1 KILMARNOCK POOL LEAGUE CONSTITUTIONAL RULES COMMITTEE Chairman Secretary Treasurer Davie Lusk Billy Millar John Dalziel 1. Each team shall play each other home and away in the course of the League season 2. The Home venue is required to supply drinks to the home team (one drink each to signed players only, up to maximum of 12) for all League and Cup matches. 3. All League and Cup matches are to be played on Thursday nights as notified on the Fixture List and Website by the Committee a. Matches may be re-scheduled in exceptional circumstances b. If both teams cannot agree on a date, the Committee will make a decision 4. Matches should commence at 8.00pm. A free table should be provided by the Home publican for all Official League matches and Competitions 5. Teams must have 1 player present at 8.00pm for match to commence. If a team does not have 5 players at 8.15pm, the match will be forfeited and a Fine of 25 will apply. If an away match is forfeited 15 of this fine will go to home team, if food has been prepared If players are genuinely held up for a short while and the Home team is contacted, then it is expected that some leeway be allowed, as it will affect the home publican if match does not take place. Players must be physically present in venue during the 7 th singles frame in order for them to play in the 8 th singles frame or doubles. Lags to be used in all competitions including every frame in League and Cup matches. Player who wins lag has option to break or pass break over to opponent. If players are playing for a drink, this must be agreed by both players before the frame commences 6. Team sheets MUST be signed by each team captain or deputy to confirm team line-ups and match score. It is the responsibility of the home captain or deputy to ensure that the result of each frame and overall score is shown. If either of the above is not completed, a fine of Page 1 of 7
2 10 will apply in each case a) Result of each match must be texted to Quintin Campbell ( ) on the night of match or a 5 fine will apply b) Team sheets to be handed in to Howard Arms by 6.00pm on the Sunday following match. Failure to hand in sheet on time or if sheet is lost, will result in a 10 fine c) It is no longer necessary to hand in a teamsheet with a 12-0 result if a team doesn't turn up. All registered players from the winning team to be awarded attendance. d) Any match resulting in a draw requires it to go to a sudden death shootout to determine a winner. Similar to Ayrshire 7 man team format, penalties to be used in sudden death shootout. 2 points for a shootout win with 1 point for the losers. Still 3 pts for a win & 0 for a defeat if no shootout required. For penalties, 5 penalties per side, then sudden death if there is a tie after initial penalties. Penalty takers must have played either a singles or doubles frame during the match 7. Any protests must be made in writing to the Committee and handed in to the Howard Arms in a sealed envelope for attention of the Committee by 6.00pm on the Sunday following the match. Pool chairman, Davie Lusk to be informed by text or telephone call by the protesting team captain that a written protest has been lodged. 8. The League shall affiliate to The Scottish Pool Association and play to Rules as instructed by SPA (currently World Blackball Rules) (a) Local exceptions to the rules can be agreed at an AGM or at an EGM (b) Rules should be displayed or available on request in each pub (c) Failure to do so in the event of a dispute will result in loss of match 9. The referee s decision will be final. If however there is an obvious misinterpretation of the Rules, Captains have the right to ask the referee to check the rules before play continues. Players must not leave the area of play without the referee s agreement 10. No time limit to be used in singles or doubles matches, however the Referee or players involved in a particular frame can induce the implementation of the minute rule for the remainder of that frame only. 11. League and cup competitions must be played for your registered League Team. 12. It is the publican s responsibility to ensure that tables are in a presentable and playable condition. If a complaint is made about the condition of a table, the Committee can visit the establishment and may, if required, nominate a neutral venue until standards are met. A rest and spider MUST be supplied at all venues. Page 2 of 7
