It is impossible to cover every situation 100% with rules. Common sense must prevail. Teams that try to gain advantage by creating their own interpretations are subject to sportsmanship violations. Win at the table and not from the chair is a generality that promotes harmony, camaraderie and good times. 2 1. THE HANDLING OF WEEKLY SCORESHEETS, TEAM FEES, APPLICATIONS Team Captains are responsible for allocating someone to collect all League fees, dues, and membership applications from their players. Membership dues and membership applications should be placed in the team envelope with the CPA League fees. Procedures for turning in your team s weekly fees/scoresheets, green fees, and membership forms vary and is dependent upon the host location. Please see your Division Representative for details of handling weekly scoresheets, team fees, etc. for your Host Location. 2. MEMBERSHIP FEES TO CPA Membership fees for all CPA players are $25.00 (plus HST) per year. All members annual dues are to be paid the first night they play, or by week 4 of the session (whichever comes first). New members are required to fill out a membership application. Teams will not earn bonus points if they play a player whose membership fees have not been paid and their match may result in a forfeit. PLEASE NOTE: Qualified team rosters are frozen after week four (4) of the Spring Session, therefore ALL memberships for players participating on a qualified team must be paid by week 4 of the Spring session. 3. TEAM FEES As of Summer 2018 Session, team fees per week are: 8-ball & 9-ball $50.00 Double Jeopardy $80.00 Masters $40.00 Doubles $20.00 Women s $47.50 ALL Host Locations have greens fees that are charged in addition to CPA team fees. Green Fees are directly paid to the Host Location by the end of League night. All matches are to be paid in full on the original night of play. Full team fees are due regardless of how many players actually play (i.e. - there is a forfeit in a match). Full team fees are to be paid during session playoffs. This is regardless of how many players actually play (i.e. - match is completed with only 3 players needing to play). If a team owes any past due money to CPA, it must be paid prior to the WILD CARD DRAW or the team WILL NOT BE ELIGIBLE for the draw, or any Higher-Level Tournament. 4. BONUS POINT SYSTEM Bonus points are awarded as follows: 8-Ball 9-Ball Masters Singles Doubles 8-Ball Singles Doubles 9-Ball Women s 2 points 10 points 2 points 2 points 10 points 2 points Page 2 of 10

3 Teams will receive bonus points each week of regular session for meeting the following requirements: Submitting correct and completed score sheets (two errors allowed). See CPA Official Team Manual or refer to APA videos online for proper completion of scoresheets: For 8-Ball: For 9-Ball: Submitting full team fees on or before the scheduled night of play. Players must have membership fees paid prior to playing a league match. Team Captains should ensure that all Bonus Point System Requirements are met prior to turning in your score sheet and league fees to CPA. Team Captains should notify CPA during weekday office hours, 10:00am - 6:00 pm, if you feel your team did not receive its earned bonus points. 5. FORFEIT / BYES 8-Ball 9-Ball Masters 8-Ball Singles / Dbls 9-Ball Singles / Dbls Women s Individual Forfeit / 4 15 / 30 2 Team forfeits Individual Playoff Forfeit / 6 20 / 40 3 BYE Forfeit During League Play: A team should begin play, even with only one player present. Once the first match is over, the team putting up next has two (2) minutes to name a player, and then the opposing team has two (2) minutes to name a player. The match must start immediately once both players are named for the match. If the team does not have a player available, then the remaining matches will be forfeited. Play must be continuous once begun. For further clarification refer to team manual. For more information refer to pages of the OTM. During the final two (2) weeks of the regular session if a team forfeits more than three (3) individual matches, they will be ineligible for playoffs and/or the wild card. The only exception to this rule is in the situation where a team is forfeiting a match due to their skill levels forcing them to utilize the 4 to 19-Rule. If any team forfeits more than six (6) individual matches during regular session play, they will not be eligible for playoffs and/or the wild card draw. If a team has already qualified for World Qualifier s, and are eligible for current session playoffs, then that team must still play or lose their qualified spot. Page 3 of 10

