1 CYSA North, District II Spring League Rules Rev 22 Updated 2010/03/15 The website for CYSA North, District II Spring League and District II Spring Cup information, registration and procedures is The 2010 District II Spring League schedules and results are found at The District II Spring League Director contact is springleagued2cysa AT gmailcom Rules Teams playing in the District II Spring League are Paper Teams During the Spring season, many soccer players participate in other sports A team that was registered for CYSA in the Fall may have many players who do not choose to play Spring soccer To allow CYSA teams as much flexibility as possible in organizing a Spring team, teams playing in the District II Spring league are designated as "Paper Teams" A Paper Team allows you to create team rosters with CYSA players from different Fall teams without burdensome transfer paperwork The paper team rosters are only good for the purpose of playing in the District II Spring League and District II Spring Cup Tournament All teams playing District II Spring League will be issued CYSA BLUE Spring passes and rosters For 2010 District II Spring League play, District 1, District 2, and District 3 teams (also referred to as "in-district" teams) will play as Paper Teams; all other "out-of-district" (Districts 4 through 8)
2 teams must use their Fall goldenrod and passes (See the following section) CYSA Teams and Players outside District 1, 2, and 3 may register to play in the District II Spring League CYSA Teams from other CYSA districts may apply to play in the the District II Spring League However, these "out-of-district" teams must obtain and submit the permission of their District Commissioner in order to apply to play in in the District II Spring League This policy must be followed in order for CYSA insurance coverage to remain in effect Acceptance is based on the final approvals of the District II Commissioner and the District II Spring League Director Teams from Districts 4, through 8 have additional match requirements, which are listed below, when they play matches in the District II Spring League CYSA Players outside District 1, 2, or 3 wishing to play in the District II Spring League must first transfer to the fall roster of a District 1, District 2, or District 3 CYSA Team Once the player is transferred onto a District 1, District 2, or District fall roster, then the player is elligible to play on any Paper Team within the same District Application procedure for "out-of-district" teams (Districts 4 through 8) to play in the District II Spring League 1 Complete the online application and pay the entry fee via credit card 2 Assemble the following paperwork: Copy of official CYSA team roster (goldenrod) Copy of team's District Commissioner's approval for the team to play in the District II Spring League ( communication between the team's District Commissioner and the District II Spring League Director and District II Commissioner is also acceptable) Mail all your paperwork to: George Tharakan District II Spring League Director PO Box 2100 Sunnyvale, CA
3 Match Requirements for "in-district" teams (Districts 1 through 3) playing in the District II Spring League 1 District 1, District 2, and District 3 teams play their District II Spring League home matches at their own home field 2 With the exception of the matches against "out-ofdistrict" teams (see below), they play all their away matches at their opponent's home field 3 All District II Spring League matches are required to use the 3-official, diagonal system of control Match Requirements for "out-of-district" teams (Districts 4 through 8) playing in the District II Spring League 1 District 4 through District 8 teams will play all their matches at their District 1, District 2, or District 3 opponent's field 2 They will need to pay for the referees fees for their scheduled home matches (which are being played at their opponent's field) The referees fee varies from league to league, so you need to find out what the fee is from your opponent before your match It usually runs from $70 to $115 per match for a crew of 1 Center Referee and 2 Assistant Referees 3 All District II Spring League matches are required to use the 3-official, diagonal system of control Mandatory Team Contacts and Contact Information 1 All teams applying to play in the District II Spring League MUST provide TWO DIFFERENT contact names with different addresses and different phone numbers listed for the Manager, and Coach of the team 2 The contact information for Manager, Coach, and Primary Contact MUST be entered in the team application 3 Teams that fail to provide TWO different contact names for Manager and Coach, with different addresses and different phone numbers will not be accepted into the District II Spring League Scheduling Matches 1 Season Dates The District II Spring League season consists of 9 scheduled matches Schedules will be posted on the Web 2-3 weeks prior to the start of the season 2 Divisions The District II Spring League is open to boys and girls in Class 1, 3, and 4 levels, and in age group classifications U8 through U19 Where
4 necessary, age and/or class divisions will be combined to optimize schedules and ensure sufficient competition 3 Division Size The League's goal is to create divisions with a minimum size of 6 teams and an ideal size of 10 teams 4 Match Day Matches should be played on Saturdays, but because of the difficulty in obtaining fields during baseball season, all teams should be flexible about playing on Sundays or even other days of the week To fit all matches into the 10 week period, it is usually necessary to schedule at least one Sunday match 5 Match Time The Home Team is responsible for scheduling the match field and referees Match times and locations must be confirmed with your opponent at least by the Sunday prior to the weekend of your scheduled match day Changes should be confirmed with your opponent no later than the Monday preceding the match 1 Note the special requirements for "out-of-district" teams playing their home matches on "in-district" fields The "in-district" team is responsible for scheduling