1 As at 14 th Sept 2018 PREMIER LEAGUE QUEENSLAND. COP 2019 Premier League Controlling Body: 1. The Premier League Controlling Body will: a. Determine the draw. b. Determine playing days. c. Determine venues. d. Determine such changes that are necessary to allow the event to be successfully completed. e Form a disputes committee of 3 who will inquire into and settle any disputes that may arise. Any member of the Disputes Committee, who may have a conflict of interest or be a party of such a dispute, will be excluded from the inquiry. f. Consider cost effectiveness to be of paramount importance. 2. Composition of the Premier League a. The Premier League will comprise of up to and including 12 Clubs with their best 12 players per side (3 open rinks). b. Each of the 12 Premier League Clubs will enter a Reserve Grade Premier League side comprising of 16 players per side (4 open rinks). c. Each club will determine its own number of reserves.

2 d. The name of import players shall be forwarded to the Controlling Body not later than 1 week prior to the commencement of the Premier League season. In the event of injury or illness to the initial Import players a case by case request be forwarded to the controlling body for a replacement decision. e. Each participating Club will contribute $4,900 per annum to cover administration costs and prize money in the Premier League Tournament covering all teams. f. The Controlling Body will determine the value of the prize/s g. Clubs in the Premier League will be responsible for all player transport and accommodation costs. h. There will be no green fees paid or demanded between Premier League Clubs. i. Player payments - this is up to individual Clubs and of course dependent on their financial resources. 3. Conditions of Play: The Laws of the Sport of Bowls (including domestic regulations for Australia) shall apply with the following exceptions:- a. Play for all matches will be 21 ends. b. Minimum number of ends to constitute a concluded match will be 48 in Open and 64 for the Reserve Grade. c. Start of Play the Managers shall toss a coin. The winner of the toss shall decide who shall play first. d. There will be no dead ends. Should the jack go out of bounds, it will be re-spotted 1 metre from the ditch on the Centre line.

3 e. If the jack rebounds to less than 18m from the mat line the jack shall be replaced as in Condition 3) d. f. Scoring Master board 2 points for a win 1 point for a draw 0 points for a loss (Rink wins recorded separately each match) g. Total shots will be counted to determine a winner of a game. h. The position on the ladder is determined by points (as per f above), in case of a tie for position total rinks then determine position, in case of a further tie, shot margin will determine position and in case of a further tie, the winner of the match during the season of the tied clubs will be awarded the higher position. In the event that the teams have had a drawn match during the rounds, the higher position will be awarded to the team with the better percentage from for and against. If a further tie is recorded, both teams will be required to play off for the position. In each instance, the controlling body has the power to decide. i. At any time during the match, from end 1 to 21, each rink, whether it is Premier Grade or Reserve Grade, may change the playing positions within its own rink. i.e. - lead go to skip, skip to third etc. There are unlimited changes available within the rink but only at the one time. This can only occur after the end is completed and not whilst an end is in play. Once this change has been made, it can t be changed back at all, the players will have to play in the new positions for the rest of the match. To invoke any changes, the players within the rink wanting to change must announce the change to the opposition first and then the team managers. The end can t start until all parties are notified. j. Any time during a match, from end 1 to 21, each individual rink in both Premier Grade and Reserve Grade, will have the opportunity to nominate ONE DEAD end per rink per team. This can only be called by the Skip of the team and he/she can call this from the first bowl to the last bowl of the end but it must be called before the delivery of the teams bowl and will remain live for the remainder of that teams bowls until the end is complete. Each individual rink will be allowed to call this ON ONE END per match. To enable this rule, the Skip must notify the opposition Skip and the both teams must keep count of these on their scorecard. If the end is killed by the team that has called it, the end will be replayed. If the end isn t killed, the end will be completed. If the opposing team (the team that didn t call the dead end) kills the end, the jack will be re-spotted. This rule can also be called by the opposing team on the same end. Once the end is completed whether it was killed or not, that team s opportunity.