4 6. TEAMS FAILING TO APPEAR FOR A SCHEDULED MATCH Any team failing to appear to play a scheduled match will be considered dropped from the League unless the League Office is notified, within 72 hours, after the scheduled night of play. All team fees must be paid before the team can resume play. Should a team fail to appear during the final four weeks of the regular session, each member listed on that team would not be able to resume play as a CPA member until any unpaid balance is paid in full. Concerning teams that drop out during a session please see the OTM. 7. RESCHEDULING & MAKE-UP MATCHES Make-ups are no longer allowed in the CPA Newfoundland and Labrador. The only exceptions to this rule are: A. SEVERE WEATHER If severe weather occurs, the Team Captains should reschedule the match as soon as possible. PLEASE NOTIFY THE LEAGUE OFFICE IF/WHEN YOU ARE RESCHEDULING YOUR MATCH. B. CHAMPIONSHIP TOURNAMENTS Poolplayer Championships & World Pool Championships The Poolplayer Championships and World Pool Championships frequently coincide with the playoffs in the Spring and Summer sessions. Pre-plays are always preferred and should be done whenever possible. If pre-plays are not possible, the matches can be made up, but must be completed prior to playoffs. Opponents must be willing to work with players/teams attending the Championship tournaments. However, the players/teams attending the Championship Tournaments must plan with their opponents in a timely manner (i.e. the night playoffs are determined or the following day). Full and partial matches can be rescheduled. In the event of partial matches are being rescheduled, the specifics of how many matches will be rescheduled and what players are attending Championships will be playing a rescheduled match must be divulged to the opponent. (In other words, a team missing one or two players cannot decide they want to reschedule the last one or two matches the night they are playing when the team has 5 players present. The specifics must be determined ahead of time. This is to prevent abuse or manipulation of the rule by teams). 8. ORDER OF PLAY Once a player has been put up, he/she must play. You cannot change players once a player has been named for a match. The only exception to this rule is if a team puts up a player whose handicap will force them to break the 23-Rule. The team has the right to change to another player on the team whose handicap will not violate the 23- Rule. They must change the player before the balls are broken. See the OTM. 9. PLAYING A PLAYER AT A SKILL LEVEL LOWER THAN APPROPRIATE If a team plays a player at Skill Level that is lower than their actual skill level, the team will forfeit that individual match to their opponent. Therefore, ensure that you verify with CPA the correct skill level of any player not listed on your roster prior to playing them. 10. DOUBLE UPS Page 4 of 10

5 The Double Up rule allows a team that is short players to play a player twice in the same match. The following criteria must be followed when using the double up rule: Teams must notify their opponent of the need to/or potential need to use a double up prior to the coin toss at the start of the match. If a team has a 5th player show up prior to the start of the 5th match, that player must play, even if a double up was requested. Double ups shall only occur with the approval of the Division Representative. Failure to notify Division Rep of double up will result in loss of bonus points and may result in a forfeit of match. The player chosen to play the double up match must still allow the team to comply with the 23-Rule (or 19-Rule) as if it applies to the team in question. At the discretion of the Opposing Team Captain, a double up does not have to be the lowest skilled player. You MUST get approval from the Div. Rep before proceeding. If the Opposing Team Captain does not agree, then the player with the lowest skill level must be doubled up. Double ups are not allowed until all players present have played. Two double ups will be allowed per match. Double Ups will NOT be allowed the last three weeks of the session, during playoffs, or during any Higher-Level Tournament play (exception: Double ups are allowed in Masters throughout the entire session, but not in Higher Level Tournament play). Both teams may utilize the double up rule on the same night if necessary. In this situation, both teams put up their own player and the team scheduled to put up a player in the 5th match puts up first. 11. COACHING/TIME-OUTS Any member of the team can be the coach. The coach does not have to be designated until a time-out is called, and a different coach can be designated for each time-out. (Refer to the CPA Official Team Manual). Any member of the shooting team may call for a time-out, but only one teammate can approach the player and the table during the time-out. Therefore, the coach for a time-out should be designated before any member of the team approaches the table. The coach must completely leave the table and/or playing area before a player attempts their shot following a time-out. During the time-out, the opponent and his/her coach may also approach the table. However, they should do so briefly and then return to an area away from the table, as not to interfere with the shooting player s time-out. If a coach suggests a time-out to the player, the time-out must be taken. However, if a player asks for a time-out, the coach can refuse to take it and no time-out will be charged. Mark all coaches (time-outs) with a T on your scoresheet. Coaches can place the cue ball (during a coaching time-out) in a ball-in-hand situation. All rules regarding fouling the cue ball apply to the coach when placing the cue ball for a player. Encouraging comments (i.e. you can do it, good try, good leave ) and reminders (i.e. mark your pocket, chalk up ) are acceptable and not considered coaching. 12. SPLITTING MATCHES DURING WEEKLY LEAGUE PLAY Page 5 of 10

