(FOUO) Health: Detainee has a history of testicular pain and has no known drug allergies. 3. (S//NF) Detainee Summary: a. (S) Background and Capture Data. Unless otherwise noted, the following background notes are based solely on the detainee's statements: o Prior History: Detainee, and his friend Ibrahim Aldahri, visited Bosnia in approximately 1995 viazagreb, Croatia. From Croatia, they drove to Bosnia-Herzegovina, to a village near Zenica, and taught the Koran. They spent their summer vacation working on behalf of a charitable organization. (Analyst note: Zenica serves as a major strongholdfor Al-Qaida and other extremist Islamic groups within Bosnia. It is unlikely detainee performed charity work in Bosnia.) o Recruitment and Travel: Detainee traveled to Mecca, SA, in 2000 to participate in the Al-Umra ceremonies. (Analyst note: The Al Umra ceremonies includes an annual religious pilgrimage to Mecca consisting of praying in the Al Harim Mosque, the site of the Holy Kabaa. 2 It is referred to as the "little" Hajj.) Detainee traveled with three men, Mohammed Bamaqaa, Ali Mamit, and Yusif Al Sanaa. While in Mecca, SA, detainee and the others met a Yemeni named Abu Thabitt who owned a molasses business. Detainee confided in Thabitt that he wanted to travel to Afghanistan (AF) to teach the Koran and learn military training as part of the jihad. Thabitt agreed to assist detainee in traveling to Afghanistan and provided him with a contact named Abu Omar in Karachi, Pakistan (PK). Detainee retumed to Al Jubayl, SA, where he resumed his university studies at Al Iman Mohammed Bin Saeed Al Islamia. In the summer of 2001, detainee purchased a round trip ticket and traveled with Nasir Maziyad 'Abdallah Al- Qurayshi Al-Subi'i (ISN US9SA DP) from Al Jubayl, SA, to Dubai, United Arab Emirates (UAE), then on to Karachi, PK. Once detainee arrived at the Al Mustafa Hotel, he contacted Abu Omar. The following morning, Abu Omar traveled with them from Karachi to Quetta, PK. Abu Omar's personal vehicle was waiting for them in Quetta, PK, and from there they traveled to the Al Nebras guesthouse in Kandahar, AF. Several days later, SA-497 left the guesthouse to attend training at the Al Farouq terrorist camp. One week later, detainee went to Kabul, AF, to attend training at Camp 9, also known as Camp Malik. (Analyst note: Detqinee also stayed at Abu Omar's house for a short time and met Sheik Mullah Abd Hady.) o Training and Activities: Detainee spent two months at Camp Malik leaming the Kalashnikov rifle, Beka, and Seminov sniper rifle, as well as mountain/plains navigation and tactics. Detainee's trainer was Abu Musab Al-Maghrabi, who taught small arms and is believed to be a Moroccan. Other trainers were Anayat Allah, the Camp Commander, Abu Amir, and Abu Suhayb. In November 2001, detainee and an unknown group left Camp 9 when the fighting began. The group fled to the Tora Bora mountain region and was assigned to an unidentified fighting position. Leaders of the frontline positions were Salah and Abd Al Qadus, but detainee never saw them, he only heard them on the radio. (Analyst note: To have heard them on the radio, detainee would most likely had to be a radio operator or closely associated with his immediate commander.) o Capture Information: Detainee left Tora Bora on 18 December 2001 heading towards the Pakistan border when his group was captured by Northern Alliances forces as they tried to make their way across the Pakistan border. Detainee was jailed in Jalalabad, AF, for eight days, and then he was imprisoned in Kabul, AF, for one month before being turned over to American forces at Bagram Air Base. b. (S) Transferred to JTF GTMO: 30 April2002 c. (S) Reasons for Transfer to JTF GTMO: Detainee could provide information on:. Training Camp Number 9 o Curriculum of mountain and plains warfare taught by Al-Qaida o Safehouse in Quetta, PK, and Kandahar, AF o Abu Thabitt, possible jihad recruiter in Saudi Arabia, and his counterpart in Pakistan 2

