1 2011 Team Ohio FC Nike Challenge Cup Tournament Rules The 13th Annual 2011 Team Ohio FC Nike Challenge Cup, will be held over two weekends this year: Girls: April Boys: April 30-May1 It is open to all registered USYSA league, US Club, USSF affiliates and CONCACAF nation teams. All teams must be currently registered with their state, national or provincial association and in good standing. The TOFCNCC is open to boys and girls teams from u9 to u18/19. Tournament Headquarters Girls Weekend: During the event, tourney central will be at Soccer First, 6490 Dublin Park Drive, Dublin, OH Boys Weekend: During the event, tourney central will be at Darree Fields, 6529 Cosgray Rd., Dublin OH, Eligibility 2011 Nike Challenge Cup Registration Process For 2011, we'll offer two options: 1. Mail-in registration or 2. Friday night in-person registration. Deadlines and Important Notes For mail-in registration, all materials must be received by Friday, April 1, 2011 for the GIRLS weekend. For boys registration, all materials must be received by Friday, April 15, 2011 Please mail them to: Team Ohio FC Attn: Registration (Boys or Girls - mark the appropriate one with the age group) P.O. Box 2028 Dublin, OH All rosters sent in via mail-in registration will be frozen as of April 1, 2011 for girls and April 15, 2011 for boys.. All teams and players will determine their ages per the USSF/USYSA age guidelines. For example, all players born on or after August 1st, 1997 would be U-13. A player may not be rostered to more than one team.

2 Friday Night Registration Details: Girls Weekend (Friday, April 15): Please bring all required documentation to the Crowne Plaza Dublin located at 600 Metro Place North, Dublin, OH between 6:30-9:30pm. Boys Weekend (Friday, April 29): Please bring all required documentation to the Marriott Northwest located at 5605 Blazer Parkway, Dublin, OH between 6:30-9:30pm. Documentation Requirements **All forms requested by the Team Ohio Nike Challenge Cup will be available for download upon team acceptance. USYS Teams: One copy of the official stamped and validated roster to leave with tournament. (Roster frozen once sent) Total roster sizes are up to a maximum of eighteen (18) players for teams playing 11v11, a maximum of fourteen (14) players for teams playing 8v8, twelve (12) players for teams playing 6v6. No player shall be allowed to register with more than one team or switch to another team during the tournament. A copy of the validated player cards, on both sides, rostered players and guest players. For in person registration, just present the cards. A copy of the validated Coaches pass card on both sides, one for each, if applicable. Maximum of 3. For in-person registration, just present the cards. Copy of notarized Medical Release Form. You are welcome to use the one provided by your club. If you need one, please download a copy from the forms. Copy of Travel permit if your team is from outside of OSYSA. Copy of Guest Player roster approved and validated by the state in which the player is registered. Copy of the Soccer First Roster and Release Forms if playing at the Soccer First Facility. In most cases, this will only apply to teams playing 11v11. Copy of both sides of the of the Guest player card, maximum of 4 guest players. Team Contact and Hotel Form - all teams must complete and send in. For mail-in registration, an confirmation will be sent to the provided on the Team Contact and Hotel Information Sheet once your registration is processed. Laws of the Game International Rules (FIFA/USSF) apply with the following exceptions: -Free substitutions are allowed at all age groups. -Substitution must be at the midfield line. -Substitutions may be made with the consent of the referee as follows: 1) After a goal by either team 2) Before any goal kick 3) Before a throw-in in your favor 4) At the beginning of any half of play

4 5) After any injury, by either team when the referee stops play 6) After caution, one for one by both teams if the cautioned player is substituted Game Format U9/ U10 Two 25-minute halves Ball Size-4 U11/12 (8v8) Two 30-minute halves Ball Size-4 U12 (11v11) - U18/19 Two 35-minute halves Ball Size-5 Note: 1)Half-time will be exactly five (5) minutes. Each participating team will play a minimum of three (3) matches. No team will play more than two (2) matches per day. All finalists will receive individual awards. The first place team for a group, based on points or tie breakers, as described below, will play the first place team for the other group for the division championship. All games played, including crossover games and games counted due to forfeit, will be counted in point totals. Ties will stand in all games except championship matches. In championship matches, overtime rules apply, see below. A final game is considered the third (3rd) preliminary game if the team does not advance to the championship. Otherwise it is the Championship game. Game balls will be provided by the tournament. It is the intent of the Nike Challenge Cup to provide a three (3) person referee system for all 8v8 & 11v11 and tournament matches. However, if deemed necessary, matches may be conducted with club linesmen. All referees are USSF certified. NOTE: U9 & U10, 6v6 games, will utilize a one person referee system. The Referee's decision is final. Discipline for Misconduct In accordance with FIFA policy, there shall be no dissent between fans, players and/or coaches and the referee. Questioning a referee's call is considered dissent. All coaches are urged to solicit the support of their fans in monitoring and enforcing this policy. The use of noisemakers such as air horns, cow bells, whistles, loud oral whistling, etc.during a game is prohibited and considered unsportsmanlike conduct. The referee may suspend play until the offending noise stops. Any player or coach ordered from the field (red card) by the referee for misconduct shall be suspended from the next game. No substitution will be permitted for an ejected player. Such behavior may result in forfeiture of the game and/or expulsion from further play.