6 (Modification/Addition to CPA Official Team Manual, General Rules) On occasion, team matches may be lengthy making it logical to split matches to speed up play and completion of the team match. Therefore, if the fourth individual match has not started by Official League time plus 2 hours, the match must be split to a second table (if a table is available). Either Team Captain may ask their opponent to split tables based on this timeframe. The match must be split if one team wants to do so. If both teams agree, play can continue on one table. 13. COMPLAINTS Sportsmanship complaints, handicap complaints, and official protests must be submitted in writing, the night of play or within a reasonable amount of time. No fee shall be required to issue a complaint or to file an official protest. Sportsmanship ratings of 1 or 2 require a written account of the issue(s) that occurred. Written accounts of reasons for poor sportsmanship scores can be included on the back of the scoresheet or by or a written account passed to the League Office. 14. ROSTER CHANGES Teams have until the end of the 6th week of play to add or drop players to their roster. No changes will be allowed following week six of the session without League office approval. All unranked players on the roster must play on or before week 7 of the session or the player will be dropped from the roster. In the spring session, qualified teams have until the 4 th week of play to make changes to their roster (i.e. adding/dropping players). Please refer to your Official Team Manual. 15. USE OF SURVIVAL RULE After week six (6), if a team drops in team members forcing the need to add players to their roster then the team may request to use the survival rule. ALL survival rule requests will be addressed on an individual basis by the League Office. ALL requests for the use of the survival rule MUST be submitted in writing to the League Office during office hours (Monday to Saturday 10am to 6pm) 16. SMOKING DURING CPA LEAGUE PLAY To ensure the timeliness of CPA league matches and a decent conclusion time for CPA league nights for all players, guidelines must be put in place to address smoking during CPA league play. Players should be ready to play as soon as they are put up in a match (By-Law #5). Matches will not be held for a player to take a smoke break before beginning their match. Smoke Breaks are also prohibited while a player is playing a CPA match. Players must complete their match in its entirety before going outside to smoke. Page 6 of 10

7 17. SESSION PLAYOFFS For a player to be eligible for the session playoffs, he/she must have played at least six (6) matches with the team during the Fall and Spring or at least four (4) matches during the Summer session, prior to playoffs beginning. Number of Teams that will Qualify for 8-Ball & 9-Ball Open, Masters, Singles Doubles & Women s. Number of Teams Qualifying Spots Who gets Qualified Below 6 1 Playoff Winner st Place &Playoff Winner st Place &2 Playoff Winners st, 2 nd place &2 Playoff Winners Teams qualify for World Qualifier by winning playoffs or finishing the session top in the standings. There will be no passing down of qualified spots. You must win to get in! *Teams that double qualify will go into a draw, for any BYE(s) that are applicable at World Qualifier s. **Teams that triple qualify will receive free memberships for all players for the next League year. 18. WORLD QUALIFIER (WQ) formerly known as LOCAL TEAM CHAMPIONSHIPS (LTC) / CHAMPIONSHIP TOURNAMENTS World Qualifier is formally known as Local Team Championships and Provincials in the CPA-NL. Every player must have played 10 matches within last 2 years to be eligible for 8 or 9-Ball World Qualifier. The following formats; 9-Ball Doubles, 8-Ball Doubles, Jack n Jill, Masters, Women s and Wheelchair, players will need 20 matches played within the last 2 years to participate at the Championship level. Important Information for Qualified Teams: You must remain a current APA/CPA member. Each player on a qualified team must have their membership paid by Week 4 of the Spring session. If memberships have not been paid by week 4, the player(s) will be dropped from the roster and won t have the option to be added back later. If you are making roster changes in the Spring session, you must add and pay the player(s) by WEEK 4. Once week 4 has passed, the rosters of all eligible teams are frozen. No one may be dropped or added. Your team must maintain active team status, for each session following the session the team qualified, through the League year. The team must retain four (4) original members (refer to the Official Team Manual regarding player originality). Any player being added to a qualified team must have a skill level based on at least 20 scores. If the player has fewer than 20 scores, you must obtain approval of the League Operator before the player is added to the roster. Qualified teams must finish in the top half of their division in the subsequent sessions of the current League year. Teams that do not finish in the top half of their division in the session(s) following qualification are subject to heavy scrutiny of their handicaps and/or loss of eligibility. 8 Your Spring roster will be the roster you must play with when you enter the World Qualifier. To be considered a full-fledged member of a team and eligible to compete in the World Qualifier with that team, a player must have played at least four times with the team in the Spring session (and meet the 10 score minimum conditions outlined below). For a player to compete in the World Qualifier, a player must have a skill level based on at least 10 actual League match scores in the format in which they are advancing. The 10 scores must be attained by the end of the Spring session. Each player will enter the World Qualifier with the highest session-ending handicap from the time the team became qualified up to and including their Spring Session ending handicap. Please contact the League Office at if you have any questions. Teams/players who win a spot at the Championship events must play in the Summer session. Their Summer scores are necessary for accurate skill level assessment. 19. COMMON PLAYERS AT WORLD QUALIFIER At Higher Level Tournaments individuals playing on more than one team will NOT be given the option of declaring a team. Players will be required to stay on all rosters and follow Common Player Guidelines outlined in the CPA Official Team Manual. See Masters section for additional information for that format. 20. CHANGING STICKS/BREAKING DOWN STICKS A player can change sticks during a game. It is not a loss of game. A player is not allowed to break down their cue stick (excluding their break stick), before the match is over (last ball has been made). Doing so before the match is over may result in the player conceding the match. The opponent must call the concession immediately at the time the breaking down of the cue occurs. 21. MEMBERS BARRED FROM HOST LOCATIONS If a team has a member on its roster who is barred from a Host Location, that member will only be allowed to play with the permission of the Host Location Owner/Manager. 22. FREQUENT PLAYER PROGRAM (FPP) Play 3 nights get 1 FREE! Players listed on four (4) rosters or more (Double Jeopardy is considered one roster) can claim FPP credit!! If you play 4 nights in a week claim $10 each week! Every addition night you play, claim an addition $3! Weeks run from Friday to Thursday. This offer is not applicable with any other CPA discount or League credit 23. DOUBLE JEOPARDY Teams participating in Double Jeopardy should be strategic in the way players are chosen for matches so conflicts do not arise where a player is participating in a match, but is also needed to play a match on another table. A player must be finished playing one match to be put up in and begin another. In the situation where a team would like to put up a player that is participating in another match, they may ask their opponent to wait. The Page 8 of 10

