1 To: NDOR Environmental From: Randy McCart, HDR Date: 4 April 2017 RE: Public Involvement Summary Report, HSIP-5003(12) 132 nd and West Center Road, Omaha; C.N Public Involvement Outreach Requirements for Public Information Open House Meeting: C.N , HSIP-5003(12) 132 nd and West Center Road, Omaha Based on an analysis of the project scopes and a civil rights analysis, a public information open house meeting, a targeted mailer in the form of a public notification, legal notice, website, and a 30-day comment period were used as outreach tools for public involvement on this project. A public information open house meeting was held at the Montclair Elementary School, 2405 South 138 th Street, Omaha on September 29, 2016 from 6:30 P.M. to 8:00 P.M., with approximately 54 individuals in attendance. The public notification involved mailing a project notification to a compiled distribution list of 87 citizens and businesses within approximately 0.25 mile of West Center Road, from approximately 129 th Street to 135 th Street, and 132 nd Street from approximately Montclair Drive to Atwood Avenue. Additionally, 58 public and private agencies with potential interest in the project were included in the distribution list, including the Nebraska Trucking Association. A legal notice was placed in a Nebraska Press Association (NPA) recognized newspaper, The Daily Record of Omaha on September 7, Project information was placed on the City of Omaha website. The City of Omaha received 32 comments during the specified comment period (September 7, 2016 to October 14, 2016). The comments and responses are outlined below. Comment How will the access to Walgreens change? Response The median along 132 nd Street will be closed, preventing both a left turn inbound movement from southbound 132 nd Street, and a cross street movement between the Baker s Square and Montclair developments. A node will be placed northbound on 132 nd Street after the Montclair development access drive (south of West Center Road) on the far right lane, forcing all vehicles in the right lane to turn into Montclair development. After the node, the far right lane will be available for an exclusive right turn onto West Center Road.
2 What will happen with traffic signals? Will anything be done for pedestrians? Will left turn arrows be added at signals? Why is the project being done? Will the storm sewer system be modified as part of this Will turns eastbound on West Center Road and southbound 132 nd Street still be allowed? Thanks for developing this project to reduce the accident potential in this area. Will the project increase capacity? Left turns into Bucky s typically back up traffic along 132 nd Street. Will there be turning arrows at signals? New traffic signals will be built at the 132 nd Street & West Center intersection and the timing of signals will be optimized to account for protected and/or permissive left-turn phasing of traffic. Yes. Sidewalks will be reconstructed up to current standards along 132 nd and West Center Road, including Americans with Disabilities Act compliant ramps. A traffic study will be done to evaluate the need for left turn arrow signals at each of the four legs of the 132 nd & West Center Road intersection and 132 nd & Kingswood Drive intersection. The decision will be based on traffic volumes and turning movement counts. This intersection (and the nearby access points proposed to be closed) has one of the highest crash rates in the City, with a high proportion of right angle type crashes (one of the more dangerous crashes). Yes. The storm sewer system will be upgraded to current standards for a 10-year storm design. Although higher rainfall events will occur, it is standard to design to a capacity for 10-year storms because there would be excessive costs and disturbance to design for larger storms. There will still be some ponding after larger storms, but it will be less than with the current system for the same storm. Although two medians will be closed to eliminate left turn movement and cross traffic movements, opportunities to make left and right turns will still be available at existing traffic signals at 129 th Avenue and West Center Road, 135 th Avenue and West Center Road, 132 nd Street and Kingswood Drive/Augusta Avenue, and 132 nd Street and Arbor Street. Although no additional through lanes will be added to increase capacity, the project will add dual left turns, consequently improving traffic flow. There will be a little more room for left turns into Bucky s. That will be part of traffic study to determine if and how long turning arrows would be implemented at signals.
3 What is the status of the 132 nd Street and Pacific Street Would the 132 nd Street and Pacific Street projects run concurrently? What about the 144 th Street and Pacific Street Have the developments at Baker s Square and Montclair bought into this We have been talking about projects along 132 nd and 144 th Streets; what about 120 th Street? Why is this project needed? What are the key changes as a result of the When will the project be constructed? The project is currently under design with hope to start construction in late The City would like to do all new concrete, but given available funding, we might be limited to repairs. They are not planned to run concurrently; the 132 nd Street and Pacific Street project would be done before the 132 nd Street and West Center Road project is started. Preliminary results of the traffic indicate a need to have 3 lanes in each direction, with 6 lanes total for both directions on 144 th Street. This project would be phased over several years. The developers have expressed concern with the closure of the two accesses. The City feels the current proposal is a reasonable compromise solution, since additional driveways should be closed to meet current standards. However, the City is not proposing to close additional full access signalized driveways. The City has no plans to widen 120 th Street. To minimize traffic disruptions, work on 132 nd Street would be done before 144 th Street started. Safety needs to be improved at the 132 nd Street and West Center Road intersection because it is consistently in the top 10 highest accident rate intersections in the City of Omaha. The medians by Walgreens along 132 nd Street and by the former Target along West Center Road will be closed, dual left lane turns and single right turn lanes will be constructed along all legs of the 132 nd Street and West Center Road intersection, and sidewalks will be added along West Center Road south and west of 132 nd Street and reconstructed elsewhere. The project is tentatively planned to be constructed in one construction season starting in What will happen to traffic during construction? Two lanes of traffic (one in each direction) will be open along 132 nd Street and West Center Road at all times. Left-turn restrictions at the intersection of 132 nd Street and West Center Road are anticipated during construction. Will property need to be acquired for this Right of way will not be needed, and no relocations would occur.
