3 N.T.J.F.A. Northern Tasmanian Junior Football Association Inc. 1 CONTROLLED DOCUMENTS 1.1 This document is the property of the Board of the N.T.J.F.A. and should be kept up to date at all times. It is comprised of; Part 1 Constitution of the Northern Tasmanian Junior Football Association Inc. Part 2 By-Laws of the N.T.J.F.A. Inc Changes can be only made by way of notice from the Executive/Public Officer who will reissue a new page to be replaced, which will carry his/her signature, and the N.T.J.F.A. controlled stamp. 1.3 Clubs are to replace the obsolete copy and return it to the Executive/Public Officer as proof that the document has been upgraded. Clubs can make copies for personnel but only the master copy in control of the Executive Officer will be recognised. 1.4 Should clubs see a need for a change, they should make a submission to change the Controlled document and forward it to either their board member, or to the board for discussion. Code of Conduct for Parents, Officials & Spectators The N.T.J.F.A. takes seriously the conduct of players, officials, coaches and parents/spectators at competition matches. To this end the Code of Conduct has been devised to put on notice everybody involved, that unacceptable behaviour, not only brings the game into disrepute, but also provides an ugly spectacle and environment, not conducive to the spirit of the game or competition and will not be tolerated at all. 3 P a g e

5 RULES (CONSTITUTION) OF THE NORTHERN TASMANIAN FOOTBALL ASSOCIATION INCORPORATED 3 NAME OF ASSOCIATION The name of the association shall be the Northern Tasmanian Junior Football Association Incorporated (in these rules called the Association ). 4 INTERPRETATION 4.1 It is intended by the Association, that the rules herein are the constitution of the N.T.J.F.A. 4.2 In these rules, unless the contrary intention appears: 4.3 Board, means the Board of Directors of the Association; 4.4 General meeting means a general meeting of members convened in accordance with rule Director means a member of the Board of Directors to who paragraph (b) sub rule (2) of Rule 22 relates. 4.6 In these rules, expressions referring to writing will, unless the contrary intention appears, be construed as including references printing, lithography, photography and other modes of representing or reproducing word in a visible form. 4.7 Words or expressions contained in these rules will be interpreted in accordance with the provisions of the Acts Interpretation Acts 1931 and the Acts as in force on the date on which these rules are adopted by the Association. 5 ASSOCIATION S OFFICE The Office of the Association will be in Launceston in Tasmania or such other place as the Board may, from time to time, determine. 5 P a g e

6 6 OBJECTIVES AND PURPOSES OF THE ASSOCIATION 6.1 The basic objects and purposes of the Association will be: To foster, promote, control and encourage the participation of the game of Australian Rules Football for children in the northern region of Tasmania; To settle all questions or disputes on matters relating to junior football; under the control of the NTJFA; To affiliate with AFL Tasmania; and any other body that the NTJFA so decides To arrange, control and manage Australian Rules Football matches and competition between members of the Association and representative teams of the Association; To arrange the time and place and conditions under which all matches promoted by the Association will be played. 6.2 In addition to the basic objectives of the Association the objectives and purposes of the Association are deemed to include: The purchase, taking on lease or in exchange, and hiring or otherwise acquired of any real or personal property that is deemed necessary or convenient for any of the objectives and purposes of the Association; The buying, selling and supplying of, and dealing in, goods of all kinds; The construction maintenance and alteration of buildings or works necessary or convenient for any of the objectives and purposes of the Association; The accepting of any gift, whether subject to a special trust or not; for any one or more of the objectives and purposes of the Association; The taking of such steps from time to time as the Board or the members in general meeting deems expedient for the purposes of procuring contributions to the funds of the Association, whether by way of donations, subscriptions or otherwise; The printing and publishing of such newspapers, periodicals, books, leaflets, or other documents as the Board or the members in general meetings think desirable for the promotion of the objectives and purposes of the Association; The borrowing and raising money in such a manner and on such terms as the Board thinks fit, or as approved or directed by resolution passed at a general meeting; Subject to the provisions of the Trustee Act 1898, the investment of any moneys of the Association not immediately required for any of its objectives or purposes in such a manner as the Board from time to time determines; The making of gifts, subscriptions or donations to any of the funds, authorities, or institutions to which paragraph (a) of section 78 of the Income Tax and Social Services Contribution Assessment Act of the Commonwealth relates; The establishment and support, or aiding in the establishment and support of Associations, institutions, funds, trusts, schemes and conveniences calculated to benefit servants, or past servants of the Association and their dependants, and the granting of pensions, allowances, or other benefits to servants or past servants of the Association and their dependants and the making of payments towards insurance in relation to any of the purposes; The establishment and support, or aiding in the establishment or support, of any other Association formed for any of the basic objectives and purposes of the Association; The purchase or acquisition, and undertaking, of all or any part of the property, assets, liabilities, and engagements of any association with which the Association, at any time 6 P a g e

7 becomes amalgamated in accordance with the provisions of the Act and rules of the Association; and The doing of such lawful things as are incidental or conducive to the attainment of the basic objectives and purposes of the Association or of any of the objectives and purposes specified in the foregoing provisions of this sub rule. 7 MEMBERSHIP OF ASSOCIATION 7.1 A member club, which applies and is approved for membership as provided in these rules, is eligible to be a member of the Association on payment of the annual subscription prescribed in, or fixed under, these rules. 7.2 The categories of membership of the Association are as follows: Member Clubs means and includes Deloraine Junior Football Club East Launceston Junior Football Club Inc. East Coast Junior Football Club Inc. George Town Junior Football Club Launceston Football Club Inc. Longford Junior Football Club Inc. North Launceston Football Club Inc Prospect Junior Football Club Inc. Scottsdale Football Club Inc. South Launceston Junior Football Club Inc. 8 7.2.4 Restricted Membership means that the NTJFA Board may admit a Club that wishes to field a team in the NTJFA Female competition/s Such Club shall be required to reapply annually and must be accepted by a vote of the NTJFA Board where a 2/3 majority must agree to accept it s restricted membership application Such Club shall not have to pay an affiliation fee but shall be required to pay an administration fee as set annually by the NTJFA Board Such Club shall be required to pay home game fees as levied by the NTJFA Board or Umpires Such Club shall not be classed as a financial members and shall have no call on any funds that the NTJFA has accumulated or shall accumulate Rule 7.11 hereof shall not apply to any such Club Such Club shall have no voting rights at any meeting but shall be able to speak on any points/motions raised at such meetings, if in order Such Club shall have to fulfil insurance requirements as directed by the NTJFA Board Such Club must be an incorporated entity Life Members 7.3 A member club which is not a member of the Association at the time of the incorporation of the Association will not be admitted to membership Unless it makes application as provided under sub rule (7.4) of this section; The Board approves its admission as a member. 7.4 An application of a member club for membership of the Association Must be made in writing; Must be lodged with the Executive/Public officer of the Association. 7.5 As soon as practicable after receipt of the application, the Executive/Public officer shall refer the application to the Board. 7.6 Upon application being approved by the Board, the Executive/Public officer will, with as little delay as possible, notify the applicant in writing, that it has been approved for membership of the Association and, upon receipt of the sum payable by or on behalf of the applicant as it s first year s subscription, will enter the applicant s name and address in a register of members to be kept by the Executive/Public officer, whereupon the applicant becomes a member of the Association. 7.7 A member of the Association may, at any time, resign from the Association by delivering or sending by post, fax, or to the Executive/Public officer a written notice of resignation. 7.8 Upon receipt of a notice under sub rule (7.7) of this rule, the Executive/Public officer will remove the name of the member by whom the notice was given from the register of members, whereupon that member ceases to be a member of the Association. 7.9 A right, privilege, or obligation of a person by virtue of his membership of the Association Is not capable of being transferred or transmitted to another person; and Terminates upon cessation of his membership, whether by death, resignation or otherwise A life member means those persons who, in the opinion of the Board, have rendered special service to the Association for a period of not less than five (5) years and whose appointment 8 P a g e

9 has been recommended by the Board and who, at a general meeting, has had the appointment approved by the members In the event of the Association being wound up; Every member of the Association; and Every person who, within the period of twelve (12) months immediately preceding the commencement of the winding up, was a member of the Association is liable to contribute to the assets of the Association for payment of the debts or liabilities of the Association and for the costs Liability, of a member of the Association, or person as described in sub rule & of this rule will be limited to a sum of Fifty dollars ($50.00). 8 DIRECTORS 8.1 At least 21 days (21) days prior to an annual general meeting the secretary of each member club will notify in writing to the Executive/Public Officer of the Association of the one (1) (Director) chosen by the member club to attend the meetings of the Association. 8.2 Any vacancy in the office of any (Directors) may be filled by another Director appointed by the member club as provided in sub clause (8.1). 8.3 The member club may at any time revoke the appointment of such Director and will thereafter in the same manner as provided in sub clause (8.1) appoint another Director in his/her place. 8.4 Directors must attend general meetings and present issues for the consideration of the Board of Directors. Directors may move/second a motion or amendment to a motion to be considered by the Board of Directors. 8.5 Any such issues raised by Directors must be provided in writing before the commencement of the general meeting. 9 INCOME AND PROPERTY OF ASSOCIATION 9.1 The income and property of the Association, however derived, will be applied solely towards the promotion of the objectives and purposes of the Association and no portion thereof will be paid or transferred, directly or indirectly, by divided, bonus, or otherwise, to any member of the Association. 9.2 The Association will not; Appoint a person who is Director to any office in the Association to the holder of which there is payable any remuneration by way of salary, fees, or allowances; or Pay to any such person any remuneration or other benefit in money or money s worth (other than out of pocket expenses). 9.3 Nothing in the foregoing provisions of this rule prevents the payment in good faith to a servant or member of the Association; or Remuneration in return for services actually rendered to the Association by the servant or member or for goods supplied to the Association the servant or member in the ordinary course of business; Interest at a rate not exceeding seven and one quarter per cent on money s lent to the Association by the servant or member; or A reasonable and proper sum by way of rent for premises let to the Association by the servant or member. 9 P a g e

10 10 ACCOUNTS, RECEIPTS AND EXPENDITURE 10.1 True accounts must be kept Of all sums of money received and expended by the Association and the matter in respect of which the receipt or expenditure takes place; and Of the property, credits and liabilities of the Association, and subject to any reasonable restrictions as to time and manner of inspecting them that may be imposed by the Association for the time being, those accounts will be open to the inspection of the members of the Association The Financial Director of the Association must faithfully keep all general records, accounting books, and records of receipts and expenditures connected with the operations and business of the Association in such form and manner as the Board directs The accounts, books and records referred to in sub rules (10.1) and (10.2) of this rule will be kept at the Association s office or at such other place as the Board decides. 10 P a g e

