1 VRU TWILIGHT SEVENS Tournament Saturday 16 February, Northern Rugby Club Saturday 23 February, Box Hill Rugby Club (V1 as at Monday 11 Feb) A Team Entry Conditions 1. Participating clubs shall be Box Hill, Endeavour Hills, Footscray, Harlequin, Melbourne, Melbourne Uni, Moorabbin, Power House, Southern Districts, Geelong and Northern 2. A Team list of 12 players and four team officials for week one of the tournament shall be sent to the VRU by 10:00am Thursday 14 February 2013, to Chris Evans, Community Rugby Officer, chris.evans@vicrugby.com.au on the Form provided. The information shall include the player s ARU Registration # and Name. A team list for week two shall be sent to Chris Evans by 10:00am Thursday 21 February. 3. The four team officials shall be comprised of Coach, Manager, Assistant Coach/Manager and one medical support staff. 4. All players shall be registered with their participating Club for season 2013 and shall have played the 2012 season with that Club unless transfer approval has been granted by the VRU for Each player shall need approval from the VRU to participate. The guiding principle is that clubs shall not be permitted to play players from another Victorian Club, interstate or overseas purely for the purposes of participation in the Tournament. The VRU needs to be satisfied that each player has clear intent of playing for their participating Club in Inter-club transfers shall not be permitted on the day of the Competition. This is nonnegotiable. 7. Changes to the Team list shall be permitted, with a revised Team list presented, up until 60 minutes before that Team s first match has commenced. Any Team found in breach of this Rule by playing an unlisted player during the course of the Tournament shall be disqualified and forfeit any entitlement to awards. 8. Each club shall register their team on the day of the tournament. The team manager shall present the updated squad list to the registration desk 60 mins prior to the team s first scheduled match. 1

2 2 9. All players are to have Photo ID available upon request by a VRU Official. It is a requirement that the Team Manager keep the Photo ID (i.e. Drivers Licence, Passport or similar proof) of each player for inspection upon request. 10. All players participating in the Tournament shall be a minimum of 18 years of age as at 16 February 2013, unless otherwise dispensated. Such dispensations shall need the approval of the VRU by 12 Noon 15 February. Players 16 years or younger shall not be dispensated. 11. The VRU will implement the IRB 7s points system in week one and week two of the tournament. At the completion of each tournament all 12 teams will receive points based on the position they finish. The VRU will add the points each club receives from the two tournaments which will give each club a final score. The highest eight ranked clubs will progress to the AAMI Park Club 7s on Saturday 13 April. If more than two clubs are equal on series points at the completion of the second tournament, the following criteria will be used to determine the top eight ranked clubs: 12.1 The team that has the highest For/Against percentage from the two tournaments 14. Clubs may change their squad from week one of tournament to week two of the tournament, however all participating players shall be registered with their participating club and approved by the VRU. 15. All teams shall be required to take the field at the allotted match time OR immediately upon conclusion of the preceding match - at the direction of the nominated Ground Marshall. The failure of any team not to do so shall result in a team fine not exceeding $100. 2

3 3 16. All teams shall vacate the field of play immediately upon conclusion of its match and upon the direction of the nominated Ground Marshall. The failure of any team to do so and in a cooperative manner shall result in a fine not exceeding $ Each Team shall provide its own medical support staff (1) and team equipment, including ice. 18. A Tournament Medical Officer, appointed by the VRU, shall be present on the day. 19. Each Team will be responsible for the safekeeping of its playing gear and equipment. No clothing or equipment should be left in change rooms. No responsibility shall be accepted by the Victorian Rugby Union for the loss of such items. 20. Each team shall be presented in correct playing strip which includes club shorts and socks. The failure of any player not to be in correct attire will result in a Team fine not exceeding $ Each team shall carry back up playing attire for blood replacement including a minimum of three jerseys of a similar or higher playing number than All teams, team management and supporters shall be required to abide by the ARU/VRU Codes of Conduct. 23. Reports of incidences of code of conduct violations, on field melees, sideline abuse or unruly behaviour, shall be the subject of investigation by the Tournament Director. If any team is found in breach of its code of conduct the outcome may include fines, judicial investigation or disqualification from further matches of the Tournament - if further matches are to be played by the offending team. AAMI PARK CLUB 7s 13 April The top 8 ranked club after the two tournaments will progress to the AAMI Park Club 7s. 9 of the 12 players who play in the AAMI Park Club 7s shall have played in at least one of the qualifying tournaments. The rules for the AAMI Park shall be published in the first week of April. 3

