4 REGULATIONS FOR EUROPEAN CUP COMPETITIONS (EFFECTIVE AS OF 2015/2016 SEASON) 1 COMPETITIONS 1.1 Types The European Handball Federation (EHF) organises according to its Statutes the following European Cup (EC) handball competitions for men and women: Champions League EHF Cup Challenge Cup 1.2 Frequency 1.3 Awards Cup Winners Cup (only women) A club earns the right to participate in the Forum Club Handball with the qualification for the Quarterfinals. This right is valid for the season in which the club participates in the European Cup competition. As separate Champions League Regulations and Men s EHF Cup Regulations were drawn up for the season 2015/16, the following competitions will be dealt with within the 2015/16 European Cup Regulations: Women s EHF Cup, Men s and Women s Challenge Cup, Women s Cup Winners. EC competitions shall be played on an annual basis. The beginning of the season is on 1 July and the end on 30 June the following year. All trophies for the EC winners are sponsored by the EHF or its partners EC winners shall receive a European Cup trophy All clubs (max. of 21 persons) participating at the final matches as well as the referees and EHF delegates/representatives will receive a commemorative medal. 2 ADMINISTRATION 2.1 Announcement and Dates The dates of EC matches shall be fixed each year by the EHF and forwarded to the teams taking part and the federations with the invitation Dates and time for the matches (except Challenge Cup group matches): The matches of each round shall be played within the dates given by the EHF calendar (Saturday/Sunday). The home team shall have the right to determine the date of the match and the time of throw-off

5 If the home team would like to play the game on a different day of the week (TVrequest, political or religious holidays, elections, etc.) a respective request for permission must be submitted to the EHF. The right for the final decision is with the EHF In case of an overlap in the schedule in the EHF European club competitions and national competitions, the EHF reserves the right to schedule EC matches during the week In case of a Live TV transmission in the country of the visiting team, the EHF has the final decision about playing day and the time of throw-off The EHF reserves the right to change the home and away rights in special cases. This must be communicated in writing to the clubs and national federations concerned within 72 hours after the respective draw Dates and time for the matches in Challenge Cup group matches: The matches of the groups shall be played within the dates given by the EHF calendar (Friday to Sunday). The home team shall have the right to determine the time of throwoff of the matches. If the home team would like to play the games on different days of the week (TVrequest, political or religious holidays, elections, etc.) a respective request for permission must be submitted to the EHF. The right for the final decision is with the EHF. 2.2 Qualifications The National Federations are permitted to register those clubs to EHF competitions which follow the respective national legislation. The registration of teams can only be made by the National Federation on the basis of a clubs sporting achievement in the last season. These results must be proved upon request. The participation in EHF competitions is restricted to those clubs that participate exclusively in national and international competitions that are recognized by the EHF. Each national federation is required to name a contact person (who speaks one of the EHF official languages: English, German, French), who will, if necessary, provide support when dealing with the participating clubs. Each club is required, upon EC registration, to name a contact person who can communicate in English. The EHF has the right to refuse communication in any other language The winner of the Women s EHF Cup and Women s Cup Winners Cup earns the right to participate in the 2016/17 Women s EHF Cup. That means, the National Federation of the winner of these competitions has the right to register an additional place in the respective competition of the following season

6 2.2.2 The winner of the Men s and Women s Challenge Cup earns the right to participate in the Men s resp. Women s Challenge Cup of the season 2016/17. In case the winner does not use this right, the National Federation has the right to register an additional club in the Men s Challenge Cup After the date of registration (July 6) the participating clubs will be allocated to the respective competition by the EHF according to the EHF ranking list. In case of nonparticipation of one or more teams, the EHF will move the teams according to the EHF ranking list The choice of teams to be entered for the Women s EHF Cup, Men s and Women s Challenge Cup and Women s Cupwinners Cup is left to the Member Federations. However, the EHF ranking list as well as the ranking in the domestic competition is to be considered Per club only one team of the same gender is entitled to participate in the European Cup. It is the responsibility of the Member Federations to take this into consideration during the registration process Legal and financial responsibility to the EHF for the clubs taking part in EC competitions shall rest with the Member Federations concerned The EHF is entitled not to admit clubs to International competitions, which do not fulfil the respective technical or organisational and administrative requirements. The competence for decision taking relating to such matters shall be with the EHF Competitions Commission regarding technical questions and with the EHF Office regarding organisational, administrative and financial issues Matches of the European Cup are to be held in playing halls stated on the official playing hall form submitted by the national federation and accepted by the EHF. The EHF reserves the right to reject playing halls that do not correspond to international standards. Hall requirements: playing court: 40 x 20 m base area: 44 x 22 m Tribunes: min. 1 hall capacity: min. 500 spectators scoreboards: min 1 (at the long side oppsite the judges table) or 2 substitution area: 16 chairs per team chairs judges table: 4 catch net: 20 x 7 m black coloured lightning min: 800 lux The distance between the visiting team s hotel and the playing hall should not exceed 25 km/45min. The minimum temperature of the playing hall must be 18 C. If there are special reasons that the minimum temperature cannot be reached, these must be communicated at the technical meeting and the EHF delegate must send a report to the EHF Office

