3 STATE CUP ELIGIBILITY Section 1. General State Cup is open to any competitively registered teams whose players are registered in the US Youth Soccer Association (USYSA) through IYSA. The teams and players must also be in compliance with all the requirements as described in Rule 221 and 224 of the National Championship Series (NCS) rules. The age divisions for State Cup are U-13, U-14, U-15, U-16, U-17, U-18 and U-19 for boys and girls. State Cup champions and any regionally allocated wildcards will advance to the Western Regional Tournament. The Western Regional champions in the U-13, U-14, U-15, U-16, U-17, U-18 and U-19 boys and girls divisions advance to the NCS National Tournament. Section 2. League Play Each competitive team must be registered and compete in a four-team approved league during the current seasonal year to be eligible to compete in the State Cup Tournament. Any exceptions to this must be granted by the National NCS Committee Section 3. Continuity of Rosters The team must demonstrate continuity of rosters between the league and National Championships competitions by maintaining a minimum of nine (9) players that are common to the rosters of both competitions Section 4. Roster Freeze IYSA will determine the date of the roster freeze each year and is typically no less than 14 days before the first State Cup game. Once the rosters are frozen no players may be replaced with the exception of any player suffering an injury prior to the event kicking off. In instances where a player needs to be replaced due to injury after the roster freeze a Doctors note or proof of injury must be obtained. Once the State Cup tournament is under way no players may be replaced. Coaches may be replaced / added at a club s discretion at any time prior or during the event up to 1hr before any match. The replacement must be made by a club representative that has the authority to make the change. All coach replacements / adds during the event must be made at the headquarters area and each coach must be background checked and concussion certified and be a current IYSA registered coach of the team s club. Section 5. Players Switching Clubs (Transfers) Once a competitive player is placed on a team roster during the season the submittal of the roster to IYSA binds that player to that club for the seasonal year unless he/she is granted a transfer or release. Under no circumstances can a State Cup roster have more than five players that have previously played for another club during the seasonal year. Players that are transferred are State Cup tied unless they have permission from the releasing club. 3

4 NON-IDAHO RESIDENT PLAYERS There are limitations to placing non-idaho resident players onto a Idaho State Cup roster. Roster Size Max non-idaho resident Players Any club that wishes to exceed the maximum number of non-idaho resident players may apply for an exception to the rule. o The request must come from the club President or Director of Coaching o Decisions on exceptions will be made by the IYSA Director of Competition in cooperation with the IYSA Executive Director and IYSA Technical Director All out of state players must be on the LEAGUE roster and not added just for the purposes of State Cup. SEEDING All application forms and rosters must be received in the IYSA office on or before 5:00 p.m. of the date approved as the application deadline by the Board and posted on the IYSA website. Using these applications, the Executive Director and Director of Competition shall be responsible for overseeing the creation of the State Cup seeding and brackets of play using the State Cup Bracketing Guidelines document. The official seeding will be created during the Director of Competition seeding/draw meeting held annually. The meeting is open to all state affiliates. In those instances where a draw cannot be held publicly due to change of circumstances then the draw will be performed by the DOC with a minimum of two (2) witnesses not having a vested interest in the outcome of the draw. Details of the draw process can be found in the State Cup Draw Procedures document. The State Cup applications will be used to determine the bracketing unless adding additional teams will help in balancing or filling out a natural bracket as determined by the Director of Competition. The bracket size and seeding will be set for each age group and gender using the following guidelines: 1. The seeding of the bracket for the, U13 age groups will be a random draw. 2. The seeding of the brackets for the U14 U19 age groups will first be based on the previous year s State Cup results. The top finalists will be granted automatic seeding based on last year s results, with a maximum of four automatic seeds. The remaining positions will be a random draw. In order to qualify for one of the top four(4) seeds based on the previous year s results, each team would be required to show a continuity of roster consisting of nine players from that previous year. Any team, that has changed its affiliation since the previous year s State Cup will not be eligible for seeding purposes based on the previous year s results. The only exception would be any team of an affiliate involved in a merger during current the seasonal year. Any seeded team that does not have continuity will no longer be seeded and the lesser seeded teams will move up one seed 4

