2 Pirbright Premier FC Club Committee Members Club secretary The main purpose of this role is that of principal administrator for the club. The Club Secretary carries out all the administrative duties that enable the club and its members to function effectively. The Club Secretary is a pivotal role, with a close involvement in the general running of the club. The secretary provides the main point of contact for people within and outside of the club on just about every aspect of the club s activities. This includes attending league meetings, affiliating the club to the County FA, affiliating the club to the respective leagues, registering players, dealing with correspondence, organising and booking match facilities for the season, organising the club AGM and other club meetings and representing the club at outside meetings at the direction of the Club Committee. Treasurer Neil Bennett - pirbrightpremierfc@hotmail.com The sole objective of this role is to look after the finances of the club including collecting subscriptions and all money due to the organisation, paying bills, keeping up-to -date records of all financial transactions, ensuring that all cash and cheques are promptly deposited into the club accounts, reporting regularly to the Committee on the club s financial position, preparing a year end statement of accounts to present to the auditors and presenting a year-end financial report to the AGM. Welfare Officer Lynn-Marie Denyer/Lee Sawkins This role is essential for the club to ensure it is clear about its responsibilities when running activities for children and young people. This includes ensuring these responsibilities are well understood by others working with the Youth League Welfare Officers and the County FA Welfare Officer promoting The FA s RESPECT Programme help to develop best practice processes with regards to safeguarding children help club personnel understand what their duty of care towards children and young people actually means and entails ensuring all club members have relevant and up to date DBS checks record welfare incidents and report welfare concerns to the appropriate agencies. Communications secretary Neil Bennett - pirbrightpremierfc@hotmail.com This role aims to raise the profile of the club in the local community, to liaise with the local press, to manage the club website and social media, produce the end of season programme and support the club in sharing information to players and parents. Chair Person Chris Lenton - chris.lenton@clydeco.com This position leads the club and the role includes chairing the committee meetings and AGM, assisting the Club Secretary to produce the agendas and heads the Committee in making decisions for the benefit of the whole club including disciplinary matters, financial matters and future planning. Charter Standard Coordinator Lee Sawkins sawkinsl@aol.com This role ensures the club maintains its Charter standard status by meeting the national requirements set out by the FA. Other responsibilities include liaison with the Surrey FA charter standard coordinator, raising awareness of charter standard club benefits within the club committee and conducting 6 monthly charter standard health checks.