the match field and referees in consultation with the "out-of-district" team Payment for referees in this case will be made by the "out-of-district" team (ie the home team) 6 Re-scheduling Matches Teams are strongly urged to play their matches on the Spring League scheduled dates However, a re-schedule may be requested by teams and must be accommodated for the reasons listed below The goal of the Spring League is primarily to play matches Therefore, the Spring League strongly urges all teams to be accommodating when facing a re-schedule request as there are no awards for placement and the Fall season seeding does not depend on Spring League performance A team's inability to field a team on the day of the match does not constitute grounds for postponement, unless the opposing team agrees to reschedule The following reasons are valid grounds for requesting a re-schedule: 1 Team is playing CYSA State Cup or CYSA Association Cup 2 Team has players participating in District II ODP tryouts and will not be able to field 11 players for the match 7 Matches not played as scheduled Matches not played because of unplayable fields, field conflict, or mutual convenience must be rescheduled within 2 weeks of the originally scheduled match A team's inability to field a team on the day of the match does not constitute grounds for postponement, unless the opposing team agrees to reschedule 8 Teams that Consistently do not Play [new rule as of 1-Dec-99] Sometimes teams drop out after a few weeks, or else they consistently cancel matches at the last minute because they can't get enough players, are disorganized, or just don't want to travel to away games If canceling matches was a consistent behavior last year, then those teams will be put on probation and required to submit a $150 security deposit before acceptance into the league $75 will then be forfeited to the league for each game missed without good cause In the future, the Spring League will consider fining teams for missed games Referees, Discipline and Protests Referees 1 Some Home leagues provide referees and fields for their teams If not, the Home team is responsible for providing one (1) qualified referee and two
5 (2) qualified linesmen Only the diagonal system of control per USSF will be used in District II Spring League matches No duals are allowed ever This does not mean that three people have to show up to play an official match only that the proper system of control be used 2 The center referee must be at least 2 years older than the age group being officiated 3 Scheduled referees may not be related to a match participant 4 "Club linesmen" may be used when necessary, however, they may only call "out of bounds" and "direction of play" 5 If the above requirements are not satisfied or if a scheduled referee fails to appear for a match, and the managers or coaches of both teams choose to play the match, the result of the match shall be deemed official 6 The Home team shall print the match card from the District II Playing League system and hand it to the referee along with a stamped envelope addressed to the District II Spring League The match card contains the score reporting information for the match 7 The referee shall submit the completed match card either to the Home League Referee Assignor, where required to do so by the League Assignor, or if not, to the District II Spring League using the envelope provided by the home team Discipline (Yellow and Red Cards) 1 A player receiving a yellow card is no longer be required by the referee to leave the field of play 2 In the event of a player send-off (red card), the referee shall mail the player's pass along with the match card and send-off report to the District II Spring League The District II Spring Spring League will determine the appropriate player suspension period, enter the information into the District II database, and return the player pass, with a copy of the referee report to the Home League President 3 A Referee Send-Off Report is in the CYSA Tournament Manual and is also posted at the District II Soccer Referee Administration website (PDF at Coaches should bring to all matches a copy of the send-off report along with a stamped envelope addressed to the District II Spring League These should then be handed to the Referee to report the send-off 4 Referees are strongly urged to complete the District II web-based Referee Send-Off Report at sendofflasso 5 A coach that receives a Send-Off MUST serve out their suspension at matches for the team that their coach pass belongs to and is NOT allowed to coach any other team at any other District II Spring League or CYSA matches until their suspension is served 6 Any player, coach, or team official who receives two (2) red cards in league matches during the Spring season shall be suspended from league play for the remainder of the season Protests 1 Since there are no awards for competitive play, no protests of matches or send-offs will be accepted by the District II Spring League However, the league does want to hear about concerns or issues Please communicate those to your League Representative, or report referee issues to the District II Spring League Director
6 Reporting Scores 1 Teams are required to report scores promptly Teams that consistently fail to do so may not be accepted for the District II Spring League in the future 2 The procedure for reporting scores is found on the match card that the home team prints from the team account in the District II Playing League system 3 A match that is not played will be considered a forfeit and the score should be reported as 1-0 in favor of the team that did NOT forfeit the match Awards 1 There are no awards for competitive play in the District II Spring League 2 Scores and standings are maintained using the following point system 3 points for a win 1 point for a tie No additional points for goals scored 1 point deduction for each player send-off 2 point deduction for each coach send-off Number of Players, Game Duration, and Ball Size Age Group Number of Players on Field Length of Halves * Ball Size U8, U min #4 U min #4 U11 ** min #4 U min #4 U13-U min #5 U15-U min #5 U17-U min #5 * Note 1: No overtime periods will be played ** Note 2: U11s plays 11v11 in District II Spring League in preparation for 11v11 play as U12s in the Fall Minimum and Maximum Team Roster Size