7 2.2.9 Each participating club must have an internet homepage (with all important information about the participating EC team, photos, etc..) and provide an address. The homepage and the address has to be included in the registration form and must work at the time of the first European Cup draw ( ) at the latest. 2.3 Integrity of the competition Clubs are obliged to guarantee the integrity of the competition in every respect - this including an independent ownership, leadership/management, administration and/or sporting performance from all other handball clubs in the respective competition or a competition which is linked to the respective competition. No individual or legal entity of the club may have control or influence over any other club participating in the respective competition or a competition which is linked to the respective competition this including ownership, leadership/management, administration and/or sporting performance Together with the registration, clubs are obliged to provide the EHF with any information on individuals or legal entities within the club having control or influence (ownership, leadership/management, administration and/or sporting performance) over other clubs participating in the respective competition or a competition which is linked to the respective competition Clubs officially confirm their fulfilment of the integrity requirements concerning ownership, leadership/management, administration and/or sporting performance regarding independence from any other club in the respective competition or a competition which is linked to the respective competition by signing their registration for the respective competition without further information on the integrity question Clubs which do not fulfil the integrity requirements shall not be admitted to the respective EHF competition (sporting and ranking criteria apply for priority decisions by the EHF). 2.4 Entries Entries shall be made by the Member Federations exclusively by means of the official entry and players list sent out by the EHF together with the invitation forms. The registration shall be received by the EHF Office in Vienna by June 18, Entries for teams, consisting of the electronical filled in and signed club registration and the signed arbitration agreement as well as the EHF Code of Conduct, to take part in 2015/2016 European Cup season competitions shall be received by the EHF Office in Vienna by July 06, The original list of players (electronical filled in) of each team must be received by the EHF Office in Vienna as follows: - 6 -

8 PLAYERS LIST Round Men s Challenge Cup Women s European Cup and Any players list of a club for any of the three EHF club competition is valid for all 3 competitions. Independently from each competition a later registration of a player can only be done via late entry. The participating teams have to upload the club logo, team photo and player photo (of each player) at the EHFamily and to complete the players information of each player to the given deadline All entry fees are per team and applicable. For all rounds up to and including the semifinals level, no further fees shall be applicable (spectators, advertising, media etc). 9 Each team will receive an individual ID number (see enclosure). Whenever payment is sent to the EHF, this number and the reason for payment must be stated EC participation fee Round X An invoice will only be sent upon written request. If payment is not received in time, the entry fee shall be doubled automatically. The fee covering round shall be paid in time to the EHF account by 01 August If a payment for round 1 has not been credited to the EHF account by August 15, the registration of the respective team shall be cancelled automatically, regarded as forfeits and, in accordance with the EHF List of Penalties, subject to a fine of 5,000. This clause shall apply to all rounds of all competitions analogously, in any case 15 days after the deadline for payment has passed Entries for EC competitions shall be conditional upon the availability of sports facilities conforming to the Rules. Responsibility in this respect shall rest with the Member Federations concerned. The EHF Competitions Commission may grant exceptions in justified cases The teams taking part shall arrange accident, health and other insurance for their players and officials at their own expense. Neither the EHF as organiser nor the home team can be held responsible therefore Insurance for persons serving as appointed EHF officials and EHF referees is arranged by the EHF Along with the entry, confirmed by the national federation, the two pages of the form are to be completed with data on each participating team and the arbitration agreement and the Code of Conduct are to be signed After the closing date for entries the EHF Office shall establish a list of all teams taking part showing the information pursuant to item and shall mail it to all teams taking part and their Member Federations By registering for the European Cup a club confirms to accept and to follow the terms and regulations regarding the release of players to the respective National Team. Furthermore a club also confirms to accept the terms and regulations of the compensation payments for those players that are released to the respective National Team. 2.5 Drawing of lots The public draw for each round shall be held at the venue named by the EHF on the date scheduled in the announcement Seeding Both clubs, which qualify for the final matches, are obliged to pe present at the final draw. Some teams qualify directly for later rounds according to the EHF seeding list. In round 1 to 4 the EHF can award seedings according to the EHF seeding list