3 Why football needs Respect The FA is responding to concern from across the game to tackle unacceptable behaviour in football. The FA is taking action in a variety of ways, and one of the main actions is the Respect programme. One of the main aims of Respect is to help recruit and retain enough Referees for the requirements of our game at all levels. We all know that a game without a trained and impartial referee cannot be played properly. In 2008 the number of registered Referees had fallen to an all-time low with many referees dropping out, mainly due to the abuse they receive on the pitch and from the side-lines. Respect aims to improve the environment of the game and so improve the experience of everyone involved particularly Referees. Respect needs each club and its players to play its part. Together, we can make a huge difference. Respect is the collective responsibility of everyone in football to create a fair, safe and enjoyable environment in which the game can take place. It is the behavioural code for football. Respect is a continuous FA programme, not a one-off initiative. What do we want to achieve with Respect? 1. We provide clear guidance on what is acceptable and unacceptable behaviour from parents, spectators and coaches in youth football. 2. We will work with coaches to create an enjoyable learning environment for children s football 3. There will be a base of registered referees in England sufficient for the demands of the game at every level. 4. There will be zero tolerance for assaults on referees. 5. There will be an improvement in on-field player discipline, particularly in the area of dissent to referees and in competitions that have an established record of poor discipline. The most important message of the Respect programme is that real and lasting change will come about not through the intervention of the Football Authorities but from everyone in football taking collective responsibility to promote what is good in the game and deal with that which diminishes it. 4 Safeguarding Pirbright Premier FC s Safeguarding Children Policy & Procedure Statement 1. Pirbright Premier Football Club acknowledges its responsibility to safeguard the welfare of every child and young person who has been entrusted to its care and is committed to working to provide a safe environment for all members. A child or young person is anyone under the age of 18 engaged in any club football activity. We subscribe to The Football Association s (The FA) Safeguarding Children Policy and Procedures and endorse and adopt the Policy Statement contained in that document. 2. The key principles of the FA Safeguarding Children Policy are that: - the child s welfare is, and must always be, the paramount consideration all children and young people have a right to be protected from abuse regardless of their age, gender, disability, race, sexual orientation, faith or belief all suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately working in partnership with other organisations, children and young people and their parents/carers is essential. We acknowledge that every child or young person who plays or participates in football should be able to take part in an enjoyable and safe environment and be protected from poor practice and abuse. Pirbright Premier Football Club recognises that this is the responsibility of every adult involved in our club. 3. Pirbright Premier Football Club has a role to play in safeguarding the welfare of all children and young people by protecting them from physical, sexual or emotional harm and from neglect or bullying. It is noted and accepted that The Football Association s Safeguarding Children Regulations (see The FA Handbook) applies to everyone in football whether in a paid or voluntary capacity. This means whether you are a volunteer, match official, helper on club tours, football coach, club official or medical staff. 4. We endorse and adopt the FA s responsible Recruitment guidelines for recruiting volunteers and we will: Specify what the role is and what tasks it involves Request identification documents As a minimum meet and chat with the applicant(s) and where possible interview people before appointing them Ask for and follow up with 2 references before appointing someone Require an FA CRB Enhanced Disclosure where appropriate in line with FA policy. 5. All current Pirbright Premier Football Club members who are regularly caring for, supervising, training or being in sole charge of children and young people will be required to complete a CRB Enhanced Disclosure via The FA CRB Unit

5 If there are concerns regarding the appropriateness of an individual who is already involved or who has approached us to become part of Pirbright Premier Football Club guidance will be sought from The Football Association. It is noted and accepted that The FA will consider the relevance and significance of the information obtained via The FA CRB Unit Enhanced Disclosure and that all decisions will be made in the best interests of children and young people. It is accepted that The FA aims to prevent people with a history of relevant and significant offending from having contact with children or young people and the opportunity to influence policies or practice with children or young people. This is to prevent direct sexual or physical harm to children and to minimise the risk of grooming within football. 6. Pirbright Premier Football Club supports The FA s Whistle blowing Policy. Any adult or young person with concerns about a colleague can whistle blow by contacting The FA Safeguarding Team on , by writing to The FA Case Manager at The Football Association, Wembley Stadium, PO Box 1966, London SW10 9EQ or alternatively by going direct to the Police, Children s Social Care or the NSPCC. Pirbright Premier Football Club has appointed a Club Welfare Officer in line with The FA s role profile and required completion of the Safeguarding Children and Welfare Officers Workshop. The post holder will also be involved with Welfare Officer training program provided by The FA and/or County FA. The Club Welfare Officer is the first point of contact for all club members regarding concerns about the welfare of any child or young person. The Club Welfare Officer will liaise directly with the County FA (CFA) Welfare Officer and will be familiar with the procedures for referring any concerns. They will also play a proactive role in increasing awareness of Respect, poor practice and abuse amongst club members. 7. We acknowledge and endorse the FA s identification of bullying as a category of abuse. Bullying of any kind is not acceptable at our club. If bullying does occur, all players or parents/carers should be able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the Club Welfare Officer in cases of serious bullying the CFA Welfare Officer may be contacted. Note - This policy includes bullying online via social media, mobile devices and online gaming. 8. Respect, codes of conduct for Players, Parents, Spectators, Officials and Coaches have been implemented by Pirbright Premier Football Club. In order to validate these Respect codes of conduct the club has clear actions it will take regarding repeated or serious misconduct at club level and acknowledges the possibility of potential sanctions which may be implemented by the County FA in more serious circumstances. 9. Reporting your concern about the welfare of a child or young person. Safeguarding is everyone s responsibility if you are worried about a child it is important that you report your concerns no action is not an option. I. If you are worried about a child then you need to report your concerns to the Club Welfare Officer. ii. If the issue is one of poor practice the Club Welfare Officer will either: deal with the matter themselves or seek advice from the CFA Welfare Officer iii. If the concern is more serious possible child abuse, where possible, contact the CFA Welfare Officer first, then immediately contact the Police or Children s Social Care. iv. If the child needs immediate medical treatment take them to hospital or call an ambulance and tell them this is a child protection concern. Let your Club Welfare Officer know what action you have taken, they in turn will inform the CFA Welfare Officer. v. If at any time you are not able to contact your Club Welfare Officer or the matter is clearly serious then you can either: contact your CFA Welfare Officer directly