4 to kill an end is completed (it is not continued on the replayed end). Once the end is completed, the Skips must notify the Managers to mark it on their Score sheet. k. Competition to commence at a date determined by the Controlling Body. l. The Host Club to arrange Umpires to be used at all Premier League games. Where a registered umpire is not available a competent person may be agreed upon and appointed. m. When practicable, the reverse home draw will apply every 2nd year. n. It is recommended that coloured attire be worn including slacks if possible. o. No Club shall be disadvantaged, where at all possible, by players being selected and playing in representative matches for District, BPL, Queensland and Australia, which conflicts with a Premier League match. Every effort will be made to accommodate this situation. However, the overall well being of the competition will be considered in the final decision. p.no games played on Sundays will clash with any Inter District matches. This does not include Association events. This rule only applies to Inter District Matches played on Sundays that are directly related to any clubs with players picked for their district. q. Any two clubs who mutually agree to play their match outside of the declared draw must have this match completed prior to the commencement of the following round with which they agree to change. The PLQ Board must be informed of any matches played outside of the declared draw. r. Forfeit during the Rounds: In the event of a club, a team or part of a team forfeiting a game during the rounds of a premier league season, then the points and game wins accrued for all teams of that club (immediately up to the time of forfeit) will be reduced to zero. The value of game and rink win dollars accrued by that club will be dispersed in a manner agreed by the Controlling Body.

Forfeit in the Final Round or a game deferred until after the final round: In the event of a club, a team or part of a team forfeiting a game in the final round and or a game which has been deferred until after the final round of the season, then the points and game wins accrued for all teams of that club (immediately up to the time of forfeit) will be reduced to zero. The value of game and rink win dollars accrued by that Club will be dispersed in a manner agreed by the Controlling Body. Also, that Club will not be eligible to play in the Premier League competition for no less than five seasons after the forfeit. Where practicable all matches will be played. Incomplete games which may have a bearing on the competition may be required to be replayed. 4. Player Eligibility: a. All sides shall consist of players that are current financial registered bowlers and members of a bowls club affiliated with the relevant State and or National Association. (Full Bowling Members) b. All players must be clear/free from any form of suspension and or default status from any Bowls Club or Bowls Association. c. Premier League Clubs may have a maximum of 2 import players from another club.it is the responsibility of the Premier League Club to ensure that these players are eligible in accordance with 4.a. and 4.b. above. d. The names of any import players must be submitted to the Controlling Body one week prior to the start of the Premier League season. e. Apart from the allowable import players as per 4.c. all Premier League players must be Full Bowling Members of the Premier League Club they intend to play for and eligible as per 4.a. and 4.b. at least 1 month prior to the commencement of the Premier League season. f. Any Premier League club which breach any part of the above player eligibility conditions will at the very MINIMUM have the following penalty imposed:

6 i. All match points and rink wins deducted for all games the unregistered player participated in. In addition they would receive the WORST loss margin for those particular round/s played with an illegal player. ii. iii. The opposing team in such cases will receive all match points and rink wins and additionally will receive the AVERAGE winning shots margin for that round. PLQ the controlling body will then determine what other action it deems fit to take in such rule violations. 5. Inclement weather: In the event of inclement weather prevailing, prior to the scheduled starting time, the Home Club s PLQ Liaison person or the delegated Official, shall declare the fitness of the green for play, no later than 2 hours prior to commencement of play but not before 4 hours prior to commencement of play. (If weather deteriorates prior to start time and greens are declared unfit for play, every effort should be made to contact the visiting Club) 6. A Game: A minimum of 48 ends for Premier Grade and 64 ends in the A Grade, within 4½ hours of play constitutes a game should the required number of ends not be completed within the 4½ hours then the game must be REPLAYED at a time and date suitable to both Clubs and approved by the Controlling Body. 7. Qualifying Players for Finals Eligibility: a. Players must play 4 games in their respective grade to qualify for either P remier League or Reserve Grade F inals. b. Players having played 6 games in Premier League grade cannot go back to reserve c. At most 2 players can be nominated as reserves in Reserve Grade. All reserve players must be present in club playing attire to qualify for finals play.