3 Sufficient lighting should be in place at all venues. If a complaint is made about poor lighting, the Committee can visit the establishment and may, if required, nominate a neutral venue until standards are met. 13. Any teams/players involved in violent conduct during any Kilmarnock Pool League competition will be expelled indefinitely from the League and reported to the Scottish Pool Association for exclusion from all Pool events under their jurisdiction 14. Any players barred from an establishment will only be allowed to play at owner/manager s discretion. If a number of players from one team are barred and team cannot meet fixture then Committee to make a decision. Under 18s are only allowed at the discretion of the establishment. 15. Any fines must be paid by the next meeting after fine notified, or teams may be debt suspended until payment is made 16. All entry fees must be made for both team and individual competitions before participation is allowed 17. Registered players Teams must complete a registration sheet with players names by start of League season Teams can sign as many players as they like however there will be a cut off point for signing players, 5 weeks before the end of the league season whereby no players can be signed after a signing deadline has been set. If teams are struggling to fulfil fixtures they can make a request to the Committee to be allowed to sign additional players All players must be registered by 7.30 on day of match to participate (With the exception of Summer Cup). Players who play for any team in Summer Cup are automatically signed players for the season and must be included in Team registration sheet All players must pay a 2 registration fee Any registration breach will be subject to an automatic loss of match and a 20 fine to be imposed In order for any registered player to play in the Kilmarnock Singles and Doubles tournaments, a player must have attended at least 30% of their team s league and cup matches. 5 man team event and finals days do not count towards appearance figures. Space will be provided on teamsheet for captains to list players who have attended and not played. Opposition captain to sign teamsheet to confirm players who have attended. 18. The Rules are in place for the benefit of all teams and individuals and the Committee ask that good sportsmanship is shown at all times 19. No abuse of Committee members will be tolerated. 4 considered for individual players involved 20. Pool league meetings to take place on the first Monday evening of every 2nd month however this may be rescheduled if the committee deems this date to be unsuitable. List of dates to be distributed to league captains. Venue and time to be decided by pool committee. League committee will issue captains with minimum 2 weeks notice of when they intend to have a pool league meeting. 21. League registration fee, summer cup entry fee, winter cup entry fee and champion of champions entry fees to be paid at registration meeting. Failure to pay fees in total will result in teams not being allowed to register for the coming season. 23. Pool committee to comprise of 3 executive committee members to run the day to day activities of the league. 24. KPL competition entry fees for League registration fee - 35 Individual player registration fee 2 Summer Cup - 10 Winter Cup man team - 10 per team Champion of champions - 10 each event Kilmarnock doubles - 3 per player Kilmarnock singles 3 per player 25. Pool Finals (a) Committee will endeavour to provide dates for the first two pool finals to be held before the end of the year subject to sufficient dates being available in the calendar to hold these finals. SPA calendar must be checked to ensure that any local finals day does not clash with a national event. (b) Other five finals to be announced at the earliest opportunity once SPA calendar has been published. When it has been published, five final dates to be spread over Jan May, with an emphasis on having one finals day per month. (c) Dress code is required to be worn at the Kilmarnock Singles and Doubles finals days (d) Players can only participate in finals days if they have achieved 30% attendance at league and cup matches up until the event finals day fine to be issued for a team not represented at any scheduled pool meeting hidden team money to be paid by each team to boost league funds 29. For 5 man team competition, each registered league team must enter at least one team in the tournament. Teams can have a maximum 8 players in a squad, minimum 5 players, however only 5 players can play in each individual match. After the initial 5 man team draw has taken place, no players can be swapped between teams and no players can be Page 4 of 7
5 added to teams at any point. If league teams have a sufficient number of registered players, they are advised to place players accordingly before the draw has taken place. 30. All teams must send 2 entries to the champion of champion singles and doubles events. Failure to do so will result in a 10 fine per entry 31. After the Kilmarnock Doubles draw has taken place, players must play with the partner that they entered the draw with. No swapping or substituting of partners shall be allowed after the draw has taken place. Pairs for the Kilmarnock Doubles can be made up from any registered League players who have achieved the correct attendance figure. 