11 11 BANKING AND FINANCE 11.1 The Financial Director of the Association will, on behalf of the Association receive all monies, and forthwith after the receipt thereof, issue official receipts The Board will cause to be open with such bank as the Board selects banking account (s) in the name of the Association, into which the Financial Director must pay all monies received as soon as possible after receipt thereof The Board may receive from the Association s bank or bankers for the time being the cheques drawn by the Association with the accounts with the banks or bankers and may release and indemnify the bank or bankers from and against all claims, actions, suits or demands that may be brought against the bank or bankers arising directly or indirectly out of those cheques or the surrender thereof to the Association Except with the authority of the Board, no payment exceeding two (2) dollars will be made from the funds of the Association other than by cheque drawn or by approved Electronic Funds Transfer (EFT) on the Association s bank account, but the Board may provide the Financial Director with a sum to meet urgent expenditure, subject to the observance of such conditions in the relation to the use and expenditure thereof as the Board imposes No cheques or EFT will be drawn on the Association s bank account except for payment of expenditure that has been authorized by the Board All cheques, drafts, EFT, bills of exchange, promissory notes, and other negotiable instruments will be signed by or electronically approved by the Financial Director or, in his/her absence, by such other Director/s as the Board nominates for that purpose, and must be counter signed by the Executive/Public officer or the Chairman Preferred method of payment by the NTJFA is EFT BSB ACCOUNT AUDITOR 12.1 At each annual general meeting of the Association, the Directors will appoint a person as the auditor of the Association A person so appointed will hold office until the annual general meeting next after that at which he/she is appointed, and is eligible for re-appointment If an appointment is not made at an annual general meeting the Board must appoint an auditor for the then current financial year of the Association The Auditor may only be removed from office by special resolution If a casual vacancy occurs in the office of auditor during the course of a year of the Association, the Board must appoint a person as the auditor and the person so appointed will hold office until the next succeeding annual general meeting. 11 P a g e

12 13 AUDIT OF ACCOUNTS 13.1 Once at least in each financial year of the Association, the Auditor will examine the accounts of the Association The Auditor will certify as to the correctness of the accounts of the Association and report thereon to the members present at the annual general meeting In his/her report and in certifying the accounts, the Auditor must state Whether he/she has obtained the information required by him/her; Whether, in his/her opinion, the accounts are properly drawn up so as to exhibit a true and correct view of the financial position of the Association according to the information at his/her disposal and the explanations given to him/her as shown by the books of the Association; and Whether the rules relating to the administration of the funds of the Association have been observed The Executive/Public officer of the Association must cause to be delivered to the Auditor a list of all the accounts, books, and records of the Association The Auditor Has a right of access to the accounts, books, records, vouchers and documents of the Association; May require from the servants of the Association such information and explanations as necessary for the performance of his/her duties as Auditor; May employ persons to assist him/her in investigating the accounts of the Association; and May, in relation to the accounts of the Association, examine any Director or any servant of the Association. 14 ANNUAL GENERAL MEETING 14.1 The Association must, in each year, hold an annual general meeting The annual general meeting will be held no later than the last day of February in each year of the Association as the Board may determine The annual general meeting will be in addition to any general meetings that are held in the same year The annual general meeting must be specified as such in the notice convening it The ordinary business of the annual general meeting will be To confirm the minutes of the last preceding annual general meeting To receive from the Board, Auditor, and servants of the Association reports upon transactions of the Association during the preceding financial year; To elect the officers of the Association; To appoint the Auditor and determine his/her remuneration; and To determine the remuneration of servants of the Association The Executive/Public officer of the Association will at least twenty - one (21) days before the date fixed for holding an annual general meeting of the Association, cause to be delivered to 12 P a g e

13 each member a notice specifying the place, day and time of holding the meeting, and the nature of the business to be transacted thereat The annual general meeting may transact special business of which notice is given in accordance with these rules A Quorum at the AGM shall be 50%of the members entitled to vote. 15 BUSINESS AND QUORUM AT GENERAL MEETINGS 15.1 All meetings other than annual general meetings will be called general meetings, other than an extraordinary meeting, called for rule change, or special general meetings as described in section All business that is transacted at general meetings and all business that is transacted at the annual general meeting, with the exception of that specifically referred to in these rules, as being the ordinary business of the annual general meeting, will be deemed to be special business No item of business will be transacted at a general meeting unless a quorum of Directors entitled under these rules to vote is present during the time when the meeting is considering that item Five (5) Directors personally present (being members entitled under these rules to vote thereat) constitute a quorum for the transaction of the business of the general meeting If within fifteen (15) minutes after the appointed time for the commencement of a general meeting a quorum is not present the meeting, if convened upon the requisition of Directors, will be dissolved; and in any other case it will stand adjourned to the same day in the next week, at the same time and (unless another place is specified by the Chairman at the time of adjournment or by written notice to members given before that day to which the meeting is adjourned) at the same place, and if at the adjourned meeting a quorum is not present, within one (1) hour after the time appointed for the commencement of the meeting, the meeting will be dissolved. 16 CHANGES TO RULES OF ASSOCIATION 16.1 The rules of the Association may be only changed 16.2 At an annual general meeting At an extraordinary general meeting specifically called for that purpose A two-thirds majority of all voting members will be required to carry any such change All members must be notified by the Executive/Public officer in writing, twenty - one (21) days prior to any meeting to consider rule changes. Any mooted rule changes, in the form they are to be presented, must accompany meeting notification. 17 CHAIRMAN TO PRESIDE AT GENERAL MEETINGS 17.1 The Chairman, or in his/her absence, the Directors will elect one (1) of their number to preside as Chairman at every general meeting of the Association. 18 ADJOURNMENT OF MEETINGS 18.1 The Chairman of a general meeting at which a quorum is present may, with the consent of the meeting, adjourn the meeting from time to time and place to place, but no business will be 13 P a g e

14 transacted at an adjourned meeting other than the business left unfinished at the meeting at which the adjournment took place Where a meeting is adjourned for twenty - one (21) days or more, the like notice of the adjourned meeting will be given as in the case of the original meeting Except as provided in the foregoing provision of this rule, it is not necessary to give any notice of an adjournment or of the business to be transacted at an adjourned meeting. 19 SPECIAL GENERAL MEETINGS 19.1 The Board may, whenever it thinks fit, convene a special general meeting of the Association The Board must, on the requisition in writing of the Chairman or not less than five (5) members, convene a special general meeting of the Association A requisition for a special general meeting will state the objects of the meeting and must be signed by the requisitions and deposited at the office of the Association and may consist of several documents in the like form, each signed by one (1) or more of the requisitions If the Board does not call a special general meeting to be held within twenty one (21) days from the date on which a requisition thereof is deposited at the office of the Association, the requisitions, or any of them, may convene the meeting; but any meeting so convened shall not be held after three (3) months from the date of the deposit of the requisition A special general meeting convened by requisitions in pursuance of these rules will be convened in the same manner as nearly possible as that in which the Board convenes those meetings, and the Association will refund all reasonable expenses incurred in convening the meeting to the persons incurring them. 14 P a g e

15 20 QUESTIONS ARISING AT GENERAL MEETINGS 20.1 A question arising at a general meeting of the Association will be determined on show of hands and unless before or on the declaration of the result of the show of hands a poll is demanded, a declaration by the Chairman that a resolution has, on a show of hands been carried, or carried unanimously or carried by a particular majority, or lost, and an entry to that effect in the minute book of the Association is evident of the fact, without proof of the number or proportion of the votes recorded in favour of or against that resolution Upon any question arising at a general meeting of the Association, a Director has one (1) vote only votes must be given personally. In the case of an equality of voting on a question the Chairman of the meeting is entitled to exercise a deliberative but not a casting vote If at a meeting, a poll on any question is demanded, it will be taken at that meeting in such a manner as the Chairman directs, and the result of the poll will be deemed to be the resolution of the meeting on that question, a poll that is demanded on the election of the Chairman, or on a question of adjournment, must be taken forthwith, and a poll that is demanded on any other question may be taken at such time before the close of the meeting as the Chairman directs. 21 MANAGEMENT OF AFFAIRS OF ASSOCIATION BY THE BOARD 21.1 The Board will control and manage the business and affairs of the Association; 21.2 May, subject to these rules, exercise all such powers and functions as may be exercised by the Association, other than those powers and functions that are required by these rules to be exercised by general meetings of members of the Association; and 21.3 Subject to the act and these rules, has power to perform all such acts and things as appear to the Board to be essential for the proper management of the business and affairs of the Association. 22 BOARD OF DIRECTORS OF THE ASSOCIATION 22.1 The Board will consist of a Director appointed by each member club, plus up to Four (4) independent Directors, who shall be designated, Chairman, Vice chairman, Football Director & Finance Director / Public Officer Each Director appointed by a member Club will hold office until the Annual general meeting next after the date of his/her appointment but is eligible for reappointment Each Independent Director shall serve a two year term on a rotational basis, with the Football Director & Vice Chairman being elected for two year terms at the Annual General Meeting of each uneven calendar year and the Chairman and Finance Director / Public Officer elected for a two year term at the Annual General Meeting of each even calendar year The Chairman, Vice Chairman, Football Director, Finance Director / Public officer and the Competition Manager (Non Voting) are to form the NTJFA Executive Committee The Executive Committee will have the responsibility of the day to day running of the NTJFA but any decisions taken by the Executive Committee must be ratified at the next NTJFA General Meeting following the decision being taken The Four (4) Independent Directors will not hold any official position with any member Club In the event of a casual vacancy in any office mentioned in sub rule three (22.3) of this rule, the Board may appoint one (1) of its members to the vacant office, and the member so appointed will continue in office up to and including the conclusion of the annual general meeting next following the date of his/her appointment A Director who is unable to attend a meeting may appoint his/her Club President, or the President s representative, to attend as proxy. 15 P a g e