Protests / Disputes: a A committee will be formed comprising three members, one of which will be an independent person (not a current member of PLQ), Chairman of PLQ and an appointed person from the PLQ Board to officiate on all protests and disputes. b. All protests and disputes must be lodged within 24 hours of the disputed event in writing to the Secretary accompanied by a $100 fee. c. If the Protest / Dispute is successful, the $100 will be refunded to the club which lodged the Protest / Dispute. 9. Starting Times: a PLQ Reserve Grade matches may start not more than 30 minutes prior to PLQ match. Start time for both matches will be mutually agreed by both Clubs with the host club providing start times to the visiting club 1 week prior to their match. b All Saturday matches will be played under lighting conditions unless otherwise agreed to by the Controlling Body. Sunday games start time to be agreed upon by participating clubs. If the start time cannot be agreed the host club will have the final say. These start and finish times are subject to weather conditions, late arrivals, etc. 10. Final Series: a. Top 5 Clubs play off in Final series over one weekend in both Divisions. b. The draw for the finals teams will be carried out by the team managers for each side. There will be an allotted time for this to be carried out before each game on the finals weekend. If the draw isn t complete by the allotted time, the draw will be carried out by the neutral members from the Controlling Body.

8 c. All Finals to be conducted by the following Format: Saturday Afternoon: Elimination Final: 4 th v 5 th. Saturday Afternoon: Qualifying Final: 2 nd v 3 rd. The Minor Premier has the automatic entry into the Major Semi-Final. Saturday Night: Major Semi-Final: 1 st v winner from Qualifying Final. (Winner direct to Grand Final.) Saturday Night: Minor Semi-Final: Winner of the Elimination Final v Loser of the Qualifying Final. Sunday Morning: Preliminary Final: Loser of the Major Semi-Final v the Winner of the Minor Semi Final. Sunday Afternoon: Grand Final: Winner of the Major Semi-Final v Winner of the Preliminary d. A perpetual trophy for the winning Club will be presented and displayed at the winning Club for 12 months. 11. General Conditions (a) (b). (c). The Host Club shall have their greens ready and available for their visiting club to roll-up/practice not later than 1 hour prior to the start of play In all instances the Side Managers are to ensure that their side MUST be ready to commence play with their first end when the bell sounds. The Premier League sponsor/s shall provide a large banner that must be displayed at the participating Premier League Clubs on play days. I. Before, during and after the Premier League game regular announcements should be made with reference to the participating sponsor/s.

Each participating Premier League Club which is playing at home during any round is to ensure that the result sheet for the days play is ed or text to the Controlling Body within 1 hour after the game ends. E.Each participating Premier League Club to nominate a Club Member as Premier League Liaison person. This person shall be responsible for ensuring Player profiles are provided, Sponsor Banner displayed in a prominent position, Result sheet remitted to the Controlling Body, regular Sponsorship announcements made, receiving and sending of various other correspondence to/from the Premier League Controlling Body and other requirements that from time to time may arise. 12 Prize Money. Premier League Winner Runner up $16,500. &10,000. Third $6,000. Fourth $4,500 Fifth $4,000 Total $41,000 Reserve Grade Winner $9,000 Runner up $5,000 Third $3,000 Fourth $2,500 Fifth $2,000 Total $21,500 Skip PLQ $1,000 Skip Res $500 Total $1,500

10 a. Rink wins for Premier Grade will be paid at $40 per rink only to clubs outside of prize placed winners. b. Rink wins for Reserve grade will be paid at $20 per rink only to clubs outside of prize placed winners. c. Top rink Premier Grade $1000 Reserve grade $ The Premier League Board withhold the right to alter conditions of play at any time during the season due to any unforeseen circumstances.