6 contact the Police or Children s Social Care call the NSPCC 24-hour Helpline for advice on or text or help@nspcc.org.uk NB The FA s Safeguarding Children Policy and Procedures are available via click on the downloads under Policy and Procedures. The policy outlines in detail what to do if you are concerned about the welfare of a child and includes flow diagrams which describe this process. How to make a referral is also covered in the Safeguarding Children workshop. Participants are given the opportunity to discuss how this feels and how best they can prepare themselves to deal with such a situation. 8 Pirbright Premier Codes of conduct Pirbright Premier Football Club is committed to supporting the FA in ensuring high levels of behaviour by everyone involved in football. The club supports the FA Respect campaign and aims to ensure everyone involved in the club abides by the club s codes of conduct. Players We all have a responsibility to promote high standards of behaviour in the game. As a player, you have a big part to play. That s why the club is asking every player to follow a Respect Code of Conduct. As a team member of PPFC, I will: Always play to the best of my ability and enjoy myself Play fairly I won t cheat, complain or waste time Respect my team-mates at all times Respect the opposition at all times Respect the referee at all times Play by the rules, as directed by the referee Shake hands with the other team and referee at the end of the game Listen and respond positively to what my coach/team manager tells me Act safely and appropriately when using the club s social media I understand that if I do not follow the Code, any/all of the following actions may be taken by my club, County FA or the FA: I may: Be required to apologise to my team-mates, the other team, referee or team manager Receive a formal warning from the coach or the club committee Be dropped or substituted Be suspended from training Be required to leave the club In addition: My club, County FA or The FA may make my parent or carer aware of any infringements of the Respect Code of Conduct The FA/County FA could impose a fine and suspension against my club

9 Spectators and parents/carers We all have a responsibility to promote high standards of behaviour in the game. This club is supporting The FA s Respect programme to ensure football can be enjoyed in a safe, positive environment. Remember children s football is a time for them to develop their technical, physical, tactical and social skills. Winning isn t everything. Play your part and observe The FA s Respect Code of Conduct for spectators and parents/carers at all times I will: Remember that children play for FUN Applaud effort and good play as well as success Always respect the match officials decisions Remain outside the field of play and within the Designated Spectators Area (where provided) Let the coach do their job and not confuse the players by telling them what to do Encourage the players to respect the opposition, referee and match officials Avoid criticising a player for making a mistake mistakes are part of learning Never engage in, or tolerate, offensive, insulting, or abusive language or behaviour I understand that if I do not follow the Code, any/all of the following actions may be taken by my club, County FA or the FA: I may be: Issued with a verbal warning from a club or league official Required to meet with the club, league or CFA Welfare Officer Required to meet with the club committee Obliged to undertake an FA education course Obliged to leave the match venue by the club Requested by the club not to attend future games Suspended or have my club membership removed Required to leave the club along with any dependents In addition: The FA/County FA could impose a fine and/or suspension on the club