16 23 NOMINATION OF MEMBERS OF THE BOARD OF DIRECTORS 23.1 Nominations of Directors of the Association Must be in writing; and Must be delivered to the Executive/Public officer of the Association at least twenty - one (21) days before the date fixed for the holding of the annual general meeting If insufficient nominations are received, as in (22.4) of this rule, to fill all vacancies on the Board, further nominations will be received at the annual general meeting. 24 MEETINGS OF THE BOARD 24.1 The Board will meet at such place and at such times as the Board determines The Chairman or any five (5) of its members may convene special meetings of the Board Notice must be given to members of the Board of any special meeting, specifying the nature of business to be transacted Five (5) members of the Board entitled to vote constitute a quorum for the transaction of business of a meeting of the Board No business will be transacted unless a quorum is present and if within Fifteen (15) minutes of the time appointed for the meeting a quorum is not present, the meeting will stand adjourned to the same place and at the same hour of the same day in the following week unless the meeting was a special meeting, in which case it lapses At meetings of the Board, the Chairman, or in his/her absence, such one (1) of the remaining members of the Board as may be chosen by the members present, will preside Questions arising at meetings of the Board or any sub committee appointed by the Board will be determined on a show of hands, or if demanded by two (2) members, by a poll taken in such manner as the person presiding at the meeting determines Each member present at a meeting of the Board or any sub committee appointed by the Board (including the person presiding at the meeting) is entitled to one (1) vote, and in the event of equality of votes and any question the person presiding may exercise a deliberative but not a casting vote Written notice of each Board meeting must be served on each member of the Board by delivering it to him/her three (3) days prior to the meeting by post, , or fax, addressed to him/her at his/her address as supplied. 16 P a g e

17 25 VACATION OF OFFICE 25.1 For the purpose of these rules, the office of a member of the Board of Directors of the Association, or of delegates becomes vacant if the Director or the delegate Passes away Becomes Bankrupt or applies to take advantage of any law relating to Bankrupt or insolvent debtors or compounds with his/her creditors, or makes any assignment of his/her estate for their benefit Becomes of unsound mind; Resigns his/her office by writing under his/her hand addressed to the Board; Ceases to be a resident of the State; Fails, without leave granted by the Board, to attend three (3) consecutive meetings of the Board; Ceases to be a member of the Association, or in respect of the directors a member of the member club who nominated him/her; or, If his/her member club fails to pay all arrears of subscription due by the member within twenty one (21) days after receiving notice in writing signed by the Executive/Public officer stating that he/she has ceased to be a financial member of the Association. 26 EXPULSION OF MEMBERS 26.1 Subject to this rule, the Board may expel a Director or member from an Association; it in the opinion of the Board the Director or member has been guilty of conduct detrimental to the interest of the Association The expulsion of a Director or member pursuant to sub rule one (24.1) of this rule does not take effect Until the expiration of twenty one (21) days after the service on the Director or member of a notice under sub rule three (26.3) of this rule; or If the Director or member exercises his/her right of appeal under this rule, until the conclusion of the special general meeting convened to hear the appeal, whichever is the later date Where the Board expels a Director or member of the Association the Executive/Public officer of the Association must, without undue delay, cause to be served on the Director or member a notice in writing Stating that the Board has expelled the Director or member; Specifying the grounds of the expulsion; and Informing the Director or member that if he/she so desires he/she may, within twenty - one (21) days after the service of the notice on him/her, appeal against the expulsion as provided in this rule A Director or member on whom a notice under sub rule three (26.3) of this rule is served may appeal against the expulsion to a special general meeting by delivering or sending by post, , or fax to the public officer of the Association, within twenty one (21) days after the service of that notice, a requisition in writing demanding the convening of such a meeting for the purpose of hearing his/her appeal Upon receipt of a requisition under sub rule three (26.3) of this rule, the Executive/Public officer must forthwith notify the Board and of its receipt and the Board will thereupon cause a special 17 P a g e

18 general meeting to be held within twenty one (21) days after the date on which the requisition is received by the public officer At a special general meeting convened for the purpose of this rule No business other than the question of the expulsion will be transacted; The Board may place before the meeting details of the grounds of the expulsion and the Board s reasons for the expulsion; The expelled Director or member will be given the opportunity to be heard; and The Directors present will vote by secret ballot on the question whether the expulsion be lifted or confirmed If at a special general meeting a majority of the Directors present vote in favour of the lifting of the expulsion, the expulsion will be lifted and the expelled Director or member is entitled to continue his/her membership of the Association If at a special general meeting a majority of the member s present vote in favour of confirmation of the expulsion, the expulsion takes effect, and then the expelled Director or member ceases to be a Director or member of the Association. 27 DISCLOSURE OF INTEREST 27.1 A Director who is interested in any contract or arrangement made or proposed to be made with the Association must disclose his/her interest at the first meeting of the Board at which the contract or arrangement is first taken into consideration, if his/her interests then exists, or, in any other case, at the first meeting of the Board after the acquisition of his/her interest If a Director becomes interested in a contract or arrangement after it is made or entered into he/she must disclose his/her interest at the first meeting of the Board after he/she becomes interested No Director will vote as a member of the Board in respect of any contract or arrangement in which he/she is interested and if he/she does so his/her vote will not be counted. 28 SUB COMMITTEES 28.1 The Board may appoint at any time a subcommittee from the Board as it may think fit and prescribe the powers and functions thereof The Board may co-opt as members of a subcommittee such persons as it thinks fit, whether or not those persons are members of the Association, but a person so co-opted is not entitled to vote One half of the appointed members of a subcommittee constitute a quorum at a meeting of the subcommittee The Executive/Public officer of the Association is responsible for calling the meetings of the subcommittee Written notice of each subcommittee meeting will be served on each member of the subcommittee by mail, , or faxing it to him/her twenty - one (21) days prior to the meeting, at their usual address as supplied. 29 ANNUAL SUBSCRIPTION 18 P a g e

19 29.1 The members will decide the amount of annual subscription by special resolution at an annual general meeting, (Life members will be exempt from such payment) The annual subscription of a member is due and payable on or before the first day of the financial year of the Association. 30 FINANCIAL YEAR 30.1 The financial year of the Association is the period beginning on the 1st day of October in each year and ending on the 30th day of September next following year. 31 DISPUTES 31.1 Subject to this rule, a dispute between a Director or member of the Association, in his/her capacity as a member, and the Association must be determined by arbitration in accordance with the provisions of the Commercial Arbitration Act Nothing in this rule affects the operation or effect of rule (26) or (27). 32 SEAL OF THE ASSOCIATION 32.1 The seal of the Association will be in the form of a rubber stamp inscribed with the name of the Association encircling the word Seal The seal of the Association must not be affixed to any instrument except by the authority of the Board, and the affixing thereof will be attested to by the signatures either of two (2) members of the Board or one (1) member of the Board and the Executive/Public officer of the Association, or such other person as the Board may appoint for that purpose, and that attestation is sufficient for all purposes that the seal was affixed by the authority of the Board The seal of the Association will remain in the custody of the Executive/Public officer. 19 P a g e

23 2. CODE OF CONDUCT FOR PARENTS, OFFICIALS & SPECTATORS 2.1. All persons attending Matches controlled by the N.T.J.F.A. Competition do so with the permission of the N.T.J.F.A. and not otherwise Clubs are responsible for the conduct of their Officials, Members, Parents and the Spectators who support them Clubs that do not exercise control over their Officials, Members, and Parents of Players or Spectators will be called upon by the N.T.J.F.A. Board to accept responsibility for such behaviour Prior to the first Roster Match of each Season, Officials, Coaches, Trainers and other Persons are to be handed a copy of this Code All such Officials, Coaches, Trainers and other Persons must agree to be bound by this Code prior to acceptance of Registration of them No Person attending a Match controlled by the N.T.J.F.A. competition shall; Use offensive or obscene language or gesture to any Player, Umpire, Official or another Spectator Enter the field of play during the course of the Match Dispute the decision of an Umpire or Match Manager Assault or act with aggression to any other Person Behave in any way contrary to the spirit of the Game Behave in any way that disrupts the enjoyment of the Match by any other Person or brings discredit to the N.T.J.F.A. Competition Act in such a way as to exhibit racial intolerance by language or conduct to another Person Refuse to accept the reasonable direction of Match Manager or Official of the N.T.J.F.A. Competition or an Official of the Club, which that person is supporting Any person not complying with Section 2.6 of this code will be identified and Reported by the Match Manager: Upon making or receiving a Report, the Match Manager must draw the attention of the Offending Person to this Code, or the Club involved in the Report The Match Manager must note on the Match / Team / Interchange Form (RF0310 and/or RF0910), the time of and nature of his/her report and inform if possible the Person involved or an Official of the Club involved In the event that the Offending Person does not desist from the Offending Conduct, such Person will be asked by the Match Manager to leave the Ground immediately The request to leave the Ground and the time of the request must be noted by the Match Manager, on the Match / Team / Interchange Form (RF0310 and/or RF0910) In the event that a Person refuses to obey the direction of the Match Manager, the Match Manager may direct the Umpire to stop or terminate the Match If the Match Manager cannot identify a particular Person or Persons who are contravening Section 2.6 he/she may report the behaviour to the Team Manager of the Team concerned and/or any Official of the Club which that Person or Persons are supporting Upon receiving a report from the Match Manager, the Team Manager or any Official of the Club which that Person or Persons are supporting, must draw this Code to the attention of the Supporter or Supporters of that Team or Club. CLUB CODE OF CONDUCT FOR COACHES This CODE OF CONDUCT FOR COACHES also includes in full the CODE OF CONDUCT FOR PARENTS, OFFICIALS AND SPECTATORS All Coaches must have Australian Rules Football Level 1 (one) accreditation If a Coach does not have Australian Rules Football Level 1 (one) accreditation the Club and Coach need to apply to the N.T.J.F.A. Board for approval before they can Coach Coaches who are suspended cannot enter the playing arena during the course of a Match and cannot coach in any way on the day of the Match Will abide by and teach the AFL Laws of the Game and the rules of my Club and League/Association I will be reasonable in the demands I make on the time commitments of the Players in my care, having due consideration for their health and well - being and safety I will refrain from any form of personal abuse or unnecessary physical contact with the Players in my care I will have due consideration for the varying maturity and ability levels of my Players when designing training schedules and activities and during Competition I will not overplay the talented Players, but will ensure that all Players have equal Match time In recognising the significance of injury and sickness, I will seek and follow the Doctor s advice concerning the return to training of injured or ill Players Ensure that equipment and Facilities meet safety standards and are appropriate to the age and ability of the Players I will endeavour to stay informed about sound principles of Coaching and skill development and of factors relating to the welfare of my Players I will, at all times, display and teach appropriate sporting behaviour, ensuring that Players understand and practice the principles of fair play I will display and foster respect for Umpires, Opponents, Coaches, Administrators, Parents and Spectators I will ensure that my prime role to provide a positive environment where Players can learn skills and develop is not overshadowed by a Desire to Win Ensure all interchange players report to the Interchange Area I confirm that I have current accreditation for Working with Children Legislation I understand that any breach of my Code of Conduct will result in a fine to my club and I may be suspended as coach of my team/s 25 P a g e

