2 Venue The 2014 West Sussex Festival is being held at The Rugby Park, Roundstone Lane, Angmering BN16 4AX, home of Worthing RFC. Matches begin at Parking As a consequence of the recent wet weather, parking for the Festival will be very tight and you are respectfully asked to abide assiduously to the guidelines given below and follow the directions given by the parking stewards. Please arrange car sharing within and between the age groups of your club. The club-house car park is reserved for disabled badge holders, other drivers with impaired mobility, Sussex RFU and tournament officials and Jersey RFC s coach. Two cars from each club, which are identified as carrying tents and equipment, 2
3 shall be allowed to park in this car park if they are marked with the permit included with this information pack. The Central car park is reserved for coaches and officials from guest clubs, 5 permits only per club. N.B. Please do not use the permits on 4WD vehicles, which must all be parked in the field (With exception of the club tow vehicle). There shall be no parking in the drive, which will be divided into two lanes for access and egress. All cars, other than those exceptions mentioned above, must park in the field to the north of the club. There shall be no exceptions to this rule. The parking fee is covered in the cost of the programme. Registration and control tents Registration on the day will be at the age group control tents which will be positioned by the sides of the pitches (See pitch map). Each control tent will be open from 09.15, please ensure that you bring a completed team registration form and registration cards. N.B. In the case where a club has two or three teams playing in an age group there must be no movement of players between the teams and only the team registered may fulfil that team s fixtures. Coaches and referees briefing There will be a briefing at each age group control tent at to discuss the timing of the day, procedures, laws and codes of conduct. 3
4 Referees and Touch Judges Each participating club must provide one referee and a touch judge, for each team entered. Prior to the start of a game the referee will liaise with the pitch marshal and collect the official score card. Upon completion of any match, the card, with the referee s score thereon, must be signed off by the coaches of both sides and returned to the control tent. In the opening round of matches, the referee must also give a fair play score on the reverse of the card. Pitches The location of the pitches is given on the map that is attached with this document. Please note that on Pitch 1, Worthing RFC s first team pitch, all tents and spectators must remain outside the advertising hoardings, the only persons allowed pitch-side from each team are: the touch judge, the first aider and two coaches; teams shall also have to warm up in the open spaces outside the hoardings. These are immutable conditions that allow us the use of the pitch. First Aid Each club must have their qualified first aider present when they are playing. Worthing RFC shall provide additional first aid cover through Protak Event Services. In the event of a serious injury, accident report forms will be available through the mini chairman. Food and drink Food and hot drinks will be available in the club house from Further food outlets, including a specialist Spanish barbecue, will be available outside from the same time. The club bar and outside bar will be open from in the morning. Mislaid Children: the meeting point will be in the main club house bar area. 4
5 Refuse Please make sure you use the bins and bin liners provided to clear up around you, during, and at the end of the day. Presentation of trophies The presentations of the trophies will be made on the balcony in front of the club house at the end of the competition. U11 and U10 Draw (draw order kept for U9-U7s) Pool 1 Pool 2 Chichester Worthing Haywards Heath Hove Midhurst Pulborough Horsham Crawley Jersey Bognor U9 U7 Given the large number of teams entered at these age groups, the pool draws follow the order of the main draw, which has been further subdivided. U12s and U10 Pools As both these age groups have a full set of ten teams, one from each club, the pools will be exactly as per the draw. 6

8 Festival rules (Sussex RFU & Worthing RFC) All playing rules follow the 2013 revised edition of the Continuum for U11 and U12 age grades (including the appropriate adoption of ELVs where appropriate). For U7, U8, U9 and U10 age grades the playing rules shall be as described in the RFU New Rules. Apart from:- No child shall play more than five games The games are played with equal numbers - where, due any reason, a team cannot field a full side the opposition shall reduce accordingly to a maximum of two players. Where a team cannot field a suitably trained front row for U11 and U12 matches the referee shall order uncontested scrummages. There shall be no conversions. Where due to pitch size restrictions the full width of the pitch is not available the U12 leagues and play-offs shall (subject to the discretion of the organisers) be played at 12-a-side. Game Duration U7 /U8 Matches - 5 Minutes each way U9/U10 Matches - 6 Minutes each way U11/U12 Matches - 7 Minutes each way The rules governing pool stages of competitions Each team will play every other team in its pool once. League points will be awarded as follows:- Win = 5 points Draw = 2 points Loss = 0 points Final places within each pool will be determined as follows:- The team gaining the highest number of league points will be placed first, and the other teams placed in descending order according to the league points gained. If two or more teams have an identical league points score, they will be ranked according to the greater number of match points scored i.e. tries. 8
9 If two or more teams have an identical number of tries scored, they will be ranked according to try difference i.e. tries for and against. If two teams have an equal try difference, they will be placed according to the result of the match between them. If the match between the tied teams was drawn, positions will be determined by the toss of a coin. If a match is awarded by default, due to a team withdrawing, the 5 league points for a win accruing to the non-offending team, will be taken into account in the determination of places. If this results in an equality of league points between 2 teams, the defaulted match will be treated as though it had been won by a score of two tries to nil. If a team withdraws from the competition or is, for any reason, disqualified from further participation by the organising committee, before completion of the pool stage, the places for that pool will be calculated as though that team had not participated in the pool. Determining second, third and fourth places. The second placed team in the tournament is the losing finalist. The third placed side is the winner of the 2nd place play-off. The fourth placed side is the loser of the 2nd place play-off. And so on depending on the size of the leagues. No extra time shall be played in any match. The position following the completion of the leagues will determine the play-offs. In the U11 and U12 competitions only there must be a 3 rd /4 th place play-off. Presentations The winners and runners-up of the Championship final will be presented with medallions on the basis of one per team member plus reserves. Trophies will be presented to the first four teams in each age group. All players will receive attendance certificates. Presentations for the age group winners will be made on the balcony by members of the Worthing Raiders squad. Fair Play The referee shall mark the score card in respect of fair play shown by players, coaches and spectators of each team refereed on a scale of 1 to 4 (1 being poor 9
10 and 4 being excellent). The administrator shall divide the points awarded by the number of games marked during the league phase of the competition. The Fair Play Trophy shall be awarded to the club with the highest average points per game. Team and Squad sizes Age group Team Squad U7 4 6 U8 6 8 U U U U Squads and teams at the WSF At all age groups, players must stay within the team they have been registered for. Players may not move between the different sides of a club. Because of the way the draw is formulated, the A team or named equivalent i.e. Worthing Purple, Worthing Sharks, Crawley Reds and Haywards Heath Harriers must be the strongest side of those entered, in order that no advantage is taken of the draw.
