3 MOTIONS FROM NOVEMBER OCTOBER 2009 NOVEMBER 15, 2008 One Whistle Referee System is MANDATORY. The Wisconsin Youth Soccer Association has informed all Districts that any game utilizing two whistles is NOT a sanctioned game. It is imperative that all East Central scheduled games be controlled by a one whistle referee system. It is also required to have three referees for each sanctioned game, whether they are registered or a non-registered Club Linesman. The center, or head, referee must be USSF registered. Therefore, what should you do when a three-man system is scheduled and one or more of the referees do not show up for the game? The board requires the use of one of the following options. All options are predicated on utilizing a center/head referee, that is qualified for the level of play. 1. Recruit a qualified registered referee from the spectators and proceed with the usual methodology of a three-man system. 2. Recruit a club linesman from the spectators. Therefore modify the three-man system as follows a. Instruct the club linesman to only signal when the ball goes over the touch line or goal line. The club linesman may not signal or call any fouls or infractions. b. The assistant referee (AR) will continue to signal fouls, off-side, and balls that go out of play as usual. c. The center referee will modify his diagonal movement to maximize his/her visualization of the assistant referee, and work more to the side of the club linesman. d. Reimbursement: Registered referees will receive the pay for the position (Center or AR) that they actually work. No referee, center or AR, may be paid more than the amount set by East Central/WYSA. e. Club Linesmen may not be paid as part of the referee crew. f. If the game is at the Classic level, and a registered level 9 referee is recruited to help as a linesman, the level 9 referee may not be paid as part of the referee crew, and should not wear a uniform or badge. A level 9 referee may only be used as a non-paid club linesman that can only assist with signaling that the ball has gone over the touch line or goal line. When recruiting a club s lineman preferences should be given to a level 9 referee first. g. At the conclusion of the game, the center/head referee is responsible to split and return any unused referee fees to the coaches/manager of each team, when less than three registered referees are used. h. The coach is encouraged to donate the unused referee fees to the clubs lineman. Any fees not used to pay for the referees are to be returned to the club. Motions Passed From November 2008 October
4 i. In the situation where none of the available registered referees are qualified to work the center referee position for the level of play, the game should be cancelled and rescheduled. The scheduled assistant referees should be paid the appropriate fee. 3. All of the above rules are to be applied for any State League, MYRL, or State Championship Series play-in games that are played within the East Central District. Note that when playing teams outside of the East Central Soccer District, teams do not typically pay for club linesmen. Motion: To accept the new wording on the One Whistle Referee System is Mandatory Election of President and Secretary Motion: To re-elect Carl Micke as president for a two year term Motion: To re-elect Mark Kelderman as secretary for a two year term. NOVEMBER 15 STRATEGIC PLANNING SECTION Disband Teams MOTION: Players from teams that disband (during the soccer year) can go to other teams within East Central. To be recognized as a disbanded team, the team must turn in their passes to East Central. --NOTE: Tod Maki (De Pere) NO vote High School Girls Soccer Season The WIAA State Tournament for girls was discussed. WIAA Girls Tournament dates are June 11-13, 2009 and June 18-23, Teams playing in the WIAA State Tournament will have to reschedule any East Central games that may interfere with their tournament play. MOTION: East Central s schedule for High School girl s season will start the second week of June and continue to the last week of July for 8 weeks of play. Motions Passed From November 2008 October
5 Tryout and Recruitment Policy MOTION: East Central will follow the tryout, recruitment and rostering policy as written by Wis. Youth Soccer Association. Notification of players will be done per existing East Central Rules. -- NOTE: Mary Jo Parkins (ASC) and Dale Antoine (ECYSC) NO Vote Jim Rader (Referee Commissioner) Abstained JANUARY 12, 2009 NO MOTIONS FEBRUARY 9, 2009 TOPS Soccer MOTION: Mark Kelderman made a motion to purchase goals and nets for TOPS Soccer. Cost to be approximately $ Substitution Rule MOTION: Wayne made a motion to accept the Rules and Regulations with a modification to the substitution rule, any substitution can be made when there is a stoppage of play. All other situations will be removed. Motion was seconded by Don Wirtz (Fond du Lac) MARCH 9, 2009 Rescheduling Games MOTION: made by Jim Rader to remove item number 6 from reasons to reschedule a game. APRIL 13, 2009 Policy for Referee Pay When A Game Is Not Played As Scheduled, or Suspended East Central Board Motion From: Jim Rader EC Referee Commissioner Date: March 9, 2009 Subject: Policy for Referee Pay When A Game Is Not Played As Scheduled, or Suspended It is proposed that the following be accepted by East Central to clarify when referees are to be paid, or are not to be paid in situations where a game is not played as scheduled, or is suspended after it is started: 1. Rescheduled or Cancelled Games Referees are notified 48 hours or more ahead of the scheduled kick-off. a. Referees are NOT to be paid. 2. Rescheduled or Cancelled Games Referees are NOT notified 48 hours or more ahead of the scheduled kick-off. a. Referees ARE to be paid, unless the cancellation is due to weather. b. Home field