26 4. CODE OF CONDUCT FOR PLAYERS. (Doc No RF 0210) 4.1. Behaviour NTJFA. Players should aspire to the highest standards of sportsmanship and professional conduct. NTJFA Players must conduct themselves in a manner so as not to bring Australian Rules Football, Clubs & Players into disrepute. This clause applies to Players behaviour which occurs during the course of any match, training session, Club or NTJFA representative match or function, promotional appearance, camp or tour including traveling to and from such commitments Playing NTJFA Players must not wilfully engage or participate in any activity which may cause or aggravate any injury or illness and which prevents the NTJFA Player from playing NTJFA Football to the best of the individual s ability Technology NTJFA Players will not display derogatory or inappropriate content on social networking sites or other electronic mediums about the NTJFA, NTJFA Club s, Players, Coaches, Tribunals or Umpires Decisions Racial & Religious Vilification NTJFA Players must refrain from making any comment that vilifies or tends to vilify persons on the basis of their race, religion, colour, sex, sexual orientation or other related characteristics Property NTJFA Players must show due regard for the property and facilities of the NTJFA, NTJFA Club s property, NTJFA players property Substance Abuse NTJFA Players must refrain from taking illicit and/or performance enhancing substances and immediately notify your NTJFA Club President if you are aware of or offered any of these substances. 7. Public Comment NTJFA Player Rules provide that players must not make adverse public comments concerning Umpires or decisions made by Umpires during NTJFA Matches. NTJFA Players must not make any public comment whatsoever concerning any aspect of the NTJFA Tribunal hearing either before or after such hearing, even if the NTJFA Player is personally involved in such hearing Breaches of the Code of Conduct In the event of Players not complying with Section 4, the Club will have a penalty imposed of first offence $ the Player will be suspended for two (2) matches, second offence $ and third & subsequent offences $ P a g e

27 5. ELECTRONIC COMMUNICATION STATEMENT 5.1. The NTJFA recognises the growing reliance on information technology and the internet for communication within the Australian football community Electronic communication such as , instant messaging, text message, phone messages, digital images, social media (including Facebook, Flickr, YouTube, MySpace, blogs, Instagram, Snapchat) are now all vital parts of the communications mix for community football leagues clubs and their constituents When used appropriately, these modes of communication offer effective and efficient ways to share information easily, often in fun and novel ways, which helps save time and effort for volunteers and administrators The NTJFA encourages its football community to optimise technology and use electronic forms of communication Inappropriate Use of Electronic Communication Due to a number of factors, electronic communication can sometimes lead to anti-social, inappropriate, and illegal behaviour and activity. When such negative behaviour or activity occurs within the context of a football community, the outcome can be devastating to a football league, club or individuals Inappropriate use of electronic communication within the football environment includes, but is not limited to, making or posting inappropriate comments against players, clubs, club officials, match officials or the NTJFA which is hurtful, discriminatory or offensive in nature The NTJFA is concerned about the increasing number of incidents relating to the inappropriate use of electronic communication The NTJFA By-Laws and Codes of Conduct (for Players, Coaches, Administrators, Officials and Parents & Supporters) stipulate or infer that inappropriate use of electronic communication will not be tolerated and can be subject to disciplinary action by the NTJFA or Independent Tribunal Guidelines Clubs or individuals who feel that they have been the victims of inappropriate electronic communication may report the matter in writing to the NTJFA Competition Manager, along with any evidence (such as printouts) of the offending material The NTJFA shall then investigate the matter and, upon investigation, has the power to either deal with the matter itself or refer the matter to the Independent Tribunal. 27 P a g e

28 6. BYLAW PENALTIES 6.1. This Section sets out the penalties for not complying with these Bylaws 6.2. Where a specific Section sets out the penalty, that penalty applies only to that Section 6.3. Failure to comply with the relevant Code of Conduct Club fine $100 for Spectator and player Player - player suspended for 2 weeks Coach -Club fine is $500 and coach may be suspended 6.4. First Offences A club that fails to comply with the Bylaw will be fined $ A team of a club that fails to comply with these By-Laws, for example fails to apply the ¾ rule, the club will be fined $100 and loss of four (4) Premiership Points in the appropriate age division In the event a Team does not have four (4) Premiership Points, the Club of the offending Team will be subject to a penalty of $ Where a Club official fails to comply with these By-Laws the club will be fined $ Where there is second offence of the same Section the penalty increases to $ Where there is a third offence of the same Section the penalty increases to $ Coaches, spectators and players found to be in breach of the relevant Code of Conduct and sanctioned by the NTJFA are not permitted to perform any official role within the NTJFA while suspended A Runner can be suspended for 1 week on the third breach of Section A Water Carrier can be suspended for 1 week on the third breach of Section A Trainer can be suspended for 1 week on the third breach of Section Melee The club will receive a $2000 fine with $1000 withheld on good behaviour for the remainder of the season. Where the season has finished the good behaviour carries over to the following season Where a club has a melee while on the good behaviour, the club will be fined $2000 and the $1000 that had been withheld Any Club Official who, in the opinion of the Competition Manager, has wilfully enticed or permitted an ineligible Player to play, will have a penalty imposed on the Club involved of $ and the loss of four (4) Premiership Points for each Match the Player played in Each club MUST provide a representative to be present at the N.T.J.F.A. pre-season induction night. Failure to attend may result in a $500 fine. 28 P a g e

29 7. ROSTER 7.1. The Football Season will commence with the First Round to be played on such a date in each year as the N.T.J.F.A. Board determines 7.2. The N.T.J.F.A. Board will circulate the proposed Roster to participating Cubs as soon as possible 7.3. After the proposed Roster has been circulated for at least seven (7) days, the N.T.J.F.A. Board will fix the Roster after considering any proposals & amendments thereto, with the exception of the U9, U10 and 9-13 girls Competition Roster The N.T.J.F.A Board has the right to alter the Roster as it sees fit The N.T.J.F.A. Board will determine the arrangement of the Final Series and the Venues at which they will be played. 8. TEAM UNIFORMS AND COLOURS 8.1. Each Club Team shall be attired in A.F.L. football shorts, socks and Guernseys; the colour which must be approved by the N.T.J.F.A. Board All Guernseys shall be numbered with different numbers. Numbers are to be on both the front and back of the Guernsey All Guernseys will carrier the logo of the NTJFA and its major Sponsor (s). The Board will determine the placement of these logos Bicycle shorts style under garments (commonly known as Skins ) can only be worn if they are Teams shorts colour or skin colour Any deviation from Team Uniform notification must be sent to the N.T.J.F.A. Board in writing fourteen (14) days prior to their use for approval. 29 P a g e

30 9. AGES 9.1. All Players who are aged seven (7) and under the age of nine (9) are eligible to play in the under 9 division of the Association All Female Players who are aged eight (8) and under the age of (13) on the first day of January in each year are eligible to play in the under 9-13 girls division of the Association All Players who are under the age of eleven (11) on the first day of January in each year are eligible to play in the under 10 division of the Association All Players who are under the age of twelve (12) on the first day of January in each year are eligible to play in the under 12 division of the Association All Female Players who are age thirteen (13) and under the age of seventeen (17) on the first day of January in each year are eligible to play in the 14-U17 girls division of the Association All Players who are under the age of fourteen (14) on the first day of January in each year are eligible to play in the under 14 division of the Association All Players who are under the age of sixteen (16) on the first day of January in each year are eligible to play in the under 16 division of the Association No Player can play more than one (1) age group above the age for which they are eligible to play. An U9 can only play up to U10 An U10 can only play up to U12 An U12 can only play up to U14 An U14 can only play up to U16 A girl turning 13 during the year can play either 9-13 Girls or 14 U17 Girls Prior to a player participating in a competition outside the recommended two (2) year age span, the club must ensure the player s parent or guardian sign consent form Doc RF Note 1: 9.1 applies only to Boys competition. Any Girls competitions run by the N.T.J.F.A. will be subject to AFL guidelines These Players are not to replace eligible age players who are available for Matches. 30 P a g e

31 10. REGISTRATION OF PLAYERS Each year the N.T.J.F.A. Board will appoint a Competition Registrar Each club will appoint a Registrar who will ensure that all Players in the Club are registered by means of Sports TG electronic registration form. The form must be digitally signed by a Parent or Guardian, will be legally binding, and accompanied by an approved proof of age Only registered players may compete in the N.T.J.F.A All Players must be registered prior to any Roster Match No registration will be accepted on the Match Day No Club will hinder the transfer of a Player unless issues regarding the financial status of the applicant are raised with the Competition Manager Registration of a Player transferring from interstate/intrastate may be considered at the discretion of the Competition Manager Each Club will pay a Registration Fee for each Registered Player. The N.T.J.F.A. Board at the start of each Roster Season will set this Fee The Competition Manager may request proof of age of any Player from any Club at any time No registrations or clearances will be accepted by the NTJFA after the 30 June annually 31 P a g e

