3 SEEDED TEAMS As seeded teams, Germany (Under-7s) and Spain (Under-9s) enter the competition at the elite round stage. COEFFICIENT RANKING LIST A coefficient ranking list has been established, taking account only of teams results in the qualifying round (win = points, draw = point, defeat = 0 points). Associations with the same coefficient have been separated using the following criteria:. better goal difference;. higher number of goals scored;. lower number of disciplinary points based only on yellow and red cards received in the qualifying round matches (red card = points, yellow card = point, expulsion for two yellow cards in one match = points);. coefficients used for the 0/5 qualifying round; 5. drawing of lots. DRAW PROCEDURE For the Under-7 competition, the associations will be placed in 8 groups of teams, while for the Under-9 competition, the 8 associations will be placed in 7 groups of teams. For both competitions, the teams will be allocated to groups in numerical order in such a way as to ensure that no winners and runners-up from the same qualifying group meet each other in the elite round. For the U9 competition the best third-placed team is also protected from meeting the winner or runner-up of its qualifying group. If clashes arise, the team drawn will be moved to the next available group, in numerical order. If clashes arise in the last three or four groups, the teams will be allocated to groups appropriately. For the Under-7 competition, there is no protection with regard to teams that finished third in their qualifying groups. The draw procedure is as follows: First draw phase The teams in Pot A will be drawn one after another and placed in the first position in Groups to 8 (Under-7s)/Groups to 7 (Under-9s). Second draw phase The teams in Pot B will be drawn one after another and placed in the second position in one of the eight groups (Under-7s)/seven groups (Under-9s). Third draw phase The teams in Pot C will be drawn one after another and placed in the third position in one of the eight groups (Under-7s)/seven groups (Under-9s). Fourth draw phase The teams in Pot D will be drawn one after another and placed in the fourth position in one of the eight groups (Under-7s)/seven groups (Under-9s). MATCH DATES The elite round of the Under-7 competition must be completed by Thursday 6 March 05. The elite round of the Under-9 competition must be completed by Wednesday June 05.

4 QUALIFICATION FOR THE FINAL ROUND The eight group winners and the seven best runners-up will qualify for the final round of the Under-7 competition, while the seven group winners will qualify for the final round of the Under-9 competition. Those final rounds will take place as follows: 0/5 UEFA European Under-7 Championship 0/5 UEFA European Under-9 Championship Bulgaria, 6 May 05 Greece, 6 9 July 05 SPECIAL CASES On the basis of previous decisions by the UEFA Executive Committee and the UEFA Emergency Panel, Russia and Ukraine cannot be drawn in the same group.
