1 OKEEHEELEE PARK SKI COURSE All permits will expire on April 30, 2019 The Okeeheelee Park Ski Course is proud to feature five competitive ski course lakes. Two lakes are located along the western perimeter of the park, and two more run parallel and to the east of these. The fifth lake, located on the southern perimeter of the park, features night skiing. The courses are open to the general public on a nondiscriminatory basis, providing all boats entering the course area have current County ski course permits. All users will be provided with a copy of the rules and regulations for course use, and must abide by same. No commercial activity is permitted (for example ski schools, boats for hire, etc.). Noncompliance with operational policies, rules and regulations will result in suspension and/or revocation of permit from the ski courses by the Sheriff s Department and/or Parks and Recreation Department. If a permit is suspended or revoked the permit holder will not be issued another permit and cannot operate another boat during the suspension and/or revocation period. Violations after revocation period will result in progressive revocation periods, not excluding being trespassed from the park. Mission Statement For the Water Ski Facility Okeeheelee Park To ensure access to a well maintained, safe, world class ski facility at Okeeheelee Park. To promote a forum for the free exchange of knowledge and techniques to expand and to develop the sport of waterskiing. To organize community residents through volunteerism to host and conduct tournaments, clinics and other ski related activities benefitting the sport and Palm Beach County. To provide a friendly social environment for teaching and participating in amateur waterskiing without personal financial gain. To maintain and improve water ski facilities at Okeeheelee Park through volunteer efforts. All rules and regulations are in place to support the mission statement. Okeeheelee Ski Course is a self-governed facility. 2 PERMITTING PROCEDURES A. Permit Year: May 1 through April 30 B. Permit Fees: (Fees include 7% sales tax and are fixed and are not pro-rated.) Permits can NOT be transferred or moved to another boat. Every permit application must list the responsible person or persons for the boat. One of the persons named on the permit must be with the boat when the boat is in use at the park. $85.60 Palm Beach County Residents must produce current boat registration and an ID such as FL driver s license, voter registration, or property tax bill showing a Palm Beach County address. $ Florida Residents must produce current Florida boat registration, and an ID such as a FL driver's license, voter registration, or property tax bill with a Florida address. $ Out of State Users must produce a current state boat registration, display numbers on the boat and show an ID such as a driver s license. C. Permit Application: All applications may be mailed or made in person at the Palm Beach County Parks and Recreation Department, 2700 Sixth Avenue South, Lake Worth, FL, Office hours are Monday through Friday 8 am to 5 pm. Applicants must provide a copy of each of the following along with the applicable fee every year they purchase a permit. A. The completed signed application B. Copy of current boat registration (a Bill of Sale cannot be accepted) C. Copy of current trailer registration D. Copy of personal identification (driver s license, voter s registration, property tax bill) E. Copy of proof of paid liability insurance ($300,000) (an invoice showing policy is valid once paid will not suffice) a. Note: It is NOT necessary to list Palm Beach County as an additional insured on your insurance policy. F. A photograph of the boat legibly showing the registration numbers G. The approved boats list with the boat being permitted circled and initialed H. Applicable fee including sales tax. Make check or money order (in U.S. funds) payable to: Board of County Commissioners The Parks and Recreation Department staff will check the above requirements and issue the ski permit stickers. Any boat at Okeeheelee without proper registration affixed to the hull will be considered out of compliance, even if a permit is visible, and must leave the lake until the boat is properly marked. All permit applicants will be provided with a current copy of the rules and regulations for the Okeeheelee ski course. Retain these rules. Applicants and their authorized boat drivers are expected to be familiar with and follow all rules. D. Permit Location: All permits must be permanently affixed in the lower left hand corner of the port side windshield, and on the left side (port side) of the trailer near the tongue where they are easily visible. A. BOAT REQUIREMENTS: All boats must be listed on approved towboats list (attached). This list will be updated each year. Jet boats are not allowed in any lakes. Boats with wake enhancement systems are not allowed on the lakes. All boats not on the attached list of approved towboats will be denied permits. Wakeboard boats may only be used in Lakes #3 and #5 and must abide by the proper weight guidelines as stated in the Wakeboard Rules. Boats may not be modified in any manner not approved by USA Waterski a. Must have a current registration and State decal. b. Must have a current trailer registration. As specified by Florida State Statutes, the Florida numbers must be at least 3 high and permanently affixed to both sides of the forward half of the vessel. Validation sticker(s) must be affixed within six (6) inches of the registration number. No other letters or numbers may be displayed nearby. 