7 The maximum Roster size for District II Spring League Paper Teams is 26 (twenty-six) U8, U9, and U10 teams are also allowed to carry up to 26 players on their rosters for District II Spring League play However, any U8, U9, or U10 team that rosters more than 13 players on their District II Spring League Paper Team Roster, needs to make it clear to their players that for the upcoming fall, their roster size is limited to 13 and therefore will not be able to carry all the players that were on the District II Spring League Roster Also, any U11 or older team that rosters more than 18 players on their District II Spring League Paper Team Roster, needs to make it clear to their players that for the upcoming fall, their roster size is limited to 18 and therefore will not be able to carry all the players that were on the District II Spring League Roster The minimum Roster sizes requirement for District II Spring League Teams are U8, U9, U10 - minimum of 10 players on the roster U11 and above - minimum of 13 players on the roster Match Day Roster Size Limitation U8, U9, and U10 teams are limited to 13 (thirteen) players for a particular match U11 and above teams are limited to 18 (eighteen) players for a particular match Once the player passes have been presented to the referee, players can not be swapped out for other players on the roster Guest players District II Spring League "in-district" teams may field guest players for District II Spring League play as long as they meet the following conditions The guest player must be from the same League as the team on which the player is guesting and must be registered in CYSA for the spring season (with a CYSA BLUE Spring player pass) The first four digits (4) of the team id on CYSA pass of the guest player must be the same as the team id of the team on which the player is a guest The guest player date of birth (DOB) must be of the same age group or younger as the age group of the match being played eg a U11 team is playing up in the U12 Division The team may field guest players that are U12 or younger from the same League Guest Coaches District II Spring League "in-district" teams may be coached on match day by a 'guest coach' as long as they meet the following conditions The guest coach must be from the same Club as the team playing the match and must be registered for the spring season (with a CYSA BLUE Spring coach pass)
8 The first 6 digits of the team id on CYSA pass of the guest coach must be the same as the team id of the team that the guest coach is coaching 8x8 Format Modified Playing Rules 1 All U8 and U9 matches will follow standard FIFA rules with the following modifications for the 8x8 format 1 Law I-The Field: Dimensions: The field of play shall be rectangular, its length being not more than 80 yards nor less than 70 yards and its width not more than 50 yards nor less than 40 yards The length in all cases shall exceed the width [Recommend 80x50] Markings: Distinctive lines not more than (5) inches wide A halfway line shall be marked out across the field A center circle with an eight (8) yard radius Four corner arcs each with a two (2) foot radius Goal Area: six (6) yards from each goal post and six (6) yards into the field of play joined by a line drawn parallel with the goal line Penalty Area: fourteen (14) yards from each goal post and fourteen (14) yards into the field of play joined by a line drawn parallel with the goal line Penalty Spot: Ten (10) yards from the midpoint between the goalposts and equidistant to them Penalty Arc: Arc of a circle with a radius of Eight (8) yards from the center of the Penalty Spot drawn outside the Penalty Area Goals: Six (6) feet high and Eighteen (18) feet wide up to Seven (7) feet high and Twenty-one (21) feet wide [Recommend 7x21] 2 Law II-The Ball: Size four (4) 3 Law III-Number of Players: Maximum number of players on the field at any one time is 8v8 - eight (8) including the goalkeeper Maximum number of players on the match roster should not exceed: thirteen (13) for 8v8 Teams and matches may be coed Substitutions: Prior to throw-in, in your favor Prior to a goal, kick, by either team After a goal, by either team After an injury, by either team, when the referee stops the play At half-time 4 Law VII-Duration of the Game: The game shall be divided into two (2) equal halves of twenty-five (25) minutes each There shall be a half-time break of five (5) minutes 5 Law XIII-Free Kicks: Conform to FIFA with the following exception: Opponents must be eight (8) yards away before kick is allowed 6 Law XIV-Penalty Kicks: NO PENALTY KICKS Direct kick in the penalty area shall be taken from closest point on the penalty line 7 Law XV-Throw-In: Conform to FIFA One re-throw allowed 8 Law XVII-Corner Kick: Conform to FIFA with the following exception: Opponents must be eight (8) yards away from the ball 2 All U10 matches will follow the same modifications as the U8 and U9 matches with the exception of Law XIV and Law XV (ie the match rules followed are same as those followed the CYSA Cups Competition Rules for the U10 age group, which also plays in the 8v8 format) 1 Law XIV-Penalty Kicks: Conform to FIFA
9 2 Law XV-Throw-In: Conform to FIFA NO re-throw allowed as in U8 and U9 Last date to Add, Drop or Transfer Players on District II Spring League Paper Team Rosters 1 The last day to turn in District II Spring League Paper Team roster changes to the team's Registration League Registrar is April 30th 2 Roster changes after May 1st will be processed directly by the District Registrar 3 Any player added to a District II Spring League Paper Team (ie paperwork submitted on or before Friday) shall be eligible for play on the following weekend only This includes players that are new to CYSA as well as players that are already registered in CYSA 4 For 2010, the last date to make Paper Team Roster changes for the District II Spring League and District II Spring Cup, is Friday, May 14th
