modes of transportation. The School will also ask SFMTA for enhanced enforcement of city regulations. Page 3 August 2018

5 WHITE ZONE ON PAGE STREET The San Francisco Municipal Transit Authority (SFMTA) approved a white zone from the corner of Baker and Page Street to the eastern boundary of the 1155 Page Street property for the School s use. The purpose is to provide one option for drop-off and pick-up and provide a safe traffic pattern for bicyclists traveling east on Page Street. The white zone will be fully in effect 7:00am-9:00am and 2:30pm-4:00pm and allow 10 minute parking 4:00pm-6:00pm. Regular parking will be allowed from 9:00am-2:30pm and 6:00pm-7:00am and on weekends. Our neighbors have generally been supportive of our project and the community s adherence to traffic patterns has minimized issues. In addition, the School has requested the following traffic improvements from SFMTA: no U-turn signage; reduced speed limit zone; and painted zebra strip crosswalks. The white zone is very well-used especially in the morning period. Avoiding the peak drop off times and arriving earlier even a few minutes can greatly affect the start of the day for parents, children and the community. When using the white zone during busy periods, please do be as quick as possible. Limit lingering/talking to other parents, faculty, students, etc. If you need to spend more time at 1155 Page, please find an alternative place to park so that other members of our community can share the use of the limited resource of the white zone The white zone is divided into three sections described below. Please do adhere to these rules. NOTE: There is one neighbor driveway in the white zone. Our traffic monitors will make special arrangements to ensure access to that driveway AT ALL TIMES. 7 HOW TO APPROACH THE WHITE ZONE BY CAR: In order to reduce traffic on Baker Street (heavily traveled and perpendicular parking) and reduce dangerous left turns at Baker and Page during busy periods, please approach site on eastbound side of Page by entering Page from Lyon, Central, Masonic or farther west. DO NOT stop or drop off students before or after the white zone DO NOT block the intersections of Baker and Page DO NOT make U-turns DO NOT block neighbors driveways DO follow directions of traffic monitors Page 7 August 2018
8 TRAFFIC PLACARDS All families wishing to drive to 1155 Page must obtain and display a laminated placard to place in their windshield for easy identification during drop-off and pick-up periods. SHUTTLE FROM 150 OAK STREET (FOR PK4 and KG STUDENTS) This shuttle is primarily for KG and PK4 students who have siblings at 150 Oak Street campus, as well as for Staff. This will allow parents to drop off their students once at 150 Oak Street and help reduce congestion at 1155 Page Street. KG students who do not have siblings may also use this shuttle. Parents may ride with their children. Students may board the shuttle starting at 7:45am on Hickory Street. It will depart promptly at 8:05 am. PK4 parents will be required to sign in their child at the shuttle with a member of our staff. 9 AFTERNOON TRAFFIC OPERATIONS The School will activate the daytime white zone in the afternoon to facilitate pick-up. The School has a very active and well-used afterschool program, which will spread the student departure times over several hours in the afternoon. 10 CARPOOL SUPPORT AND ENCOURAGING ALTERNATIVE TRANSIT OPTIONS The School has distributed a directory of families (sorted by location) to parents so they can identify possible carpool partners. Interest in this option is strong and the School is further collaborating with other organizations to encourage alternative modes of transportation: carpooling, public transit, biking, and walking to and from school. SF Safe Routes to School Program Goals: To increase bicycle, pedestrian, and traffic safety around schools To decrease traffic congestion around schools To reduce childhood obesity by increasing the number of children walking and biking to school To improve community safety, security, involvement, and air quality around school STREET PARKING AND STREET CLEANING The map below which is subject to change shows the street cleaning days and times in the vicinity of 1155 Page Street. Please obey street cleaning regulations in the area as SFMTA will patrol these areas. 12 The site is located within two blocks of the Muni 24, 6, 71 lines (every 9-12 minutes morning and afternoon) and four blocks from Muni 33 and 27 lines (every minutes morning and afternoon). NEIGHBORHOOD FAMILIES The School has participated in meetings with local organizations Haight Ashbury Neighborhood Council (HANC), North Panhandle Neighborhood Association (NOPNA), Alamo Square, and Haight Ashbury Improvement Association (HAIA) to further inform local residents about the new location and encourage local enrollment so parents can walk to School.