5 Overall Game/Venue Conduct Players and coaches must remain on their side of the field, within 20 yards of the centerline of their half of the field. Spectators, including everyone not listed as a player or coach for the teams on the field, must remain on the side of the field opposite the teams. No one should be behind the goal lines. Players who are sent off (red card) during a game may not play in the next game. They may sit with their team but cannot dress in uniform. Coaches may be given cautions or sent off. Coaches who are sent off cannot participate as a coach or a spectator in their team's next game.an ejected coach may not be in the vicinity of the playing field during the sanctioned game. All red cards will be turned to their respective teams except in cases involving assault, by the end of the team's last tournament game. A team representative will be required to sign for receipt of the card which will be forward to OSYSA along with a report of the incident. Forfeits A grace period will be extended to 10 minutes beyond the scheduled kickoff time or the completion of the proceeding game; whichever is later, before a forfeit is declared. Failure to complete a match, or a team leaving the field during play, will result in forfeiture. No team that has forfeited a game will be declared a wild card or group winner. The team winning by forfeit will be awarded 3 points for a win. The score for the forfeited game will be posted as 3-0. Note: Any forfeited game will result in that team not proceeding to any playoff rounds! Player Passes and Medical Forms Coaches are required to bring player passes and medical release forms to every game. Player and coaches passes are inspected by the referee or marshal before the start of every game. Standings Each team will be awarded 3 points for a win, 1 point for a tie, and 0 points for a loss. In the event of ties in the standings, the following procedure will determine the group winner. a) Team with the most points wins (if tied go to step B) b) Winner of the game played between the tied teams (if three or more teams are tied go to step C). c) Highest number of total NET goals (goal differential). MAXIMUM goal differential is three goals per game. d) Fewest total goals allowed. e) Penalty kicks will be used when there is a tie to determine if a team is going to a semifinal or championship round game(fifa Laws of the game until a winner is decided). Shootouts will be conducted Sunday morning at Soccer First for the Girls Weekend and Darree fields for the boys weekend. Shootouts will start at 7:30 am. Teams should check in at scores table for field location. Coaches will be notified as soon as possible Saturday evening. For those teams tied and need to determine their third and final game of the

6 tournament, a coin flip will be used. Coaches will be notified as soon as possible on Saturday evening. Overtime in Finals and Group semi games Note: There is no golden goal rule. -U-9 and U-10: up to two 5-minute periods; -U-11 through U-18/19:up to two 10-minute periods; -U-9 through U-18/19: if the teams are tied by the end of the second overtime period, the match will be determined by penalty kicks in conformity with FIFA Laws of the Game. Only players on the field at the end of the second overtime period are eligible for penalty kicks. Coin flip will determine who will go first(visiting team calls). If the score remains tied after 2 overtime periods, teams will alternate shooters until there is an unmatched goal between the teams. Protests Protests by any team must be submitted in writing to the Tournament Directors within 30 minutes of completion of the game. Referees' decisions may NOT be the basis for protesting the game. $100 in cash must accompany the protest and will be returned only if the protest is upheld. Players' uniform and equipment A player's uniform shall consist of a shirt, shorts, socks, shin guards, and footwear. Cutoffs will not be allowed in lieu of uniform shorts. NO slider pants will be allowed to excessively show under any uniform shorts. No jewelry shall be worn during match play. Note: Players with soft casts are eligible to play coupled with the decision of the center referee and/or Tournament Director. No players with hard casts can participate during play! Teams must wear numbers on their shirts. Each player shall have a different number and this number must be the same as listed on the official tournament roster. In the event of a color conflict, the home team will change color. (The home team is the first team listed on the schedule). Goalkeepers shall wear colors, which distinguish them from other players on both teams and the referee. The appearance of players is a vital extension of the game. Players must wear shin guards, socks must be pulled up over the shin guards, and shirts will be tucked into the shorts at all times during tournament games. Scoring

7 Scoring will be posted on-line at Scoring will also be posted manually at Spindler, Darree and Soccer First at the main tournament tents. At the end of each match, both participating coaches must sign the scorecard. This is considered a verification of the game score. The referee will give the scorecard to the referee coordinator or assistant, Head of Scoring or Site Directors. Ultimately, the center referee is responsible for bringing the card to the referee coordinator within an hour after the game's completion. Caution and ejections will be clearly noted on the scorecard and tracked by the referee coordinator, Head of scoring and/or Tournament Director. Weather If a game is suspended due to weather problems, field conditions, or other situations beyond the tournament's control, after completion of the first half, that game shall be considered complete and official. If a game is temporarily suspended for any of the foregoing reasons before completion of the first half, each team involved must check with tournament headquarters for instructions. We also reserve the right to shorten any games to complete matches during the tournament weekend and preserve the safety of all players, coaches and spectators. Standards of Conduct All participants will be expected to maintain high standards of conduct during their stay. These standards are expected of players, referees and other guests, both while in hotels and at the fields: refrain from kicking soccer balls against or within a building, being respectful of the property of others. If the Tournament Director becomes aware that these guidelines have been violated, the Director reserves the right to proceed with an appropriate sanction: a warning, reduction in points in the standings, or banning the team or club from future participation in the tournament. Photos The TOFCNCC may place photos on its tournament ( and club website ( showing events taking place during the tournament. Your participation indicates permission to do this. However, we will honor any reasonable request to remove a photo you find inappropriate to have posted. Prohibited Items As a courtesy to everyone, No Alcohol, No Verbal Abuse of anyone, No Pets and No Bikes will be allowed at any tournament soccer venues. General The Tournament Director s interpretation of the foregoing rules and regulations shall be final. The Tournament Director reserves the right to decide on all matters pertaining to the tournament.
