2 Scoring System U-6 to U-8 In keeping with the USYSA and STYSA guidelines, no standings will be kept for Division IV, U-6 through U-8 teams. All players will receive participation awards. All U6-U8 groups will play a round robin tournament. Scoring System U-9 and above 3 point for a win 1 points for a tie 0 points for a loss 1 bonus point per goal (3 max) 1 bonus point for a clean sheet (zero goals against) Forfeit is scored 1-0 and counts as 5 qualifying points. A full half of a game must be played to completion to be considered a complete official game. 3 18 team cross-over bracket with 3 groups of 6 (cross-over play) 20 team bracket with 4 groups of 5 24 team bracket with 6 groups of 4 Top 2 teams (based on points) from each group plus 2 wilcards (best 2 third place teams) advance to Quarter Finals Winner of each group (based on points) plus 3 wildcards (best 3 second place teams) advance to Quarter Finals Winner of each group (based on points) plus 2 wildcards (best 2 second place teams) advance to Quarter Finals Qualifying Games Tie Breakers Ties in qualifying games will not be broken. The following criteria will be used in the order listed below to break ties between teams that finish regular play with an equal number of qualifying points: 1. Results of Head-to-Head competition 2. Goal Difference: (total goals for minus total goals against) 3. Total Goals (NO LIMIT on goals scored or allowed per game). 4. Ties between teams when only 1 team advances: FIFA shootout. 5. Ties between teams when both teams advance (for seeding purposes) Coin flip with representatives of both teams present. Forfeits Any team forfeiting a game will not be eligible for advancement to playoffs and all previous game points will not count towards group standings. Any of the following constitutes a game forfeit: 1. A suspended coach appearing at the game to coach his team. 2. Failure to field a team with the minimum number of players within 15 minutes of the scheduled starting time of a game according to the referee's watch. 3. A coach or other properly STYSA rostered coach/manager/trainer is not present with the team during competition or failure to show up within 15 minutes of the scheduled game starting time. 4. Any team, which receives three ejections during ONE game, shall forfeit said game. Furthermore, at the time of the third ejection, the referee shall terminate the game and note it on the scoring form. 5. A coach or other properly STYSA rostered coach/manager/trainer without a visible Adult Participation Pass around his/her chest.

4 6. A team without proper laminated player cards. 7. The referee has the authority to abandon a match if he believes that team members and its spectators are abusive and/or if they have not complied with his/her instructions. Referee decision and circumstances shall be noted on the game card. Disqualification Fielding an ineligible player will be grounds disqualified and not permitted to continue tournament play. An illegal player is defined as an individual playing for more than one team during the tournament or one not listed on the final roster provided at check-in prior to tournament play. An ineligible player is also a suspended or over age player. All prior games involving the team will be scored as forfeits. Playoff Games Tie Breakers 1. Semifinals and Finals: a. Proceed directly to FIFA shootout. NO OVERTIMES. b. Participation in penalty kicks: Only players on the field at the end of regulation time. All other players, spectators, etc. must remain on the sidelines. Only the coach may enter the field to join the team, with referee permission. Substitutions 1. Free & unlimited. Substitutions must have referee permission in ALL cases. 2. USSF substitution rules apply, as modified by USYSA. 3. Substitutions for BOTH TEAMS allowed: a. On goal kicks. b. After a goal. c. At halftime. Substitutions for ONE TEAM allowed: 1. On throw-ins by possession team only. 2. On stoppage due to injured player (injured player only). 3. For yellow cards (player who received card only). Arrival time and Starting Times 1. Teams must be at their assigned field 15 minutes before scheduled game time. 2. Teams must be ready for inspection by referee and/or field commissioner. 3. All games START at the time shown on the schedule.

5 4. NO GRACE PERIODS allowed. Uniforms 1. All players shall wear numbered jerseys, shorts and socks of like color to distinguish them from the opposing team and the referee. 2. Each Team must have an alternate jersey in case of color conflict. 3. The home team must wear their "darker" uniform and visitor team wear light uniform. 4. No hard casts, padded or otherwise. NO EXCEPTIONS. 5. No jewelry of any kind (i.e. rings, ear rings, watches, necklaces or hair accessories) with the exception of medical bracelets. Home Team responsibilities 1. Home team listed on the schedule must change colors if deemed necessary by referee. 2. Home team must provide the game ball for all games. Game Guidelines 3. Team Supporters must be located on the opposite side of the field and must not go to the team side at any time. 4. A maximum of four coaches/managers and/or trainers per team, each with a current Adult Participation Pass visible (around the chest area) Adult Participation Pass are allowed in the team s technical area. A coach/manager and/or trainer without an Adult Participation Pass will not be allowed to be in the Technical Area (No Exception). Score Reporting 1. Referee will be responsible for providing all game reports. 2. Referees and tournament officials are free to check player cards prior to and at any time during a game. 3. Games will not start without an official game report. 4. Immediately upon conclusion of a game the Head Referee or Assistant Referee must give the game report to the Tournament headquarters. 5. Both coaches must sign game report. Discipline 1. Red Cards a. Player receiving a red card is banned from the game in which it was received and the following game (1 game suspension). b. 2nd. red card to the same player will result in that player s suspension from the tournament. 2. Yellow Cards

6 a. Player accumulating 2 yellow cards is suspended for the next game (1 game suspension). b. A player accumulating 1 red card plus 2 yellow cards will be suspended from the tournament. Referrers will be required to report all disciplinary actions taken before, during, and after the game to players and/or team officials on the official game report. Serious Misconduct 1. All cases of serious misconduct must be reported immediately following the games during which the misconduct occurred. 2. Serious misconduct will be reported to the player s and/or Team Officials governing association/club for follow-up action. Protests 1. Referee decisions are final during the course of the game. 2. Protests will not be allowed. Awards 1. All U-6 to U-8 will receive participation awards. 2. The first and second place teams in each U-9 and above will receive awards at the tournament headquarters immediately following the final match. Bracketing The brackets will be filled on a first come first serve basis. Every consideration will be made to place all teams in an evenly matched bracket four (4) team brackets where registration numbers permits. The Bracketing Committee reserves the right to combine age groups or move teams to fill a bracket if necessary. Rainouts and Cancellation 1. Tournament Directors have final decision over field conditions and game cancellations. 2. In case of rainout, games will be rescheduled if possible within tournament time constraints. Refund Policy A team withdrawing from the tournament after being accepted shall forfeit its entry fee. In the event of inclement weather, the Tournament Committee has the authority to restructure or cancel the tournament.

7 It will not be rescheduled for another date and no refunds will be issued once play has begun. If the tournament is cancelled prior to the start of play, a refund less $50 in expenses will be distributed.