PLAYER NUMBERS Teams for the U12, U14, U16 and 14-U17 Girls age divisions shall consist of twenty - four (24) Players for Roster matches and up to thirty - six (36) Players for Finals Teams are made up of eighteen (18) Players per Team and up to six (6) Interchange Players for Roster Matches Teams can be made up of eighteen (18) Players per Team and up to eighteen (18) Interchange Players for Finals The minimum number of Players per Team to start a Match will be fifteen (15). Should a player be injured during the course of the match, players numbers are to be adjusted as per section 11.3 and match will continue Teams are to field all available player in accordance with these Bylaws All Players in U12, U14 and 14-U17 Girls must play a minimum of three (3) full quarters of football unless injured or disciplined by the Umpires presiding All Players in U16 must play a minimum of two (2) full quarters of football unless injured or disciplined by the Umpires presiding (change to rule to be trialled in 2018) If a player is removed via the Coach for discipline reasons, this player must still play two (2) full quarters of football. This player cannot be replaced. The reason for discipline must be marked on the interchange sheet The meaning of discipline means the player has not abided by section 4 Code Of Conduct For Players Where more than 24 Players are played in Finals Matches each Player must play a minimum of two (2) full quarters but cannot play more than three (3) full quarters of football unless injured or disciplined by the Umpires. If a player is removed via the Coach for discipline reasons this player must still play a minimum of two (2) full quarters of football. This player cannot be replaced Any Player having played in a LOWER GRADE and plays UP in another game on the same day must play at least one quarter (1/4) in that game Teams shall consist of the following for the U9 & U10 Competition; Preferred minimum number of Players for all age groups is The maximum number of Players for U9 s and U10 s is Games must be played with the same numbers of Players per Team on the field in all age divisions. The Match Manager must enforce this Law Exception to Section 11.3 is where both coaches agree that a team may field extra Player/s up to 18 Players in total on the field. If either of the coaches, after making such an agreement requests the additional players be taken from the field, section 11.3 is to be reapplied Note: The U9, U10 and 9-13 Girls competition is exempt from Section If, during the course of a Match a Player is injured & there are no Interchange Players to replace them, the number of opposition Players must be adjusted accordingly. This adjustment must be effected by at least the start of the next period of play, if not sooner. The Match Manager must enforce this Law. 32 P a g e

DIVISIONS Divisions U9, U10 and Girls 9-13 are exempt from Section Without Prior approval given in writing by the NTJFA no exceptions to Section 11 are to occur Where any club submits a team which is not in accordance with 12, the NTJFA can require the club to reassess its team/s to comply Management between teams in same age divisions Fixed Player List will be used to manage the movement of players from one team to another team in the same age group A minimum of twelve (12) names for each team must be submitted to the NTJFA Competition Manager by round four (4) and remain in their selected team These twelve (12) players will make up the base number of each team The remaining players available can play for either team, but once a player plays more than four (4) games for any one team, they are then deemed to be a permanent member of that team and may no longer move between the two (2) teams A player cannot play for more than one team in the finals Nominating Multiple Teams in a Non-Divisional Competition Structure In the event that a club wishes to enter multiple teams into the same age group the following rules shall apply When entering more than one (1) team in any age group, clubs must enter teams of equal ability, age and competitiveness Clubs may adopt their own processes to assess player ability and determine each team Any movement of players between teams within the same age group is bound by Section In the course of a round were a player receives multiple votes for Best and Fairest in more than one game, only the highest vote of a single game in that round will be counted Divisional Competition Structure For a divisional competition to be developed there needs to be 12 or more teams Nominating One Team in a Divisional Age Group In the situation where a club can only field one (1) team in an age group involving Divisions, it will initially be left to the discretion of the club as to which division the team is nominated for A Form approved by the NTJFA is to be completed as part of the nomination of which division the team nominates for. With any nomination it will be subject to the review by the NTJFA. 33 P a g e

34 12.8. Establishment of Teams in a Divisional Model When entering teams in a Divisional Model, in any age group, clubs must enter teams based on ability with those players considered of higher ability to be allocated to the higher divisional team When entering more than one (1) team in a Divisional Model, in any age group, clubs must not enter teams based on age When entering more than one (1) team into the same Division, clubs must enter teams of equal age, ability and competitiveness Clubs may adopt their own processes to assess player ability and determine each team Any movement of players between teams within the same Division is bound by Section Player Numbers in a Divisional Model Clubs must avoid excessive numbers in one team and strive to achieve as many teams as possible. Player numbers must be balanced between teams. For example, if there are 30 players nominated for Division 1 and 16 for Division 2, clubs would be expected to nominate two teams of around 23 players A player who has played earlier in a specified round may play in a higher division of their own age group and club in that round when the total number of nominated players on the team sheet does not exceed 20 and not at the expense of regular nominated players of that team Team Assessments in a Divisional Model At least 2 weeks before the development of the roster each team is to complete and summit to the Competition Manager Doc RF During the first four rounds, and/or over designated grading days, teams will be assessed on their performance and a decision taken by the NTJFA Board by majority vote to either confirm that the team will play in the nominated division, be elevated to a higher division or relegated to a lower division at the completion of round 4 competition A team may be elevated to a higher division if it is deemed that their performance is superior for the nominated division and likely to cause an unbalanced competition in the lower division. In the event a team is elevated to a higher division, the team will adopt the median points and percentage in that division A team may also be relegated to a lower division if it is deemed that the team is not coping with the level of competition in the higher division. In the event that a team is relegated to a lower division the team will adopt the median points and percentage in that division. 34 P a g e

35 13. FOOTBALLS TO BE USED The N.T.J.F.A. Board will determine the size and type of brand new Footballs to be used by each age division The N.T.J.F.A. will supply Footballs for the Final Series A brand new football is to be readily available on match day for use if requested by the umpires The match day football to be used must be in good condition Footballs must have the nominated NTJFA s sponsor s logo Note: The U9, U10 and 9-13 girls competition is exempt from Section If the umpire deems the footballs to be unsatisfactory for use, a brand new football must be presented to the umpires to use for each football deemed unsatisfactory The match balls be presented to the Match Manager 20 minutes prior to commencement of the game for inspection N.T.J.F.A. reserves the right to order for each season a new football for every 3 home games on average for U12, U14, 14-U17 girls and U16 for each club A good used football of the correct size shall be retained at the interchange at all times and can be introduced into the game at the discretion of the umpire when the match ball is unable to be retrieved in a timely manner For Roster Matches the responsibility for the supply of Footballs rests with the Home / Hosting Club Sizes for age groups are; U9 - size 2 Synthetic U10 - size 2 Synthetic 9-13 girls size 3 Synthetic U12 - size 3 Synthetic U14 - size 4 Leather 14-U17 girls - size 4 Leather U16 - size 5 Leather After the Grand Final, the Match Ball will be given to the winning Coach in each age division. 35 P a g e

PLAYING BY LAWS All Matches shall be played under the current Laws of the Game as defined by the A.F.L., and published in the current year s edition of the Laws of Australian Football The By-Laws of the N.T.J.F.A. are to be read in conjunction with the current year s Laws of Australian Football. If any conflict occurs between the two documents, the By-Laws will prevail The N.T.J.F.A. Board may stipulate other modifications to the Game as required The number of Team Officials that can be on the Match / Team / Interchange Form (RF0310) for the U12, U14, U16 and 14-U17 girls age divisions will be; One (1) Coach One (1) Assistant Coach One (1) Runner for the U12, U14 and Girls 13-U17 age divisions, up to two (2) Runners (must be numbered) for the U16 age division Up to Two (2) Qualified Sports Trainers Up to Two (2) Water Carriers One (1) Team Manager One (1) Interchange Steward The number of Team Officials that can be on the Match / Team / Interchange Form (RF0310) for U9, U10 and 9-13 girls age division will be: One (1) Coach One (1) Qualified Sports Trainer. 17. U9, U10 and 9-13 girls COMPETITION MODIFIED LAWS The following are guidelines for the N.T.J.F.A. U9, U10 and 9-13 girls competition only. All Umpires catering for these age divisions should be familiar with these rules to ensure consistency throughout the Competition The aim of the modified rules is to develop BALL SKILLS in children of these age divisions Sportsmanship and spirit of the game is important. Coaches and Players are encouraged to shake hands after the Match Children should rotate through different positions during the course of each Match Each child, regardless of ability, must receive equal Match time Boundary throw-ins are replaced by awarding a free kick against the player who kicks the ball out of bounds. If the ball is forced over the line by hand during the course of play, the Field Umpire shall call a ball-up The U9, U10 and 9-13 girls age players can tackle by holding and releasing an opposition player in possession of the ball by grabbing the jumper with one or 2 hands. The opposition players may lay only one hold and release tackle, not consecutive tackles which restrict the player in possession of the ball from attempting to dispose of the ball Where the U9, U10 or 9-13 girls player in possession of the ball is held and released without a prior opportunity to dispose of the ball, they will be given a count of three (3) seconds to dispose of the ball by handballing or kicking. If the player in possession of the ball has had prior opportunity before or after being held and released, a free kick is 38 P a g e

39 awarded against him or her. The Field Umpire must verbally instruct the player to dispose of the football within the count of three (3) For U9, U10 and 9-13 girls age players there is strictly no bumping or pushing the player to the front, side or back, no slinging or bringing the player in possession of the ball to the ground, no knocking or stealing the ball out of an opponent s hands and these infringements will be penalised by the awarding of a free kick to the player in possession of the ball where this occurs The ball shall not be kicked off the ground under any circumstances. A free kick shall be awarded for any infringement Barging, chopping or fending off is not permitted. Any infringement will result in a free kick and / or a ten (10)-metre penalty A Player running with the ball is allowed one (1) bounce only. Anymore shall result in a ball-up Players of similar size and / or ability should be matched up; whenever a discrepancy is observed, the Coaches from both Teams should work in conjunction with each other Only Coaches and approved Medical Staff are allowed on to the ground during playing time. The Match Manager has the right to remove anyone else infringing this Law When a Player is rucking, he cannot lift his/her knees or take clean possession of the ball There is no shepherding / blocking allowed in the U9, U10 and 9-13 girls competitions The Field Umpire(s) shall deal with misdemeanours, bad language or bad conduct. If necessary, the game can be halted and a conference called for. Although Players can be dealt with through the Tribunal, this is to be discouraged in children of this age. Field Umpire(s) can use the send- off rule by using the Yellow Card Field Umpire(s) must give clear instructions to all Players in regards to any free kick awarded U9, U10 and 9-13 girls Coaches are permitted onto the ground at all times during an U9, U10 Match and 9-13 girls, but must stay well clear of the play On game day, the home match manager shall receive a copy of form RF 0110, which is to be signed by both team coaches, both team umpires and home match manager. This form is to be submitted with game day paperwork. 18. PREMIERSHIP CONDITIONS Teams must notify the Opposition Club by 6.00 pm on the Friday before the Round if they intend to forfeit or if they will be playing with less than 18 players In the event of a Team forfeiting a Match, the Team to which the Match was forfeited will be credited with four (4) Premiership Points plus the average percentage earned for the round The club that forfeits must also contact the N.T.J.F.A. Competition Manager by 6.00pm Friday before the Round In the event, during the season, the Host Club for whatever reason cannot host the nominated matches at the venue identified, it is the responsibility of the Host Club to arrange an alternative Venue The Competition Manager and/or the Football Director are the only people that have the power to cancel a match, matches or a complete round before the commencement of the 39 P a g e