32. Captains will be selected for each Supers team and they will have full authority to select a team. Initially, nominations will be requested for the A team captain. After nominations are received, the league committee will make a decision on who the captain will be. The selected captain then has an agreed reasonable amount of time to select their team and inform the league committee of the selected team. After the A team has been selected, nominations for the B team captain will be requested and the above procedure will be followed to get B team selected. The above procedure will also be followed if any additional Supers teams require selection. For each Supers team, the captain and vice captain for each team must be from different registered league teams 33. For all league and Winter Cup matches, each player will be selected blind by both teams for all frames. This will be done on a frame by frame basis. 34. Summer cup to be played in group format with the group draw becoming unseeded. Match format to be 2 sets of 7 singles and penalties to be used in the event of a draw after all singles matches have been concluded. Penalty format to be 7 penalties per team. Before penalties begin, captains to write down their 7 penalty takers. In the event of a tie after the initial penalties, sudden death to take place until a winner has been determined. During sudden death, no player can play multiple times unless all penalty takers have played in sudden death. 35. In the event of a team having to move venue, all signed players must move to the new venue if they wish to continue playing during that season. 36. If any league team misses 3 league games during the season or 3 consecutive pool league meetings, they will be expelled from the league. 37. In the event that a league team folds during the season, if they have completed half the season, all results will stand for the first half of the season. If they fold during the first half or second half of the season, the results in matches completed during the relevant half will become null and void. 38. If a re-rack situation is reached in any frame under KPL jurisdiction, a 9 ball re-rack will be used 39. Poolapplive to be used on a trial basis to enable teams to use it during the season and provide feedback during the season on it s effectiveness. Team sheets will continue to be used and handed in as normal. Page 5 of 7
6 40. Committee voting procedure: If in the event the committee has to carry out a vote, each member will be entitled to vote except the Chairman who will have the casting vote, if required. 39. The elected League Committee will form a Disciplinary Committee to deal with any serious breach of standards, conduct, etiquette and 'Spirit of the game'. This includes threatening or intimidating behaviour and violence during any league, competition or tournament match. By registering to play in the league, you also agree to abide by the rules as set out in the constitution, 'spirit of the game' and agree to the disciplinary measures that go with it. If any of the above behaviour is witnessed by any Committee Member at a Finals event the person / team shall be disqualified from the competition. Team captains are responsible for their own supporters and to reprimand them as deemed appropriate Registered players who are considered to have acted in a manner contrary to the above may be subject to disciplinary action and asked to appear before the Leagues Disciplinary Committee. The head of the Disciplinary Committee is empowered to convene a disciplinary hearing to deal with all matters at any time and each of the Committee shall be entitled to vote as per voting procedure. Player / team bans and fines are at the discretion of the Committee. Complaints must be made in writing to any member of the Disciplinary Committee no later than 7 days from the event / match. Anyone submitting a complaint is required to provide evidence to support it i.e. written evidence, witness statements. If no evidence is supplied then the complaint will be immediately rejected. An investigation will then be carried out by the committee. Each complaint is subject to a 10 fee. If the complaint is upheld the fee will be returned. If the complaint is not upheld the fee will be retained and added to the League funds. 40. AGM/EGM Rules There are 2 ways in which an EGM can be called: 1. Committee can call an EGM whenever they see fit 2. Any member has the right to call an EGM. He / She must put their case in writing and hand to the chairperson. If 5 captains sign the petition, the committee must hold an EGM. Committee will set time and date for meeting giving captains 1 week notice. Page 6 of 7
7 Changes of rules can only be made at an AGM or EGM and all teams have only one vote. The Committee may only vote if also representing their team at the meeting. The Chairman has the casting vote. Any proposals must be put in writing and handed to the chairperson or secretary no later than 2 weeks before an AGM. These proposals must then be handed out to all captains or put on the website. Any counter proposal can be done on the day of the meeting, either in writing or verbally. The chairperson will go through all proposals. In the event of multiple proposals, on a single issue, there will be a voting process where the least popular will be voted out in each round until there is one left. This will then be voted against the status quo where applicable. Page 7 of 7