11 Charter Standard Status Launched in 2001, The FA Charter Standard Programme supported by McDonald s is The FA s accreditation scheme for grassroots clubs and leagues. Its goal is to raise standards in grassroots football, support the development of clubs and leagues, recognising and rewarding them for their commitment and achievements. With this in mind, The FA Charter Standard accreditation is awarded to clubs and leagues rigorously adjudged to be well-run and sustainable and which prioritise child protection, quality coaching and implementation of the Respect programme. There are three levels of FA Charter Standard Awards for clubs: FA Charter Standard Club for youth and adult clubs: the entry-level accreditation (PPFC) FA Charter Standard Development Club: for clubs clearly enhancing the quality and scope of their football offering FA Charter Standard Community Club: acknowledging the most advanced level of club development and football provision For clubs who have FA Charter Standard accreditation, the challenge is to progress to the next level or to maintain that level. For clubs without FA Charter Standard status, the scheme provides aspirational points on its development journey. Benefits of becoming an FA Charter Standard Club The benefits are many and varied. Some are tangible and some intangible, but no less valuable. Tangible benefits: Free tickets (upon application) for England youth and women s internationals Invitations to local in-service events Access to administrative support sessions Support with funding applications New FA Charter Standard clubs also receive: An official FA plaque and certificate Resources to help promote the club 100 worth of official FA Nike match balls (FA Charter Standard Youth and Adult Clubs) Intangible benefits: Overall, FA Charter Standard status is a clear demonstration to all parents, sponsors and the public, that a club (or league): Is well-organised, safe and offers opportunities for all Has FA-qualified coaches as standard Adheres to FA Respect Policies and Codes of Conduct Prioritises Child Welfare Maintains appropriate levels of discipline Has access to the County FA and FA regional workforces Can use the coveted FA Three Lions FA crest on its marketing and business materials

12 Club Finances and Fees As you will know the club uses all of the financial support we receive from parents and sponsors to ensure the players get the best football experience possible. As a small club this does mean we receive fairly limited financial support and we are doing our utmost to ensure we can maintain the provision we have at the club for future seasons. For the upcoming season the committee has decided to introduce the below fee structure for each team U10 s and U12 s 12 a month fee for each player U15 s 14 a month fee for each player A 10 per player sibling rate will continue for parents with more than one player at the club We predict that the following will be a financial demand on the club - New kit for all teams, new size 5 footballs for the U15 s, training kit for all teams, training facilities for all teams, registration and affiliation fee s, club insurance, presentation evening 2018/19, summer tournaments, referee fee s. As a result of these club outgoings we are proposing a 20 signing on fee for all players. In return for this each player will receive a kit pack which will include a full playing kit and rain jacket. The club has benefited from the FA Charter Standard scheme and over the last three seasons we have benefited from 3 new kits and 12 new Nike match footballs. This scheme has now ended and we will not be receiving support for our playing kit. We will be receiving 5 match balls in recognition for passing the annual charter standard health check. Alongside this we aim to gain further sponsorship from local businesses so that we can potentially provide more specific projects to enhance the team s football experience. You will be kept up to date by your team manager with any progress around this. Please feel free to contact members of the committee if you have any queries or comments around this.

It is recommended that this form is completed and signed by the legal carer and the player at the same time. Legal carers are responsible for informing the Club of any changes as they occur. 15 Travel Arrangements will be made by club officials to collect and return children to specific pick up points during training and match days. The Club s responsibility stops and starts at these points. It is your responsibility to arrange safe travel to and from the pickup points. If you are ever delayed in collecting your child, please make every effort to contact the Club Contact or the escorting helpers so we can discuss arrangements for your child. Parent/guardian attendance This season the PPFC committee has agreed to implement an attendance policy. This means that every child, across all age groups must have a parent or appropriate adult in attendance at EVERY training session and match day. If this is not possible then arrangements must be made with a suitable person (i.e. another players parent or guardian) to act as the appropriate adult and the relevant coaching team must be notified. This supports the clubs safeguarding and welfare policies. Non-Football Activities There may be occasions when your child is involved in planned and structured non-football activities such as a trip to the cinema, bowling or participating in a fund-raising event. The Club will have collected appropriate information in preparation for the activity (e.g. about the journey, the children s various needs and helper skills), identified any potential risks or dangers, minimised the risks and dangers by careful planning and precautions and made sure we know who is responsible for putting precautions into place (e.g. who will carry the First Aid kit). This process is called a risk assessment.