40 round. A Match Manager(s) can cancel a Match or Matches on Match Day for safety reasons and under Sections and In the event of a Team being withdrawn from the Competition during the course of a Football season, all Matches played by that Team from the date of withdrawal of the Team would be deemed to be forfeited The N.T.J.F.A. Board will determine the arrangement of the Final Series and the Venues on which they are to be played The Final Series will be a Final Five (5) played under an appropriate formula. If less than five (5) Teams in an age division, the N.T.J.F.A. Board will set the Final Series at the start of the Season Should a draw take place in the Final Series, the Match will be determined by the playing of an even number of five (5) minute time periods. Teams will change ends at the end of each five (5) minute time period until a result is achieved. A two (2) minute break between each time period will take place. This Rule shall also apply to the Grand Final. 19. PLAYER QUALIFICATION A Player may only play in an N.T.J.F.A. Finals Match, having qualified by playing six (6) roster Matches in that age division during the current season The only exemption to Section 18.1 is by way of meeting all of the following conditions; A player has played more than 2 game before becoming injured while playing football in the NTJFA competition; and Medical evidence is provided to the Competition Manager in writing of the injury; and The player has been cleared by medical practitioner; and The Competition Manager has approved the player to play in final/s in writing to the club Note each case will be assessed individually and approval is not guaranteed If a Player plays in another Australian Rules football competition during the season (School Competitions excepted) then to play NTJFA Finals they must have played a minimum of 9 roster games in his NTJFA age division Playing a Player who has not qualified to play in the Finals will result in the Team being disqualified and the Match awarded to the other Team. If both Teams are found to have 40 P a g e

41 played Unqualified Players, both Teams will be disqualified. The Competition Manager will determine this offence. The N.T.J.F.A. Board will determine the changes to the Finals In the event that a Player plays six (6) matches in two (2) age divisions and both Teams play Finals, the Player must nominate which age group he will play finals series in All players that have qualified to play in the Finals (played six (6) matches) must play in the Finals Teams that are competing in the Final Series must submit their Full Playing List to the Competition Manager by 9.00am of the Friday before the start of the Final Series. All Players on this List must have played six (6) matches in the age division in which they intend to play No Player may be added to this List without the consent of the Competition Manager Any team, which does not field a qualified player (played six (6) roster matches) in the Finals, will result in the Team being disqualified and the Match awarded to the other Team. If both Teams are found to have not played Qualified Players, both Teams will be disqualified. The Competition Manager will determine this offence. The N.T.J.F.A. Board will determine the changes to the Finals A Player transferring from interstate/intrastate may be considered for qualification at the discretion of the Competition Manager Note: The U9, U10 and 9-13 girls competition is exempt from Section MATCH MANAGER (S) BY LAWS All Match Managers involved in NTJFA game days must be deemed accredited by the NTJFA. Any Match Manager appointed is an Officer of the N.T.J.F.A The role of the Match Manager is to act as the NTJFA Representative on Game Day, to ensure that the game is played in the spirit of the Laws, and in line with the NTJFA Code of Conduct The Match Manager is the most senior person on game day and is the only person that has the ability to stop a game, temporary or permanently, in order to control any situation that they feel is not in line with the code of conduct. This includes the ability to evict people from the ground or if necessary call the Police to have someone removed from the venue The home team must supply a minimum of two (2) Match Managers, with one being stationed at the interchange at all times during game days The away Team must supply one (1) Match Manager to facilitate with crowd control but the home team Match Manager is the senior manager All Match Managers are required to: Wear red vests supplied by the N.T.J.F.A. at all times Be fully conversant with, and have at hand for reference, an up to date copy of the current By Laws of the N.T.J.F.A. and the current A.F.L. Laws of Australian Football To complete and sign the Sports Match Day Checklist (0117C/09) before the commencement of play and the Match Manager Checklist (RF0910) at the completion of each game Supply the Umpire (subject to SECTION 13.3 and 13.9) with a properly inflated Match Ball, Match / Team / Interchange Form (RF0310) and Best and Fairest Vote Card (RF0510). 41 P a g e

42 Check that the Umpires have Red and Yellow Cards (RF0710) and explain the use of same.) Ensure there is an exclusion zone around the Coach s Box and mark a line one (1) metre from boundary line so as to keep the Coach s back from the playing surface Ensure each Team s Runner(s) & Water Carriers are clearly identifiable Arrange a Timekeeper and identify the Interchange Stewards (at least 10 minutes prior to the official start time). Supply the Interchange Stewards with one (1) copy of each Team s Match / Team / Interchange Form (RF0310). The Match Manager will be responsible for clearing players sent off by the Umpire to return to the game Ensure that Spectators are no closer than three metres from the boundary line (or outside boundary fences where erected) To ensure all Team Officials and Coaches be aware of the importance of their demeanour in supporting the Match Manager in this regard Ensure that all Officials are listed on Match / Team / Interchange Form (RF0310). After this form is given to the Field Umpire(s) they are not to be altered The Home Team Match Manager is the only Official that can approach Umpires during the quarter and half time breaks Ensure that with the exception of the quarter time, half time & three quarter time intervals no person other than the Runner(s) & Water Carriers of each Team will be permitted to enter the playing arena during the progression of the Match. The only exception shall be a Trainer or Qualified Medical Practitioner who will only enter the Arena for the purpose of attending an Injured Player. The Match Manager(s) may restrict Playing Arena access if necessary Ensure that the Best and Fairest Card (RF0510), Scorecards (RF0410), all Match / Team / Interchange Forms (RF0310) are marked with Goal Scorers. Best Players, marked 1 to 6 and any Report Forms (N.T F.U.A.) are ready to be passed onto the Competition Manager Ensure Match / Team / Interchange Form (RF0310) are completed by the Match Manager at the conclusion of the Game The Home Club Match Manager is responsible to make sure all Game Day paper work is sent to the Competition Manager within twenty-four (24) hours after the Last Game on the day. 21. TEAM MANAGER (S) BY LAWS 42 P a g e

Team Managers are permitted to remain at the interchange during the conduct of games Team Managers must prepare two (2) legible Match / Team / Interchange Forms (RF0310) All Players are to be listed in numerical Guernsey order with Surnames first and Given name second Teams shall consist of up to twenty-four (24) Players for Roster matches and the entire playing group for finals series excluding Teams in the under 9, 10 and under Girls 9-U13 Competition All teams lists, including U9, U10 and 9-13 girls, are to be printed from Sports TG for each game All teams lists for Roster matches are to show the entire playing group and excess players are to be crossed off with an indication of why they are being excluded e.g. S = sick I = injured, A = away, R = rotation, U = unavailable As shown on Doc RF Teams shall consist of the following for the Under 9 &10 Competitions: Under 9 Preferred minimum number of Players 10, maximum number of Players Under 10 Preferred minimum number of Players 10, maximum number of Players The Match / Team / Interchange Forms (RF0310) must be provided to the Match Manager at least fifteen (15) minutes prior to the commencement of the Match In the case of a Forfeit, the Match / Team / Interchange Form (RF0310) must be submitted by the Team receiving the Forfeit U9, U10 and 9-13 girls modified rules signed document RF 0110 must be received by Match Manager before the start of any match. This form must be lodged with the N.T.J.F.A. alongside all other match day paperwork. 43 P a g e

INTERCHANGE OFFICIAL(S) BY LAWS Each team is responsible for supplying a minimum of one (1) and a maximum of two (2) Interchange Stewards for U12, U14, U16 and 14-U17 girls age division Interchange Stewards must be responsible Adults Interchange Stewards will be located at the Interchange Area of each Playing Arena Interchange Stewards will record the changes of the Opposition Team during the course of the Match. The role of the Interchange Steward is not to record the scores of the game All Interchanging Players must advise the appropriate Interchange Steward of their changes at the time these changes are made and at the commencement of each quarter. The Interchange Steward will note on the Match / Team / Interchange Form (RF0310), any changes and any other relevant notes required by the Association Teams in the U12 and U14 age division can only have one (1) interchange during play per quarter up to a maximum of twenty four (24) per game Teams in the 14-U17 girls age division can only make six (6) interchanges per quarter and up to a maximum of twenty-four (24) per game Teams in the U16 age division can only make twelve (12) interchanges during play per quarter up to a maximum of forty-eight (48) per game If a Player is sent from the playing field for the blood rule, the player as soon as they have been treated to stop the bleeding can return to the playing field. The return of the player to the playing field is not counted as interchange as described in Sections 22.6, 22.7 & The Match / Team / Interchange Form (RF0310) signed by the Interchange Stewards are a record of Events recorded by them during the course of the relevant Match only Any instances of a player receiving less than the required amount of playing time (as prescribed in section 9) for any reason other than discipline by the presiding Umpire or injury must be referred by the Interchange Stewards to the Match Manager If a Player is removed during the course of a Match by the Coach for discipline reasons. (Note this player cannot be replaced and still must play the required amount of full quarters of Football) in regards to Conduct and Behaviour, if the reasons behind the Discipline seem inadequate, the Match Manager shall refer the matter to the Competition Manager who will investigate, and if the reason is found to be inadequate, the Club of the offending Team will have a penalty imposed Clubs are to provide Interchange Stewards for all finals The N.T.J.F.A Board will supply an additional Overseeing Interchange Official for the Grand Final in all age divisions. The fourth quarter will not commence until the Interchange sheet is confirmed to be correct Note Section does not apply to the U9, U10 and 9-13 girls age division. 44 P a g e

RUNNER (S) BY LAWS Each Team may have one (1) Runner in the U12, U14 and 14-U17 girls age divisions The U16 age division may have two (2) Runners with only one permitted on the Ground at any one time Where a team uses two (2) Runners they must enter and leave the Playing Arena via the Interchange Area The Runner(s) must wear the tops supplied by the N.T.J.F.A. so they are clearly identifiable and numbered A Runner can only deliver a message to Three Players at any one time. After delivering the message they must vacate the Playing Area completely and quickly before they can deliver the next Message The Umpire or Match Manager can order a Runner from the Playing Arena The Umpire or Match Manager can Report a Runner. If reported during the course of a Match they cannot be replaced Runners should ensure all Interchange Players report to the Interchange Area when entering or leaving the Playing Arena Runners must not intentionally contact Players from either Team, or become involved in an on-field incident, other than to call their Team Players away The Runner can be ordered from the playing Arena with no replacement Note: Section 23 does not apply to the Under U9, U10 and 9-13 girls age division as runners are not to be used in these age divisions. 45 P a g e

