1 These policies are the play policies for each age group division between U6-U19. LNYSA adheres to FIFA Rules and US Youth Soccer Rules of Play. Together, coaches and parents are expected to create and promote a fun and safe environment for the players. Players are required to play at least ¾ of each game. (U6) 2013 Boys and Girls 4v4 Standards of Play Number of Players on Field : 4 v 4 NO Goalkeepers (always have the same number of players per team on the fields) Field Size : approx. 35 x 25 yards Ball Size : 3 Schedule/Start Time : Scheduled time is start of warm-up. Match will start 30 mins after the scheduled warm-up time. Match Duration : 4 quarters- 10 mins each; 5 min breaks between quarters Referee: No referee; one coach from each team on the field helping guide players. Coaches on the field should look for coachable moments, but don t overemphasize the law of the game. No Penalty Kicks No Fouls No Offsides Heading : No deliberate heading is allowed. If deliberate heading occurs, the referee shall award an indirect free kick to the opposing team from the spot of the offense Re-starts : Kick-offs, throw-ins/kick-ins, goal kicks and corner kicks are used to restart the game. Opponents should be 10 feet away from the ball on all restarts. Goal kicks and corner kicks should be taken in the general vicinity of the respective goal or corner. Kick-ins and/or dribble-ins are also acceptable. Goalkeeper : NO goalkeepers in this division and defenders should NOT be placed directly in front of the goal. Substitutions : Substitute at any time. All players should play at least ¾ of the match. Lineup Card : Not required Parents/Sideline : Parent on sideline, not behind goals or behind end line.

Introduce goalkeepers on the eighth week of the season rotate goalkeeper each quarter. NO player should play keeper for an entire match. Substitutions : Substitute at any time. All players should play at least ¾ of the match. Lineup Card : Not required Parents: Parent on sideline, not behind goals or behind end line.
3 (U8) 2011 Boys and Girls Number of Players on Field : 6 v 6 (5 field players and 1 goalkeeper) Field Size : approx. 60 X 40 yards Ball Size : 3 Schedule/Start Time : Scheduled time is start of match. Plan on warm-up time prior to start of match. Match Duration : 40 minutes (4x10); 10 minute break after 2 quarters; a short water break/substitution break at 10 minutes. Referee : A coach or knowledgeable parent shall referee. Home team shall referee the first half; visiting team shall referee the second half. Coaches are NOT on the field during match they should stay on the sideline, near the centerline of the field. Penalties/Fouls/Offside : Penalties/fouls called, including intentional handling of the ball. Offside should not be called, but do not plant an attacking player in front of the goal. The penalty mark is 8 yards away from the midpoint of the goalposts. Referee on the field should look for coachable moments and explain in a positive instructive way why certain calls are being made. Heading : No deliberate heading is allowed. If deliberate heading occurs, the referee shall award an indirect free kick to the opposing team from the spot of the offense Re-starts: Corner kicks give about 5 yards between defenders and player taking the kick. Goal kicks/ Build out The opposing team must also move behind the build out line prior to a goal kick and may only cross the build out line once the ball has left the penalty area. Throw-ins/- teach players the proper technique of throw- ins. Infraction on throw-ins (lifting foot, throw not overhead) should not be called, but play should be stopped at appropriate moment and player given a second try to do re-start correctly. Goalkeeper (GK) : Goalkeepers on both teams, in a vest or shirt that distinguishes them from field players. Rotate goalkeepers every quester, giving each player the opportunity to play at goalkeeper position. All restarts by the GK will be from the GK s hands. No punting is allowed. The opposing team must move behind the build out line during a goal kick until the ball is put into play. After that, the opposing team can cross the build out line and play resumes. **Build Out Line : A Build-Out Line is a line across the width of the field of play mid-way between the top of the penalty area and the halfway line in each half. They should be equal distance between the penalty area line and the halfway line. When the goalkeeper has the ball in his or her hands during play from the opponent, the opposing team must move behind the build out line. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punts and drop-kicks are not
4 allowed). After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal. Substitutions : Free substitution. All players to play at least ¾ of the match. Line-up Card : No line up card required Parents/Sideline : Parent on sideline, not behind goals or behind end line. Coaches should not run up and down the entire touchline; stay toward the center of the field. ** Please see attached Updated Laws regarding the Build Out Line. This is coming from US soccer and Cal South and our league will start to implement immediately.