5 Example 1 Seed 2 no longer has continuity, so Seed 3 becomes Seed 2 and Seed 4 becomes Seed 3 Example 2 Seed 4 no longer has continuity and so that seed is not replaced Should a team lose continuity after the draw has taken place, then the Competition Committee will determine how to proceed. SEMI-FINAL SCHEDULING In any age group, when a team with the best second place finish (number of points) advances to the semi-finals, they will not be scheduled against the first-place team from the same bracket. Semi # 1 # 1 A vs Highest points # 2 Semi # 2 # 1 B vs # 1 C If the highest point 2 nd place team is from Bracket A.Then, Semi # 1 # 1 A vs # 1 C Semi # 2 # 1 B vs Highest points # 2 MEDALS, TOURNAMENT PINS AND AWARDS Medals will be awarded for 1 st & 2 nd place. 1 st Place is required to represent Idaho at the Western Regionals. 1 st and 2 nd Place will be considered automatically eligible for the National League Western Division should that team wish to apply. 1 st, 2 nd will be seeded for next year s State Cup event as long as they meet the continuity criteria The highest placed team, that previously elected to be considered, will represent Idaho at the Region IV Presidents Cup 5

6 PLAYING RULES Roster Size Roster sizes for all ages shall be a maximum of 22 players per NCS rules Game Roster sizes for all ages shall be a maximum of 18 players per NCS rules Uniforms (1) A name, logo, or other identifying mark of any youth soccer organization other than US Youth Soccer or its member must be removed, replaced, or covered before a player, team or team official may enter or remain at a field complex where the National Championships competition is being held. (2) After an initial warning pursuant to e(1) above, the name, logo, or other identifying mark of any youth soccer organization other than US Youth Soccer or its member must be removed and replaced with the US Youth Soccer name or logo before the player, team or team official may enter or continue in the competition. Alternate Jersey Each team is responsible for having an alternate jersey. If there is a color conflict, the home team (listed first on the schedule) will change. The referee has the authority to remedy the situation as he/she sees fit. Unsafe Equipment Matters of safety are left up to the discretion of the referee. Equipment which may be considered unsafe includes the following but not limited to: head, arm, thigh or hip pads containing sole leather, fiber, metal or any unyielding material, hard casts of any material and knee braces made of hard unyielding material and may be made safe by applying an appropriate amount of padding. The dangerous use of any equipment previously approved by the referee during the game may be cause for removal of the player from the game until the equipment is made safe. Players can receive approvals for equipment from the State Youth Referee Administrator; however, the match official must approve the safety of the equipment. 6

7 Duration & Ball Size Play will be conducted in accordance with the Policy of the NCS. The length of games are as listed below: Age Division Regulation Half Ball Size U minutes 5 U minutes 5 U minutes 5 U minutes 5 U minutes 5 U minutes 5 U minutes 5 During round robin / bracket play ties will stand. (See Tiebreaker Guidelines) Semi-Final If a game is tied at the end of regulation, two (2) overtime periods shall be played. When overtime play is required, there will be a coin toss approximately five (5) minutes after the end of regulation play to initiate the first overtime period. There will be a two (2) minute break between overtime periods to allow teams to change ends of the field. In the event no winner is determined after overtime play, then both teams will take kicks from the penalty mark (as specified under FIFA Laws of the Game) until a winner is determined. There will be NO GOLDEN GOAL in effect for overtime periods. Overtime Periods are as follows U13-U14 U15-U19 2 x 5 minute periods 2 x 5 minute periods Finals If a game is tied at the end of regulation, two (2) overtime periods shall be played. When overtime play is required, there will be a coin toss approximately five (5) minutes after the end of regulation play to initiate the first overtime period. There will be a two (2) minute break between overtime periods to allow teams to change ends of the field. In the event no winner is determined after overtime play, then both teams will take kicks from the penalty mark (as specified under FIFA Laws of the Game) until a winner is determined. There will be NO GOLDEN GOAL in effect for overtime periods. Overtime Periods are as follows U13-U14 U15-U19 2 x 5 minute periods 2 x 10 minute periods 7

8 Substitutions Shall be in conformance with FIFA Laws of the Game with the following modifications. U-13 and U-14 All games: either team can substitute on any stoppage regardless of possession. Substitutions will be unlimited and at the referees discretion. Age U-15 to U-19 No re-entry per half. Substitutions will be allowed on any stoppage regardless of possession. All substitutions may be made with the referee s permission at any stoppage of play. In games where overtime is required there will be re-entry to begin the overtime, but no re-entry once overtime begins. 8