4 As a resident living south of the project area, I expect that there would be more traffic in the future through my neighborhood from cars turning left from northbound 132 nd Street on Kingswood Drive. I am aware of accidents occurring at 132 nd Street and Kingswood Drive/Augusta Avenue. Drivers heading north on 132 nd Street have trouble seeing the light at that intersection. I recommend installation of a flashing light so that they are aware of the signal. Why not put a node north of West Center Road for southbound traffic on 132 nd Street? Will traffic lights in this intersection area still be flashing yellow between 10 P.M. and 6 A.M.? When performing construction, be careful about removing lights because it could get too dark for travelers. During and after heavy rainfall events, I have seen ponding occur into multiple lanes. I am a homeowner along the project route. Great ideas, especially no left turns out of Baker s Square and Walgreens onto 132 nd Street. I am a homeowner along the project route. Under no circumstances should Center Street and Pacific Street be under construction at the same time. It is likely that northbound traffic from 132 nd Street intending to access Baker s Square could turn left at Kingswood Drive and then right to access Baker s Square stores, which would minimize traffic trips through your neighborhood. Per federal regulations, a flashing light cannot be installed at an intersection that has a fully operational traffic signal. A node is only planned northbound on 132 nd Street after the Montclair development access drive (south of West Center Road) on the far right lane, forcing all vehicles in the right lane to turn into Montclair development. There isn t a traffic issue warranting installation of a node on southbound 132 nd Street. Yes, lights that are currently flashing yellow at those timeframes would continue to do the same thing both during and after construction, but the light at the 132 nd and West Center Road intersection doesn t flash yellow now. The traffic signal at this location will be programmed to manage the most efficient traffic movements based on lane restrictions during construction, and also for post construction. Street lighting for vehicles should not be an issue on arterial streets, since vehicles have head lights. If permanent street lighting needs to be removed near intersections or drives, temporary lighting will be provided as needed. Also, all signs and barricades in the work zone would be retroreflective to meet federal standards for nighttime conditions. The project is being designed to improve stormwater drainage. There will still be some ponding after larger storms, but it will be less than with the current system for the same storm. Comment acknowledged, and no response The City plans to phase construction so that the 132 nd Street intersections with West Center Road and Pacific Street are not under construction at the same time.
5 I am a homeowner along the project route. Good plans for two lanes turning left at intersections, and closing the two median breaks. This is currently a suicide intersection for pedestrians. I use the project area to commute and believe it would reduce hazards and collisions. The City should strive to have this project reduce travel time and delay. I use the project area to commute. This plan seems to be reasonable. The project should try to improve safety for traffic and pedestrians. I live along the project route and use the route to commute. I think this is a good plan and like everything I have heard. I would like the project finished as soon as possible. I use the route to commute. Coming from the Montclair area, you can not get into the shopping area unless you go to a major street. Can there be an access like at the office place to get to First National Bank, Buckey s, and the rest of stores? It seems like most places have access like Baker s Square Center without going to a major street. I live along the project route and use the route to commute. The median closings are necessary for public safety because of the heavy traffic volume. The project should strive to improve public and transportation safety. I would like to see left turn arrows added at 132 nd Street and Augusta Avenue/Kingswood Drive and at 132 nd and Arbor Street. I would not want Baker s Square and Montclair Shopping Centers to become blighted, so business support of the project is very important. This is a safety funded project, so the funds are being utilized to correct the known issues that are causing accidents at intersections. As the businesses redevelop, they can propose additional access locations from residential areas. A warrant analysis would need to be completed to determine if left-turn arrows are warranted at the locations referenced. After the project is done and the traffic rerouted, a traffic study would be completed. If the warrants are met under post-project conditions, a left-turn arrow device could easily be installed because all the required hardware and electronics would already be deployed as part of the safety project.