3 c. Overall length shall not in any case exceed twenty three (23) feet six (6) inches and the beam shall not exceed one hundred (100) inches. Wakeboard boats on the list with a 102 inch beam are grandfathered in. d. Must be motor driven with a horsepower not to exceed 450. e. Must have a mirror placed in a manner the driver can observe the skier without obstruction or looking away from the direction of travel, and that is large enough to view the skier at all times. It is advised that an observer be on board in addition to the boat operator. f. Boats shall be equipped with a towing pylon, or tower on the centerline of the boat, located between the transom and near amidships. g. Boats shall be equipped with at least one accurate speed-measuring device. h. Boats must be operated in compliance with the Coast Guard placard. i. In addition to the above requirements, all boats must carry the following safety equipment: a. One Coast Guard approved wearable life saving device in good condition for each person on board plus one Coast Guard approved throwable device in each boat (seat cushion with two handles). b. One Coast Guard approved or Underwriters Laboratory Marine Type, Type B, size 1 fire extinguisher. c. One anchor and line of appropriate size and length, (i.e. 8lb. Danforth anchor with 5 feet of chain and 50 feet of rope). d. One hand or power operated horn or whistle capable of producing a blast of two seconds duration and audible for a distance of one half mile. e. Lighting requirements between sunset and sunrise: i. One white light aft, such light to be unobstructed by any part of the vessel so as to be visible from all directions. ii. One combination red and green light on bow showing green to starboard and red to port, so fixed as to throw the light from ahead to two points abaft the beam on their respective sides Okeeheelee Ski Course Rules 3

Any person other than me who operates my boat at the Okeeheelee Ski Course will also read these rules and regulations. I understand that failure to comply with these rules by myself or any other operator of my boat will result in suspension and/or expulsion from the ski course by the Sheriff s Department and/or the Parks and Recreation Department, and may result in the revocation of my permit. If I change my boat during this permit year, I will remove the sticker from the existing boat and bring it, along with a copy of my new boat registration, picture of my new boat with registration numbers on it, and proof that my new boat has been added to my insurance policy, to the Parks & Recreation Department who will issue a new numbered permit upon receipt of the old permit decals at no additional cost to me. Signature The Permittee shall indemnify, defend and save harmless Palm Beach County and The Ski Club of the Palm Beaches from any and all injuries (including death), property damage and other claims, liabilities, losses and causes of action arising out of any negligent act or omission by Palm Beach County and the Permittee during the use of the above described facilities by Permittee or those acting under the authority of the Permittee including participants and spectators in connection with the Permittee s activities in and on the site. 6 Rules for Ski Course Use Please keep these pages and the map for your records This site is for controlled competitive A.W.S.A. approved water skiing as listed on the course map page. Some examples of non-approved activities are jet skis, tubing, speed skiing, wake surfing etc. ******** If an activity is not approved in the rules and shown on the map, it is not allowed. ********* To report rule violations or unauthorized activity contact: Ranger Supervisor.(561) Sheriff s Office (561) Sheriff s Office (EMERGENCY ONLY) Complete the violation report and mail it to the Parks & Recreation Department. GENERAL 1. All boats operating on the ski lakes must have a current, valid permit. 2. Operators/drivers must be listed on the current approved permit application. When the owner is onsite they may designate drivers not listed on the application. 3. No commercial water skiing/wakeboarding is permitted (ski schools, boats for hire, etc.). 4. All skiers / users must act in a safe and courteous manner. 5. No alcohol no person skiing, driving or observing shall consume alcohol. 6. When the boat is moving above idle speed, all passengers must be seated inside the boat, not on the gunnels, sundeck or back of the boat. 7. Only one boat with one rope and handle may use a ski lake at any given time. Some lakes contain multiple courses; these cannot be used at the same time. All others must wait a turn in the designated waiting area. 8. All skiing must start and end at designated docks. Boats must wait at all designated docks to use the far west courses (lakes #4 and #5). Idle speed no wake from the docks all the way into the canal. This means you will have to put the boat in and out of gear to keep your wakes from affecting others skiing. You must return to the starting dock after your set. Boats (not skiers) must rotate turns. Last boat in is the last boat out. Even if you are finished and are going to leave, you must go back to the starting docks before leaving. Example: Do not leave the lake from the turnpike course. You cannot start a second set before going back to the starting docks. No changing of skiers during a set. 9. When others are waiting, a turn will be defined as a maximum of six (6) passes or fifteen (15) minutes, depending on the activity (see page with course map.) A pass is defined as a skier/wakeboarder moving by the entry gate. 10. Regardless of the ski discipline, the user is responsible for repairing damage that the user causes to any part of the facility. This includes replacing missing buoys, damage to the course, docks, or jump, etc. 11. Swimming is not permitted. 