9 Point System At all ages, with the exception of any 9,10 or 11 divisions the 3-point system will be used. The 9,10 or 11 team divisions will use the 10-point system. 3-Point System 1. THREE (3) points shall be awarded for a win. 2. ONE (1) point shall be awarded for a draw (tie). 3. ZERO points shall be awarded for a loss. 4. A team winning by a FORFEIT will be awarded THREE (3) points. A team shall be awarded a forfeit win when its opponent does not play or is not ready to play in any scheduled game within fifteen (15) minutes after the scheduled start time or is declared ineligible. Seven (7) players on the field shall constitute a legal team for the scheduled game to start or to continue the game. In the case a game must be called because of a no show, the game will be called by the Director of Competition. 10-Point System 1. SIX (6) points shall be awarded for a win 2. THREE (3) points shall be awarded for a draw (tie) 3. ZERO Points shall be awarded for a loss. 4. ONE (1) Point shall be awarded for each goal scored with a maximum of THREE (3) per game 5. ONE (1) Bonus point shall be awarded for a shutout. 6. A 0-0 tie shall be considered both a tie and a shutout and both teams will be awarded FOUR (4) points. A team shall be awarded a forfeit win and SEVEN (7) points when its opponent does not play or is not ready to play in any scheduled game within fifteen (15) minutes after the scheduled start time or is declared ineligible. Seven (7) players on the field shall constitute a legal team for the scheduled game to start or to continue the game. In the case a game must be called because of a no show, the game will be called by the Director of Competition. 9

10 Tie-Breakers 1. Results of head-to-head competition within the Round. 2. The cumulative difference between goals scored and goals allowed within the Round with a maximum difference of four (4) goals per game. For a team with forfeit wins, goals scored and goals allowed in forfeited games shall be equal to its average goals scored and goals allowed in other preliminary games. 3. The least number of goals allowed within the Round (max 4 per game). For a team with forfeit wins, goals allowed in forfeited games shall be equal to its average goals allowed in its other games within the Round. 4. The most goals scored within the round (Max 4 per game). For a team with forfeit wins, goals scored in forfeited games shall be equal to its average goals allowed in its other games within the Round. 5. Kicks from the Penalty Mark 6. If three teams are still tied, the outcome shall be determined on the basis of cumulative difference between goals scored and goals allowed in three, two-team match-ups as follows: a. A vs. B b. B vs. C c. A vs. C (team designations determined by a blind draw) d. If two teams are tied, head-head, then penalty kick competition. In the case of a three way tie, once the first team is eliminated using the above criteria, then the remaining two teams will start the process again from the beginning of the tie- breaker criteria starting at 1. Ejected Player / Coach Any ejected player who has been asked to leave the game by the referee will automatically be suspended for the next game. Coaches and assistant coaches sent off the field for an infringement of the laws of the game shall be suspended for the next game. Club coaches or coaches listed on multiple rosters who are suspended will serve their suspension during the next scheduled game(s) involving the team they were coaching at the time of their suspension. When serving a suspension, a player or coach shall not attend nor be involved in any manner with the game being played. This includes any form of communication with the team immediately prior to or during the game. The State Cup Protest and Appeals Committee has the right to impose additional penalties including, but not limited to, suspension for more than one game. The referee headquarters tent shall retain the player pass of the ejected player until such time as he/she becomes eligible to play. Protests of an ejected player or coach being asked to leave the game shall be filed with the State Cup Protest and Appeals Committee in accordance with Rule 9 Protest and Appeals Procedures. Cumulative Yellow Cards A player (or team official) who receives a total of three (3) yellow cards during the tournament will not participate in the team s next tournament game, unless the first two cautions were received in a single game and resulted in a red card in which the player could not participate in the team s next tournament game. If the player was required to sit out due to a 2nd caution red card offense, this rule will be extended to four (4) yellow cards during the tournament. If said player receives four (4) yellow cards during the tournament, he or she will not participate in the team s next tournament game. In both instances, each additional yellow card will 10