WATER CARRIER (S) BY LAWS Teams are allowed up to two (2) Water Carriers Water Carriers must wear the tops supplied by the N.T.J.F.A. so they are clearly identifiable and numbered Clubs must ensure if Water Carriers are used, the Water Carrier is of similar age to the Match being played Non-contact water bottles are to be used No messages are to be given to Players by Water Carriers. After delivering water they must vacate the playing area The Umpire or Match Manager can order a Water Carrier (s) from the Playing Arena The Umpire or Match Manager can Report a Water Carrier (s). If reported during the course of a Match they cannot be replaced A Water Carrier not complying with Section 24 can be ordered from the playing arena, with no replacement and/or the club can be fined Water carriers must be ten (10) meters from the coachers box at all times. Unless they need to refill their water bottles and the supply of water is in the coachers box, or they are delivering water to players on the playing area that are within ten (10) meters of the Coach s box Note: Section 24 does not apply to the U9, U10 and 9-13 girls age division as water carriers are not to be used in these age divisions. 46 P a g e

TRAINER (S) BY LAWS Teams are allowed up to two (2) qualified Sports Trainers All Sports Trainers must be First Aid Accredited and must have completed the ERC (Emergency Response Coordinator) course as a minimum requirement AFL Requirements for matches and training. Once they have attended to the injured player they must vacate the playing Arena With the permission of the Match Manager, a Sports Trainer may act as a Water Carrier Note: if with the permission the Sports Trainer is acting as a water carrier they are bound by the By Laws in Section 24 of this document Sports Trainers are not to deliver any messages to players that are not in relation to their welfare A Trainer not complying with Section 25 can be ordered from the playing arena, with no replacement and/or the club can be fined. 47 P a g e

TIME KEEPER (S) BY LAWS The home / host team must supply a Timekeeper with the visiting Team having the right to also supply one (1) Timekeeper (this does not apply to the U9 U10 and the Girls 9-U13 Competition) Timekeeper for this competition is supplied by the competition The Timekeeper of the Home / Host team will be responsible to keep a third Scorecard (RF0410) for the Association to be used if the Goal Umpires Scorecards (RF0410) does not correspond. This Scorecard (RF0410) must be submitted with the Match results (this does not apply to the Under 9, U10 and 9-13 girls competition) Timers must be used for timing of quarters. Umpires must be notified of Timekeeper s locality Timekeepers are to be of a responsible age and only those performing this duty are allowed in the Timekeeper s area In the case of Finals games, the responsibility for supplying of Timekeepers shall be that of the Club which is hosting each Final (this does not apply to the U9, U10 and 9-13 girls competition) Teams are to start at the appointed time or within three (3) minutes of the Field Umpire entering the Playing Arena, whichever shall be the later In the event of a Team not ready to start at the appointed time, the Match Manager shall report the reason on the Match / Team / Interchange Form (RF 310) of such Team The Match Manager has the power to shorten the quarters if he/she feels time has been wasted or needs to pick-up lost time but can only do this before the quarter begins and must inform both Coaches and Umpires before doing so The Field Umpire can stop the Game if a Player needs to be taken from the ground via a Stretcher. In this instance, only the Match Manager can signal the Clock to be stopped and add the time lost back to the playing time If a Stretcher is called to take a player from the relevant AFL Law of Australian Football shall be followed. 48 P a g e

UMPIRE (S) BY LAWS Field Umpires for the U12, U14, U16 and Girls age divisions will be appointed by the Northern Tasmanian Football Umpires Association (hereafter called N.T.F.U.A). unless by arrangement the home Team will pay the Umpires for their services In the event of an Umpire appointed by the N.T.F.U.A. failing to attend a Match to which he/she has been allocated, it will be the responsibility of the Match Manager to appoint an Umpire to adjudicate the Match Each team will supply a suitably attired Field Umpire for the U9, U10 and 9-13 girls The home club will supply two (2) suitably attired Boundary Umpires for the U16 age divisions These Boundary Umpires must wear the tops supplied by the N.T.J.F.A. so they are clearly identifiable and numbered Each team will supply one (1) suitably attired Goal Umpire for the U9, U10 and 9-13 girls age division Each team will supply one (1) suitably attired Goal Umpires for the U12, U14, U16 and 14- U17 girls age divisions. These Goal Umpires must wear the tops supplied by the N.T.J.F.A. so they are clearly identifiable and numbered The hosting Club is to supply all equipment for the Goal Umpires Goal Umpires in the U12, U14, U16 and 14-U17 girls age division must enter the goals and behinds scored by both Teams on Scorecards (RF 0410) supplied by the Association and check their scores at the end of each quarter. Both Scorecards must be handed to the Match Manager at the end of the Match Goal umpires are to meet in the centre of the ground at each break to check and confirm the scorecards are the same. The goal umpires are to advise the match manager if a scoreboard needs to be corrected All N.T.J.F.A. appointed Field Umpire(s) would have the same disciplinary powers as the appointed Umpire(s) from the N.T.F.U.A All Field Umpire(s) appointed will report all breaches of discipline under the Laws of Australian Football and the By-Laws of the N.T.J.F.A. The Field Umpire(s) may send any player off the Playing Arena for misbehaviour. These players will be subject to any penalties under any other applicable Laws Club appointed Goal and Boundary Umpires will report to the Field Umpire any breaches of discipline under the Laws of Australian Football and the By-Laws of the N.T.J.F.A Umpires will use the Red & Yellow card system to remove Players from the Playing Arena for a time penalty or report at their discretion YELLOW CARD = One (1) full quarter on the bench (cooling off time) with no replacement for that period This time off does not count as time off with regard to Section or or The Name & Number of a Player who receives a Yellow Card must be recorded on the Match / Team / Interchange Form (RF0310). 49 P a g e

50 28. UMPIRE (S) BY LAWS The N.T.J.F.A. Registrar will keep a record of this information and load onto Sports TG If a player receives three (3) Yellow Cards in the one (1) Season, it will result in an automatic one (1) Week suspension. Any subsequent Yellow Card in the Season will result in an automatic two (2) Week suspension The number of Yellow Cards any player receives must be noted in Sports TG RED CARD = Player to be removed from the Playing Arena with no replacement for the remainder of the Match. Player will also be reported. All Red Cards must be recorded as with Yellow Cards The N.T.J.F.A. Board will appoint Field Umpire (s) for U12 age divisions Final series. The Host Club will appoint boundary and Goal Umpire (s) The N.T.J.F.A. Board will appoint all Umpire(s) for the Grand Finals in all age divisions. 29. UMPIRE PROTOCOL No person other than the Umpire(s) officiating at a Match and their Trainers and the Match Managers will enter the Umpire s room whilst the Umpire(s) are there. Each Umpire(s) is individually responsible for seeing that this Law is observed and must report to the Match Manager The Field Umpire(s) must lodge or cause to be lodged a copy of any report (N. T.F.U.A.) he/she has filed with the Match Manager within thirty (30) minutes of the conclusion of the Match Except as provided by these Laws, Umpire(s) must not at any time enter into any conversation with Delegates, Club Officials or Players relating to an incident of the Match or any other charges made against a Player and will not at any time discuss their own capabilities with Delegates, Club Officials or Players Umpires must endeavour to note all particulars in connection with any report they make to the Association in order that a clear account is given to the proper authority when the report is being dealt with Umpires are required to make themselves thoroughly familiar with the offences which must be reported and their duties under the By-Laws of the N.T.J.F.A. and The Laws of Australian Football and to fearlessly report all offending Players If the Umpire(s) believe any offence is more serious than can be dealt with under N.T.J.F.A Set Penalties, they must make this recommendation to the Match Manager and fill out any appropriate reports to be sent to the Tribunal When an Umpire(s) intends to make a charge against a Player they will, if such charge relates to incidents arising in the first three (3) quarters, notify the Player concerned as soon as reasonably possible after the incident but in any event not later than the commencement of the next quarter. 50 P a g e

51 30. PROCEDURE FOR REPORTED PERSON(S) Match Managers will report to the Field Umpire(s) at each quarter break, and note details of any matters, which should be acted upon. Any impending reports to be lodged should be noted so Coaches can be advised Umpire(s) reporting a Person are to inform that person in accordance with Section 28.2 and Details of a report are to be completed on Report Sheet (N.T.F.U.A.) within thirty minutes (30) of the conclusion of the Match A Match Manager reporting a person is to inform that person as soon as possible after the incident in question. Details of the report are to be completed on the report sheet (N. T.F.U.A.) within thirty minutes (30) of the conclusion of the match Details of reports are to be made available to the Reported Person / Team Manager (where applicable) within thirty minutes (30) of the conclusion of the match. Written copies of report details are to be available to Reported Person within twenty - four (24) hours If a Set Penalty applies, a Reported Person has twenty - four (24) hours to reject that penalty. The Competition Manager is to be advised of such a decision within that time, by the Reported Person or Club Representative The decision to reject a set penalty once reported to the Competition Manager must be sent by or in writing within forty - eight (48) hours Umpires, Match Managers and Team Representatives will sign the Match / Team / Interchange Form (RF030) where applicable. 31. PROCEDURE FOR COMPLAINTS All complaints arising from Sunday matches must be lodged and received by the Competition Manager no later than 5.00pm on the following Tuesday These may be by letter or . Phone calls NOT accepted All complaints must be lodged by the Club unless the issue is related to the Club. 51 P a g e

TRIBUNAL BY LAWS The Competition Manager must be notified within 24 hours of any reports and the report sheets must also be delivered, faxed or ed within that time frame Tribunals will be convened by the Competition Manager. The Tribunal will convene on the Wednesday after the incident or at a time specified by the Competition Manager or the Tribunal Chairman Any player reported for an offence for which there is no automatic suspension will be penalized, as the Tribunal shall determine If a reported person rejects a Set penalty, a Tribunal hearing shall determine the issue. Tribunals will be composed of the Tribunal Chairman and up to two (2) Independent Members All Persons involved in the report are to make themselves available for the Tribunal hearing if called upon by the Tribunal Chairman or the Competition Manager Reported players must attend a Tribunal hearing although the Tribunal Chairman may allow a phone link in extreme circumstances Reported players must have an advocate at their Tribunal appearance Written statements will not be accepted Players may call witnesses on their behalf and they must be in attendance or available on a phone link if acceptable to the Tribunal Chairman Umpires, or other officials authorised by the NTJFA to report, must attend the tribunal hearing. The Tribunal Chairman may allow a phone link in extreme circumstances Persons who are deemed to be the alleged victim must attend the Tribunal Hearing or be available on a phone link of acceptable to the Tribunal Chairman Video evidence will only be permitted at the discretion of the Tribunal Chairman and must include additional vision or before and after the incident. Video evidence must be available before Midday on the day of the Tribunal hearing. 52 P a g e