5 (U9) 2010 and (U10) 2000 Girls & Boys 7v7 Standards of Play Number of Players on Field : 7v7 (6 field players and 1 goalkeeper) Field Size : approx. 60 X 40 yards Ball Size : 4 Goal Size : 6 X 18 feet (maximum) Schedule/Start Time : Scheduled time is start of match. Plan on warm up time prior to start of match. Match Duration : 50 minutes; two 25 minutes halves, 10 minute break between halves; a short water break/substitution break at approximately 12.5 minutes (referee to stop match at throw-in or other dead ball) the clock continues to run during the break. Referee : LNYSA certified center referee only. A volunteer and/or knowledgeable parent (or another referee) can assist as an Assistant Referee. The game will not proceed without a certified center referee. Penalties/Fouls/Offside : FIFA Law of the Game, including handling the ball and offside. At the start of the season, referees will be lenient on certain areas, including throw-ins and offside and will instruct players on the law of the game. The build out line will be used to assess where offside offenses can be punished. Players cannot be penalized for an offside offense between the halfway line and the build out line. Players can be penalized for an offside offense between the build out line and the goal line. Heading : When a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken at the top of the penalty area. (measured by referee). If a player does not deliberately head the ball, then the play should continue. Goalkeeper (GK) : Goalkeepers on both teams, in a vest or shirt that distinguishes them from field players. Rotate goalkeepers, giving each player the opportunity to play at goalkeeper position. All restarts by the GK will be from the GK s hands. No punting is allowed. Goalkeepers start week 1 of the season. Build Out Line : The build out line promotes playing the ball out of the back in a less pressured setting. When the goalkeeper has the ball in his or her hands during play from the opponent, the opposing team must move behind the build out line until the ball is put into play. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play. (punts and drop kicks are not allowed) After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal. The opposing team must also move behind the build out line during a goal kick until the ball is put into play. Ideally, the goalkeeper will wait to put the ball into play once all opponents are past the build out line, however, the goalkeeper can put the ball into play sooner but he or she does so accepting the positioning of the opponents and the consequences of how play resumes.
6 Substitutions : Free substitution. All players to play at least ¾ of the match. Lineup Card : Coach must provide a pre-printed lineup card to the referee at the start of the match. During playoffs, if a coach does not provide a lineup card, the match is subject to forfeit at referee s discretion. Parents/Sideline : Home team decides which side its team will sit on. Parent shall cheer from the sideline only on the side of their team. Parents are not allowed to sit or cheer behind goals or behind end line. Coaches : One head coach, one assistant coach no more than two coaches during the match. Coach and assistant must wear official LNYSA coaches shirt (red or white). Any individual not identified as a coach shall not give instructions to players. Coach must stay in technical area. The technical area is 10 yards from either side of the center line, usually marked by the center circle on the field.
7 (U12) 2008/2007 Girls & Boys 9v9 Standards of Play Number of Players on Field : 9v9 (8 field players and 1 goalkeeper) Field Size : approx. 80 X 50 yards Ball Size : 4 Goal Size : 7 X 21 feet (maximum), 6 X 18 feet recommended Schedule/Start Time : Scheduled time is start of match. Plan on warm up time prior to the published time so match can start on time. Games may not start or continue if there are less than 6 players on a team. Match Duration : 60 minutes; two 30 minutes halves, 10 minute break between halves; a short water break/substitution break at approximately 12.5 minutes (referee to stop match at throw-in or other dead ball) the clock continues to run during the break.. If the match starts late, the referee should shorten the match so that there are equal halves and that the next match can start on time. Referee : LNYSA certified center referee and Assistant Referees where available. If ARs are not available, each team shall volunteer a knowledgeable parent or referee that can assist. The game will not proceed without a certified center referee. Penalties/Fouls/Offside : FIFA Law of the Game, including handling the ball and offside. For dangerous play or unsportsmanlike conduct, referee will escort the player from the field and talk to the coach, but a card will not be shown. A substitution for the player removed from the field will be allowed. After a few minutes, the player can rejoin the match at referee s discretion. Heading : When a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken at the top of the penalty area. If a player does not deliberately head the ball, then the play should continue. Re-starts : FIFA rules. 8 (U14) 2004/05 - Girls and Boys 11v11 Standards of Play Number of Players on Field: 11v11, minimum 7 player per side. If less than 7 player present, match is forfeited by team that does not field enough players. Field Size: Medium Field approx. 110 X 60 yards FIFA Marking on fields. Ball Size : 5 Schedule/Start Time: Scheduled time is start of match. Plan on warm up time prior to published time Match Duration: 70 minutes; two 35 minutes halves, 5 minute break between halves. If the match starts late, the referee should shorten the match so that there are equal halves and that the next match can start on time. Referee : LNYSA certified center referee, and Assistant Referees where available. If ARs are not available, each team shall volunteer a knowledgeable parent or referee that can assist. The game will not proceed without a certified center referee. FIFA Law of the Game, including handling the ball and offside. Players will be shown yellow card or red card pursuant to the Law of the Game. If a player is shown a yellow card, the player must be immediately substituted, but can be substituted back into the match at a stoppage and at the referee s discretion. Re-starts : FIFA rules. Goalkeeper: Goalkeepers on both teams, in a vest or shirt that distinguishes them from field players. Rotate goalkeepers, giving each player the opportunity to play at goalkeeper position. Substitutions : coach may substitute players during a stoppage of play with the referee s permission. Players must leave the field of play before substitutes are allowed on the field. All players must leave the field and enter the field at the center line of the field on the players team s side. All players to play at least ¾ of the match. Lineup Card : Coach must provide a pre-printed lineup card to the referee at the start of the match. During playoffs, if a coach does not provide a lineup card, the match is subject to forfeit at referee s discretion. Parents/Sideline : Home team decides which side its team will sit on. Parent shall cheer from the sideline only on the side of their team. Parents are not allowed to sit or cheer behind goals or behind end line.