11 result in an additional game suspension. Coaches are responsible for enforcement of suspensions. If a player or coach participates in a game in which they should have been suspended, the team will be deemed to have used an ineligible player and will forfeit the game and be fined $800.00, due to IYSA due within thirty (30) days of the end of the tournament. The forfeiting team s home affiliate will be held responsible for insuring the fine is paid within the 30 day period or it may face additional sanctions by the IYSA Board of Directors. Referee Abuse The tournament will strictly adhere to the IYSA referee abuse policy a copy of which can be found on the tournament webpage. Tobacco, Alcohol, Illegal Substances Or Weapons No tobacco, alcoholic beverages, illegal substances or weapons will be allowed at the fields. Anyone not complying with this rule could result in his/her team forfeiting its game if deemed necessary by the Director of Competition Forfeits In the event of a forfeit, the forfeiting team and coach shall be disqualified from further competition in the current tournament and may face further sanctions from the Director of Competition, the State Cup Protest and Appeals Committee or the IYSA Board of Directors. In the event that a team forfeits one of its preliminary games, the opposing team shall be awarded three points for a win. The outcome of all prior games with the forfeiting team will stand. The forfeiting team will be fined $ per game, due to IYSA within thirty (30) days of the end of the tournament. The forfeiting team s home affiliate will be held responsible for insuring the fine is paid within thirty (30) days or it may face additional sanctions by the IYSA Board of Directors. Any abandoned game(s), including consolation matches, shall automatically be considered a forfeit and result in the fine being imposed. Protest and Appeals Procedures The State Cup Protest and Appeals Committee shall be comprised of the DOC (Chairperson), the IYSA Director of Coaching and a minimum of three District Commissioners or their designees. The Committee shall hear all protests and appeals arising from the State Cup competition and shall serve as a discipline committee and as a credentials committee, if necessary. All questions relating to the qualifications of competitors, to interpretation of the rules, to suspensions or any dispute or protest whatever shall be referred to the Committee. Decisions of the Committee shall be final and binding and cannot be appealed. A plea of ignorance of the rules and 11

12 regulations of this competition is not sufficient ground for appeal or protest. No protest shall be allowed regarding tournament rules, structure of play, opponents, times and fields of play, referee or assistant referees. Judgment decisions of referees cannot be protested. Any protest relating to the grounds, goal posts, bar or other appurtenances of the game shall be entertained only if a written objection has been lodged with the referee and the opposing coach prior to the start of the game. The person of the Committee with which the protest is properly lodged shall immediately on receipt of such protest notify the team against which such protest is made. A copy of the protest and all particulars will be delivered to that team, which will then have the right to defend its case, with or without witnesses. All protests must be accompanied by the fee of $ cash and shall be submitted in writing to the Tournament Headquarters within one-hour (1) of the conclusion of the game being protested. No personal checks will be accepted. The Committee shall call a meeting to order within one hour of receipt of the written protest. The hearing of any protest shall be in closed session and shall be chaired by the Director of Competition, or their designee, who may invite testimony. Any protest relating to judgment calls by the referee is not sufficient grounds for appeal or protest. To be valid and eligible for consideration, each protest: 1. Must be verbally lodged with the referee and with the opposing coach at the game site before entering the field or before leaving the game site. 2. Must be filed with the committee, including: a. Fee in the amount prescribed in cash; and b. Five (5) written copies of the protest, which must include the details on which the protest is being lodges; and c. Five (5) written copies of any information to be presented by witnesses. Lightning Policy Jurisdiction Any circumstance not determined by USSF policy will be under the jurisdiction of the Director of Competition. The Director of Competition will have the right to alter / adjust any part of this policy if it is deemed necessary based on circumstance. The Rule will be in effect If the tournament officials detect or see lightning the games will be automatically stopped for a minimum period of 30 minutes. Should there be lightning during the 30 minute stoppage then the 30 minute count will start again. (This portion is USSF Policy) If the stoppage goes beyond 60 minutes then the Director of Competition will determine if there is enough time on the schedule to complete the game. If the weekend schedule cannot accommodate a restart then the following criteria will be used. 12

13 o o o If the game had at least reached half time then the score stands as is. If the game had not reached half but one team was 3 or more goals ahead then the score stands as is If the game had not reached half and there was less than a 3 goal difference then kicks from the mark will determine the winner and a 1-0 score will be recorded. Should either time, light or severe weather prevent the shootout from taking place, then the game will be declared a tie. If this occurs in a championship round then the Director of Competition will determine the procedure as conditions permit. o If severe weather results in some games not being able to even start due to time constraints then the tournament committee will have full discretion over determining a result Seeking proper shelter No place outside is safe near thunderstorms The best shelter is a large, fully enclosed, substantially constructed building. A vehicle with a solid metal roof and metal sides is a reasonable second choice. If there is no proper shelter, avoid the most dangerous locations: Higher elevations; wide open areas, including fields; tall isolated objects, such as trees, poles, or light posts; unprotected open buildings; rain shelters; bus stops; metal fences and metal bleachers Director of Competition Authority The IYSA Director of Competitions will have full authority on making decisions regarding interpretation of these rules. The IYSA Director of Competition will also have full authority to make decisions as he/she sees fit, in instances where the rules do not cover a given situation. 13
