He has symptoms of benign prostate disease, but refuses medications. 3. (S/A[F) Detainee Summary: a. (S) Background and Capture Data: o Detainee claims that between , he became a follower of Jama'at Al Tabligh (JT) while attending the Madinat Hujaj Al-Tabligh mosque in Amman, Jordan. Detainee claims his devoutnesstrengthened while attending Tabligh religious classes. r Detainee claims that in 1989 he obtained a passporto travel to Pakistan (PK) with the intent of providing aid to orphans. Detainee stated he purchased a one-way ticket on Pakistani Airways to Peshawar, PK. o Detainee claims that when he arrived in Peshawar, PK, the JT directed him to the Islamic Relief Organization (RO), where he provided administrative supporto the Orphanage Division from I CLASSIFIED BY: Multiple Sources REASON: E.O Section 1.5(C) DECLASSIFY ON:

2 s E c RE T // NOFORN o Detainee claims that he made four trips to Afghanistan (AF) to deliver relief money for the organization, traveling in a group of at least four men, all armed with Kalashnikovs. These groups would cross the border without passports in the area of Khowst, AF, or Miram Shah, PK. o Between , detainee claims he worked for a number of other Non- GovernmentalOrganizations (NGOs) and traveled throughout Pakistan as a preacher, eventually getting married and having a daughter. o Detainee claims that in 1998, he returned to Jordan with his wife to visit family and to receive medical treatment for malaria, staying in Jordan until late While in Jordan, detainee claims he was questioned by Jordanian Intelligence approximately six times because of his earlier trips to Afghanistan. o In approximately September 1999, detainee claims he and his wife returned to Peshawar, PK, and was informed of 'some problems with Arabs'. The following April, detainee claims he decided to move his family to Afghanistan, where life was supposedly better for Arabs. o Detainee claims he was arrested when he attempted to cross the border into Afghanistan without a passport. He was sentenced to three years, but served only seven months in a Pakistani jail. o ln Apil2002, detainee claims he was arrested again when he went to a market in Peshawar, PK, to get medicine for his daughter. At the time of his arrest, detainee had no passport, weapons, or equipment; however, he did have in his possession two letters written in Arabic, and a phone book containing information on Abu Zubayda and Ibn Sheik Al-Libi (ISN US!LY DP),two senior Al-Qaida operatives. Detainee also had $200 USD and 8,000 Pakistani Rupies in his possession at the time of his arrest. o Upon his arest, detainee was handed over to US custody and flown to Bagram, AF, then to Kandahar, AF. b. (S) Transfer to JTF GTMO: Detainee was subsequently transported to Guantanamo Bay Naval Base, Cuba, on 8 June c. (S) Reasons for Transfer to JTF GTMO: To provide information on: o Taliban and Al-Qaida in Pakistan and Afghanistan. o A relief organizationin Pakistan that sent employees to Afghanistan for relief work. Each time these employees traveled to Afghanistan, they went to Khowst, AF. o Law enforcement in Pakistan. Detainee was arrested in 2000 for trying to cross the border into Afghanistan. 3 s E c RE T // NOFORN SUBJECT: Recommendation to Retain under DoD Conhol (DoD) for Guantanamo Detainee, senior Al-Qaida operative Ibn Sheik Al-Libi.. (S/A{F) Detainee's affiliation with the JT, a Tier 2 NGO. (Analyst Comment: Detainee's travels to Pakistan mirror that of other detainees who claimed to have traveledfor JT, which is a common Al-Qaida operative cover.) Tier 2 NGOs, according to sensitive information as of Mar 04, have demonstrated the intent and willingness to supporterrorist organizations willing to attack US persons or interests. o (SAIF) According to sensitive reporting, the detainee was identified as having trained at Al-Qaida's Khaldan Camp in Khowst, AF. o (S) Khaldan training camp trained Al-Qaida fighters in advanced tactics, to include small weapons, explosives, and artillery operations.. (S) Detainee was also identified as having trained at the Khaldan Camp by Muhammed Noor Uthman Muhammed, AKA Akrima (ISN US9SU ). Akrima told investigators that he saw detainee at the camp with Ibn Sheik Al-Libi, and that detainee had an alias of "Huzaifathe Philistine." o (S) Akrima was the primary weapons' instructor at Khaldan Carnp beginning in lgg4, and later served as Deputy Commander of the camp under Al-Libi from 1996 until it closed in o (S) Akrima is a self-proclaimed senior Al-Qaida operative, and has met UBL on several occasions. Akrima was captured in Faisalabad, PK, with his close friend Abu Zubayda in March Akrima is currently in US custody and cooperating with investigators.. (S) Before investigators confronted him with the information provided by Al-Libi and Akrima, detainee admitted being known as 'Huzaifa the Philistine'. However, when confronted with the information and shown photographs of Al-Libi and Akrima, detainee stated he did not recognize either man, and denied ever having gone to the Khaldan Camp. o (S/NF) Detainee's affiliation with the Islamic Relief Organization, a Tier I NGO. Tier 1 NGOs, according to sensitive information as of Mar 04, have demonstrated sustained and active support for terrorist organizations willing to attack US persons or interests. e. (S) Intelligence Focus: JTF GTMO has determined that this detainee is of high intelligence value due to associations with senior-level Al-Qaida operatives and detainee's knowledge of: o Islamic Relief Organization: o Associations with Jama'at Al Tabligh and Al-Qaida within Pakistan and Afghanistan. o Members. o Funding. o Coordination. o Facilities. o Jama'at Al Tabligh: o Associations with Al-Qaida within Pakistan and Afghanistan. 3

4 o Members. o Funding. o Coordination. o Facilities. o Al-Qaida: o Leadership. o UBL o AbuZubayda o Ibn Sheik Al-Libi o Tactics, techniques andprocedures. o Operations, weapons and training. o Safehouse and guesthouse managers, procedures, and locations in Pakistan and Afghanistan. 4. (S) Detaineers Conduct: Detainee's overall behavior has been generally non-compliant and aggressive. Detainee has six documented instances of spitting on guards, interpreters, and visiting officers, and three instances of throwing toilet water and other unknown liquids on guards and other detainees. Detainee twice exhibited violent behavior towards guards by slamming his bean hole on guardl' hands. During an incident involving other detainees, detainee started singing an anti-american song with verses that included "kill America" and "destroy USA," in which several other detainees on his block joined in. Detainee exhibited self-harm behavior during one incident by tying one end of his pants around his neck and the other end around his stool. Detainee also has numerous refusals and failures to follow the guards' instructions. 5. (S) EC Status: Detainee's enemy combatant status was reassessed on 24February 2004, and he remains an enemy combatant. 6. (S) JTF GTMO Assessment: a. (S) Summary: It is assessed that this detainee is a member of Al-Qaida and/or its global terrorist network. Detainee has links to key facilitators in Al-Qaida's international terrorist network, has participated in terrorist training, has likely participated in hostilities againsthe US and coalition forces, and maintains the capability to continue to do so. Due to detainee's close association with senior Al-Qaida operatives and length of affiliation with the Al-Qaida, Jama'at Al Tabligh and Islamic Relief Organization, it is assessed that the detainee is a key member in Al-Qaida's terrorist network. During his intemment at Camp Delta, detainee has exhibited direct hostility to the US and has shown that he cannot be trusted. It has been determined that the detainee poses a high risk, as he is likely to pose a threat to the US, its interests and allies. b. (S) Recommendation: JTF GTMO recommends this detainee be retained under DoD control. 4