9 opponent can choose to wait until the player s match is completed, but is not required to. If the opponent chooses not to wait, the opponent can require the team to select another player to play the match, allow a replay if there is not another player available, or receive the forfeit. In addition, a player may not forfeit the match that they are currently playing to be put up in the match in the alternate format. When completing scoresheets, the sportsmanship rating, team fees, membership fees, and all other general messages should be completed on the 8-Ball scoresheet. 24. SINGLES DOUBLES LEAGUES CPA-NL offers Singles Doubles Leagues in both 8-Ball & 9-Ball. Teams consist of four players. Each week of play consists of two singles matches and one doubles match. In both 8-Ball & 9-Ball, the two singles matches are to a combined skill level of 11 and the doubles match is a combined skill level of 10. All teams must start the team match on two tables, either both singles matches at once or a singles match and the doubles match at once. 25. MASTERS LEAGUE Teams consist of four players and play three individual matches per week to a maximum combined skill level of 21. Players MUST use the highest of their 8-Ball or 9-Ball skill level for the max combined skill level of 21. Any players that are active only in 8-Ball format are subject to a HAC review to establish a 9-Ball skill level. (Masters League purposes only) Masters Format: The winner of the lag chooses either the break or the format to start with; either five consecutive 8-Ball games; or eight consecutive 9-Ball games. Once a player receives 7 wins, they are determined the winner. All teams must play on two tables with two matches playing at once when tables are available. Each player must have a minimum of four matches played with their team during each session to be eligible to play in playoffs. Skill levels will be locked-in at Week 10 of the session. Double ups are allowed in Masters throughout the entire session, but not in Higher Level Tournament play. Double ups shall only occur with the approval of the Division Representative. Failure to notify Division Rep of double up will result in loss of bonus points and may result in a forfeit of match. Masters Common Player Guidelines: When teams meet with common members, the common members may not participate on either team. They may not play for, coach or assist either team in any way. The common member(s) will advance with the winning team (or both teams if not in an elimination match). Common players may not declare for a team. Ties resulting from common player guidelines will result in a sudden death playoff race to two. 26. WOMEN S LEAGUE Teams consist of a maximum of 5 players and play three individual 8-Ball matches per week with a maximum combined skill level of 13. CPA-NL Women s League plays two weeks of matches, on a Saturday, once a month. Page 9 of 10

10 Each player must have a minimum of four matches played with their team during each session to be eligible to play in playoffs. Each player must have a minimum of ten matches played within the last two years to be eligible for Championships. 27. SPORTSMANSHIP ALL CPA members are expected to exhibit good sportsmanship by abiding by the CPA/APA rules, local bylaws and basic pool etiquette. Sportsmanship complaints should be made in writing and submitted to the League Office within 24-hours of the incident. A note on the scoresheet is sufficient. The person writing the note should print and sign his/her name below it. Members should play within the spirit of the rules and strive to win at the tables. Manipulation of the rules or bylaws to gain advantage over others will prompt sportsmanship penalties. 28. REFUSAL TO DO BUSINESS At any time, at the sole discretion of the League Operator, CPA Newfoundland can refuse to do business with any individual regardless of whether the individual s CPA membership is in good standing. Most often, players who are unwelcome in the League will be those who are disruptive to the League, repeatedly complain about handicaps or who otherwise deride the League in public. The Official Team Manual and Local Bylaws cannot address every possible situation; therefore, common sense must prevail. Win at the table not from the chair! THANKS FOR PLAYING CPA! Page 10 of 10