3 d. (S/NF) Reasons for Continued Detention: o (S/A{F) Detainee is believed to be a member of Al-Qaida and is an acknowledged enemy combatant. He admitted that he trained at Camp 9 and received small arms and sniper training. (Analyst note: Camp 9 was normally reservedfor advanced training and detainee, therefore, could have been a more experiencedfighter or veteran of other conflicts.) o Detainee's name was found on computer media seized during raids against Al- Qaida associated safe houses in Rawalpindi, PK, on 1 March 2003 and on 11 September o Detainee has been identified by other US Intelligence Agencies as the subject of an attempt by extremist to buy the freedom of a large number of foreign fighters captured in the Tora Bora area of Afghanistan. Particular urgency was given to freeing a captive identified as detainee,iftalid Rashid Al Mani. (Analyst note: Due to the specific requestfor assistance to be rendered to detainee, he is possibly a high-level operative or has connections with some of the more influential members of Al-Qaida.). (S) Detainee admitted he went to Bosnia during the summer of 1995 to teach the Koran, and claims he worked for an unknown charitable organization. Detainee confided to ISN US9SA DP he had been to Bosnia and'was arrested by US Forces there. (Analyst note: Detainee's Bosnia timeline lacl$ credible detail. Detainee was likely involved in ongoing jihadist activities or training while in Bosnia.). (S) Detainee is associated with Abu Thabitt, who recruited and facilitated his initial travel to Afghanistan, (Analyst note: Detqinee claimed the Abu Thabitt he lvtew operated a molasses business and traveled to Afghanistanfor business purposes. It is possible this is the Saudi Abu Thabit who rqn a safehouse complex owned by a Saudi Arabian Ambassador in Kabul, AF, and who later ran a comp in Tora Bora during the mass flight out of Afghanistan.). (S) Detainee is associated with Abu Omar who facilitated his travel from Pakistan to Afghanistan. (Analyst note: There is a well known Saudi-basedfacilitator by this alias. Additionally, Riyadh the Facilitator had a Karachi associate named Omar.) o (S/A{F) Detainee contradicted himself stating he contacted "Riyadh" as well as Abu Omar when he arrived in Karachi, PK. (Analyst note: Riyadh the facilitator is lvtown to have met newly aniving recruits. It is probable detainee's "Riyadh" is Riyadh the Facilitator.) o (S/A{F) Detainee stayed at the Al Mustafa Hotel in Karachi, PK. (Analyst note: The Al Mustafa Hotel is known to house Al-Qaida members and trainees in transient status on their way to Afghanistan or other areqs of operations.). (S) Detainee's credibility is low and he is believed to have been deceptive during interrogations. Examples from his changing cover story: o Traveled to Afghanistan to only teach the Koran in Kabul, AF o Traveled to Afghanistan to train and teach the Koran, but did not want to go to Chechnya o Traveled to Afghanistan to receive training and perform jihad in Chechnya; he also admitted he would have a point of contact once the training was complete 3

(S) Intelligence Focus: JTF GTMO has determined that this detainee is of medium intelligence value due to his knowledge of: o Al-Qaida personnel and operations o Prisoner release negotiators o Abu Omar o Abu Thabitt o Camp 9 advanced training and tactics o Bosnia-Herzegovrna ' Operations. Training. Leadership and support personnel ' NGO affiliations. Extremist groups o Safehouses in Afghanistan and Pakistan including the Al Mustafa Hotel 4. (S) Detainee's Conduct: Detainee has been a passive detainee with few disciplinary actions. 5. (S) EC Status: Detainee's enemy combatant status was reassessed on 24 February 2004, and he remains an enemy combatant. 6. (S) JTF GTMO Assessment: a. (S) Summary: It has been assessed that the detainee is a member of Al-Qaida and/or its global terrorist network. Detainee has demonstrated a commitment to jihad, has links to key facilitators in Al-Qaida's international terrorist network, has participated in terrorist training and hostilities against the US and coalition forces, and maintains the capability to continue to do so if released. Detainee admits to pursuing training voluntarily, desiring to put it to use in Afghanistan and Chechnya. He received training at the terrorist facility "Camp 9." Detainee traveled to Bosnia during the summer months of 1995 when terrorist actions were taking place. Extremist groups in Saudi Arabia and Pakistan attempted to buy detainee's freedom with urgency following his capture. With his knowledge of weapons and commitment to jihad in Afghanistan as well as intentions ofjihad in Chechnya make it imperative detainee be retained in the custody of the US Government or (Kingdom of Saudi Arabia) Govemment. His continued detention will allow for further exploitation of his past affiliation with various terrorist groups and prevent him from engaging in further terrorist activity' 4 S E C R E T // NOF'ORN I I

(S) Recommendation: JTF GTMO recommends this detainee be transferred for continued detention to his country of origin (Kingdom of Saudi Arabia) if a satisfactory agreement can be reached that allows access to detainee andlor access to exploited intelligence.
