1 WEST CAMPUS COGENERATION FACILITY CONSTRUCTION TRAFFIC PLAN The West Campus Cogeneration Facility (WCCF) Construction Traffic Plan covers work associated with the WCCF project. This work includes: WCCF construction, construction of a lake water supply line underneath the Lakeshore bike path, and ancillary utility projects (i.e., storm, sanitary, natural gas, and water pipes) in close proximity to WCCF. This plan identifies construction delivery routes to WCCF and provides general traffic mitigation details. Delivery routes and overall transportation plans were developed by the University of Wisconsin Transportation Department and WCCF construction team representatives. WCCF Facts Address: Site Facts: Laydown Area: Laydown Facts: 515 Walnut Street Madison, Wisconsin Site to be enclosed with construction fencing. Site will have five gated openings: a gate in each corner and an additional gate centered along Walnut Street. 701 Walnut Street Madison, Wisconsin Area to be enclosed with construction fencing. Site will have two gated openings: one connected to Walnut Street and the other to Observatory Drive. Delivery Routes Primary Route: Alternate Route: Tall Load Route: Midvale Boulevard north, right on University Avenue, left on Walnut Street West on Campus Drive, left on Highland Avenue, left on University Avenue, left on Walnut Street West on Campus Drive, right on University Bay Drive to Highland Avenue, left on Walnut Street Heavy-Haul Route*: Babcock Drive, left on Observatory Drive to Walnut Street * = Route to be used for special deliveries (i.e. steam turbine and heat recovery steam generator panels) 1 Construction Traffic Plan
2 Construction Traffic Mitigation Plan In order to reduce construction traffic, these measures are planned: Will operate a shuttle system for construction workers from a remote location. Construction deliveries will occur along designated routes. See attached map. Will have a laydown area near construction site to avoid extra neighborhood traffic for dirt hauling and materials movement from storage. Construction deliveries will be staged at the laydown area if waiting to be unloaded. A flag person will accompany large volumes of construction traffic from the laydown area to the site. Whenever possible, construction deliveries will be scheduled to avoid rush hour traffic. Rush hour traffic is considered to be 7:30 8:30 AM and 3:30 6:00 PM. Safety and Noise Reduction Large equipment deliveries will be scheduled during low-traffic periods and coordinated with the City of Madison and UW-Madison. All vehicles will be required to clear loose dirt and debris from cargo beds and other surfaces and secure all payload materials before leaving construction area. No engine braking will be permitted in the City or on campus. All delivery and construction vehicle operators will be required to review and acknowledge the following brochures supplied by the City of Madison Traffic Engineering: Pedestrian Safety-Everyone s Responsibility and Bicycle Laws and Tips for the Motorist. All delivery and construction vehicles will be required to abide by all traffic regulations, signals, and safety rules including posted speed limits, pedestrian crosswalk rules, and vehicle safety maintenance regulations. Additional WCCF Construction Details Linden Drive will be closed during WCCF construction. A temporary bike path built just south of the Walnut Street Greenhouses will replace the existing Linden Drive bike path. The lake water supply line construction is scheduled to occur from November 2003 to April All bike and pedestrian detour notifications on the Lakeshore path will be coordinated with the UW Transportation Department in advance of construction. 2 Construction Traffic Plan

6 Pedestrian Safety Everyone s Responsibility Construction of the West Campus Cogeneration Facility at the University in the busy near-west side of Madison will be a challenge for people who work and live nearby. Madison Gas and Electric, the UW-Madison and the City of Madison ask for your help in protecting the safety of these residents, students and workers as you operate vehicles in the area. Please follow these rules when operating your vehicle: 1. Remember that a crosswalk, by definition, is simply the extension of a sidewalk across a street at an intersection, whether or not the crosswalk is marked with painted lines. 2. When a pedestrian is crossing a street at a marked or unmarked crosswalk, and there is no traffic signal: As a driver, you must yield the right-of-way to the pedestrian. It does not matter if there is a stop sign at the intersection, or if there is no stop sign, you must yield the right-of-way to the pedestrian. When turning, you must yield to both pedestrians crossing the street you are on and those crossing the street you are turning onto. 3. Yield the right-of-way to a pedestrian means slowing down, or stopping if necessary, to avoid endangering, colliding with, or interfering in any way with pedestrian travel. 4. When turning on a green signal, or making a right turn on red after stopping, you must first yield the right-of-way to pedestrians in the crosswalk you are turning across. 5. Whenever a vehicle is stopped at an intersection to let a pedestrian cross the street, you must also stop when approaching from the rear of the stopped vehicle. 6. Blind pedestrian law: You must stop no closer than 10 feet from a person carrying a white cane or walking with a guide dog, no matter where the pedestrian is crossing the street, and take such action as to avoid accident or injury to the pedestrian. 7. When approaching a stopped school bus with its flashing red warning lights on and stop sign extended, you must stop at least 20 feet from the bus, both from the rear or the front, and remain stopped until the bus resumes motion or the bus driver turns off the flashing red warning lights and retracts the stop sign. 8. Obey all speed limits, including 20 mph in school zones when children are present Thank you for helping to make Madison a safer place to walk.
