3 PROJECT OVERVIEW Caltrans Funded (about 80%) /Oakland (about 20%) Built upon previous planning efforts on portions of the project area such as the TETAP Study and a previous study by Dowling Associates. Project study area ties into several other planning efforts already underway such as the Broadway Specific Plan & Kaiser Center Expansion.

4 PROJECT OVERVIEW Harrison Street & Oakland Avenue are primarily residential uses with a mix of institutional and commercial uses. The goals of the project are the following: Improve neighborhood livability along the entire project area as a whole. All modes of travel must be considered - Pedestrians (ADA Issues) - Bicyclists - Buses - Vehicles Maintain Connectivity throughout City -Corridor directly impacts economic vitality of Downtown Respond to Oakland s Designation as a Transit-first City

5 PROJECT GOALS Involve extensive community (residents, business owners, property owners) and public agency input Look at workable and effective traffic calming measures & develop conceptual designs for recommended improvements Set priorities, create cost estimates and identify funding sources

38 MOTORIST LEVEL OF SERVICE Motorist delay at substandard, signalized intersections is generally improved with the Project Motorist delay at substandard, unsignalized intersections generally gets a bit worse with the Project DRAFT FINAL PLAN ANALYSIS

39 ON-STREET PARKING INVENTORY Parking stall is considered 22 feet long 325 unmetered stalls counted along Harrison Street and Oakland Avenue Reduction of 15 stalls, a 5% reduction), mostly near intersections DRAFT FINAL PLAN ANALYSIS