club will insure that the referees are paid 100% of the referee fee. If the canceling team is the away team they will reimburse the home club 100% of the referee fees. If game is rescheduled each team will pay ½ of the referee fees. 3. Weather Causing a Cancellation or Suspension of a Game a. When weather the day of a scheduled game causes a club to close their fields and cancel all games, there is no 48 hour notice required and the referees are NOT to be paid. i. If a club closes their field(s) sooner than the day of the game, the home coach/club should notify their assignor so he can let the referees know. b. When the referees and the teams show-up for a game, still intended to be played, but there is lighting or threatening weather: i. If there is lightning or threatening weather that keeps the teams and referees from attempting to take the field, and the game gets cancelled, the referees are NOT to be paid. ii. If the teams take the field for their pre-game warm-up and the referees start to check the teams in (Roster check, equipment check, etc.), and then a decision is made to not start the game, for weather, or any other reason, then the referees ARE to be paid the full referee fees. 4. Games Suspended/Terminated Anytime After the Opening Kick-off Motions Passed From November 2008 October
7 a. Once the opening kick off has been taken, the referees ARE to be paid the full referee fees. KEEP the entire paid referee fee Included in this proposal is the direction that if a referee does not get their full fee payment, when they are entitled based on this policy, it is the home coach s/club s responsibility to make sure that the referee does get their full payment. The home coach/club should work with the visiting coach/club to get reimbursement from the visiting coach/club, when necessary. The assignors should be involved in this process too. Also included in this proposal is that referees need to be sensitive to weather and field condition concerns. Referees should only begin checking teams in, if there is a reasonable chance that a game can actually be played. In other words, the referee should not push to get the team check-ins started just to assure that they get paid. MOTION: To accept the referee policy with the changes indicated. MAY 11, 2009 State Board Rep MOTION: by Renee Sullivan and seconded by Jim Welnetz: To approve the appointment of Dawn King as State Board Representative to fill the vacancy from the resignation of Ann Girard. Motion was approved unanimously. Playing up Policy U-11 U-14: East Central Classic soccer players may register up a maximum of two years to a competitive league. In other words players must be U-11 to be eligible for a team that registers with East Central to play in a U-13 league. Exceptions: If a State level teams elects to play in the East Central League, they are to play in a competitive appropriate league. When forming leagues East Central may choose to group teams to assure a competitive balance for its leagues. Clubs may petition East Central for a waiver based upon specific club needs to field a team. This waiver can only be used for a limited number of players per club. Clubs may petition East Central for a waiver based upon the ability of the player. This waiver will need to be supported by the WYSA Coaching Staff. MOTION: Move to adopt the policy as is. 8 JUNE 8, Budget MOTION: To approve the budget as presented by Tod. Motion made by Jim Rader and seconded by Renee Sullivan WEBSITE MOTION: To allocate two thousand dollars to work on developing a website and to provide training and support. Steve Findley will provide the support. Definition of Seasons (See attached reports: Power Point East Central 2009 Philosophy Schedule change, Final Summary of East Central Season Changes ) MOTION #1: Designation - Implement A, B, C designation, eliminate National, World and American -- implement for 2009/2010 ************************************************************************* MOTION #2: High School Boys - Start U-19 Classic mid-may to coincide with Rec. -- implement for 2009/2010 ************************************************************************* MOTION#3: High School Girls -- move HS Girls to fall DEFEATED No Change ************************************************************************ MOTION #4: East Central July Series shorten regular season to end before 4 th of July and add a team optional East Central July Series. (Exception is high school girls) implement for soccer season ************************************************************************ MOTION #5: U11-12 Implement a team optional split season league for U11/U12 for 2009/2010 while maintaining Spring B and C Leagues for teams that don t want to do it. 9 MOTION #6: U13/U14 leave as is for for U13/U14. Girl s High School season leave as is for 2009/2010 No Change Player Eligibility (Concept was approved in May. Carl reworked the words.) Beginning August 1, 2009, any player U-14 and below may register up a maximum of two age levels on any East Central U-11 to U-14 League. For example players defined as a U-11 player can be eligible for a team that registers with East Central to play in a U-13 league. Age levels are defined each year by US Youth Soccer. Exceptions: If a State level teams elects to play in the East Central League, they are to play in a competitive appropriate league as determined by East Central. When forming leagues East Central may choose to group teams to assure a competitive balance for its leagues. Clubs may petition East Central for a waiver based upon specific club needs to field a team. This waiver can only be used for a limited number of players per club. Clubs may petition East Central for a waiver based upon the ability of the player. This waiver will need to be supported and approved by the WYSA Coaching Staff.