12. When using the north/south slalom course (Lake #1), stop the boat & sit the skier down at the north end of the starting dock. This is to keep boat wakes from going into the boat dock area. 13. It is strongly suggested that for your safety and the safety of others, you refrain from smoking while on board the ski boats. Smoking, including E-smoking, is not permitted on the docks. 14. Refer to the attached map for boat driving patterns, dock locations and other procedures. No double up wakeboard turns within 100 feet of the jump or docks. 15. No skiing from lake to lake or course to course. 16. All boat paths must be in a straight line and parallel to the ski courses at all times, Stay at least 25 feet from shore. 17. When picking up a fallen skier, bring the boat to a stop before turning around. No spinning. This will keep the water conditions safe for the next skier. 18. No parking or driving on the grass. Do not drive to the starting docks for the purpose of loading and unloading equipment or people. 19. Booms are not allowed on boats. 20. Inappropriate conduct and/or rules violations may result in suspension and/or revocation of permit from the ski courses. SLALOM SKIING 1. Skis: rule 8.03 in the A.W.S.A. official tournament rule book reads: A. Maximum ski width shall not exceed 30% of the length (except shoe skis and kneeboards). B. Any type of fixed foot binding may be used. C. Any type of fixed fins may be used. D. No other devices are permitted. E. With all bindings, fins, etc. installed, the ski must float Okeeheelee Ski Course Rules 6

7 Rules for Ski Course Use (continued) TRICKS 1. If a skier uses more than one ski in the tricks event, they must be of similar size, shape and weight. 2. No dock may be used for, or be involved in, any skiing trick JUMP 1. Jumping has priority in lake #3 over all other events due to safety concerns. (Traditional jumping only - no wakeboards over jump ramp) WAKEBOARD 1. Due to the larger wakes and format, wakeboarding is restricted to lakes #3 and #5. Keep in mind that the operator is responsible for his or her vessel s wake and any property damage or personal injury it may cause. 2. All boats must be operated in compliance with the Coast Guard placard. The weight limit is the net weight of a boat, the gear, people, and ballast combined and must be within the stated placard limits. 3. No double up wakeboard turns within 100 feet of the jump in the south end of lake # No wakeboards allowed over jump ramp or any other fixed objects such as docks, etc, not already designated as a wakeboard rail. 5. Wakeboarding over designated wakeboard rail is acceptable only when the participant is wearing a helmet and the proper Coast Guard approved life vest no exceptions. 6. No wakeboarding under lights on lake #2. As stated in wakeboard rule 1 above, wakeboarding is restricted to lakes #3 and #5. 7. Cable towing for wakeboarding is not permitted except during sanctioned competitions when permitted by the Department s Special Events Section. 8. Per the attached map, wakeboard boats must turn short of all docks to prevent their wakes from causing damage to the docks. 9. No wake surfing allowed. BAREFOOT 1. Barefooter s must come to idle speed and restart no turns. 2. Booms are not allowed on boats. Lighting for Night Skiing Rules and Procedures 1. All other rules apply to night skiing plus the following additional rules. 2. Lights can be turned on at the light pole located at buoy #4. The switch box is a small box on the west side of the pole with push buttons to turn the lights on. 3. The lights can be turned on at sundown at the light pole, and will go off automatically at 11:00 P.M. The last boat to leave must manually turn off lights at the starting docks - there is no timer at the starting docks. 4. Bow lights must be on when boat is in motion. 5. Stern light must be on when driving from boat ramp to and from the docks. 6. Drive slowly between boat ramp and starting dock. 7. When pulling a skier, there must be an observer in the boat. A mirror is not sufficient. At least three people must be present to ski. 8. There is absolutely no skiing in any area except the lighted course in the East-West canal (Lake #2). 9. The lighted course is not a wakeboard lake, therefore no night wakeboarding. No commercial activity is permitted (for example ski schools/ boats for hire, etc.). 8 HELPFUL HINTS for all times of operation: 1. Have a flashlight in the boat. 2. Be sure trailer lights are functional. 3. Check or install dash lights. 4. Use bug spray. 5. Don t store valuables in your car - take them with you. 6. Report all suspicious activities or individuals to the Sheriff s Office. 7. All people in a moving boat must be in a seat. No driving while sitting on the side of the boat. No one can be on the bow of the boat while it is moving. 8. No wake when going to and from the west lakes. Take the time to take the boat in and out of gear. No wake at all. 9. One boat, one rope, one handle, one skier at a time in all lakes. 10. When picking up a fallen skier, keep the boat going straight and bring the boat to an idle, then turn around to get the skier. 11. Be courteous and only take 6 passes or the 15 minutes if people are waiting to use the course 12. When using the north/south slalom course (Lake #1), stop the boat & sit the skier down at the north end of the starting dock. This is to keep boat wakes from going into the boat dock area at the south end of the slalom course. 13. When parking your trailer please park as close as possible to the next trailer. The marked spaces are oversized and limited and we need to make room for all.