(In the case of swearing the umpire involved may offer the offending person a two (2) week set penalty) For every player reported by an Umpire and consequently found guilty at a Tribunal hearing, or any player reported by an Umpire who has accepted a set penalty, then his team will forfeit two (2) premiership points. 34. TRIBUNAL PENALTIES The penalty that the Tribunal sets will include the Start Date and the Date the Player can return to play football. This will be stated and the details supplied to the Club in question in writing, within forty - eight (48) hours. Penalties must be in accordance with any agreements that the N.T.J.F.A. may have with other Associations and the A.F.L As per Section 31.1 and 31.3 if found guilty by a Tribunal, the Set Sentences may be increased. A player cannot elect to take a set penalty if he has taken a set penalty within a current two-year period Coaches who are suspended cannot enter the Playing Arena during the course of a Match and cannot coach in any way on the day of the Match During the course of a Match, a Field Umpire and / or Match Manager may order a Person(s) from the Playing Arena for any serious offence. If the offence is reportable under the current 54 P a g e

55 Laws of Australian Football, or The By Laws of the N.T.J.F.A., the Umpire(s) should also report that Person(s) The Field Umpire will accompany any such Person(s) to the Interchange Area, where the Interchange Stewards will record the time and offence If a Player(s) or Person(s) refuses to leave the Playing Arena the Match will be terminated and the Opposing Team awarded the Match. Any other penalties under the N.T.J.F.A. Bylaws or the current Laws of Australian Football will apply The findings of the Tribunal will be loaded onto Sporting Pulse within forty - eight (48) hours. 35. APPEAL PROCEDURE A club or individual may appeal a Tribunal finding, or Set Penalties of the N.T.J.F.A Such an appeal can only be entertained for the following: The penalty was manifestly inadequate and/or excessive Fresh evidence, which means that evidence which was not known to be available at the time of the original hearing. Note: the test here is important for it is not sufficient that the new evidence was just not presented at the first hearing. An example would be wanting to call fresh evidence from another witness who is, say, a trainer or club official and who could have been interviewed before the original hearing. This would not satisfy the test. An example of what would satisfy the test is belated awareness that a spectator had taken a private recording of the incident but had not communicated this fact to the club prior to the hearing An appeal against any decision on a point of law of procedure may only be made to the NTJFA on such conditions as that body shall determine An appeal against a set penalty can only be that the set penalty was manifestly inadequate Appeals must be lodged within twenty-four (24) hours of the Tribunal hearing and must state new evidence in order for the appeal to be heard An appeal cost of $ is to be lodged with the written appeal This may be wholly or partially refunded at the discretion of the appeals panel. Any costs of the appeal will be deducted from this sum The N.T.J.F.A. Board will appoint an Independent Appeals Panel to hear such appeals The finding of an Independent Appeal Panel is final. 36. FAILURE OF PLAYER(S), OFFICIAL(S) TO ATTEND A SUMMONSED MEETING Any Player or Official, (for the purpose of these By Laws, an Official means; any Person or Volunteer, employed or appointed, in any capacity or position, by any Club, to assist with staging or running any event under the auspice of the N.T.J.F.A) who neglects or refuses to attend any N.T.J.F.A. Board meeting of the Association to which he/she has been summonsed, by not less than forty eight (48) hours notice under the hand of the N.T.J.F.A. Board, will be dealt with as the N.T.J.F.A Board sees fit. 37. EXPULSION, SUSPENDING AND DISQUALIFICATION OF PLAYER(S) Any Association Club expelling or suspending a Player from its Club must forward within forty - eight (48) hours of the expulsion, the Name of the Player and his/her address, together 55 P a g e

56 with particulars of the offence for which he/she was expelled to the Competition Manager who will notify other Associations with which that Person may be affiliated Upon the receipt of the above, the Players registration will be cancelled. 38. EXPULSION OF TEAM(S) OR CLUB(S) The N.T.J.F.A. Board has the right to review the position of any Club, or Team of any Club, affiliated with the Association, with respect to: Administration General management Behaviour A review in these circumstances must be carried out at a Special Meeting, of which ten (10) days notice has been given. The N.T.J.F.A. Board may expel said Club or Team, or take any action it deems necessary. 39. MELEE RULE Umpires and Match Managers have the right to report Teams / Players and Individuals under a Melee Law. A Melee is as described in the current AFL Laws of Australian Football Law 1.1 and (g) All parties involved in the Melee shall be treated as a reportable offence and dealt with by the Tribunal The Tribunal shall have the power to investigate the incident and lay more charges to any party involved The Tribunal may declare the Match null and void Individuals may receive penalties as determined by the Tribunal. 40. CLUB SONG With the exception of Grand Final day, Club songs are to be sung in the change rooms only, not on the Playing Arena The U9, U10 and 9-13 girls age division are allowed to sing Club songs on the Playing Arena. 41. SAFETY ISSUES The N.T.J.F.A. strongly recommends that; All Players wear a properly fitting and approved Mouth Guard Where required, Players wear properly fitting and approved Eye Guards Personal Drink Bottles should be used at quarter breaks Players finger nails must be shorter than the end of fingers/ thumbs Form and Information to be added for assisting with difficult people (texted to be replace once developed) 56 P a g e

58 44. FORMS U9, U10 AND 9-13 GIRLS COMPETITION MODIFIED LAWS (Doc No RF 0110)- The following are guidelines for the N.T.J.F.A. U9, U10 and Girls 9-U13competition only. All Umpires catering for these age divisions should be familiar with these rules to ensure consistency throughout the Competition. The aim of the modified rules is to develop BALL SKILLS in children of these age divisions. Sportsmanship and spirit of the game is important. Coaches and Players are encouraged to shake hands after the Match. 1. Children should rotate through different positions during the course of each Match. 2. Each child, regardless of ability, must receive equal Match time. 3. Boundary throw-ins are replaced by awarding a free kick against the player who kicks the ball out of bounds. If the ball is forced over the line by hand during the course of play, the Field Umpire shall call a ball-up. 4. The U9, U10 and 9-13 girls age players can tackle by holding and releasing an opposition player in possession of the ball by grabbing the jumper with one or 2 hands. The opposition players may lay only one hold and release tackle, not consecutive tackles which restrict the player in possession of the ball from attempting to dispose of the ball. 5. Where the U9, U10 or 9-13 girl s player in possession of the ball is held and released without a prior opportunity to dispose of the ball, they will be given a count of three (3) seconds to dispose of the ball by handballing or kicking. If the player in possession of the ball has had prior opportunity before or after being held and released, a free kick is awarded against him or her. The Field Umpire must verbally instruct the player to dispose of the football within the count of three (3). 6. For U9, U10 and 9-13 girls age players there is strictly no bumping or pushing the player to the front, side or back, no slinging or bringing the player in possession of the ball to the ground, no knocking or stealing the ball out of an opponent s hands and these infringements will be penalised by the awarding of a free kick to the player in possession of the ball where this occurs. 7. The ball shall not be kicked off the ground under any circumstances. A free kick shall be awarded for any infringement. 8. Barging, chopping or fending off is not permitted. Any infringement will result in a free kick and / or a ten (10)-metre penalty. 9. A Player running with the ball is allowed one (1) bounce only. Anymore shall result in a ball-up. 10. Players of similar size and / or ability should be matched up; whenever a discrepancy is observed, the Coaches from both Teams should work in conjunction with each other. 11. Only Coaches and approved Medical Staff are allowed on to the ground during playing time. The Match Manager has the right to remove anyone else infringing this Law. 12. When a Player is rucking, he cannot lift his/her knees or take clean possession of the ball. 13. There is no shepherding / blocking allowed in the U9, U10 and 9-13 girls competitions. 14. The Field Umpire(s) shall deal with misdemeanours, bad language or bad conduct. If necessary, the game can be halted and a conference called for. Although Players can be dealt with through the Tribunal, this is to be discouraged in children of this age. Field Umpire(s) can use the send-off rule by using the Yellow Card. 15. Field Umpire(s) must give clear instructions to all Players in regards to any free kick awarded. 16. I understand that as an integral component of my accreditation, I must maintain a standard of behaviour and conduct that is in the best interests of the game and the players/staff in my care. In representing myself in an honest manner, and without bringing the coaching profession or the game into disrepute, I will endeavour to uphold the flowing to the best of my ability: 1. I will respect the rights, dignity and worth of all individuals within the context of my involvement in Australian Football and will not discriminate on the basis of race, religion, ethnic background or special ability/disability. 2. I will abide by and teach the AFL Laws of the Game and the rules of my Club and League/Association. 3. I will be reasonable in the demands I make on the time commitments of the Players in my care, having due consideration for their health and well-being and safety. 4. I will refrain from any form of personal abuse or unnecessary physical contact with the Players in my care. 5. I will have due consideration for the varying maturity and ability levels of my Players when designing training schedules and activities and during competition. 6. I will not overplay the talented Players, but will ensure that all Players have equal Match time. 7. In recognising the significance of injury and sickness, I will seek and follow the Doctor s advice concerning the return to training of injured or ill Players. 8. I will endeavour to stay informed about sound principles of Coaching and skill development and of factors relating to the welfare of my Players. 9. It is each club s responsibility to make sure that they are using the 2018 version of the N.T.J.F.A. Operation s manual. Also in this manual there is a Code of Conduct Letter that needs to be signed by all Coaches who Coach any and all teams in the N.T.J.F.A. This needs to be returned to the NTJFA prior to the start of the season. The AFL policy acknowledges the principal role of the parent or guardian in determining if a player should play in a higher age competition than the one determined by the player s chronological age. Players should only be permitted to play up an age level when their physical capacity and social sense enable them to compete adequately at the higher age level. The decision whether a player should play up beyond the two-year age span should be based on the advantages to be gained by the player. Reason for consent to play outside the recommended 2 year age group set out in By-Law I...
