5 Phase I - Proposed Roadway & Streetscape Improvements 2016 Signal Upgrades Traffic-Adaptive Signal Equipment Installation New pedestrian signal heads (hand/man symbols with countdown timers). New audio alerts/warning equipment at 4 intersections» Card reader activated detectors at 3 intersections» New controller assemblies (cabinets) at 8 locations» New mast arms to replace pedestals at 11 locations» New underground electrical distribution at most intersections» New wireless communication system between signalized intersections ADA ramp design/construction (74 ramps) New overhead street signs New left turn phasing at Cardinal Avenue New emergency pre-emption at 8 intersections $3.4 million budget funded by CMAQ grant, PennDOT, CASSD, LAG grant and Lower Merion.
6 Phase I - Proposed Roadway & Streetscape Improvements Adaptive Signals Next Generation Signalization Technology Used in other States for past 7-8 years. Due to success achieved, approved for use within Philadelphia area by PennDOT 5 years ago. How they work. Video cameras are used to measure both traffic volume and queue on each approach. Adaptive processor interfaces with existing traffic signal controller, and determines optimum timing for each intersection approach on a realtime basis.
7 Phase I - Proposed Roadway & Streetscape Improvements Why we want to use Adaptive Signals for City Avenue. Proven success in reducing delays and clearing queues. Acknowledges limited resources for capacity-adding projects over recent years. If capacity is needed, this technology will enhance the benefits provided. Ability to provide pedestrian friendly accommodations
8 Phase I - Proposed Roadway & Streetscape Improvements Example intersection of DeKalb Pike (Rt. 202) with average daily total of 50,000 vehicles and N. and S. Gulph Road with an average daily total of 25,000 vehicles. Area serves King of Prussia Mall, and is a bypass to Route 422 & I-76 (Schuylkill Expressway). Northbound 202 Travel time reduced an average of 31%. # of stops reduced 15%. Total delay reduced an average of 38%.
9 Phase I - Proposed Roadway & Streetscape Improvements Southbound 202 Travel time reduced an average of 20%. # of stops reduced 25%. Total delay reduced an average of 27%. Queuing Before adaptive signals: Northbound Rte. 202 left turn not cleared 87% of the time. Southbound Rte. 202 left turn not cleared 67% of the time. After installation 0% not cleared.

Installation of 12 new Type C Inlets, parallel trunk line, connector drain pipes and curb/gutter upgrades to address existing gutter spread issues. proposed existing
14 Phase II - Proposed Roadway & Streetscape Improvements Installation of mountable beveled grass medians where unnecessary left turns exist. Goals Eliminate unnecessary and unsafe left turns Traffic Calming Stormwater Mitigation Improved Pedestrian Safety Note: First Responders will be able to transverse these medians. Also with additional Pre-emption equipment being installed as part of Phase I, First Responders will have priority the length of City Avenue from the expressway to Lancaster Avenue.

27 Economic Impact Between recent zoning changes and this investment, City Avenue is likely to attract significant future residential and commercial development. This clustering of development will have a transformative effect on this important corridor within the Commonwealth of Pennsylvania. A study completed by Econsult estimates that the City Avenue Project and ensuing new construction will generate: $2.1 billion in total expenditures within the Commonwealth 15,500 temporary jobs $50 million in state tax revenues. Econsult also estimates that ongoing operations within the commercial components of future development and net new aggregate household earnings within the residential components of future development will generate: $1.3 billion in total expenditures each year within the Commonwealth 11,000 permanent jobs $34 million in state tax revenues each year

ARLE Grant for City Avenue intersection work pending. Property Owners/Condo Associations Support CASSD committed to funding mid-block cross walk.