4 B Match Playing Rules, Laws and By Laws 4 All matches shall be conducted in accordance with the IRB Laws of the Game - Rugby 7s. Tournament rules and By laws shall be as follows: 1. Team Numbers and Composition 1.1 A Team Squad shall be comprised of a maximum of 12 players. 1.2 A maximum of 10 players shall be permitted to play in any one match. 1.3 The two players not receiving game time in the first match shall be in the squad of 10 for the second match. 1.4 A maximum of 7 players per team, shall participate on field at any one time during the Match. 1.5 A minimum of 6 players per Team must take the field to commence each Match. 1.6 The failure of any Team to comply with Rule 2.5 above shall result in a forfeit of its Match to the opposing Team. 2. Length of Matches Matches 1-21 including Semi-finals: minute halves, 1 minute interval, lost time capped at 1 minute per half. No extra time. Matches Cup, Bowl and Plate Final: minute halves, 1 minute interval, lost time capped at 1 minute per half. 2.3 Sudden death extra time, two minute interval before start. Referee arranges coin toss to determine team choice of ends. 5 minute halves, no half time interval with players immediately changing ends. First to score in extra time shall be declared the winner with the match completed. 3. Yellow and Red Cards 3.1 When a player has been temporarily suspended (i.e. Yellow Card) the player s period of suspension will be for a period of two minutes of actual playing time which shall commence when the player temporarily suspended is seated in the Sin Bin chair provided. 3.2 If half time, or the interval before the start of extra time in the final, interrupts the Sin Bin period of two minutes, the player temporarily suspended may rejoin his team but shall return to the Sin Bin for the commencement of the second half, or the start of extra time in the final, to complete the period of suspension. 3.3 A player that receives two Yellow cards in the one match shall not be permitted to play in the following match by that team if there is a further match. The player is permitted to return to play in any subsequent match. 4

5 5 3.4 A player who receives a Red Card in a match, other than two Yellow cards, shall not participate in any further matches of the Tournament and is subject to the VRU Judicial Rules governing Foul Play and Misconduct (IRB Regulation 17). 4. Pool qualifying matches 4.1 Competition Points for each Pool match shall be awarded as follows: Win 4Pts (incl. forfeit, win recorded as 28-0 score) Forfeit -2Pts Draw 2Pts Bonus 1Pts (Loss by seven points or less) 4.2 The calculation of Pool Round Points shall determine the team positions in each Pool. 4.3 The competition shall be comprised of four pools of three teams, with Semi finals, 3 rd playoff and a Final in each of the three categories Cup, Plate & Bowl. 4.4 At the conclusion of Pool matches teams which finish in first position in any Pool shall play in the finals for the Cup prize. Teams which finish in second position in any Pool shall play in the finals for the Plate prize. Teams which finish in third position in any Pool shall play in the finals for the Bowl prize. 4.5 The position of any two teams in each Pool, which finish equal on competition points at the completion of the Pool rounds, shall be determined by the outcome of the pool match between the two teams the winner of the match being awarded the higher position on the ladder. 4.6 If the pool match between the two teams was drawn then the positions on the ladder shall be determined by total pool match percentages. 4.7 If more than two teams are tied on competition points then the positions on the ladder shall be determined by total pool match percentages. 4.8 Percentages shall be calculated by the number of match points scored by a team expressed as a percentage of the number of match points scored against. 5. Semi Finals and 3 rd Play offs 5.1 If scores are tied at the conclusion of normal time in any Semi-final or 3 rd place playoff, no extra time shall be played. The match shall be awarded to the team that first meets the criterion listed in the following order: The team which scores the first try. If there is no score then: The greater number of tries. If tries scored are equal, then: 5.1.3The lesser number of Red Cards issued. If the numbers issued are equal, then: The lesser number of Yellow Cards issued. If the numbers issued are equal, then: The winner of the match shall be determined by the toss of a coin. 5

6 6 6. The Finals Cup, Plate and Bowl 6.1 If the score in the Cup, Plate or Bowl Final is drawn at the completion of normal time then there shall be sudden death time. The first team to score shall be declared the winner 6.2 The Sudden Death period will consist of a maximum of 10 minutes (5 minutes each way, 1 minute interval). 6.3 The Referees shall toss the coin to determine who restarts 6.4 If the match remains a draw after the completion of the period of sudden death extra time then the winner shall be determined by the team that first meets the criterion listed in the following order: team that scores the first try. If no tries were scored then the: lesser number of Red cards issued. If the numbers issued are equal, then the: lesser number of Yellow cards issued. If the numbers issued are equal, then the: outcome shall be determined by the toss of a coin. 7. Disputes Committee 7.1 A Disputes Committee shall be available to address any grievances, complaints or protests from a Team Manager. The Disputes Committee shall comprise the Tournament Director and the Referee Manager. 7.2 Any Ruling given by the Disputes Committee shall be final and shall be adhered to by all teams participating. 7.3 The Referee in charge of a Match shall be the sole judge of fact in relation to the Laws of the Game. No protests will be accepted in relation to the Referee s interpretation of the Laws of the Game. 6