10 If a current European Cup Champion participates in a different competition in the following season, it will be seeded after the top-seeded teams (except if the federation is placed higher in accordance with the EHF seeding list) The right to organize the Challenge Cup group matches will be decided by a drawing of lots. If neither of the teams makes use of the right to organize, the matches will be played in home and away matches. 2.6 Match system All matches in the EHF Cup, Challenge Cup (except Challenge Cup group matches) and Cup Winners Cup shall be played in home and away matches. The team drawn first shall play the first leg at home. Subject to approval by the EHF office the teams may agree on a different order of play or on playing both matches in one country only (use the new EHF form) The first round to be played in the Men s and Women s Challenge Cup shall be played in a group system. Each group shall comprise a minimum of 3 and a maximum of 4 teams (depending on the number of entrants). The matches of this round shall be played in tournament format at one venue on one weekend (with each team playing all others). The EHF has the right to decide that the first round to be played of the Men s and Women s Challenge Cup can be played in home and away matches in case a tournament is not possible due to the number of participants or only possible under very severe and organizationally or economically difficult circumstances. 2.7 Withdrawal (Forfeit) By entering the European Cup, a club agrees to enter all rounds resulting from the match system (see Annex) compare point A withdrawal after the announcement of a competition ( at the latest) is equivalent to a forfeit and shall carry the following consequences: The club shall pay a fine of 5,000 to the EHF. A withdrawal of a team after the first draw in the competition concerned or a refusal to play a match is regarded as a forfeit and shall carry the following consequences: The club shall pay a fine of 10,000 to the EHF. The club shall be disqualified from participation in the European Cup of the running season and the result of the match/es shall be fixed with 0:10 goals and 0:2 points. Additionally the club shall be disqualified from the participation in the European Cup for up to the subsequent two seasons. The defaulting team liable for damages and payment of all costs arising thereof to its opponent as well as the EHF and in particular their contractual partners and shall carry all sanctions Failure to play a match or late arrival at the venue of the match is regarded as a withdrawal (force majeure situation excluded) and shall lead to the consequences stipulated in articles B.8 and B.9 of the EHF List of Penalties

11 3 FINANCES 3.1 Receipts, costs and fees except at finals level Receipts Except at finals, all receipts from the sale of admission tickets, advertising on the barriers and other forms of advertising as well as income from sponsors shall belong to the organising club. Receipts from TV media rights are subject to the rules of the relevant Member Federation (except in finals) Costs Every team shall pay its own travelling expenses and visa costs The cost of board, local transport and lodging for 18 members (21 members at final matches) of the visiting team for two days (48 hours) shall be borne by the home club. If the delegation of the guest team consists of more than 18 members (21 members at final matches), the guest team has to pay the costs of the additional members. Upon mutual consent, both clubs may cover their own costs. In the case that the visiting team is staying for a shorter time, the home team s responsibility is still for 18 persons (21 persons for final matches) only. If a match starts earlier than 13:00 hrs. the guest team shall have the right to arrive two days prior to the day of the match. In this case, the additional night shall be borne by the homeclub. Local transport begins and ends at the closest airport suitable for the match venue. Regarding lodging and food, a level of international standard shall be provided At group matches of the Challenge Cup the cost of board, local transport and lodging of 18 members of the visiting team for four days (96 hours) shall be borne by the home club. If the delegation of the guest team consists of more than 18 members, the guest team has to pay the costs of the additional members. In the case that the visiting team is staying for a shorter time, the home team s responsibility is still for 18 persons only. Local transport begins and ends at the closest airport suitable for the match venue. Regarding lodging and food, a level of international standard shall be provided The EHF is not responsible for financial issues arising from additional participants or additional days agreed directly between the clubs The cost of officials appointed by the EHF shall be borne by the local organizer / home club only in Euro or after approval by the EHF in another currency as follows (except Men s and Women s Challenge Cup Group Matches) and has to be paid prior to the match: Travel expenses (reimbursed against evidence): Travel by train/bus/boat: Reimbursement of the cost of one first-class ticket each for travel to and from the venue by train/bus/boat, Air travel: Reimbursement of the cost of one economy class ticket each;

12 Travel by car (allowed up to a maximum distance of 600 km one way): Reimbursement of the cost of one first-class ticket each for travel to and from the venue by train/bus/boat, Taxi rides in the home town or during the trip: (e.g. transfers between airports) to be reimbursed against receipt; Car travel in the home town (to the airport or train station): reimbursement may be claimed at a rate of 0,50 per kilometer travelled. The EHF has the right to involve itself in the travel arrangements of delegates and referees. Such an involvement shall not result in higher costs for the participating clubs. The respective information about possible EHF involvement in travel arrangements of EHF officials shall be announced by the EHF to the clubs concerned in writing 72 hours after the respective draw Any costs incurred outside or inside the host country in connection with the matches; Cost of visas (against presentation of receipt); Daily allowance of 55 per day traveled and per day spent at the venue. Additionally each referee has to receive 100 (except Men s and Women s Challenge Cup Group Matches) for each match The cost of accommodation, meals and transport during the stay at the venue Men s and Women s Challenge Cup Group Matches: The cost of travel, accommodation, board and local transport of the nominated EHF officials will be divided between the four (or three) clubs and must be paid prior to the match Travel expenses (reimbursed against evidence): Travel by train/bus/boat: Reimbursement of the cost of one first-class ticket each for travel to and from the venue by train/bus/boat, Air travel: Reimbursement of the cost of one economy class ticket each; Travel by car (allowed up to a maximum distance of 600 km one way): Reimbursement of the cost of one first-class ticket each for travel to and from the venue by train/bus/boat, Taxi rides in the home town or during the trip: (e.g. transfers between airports) to be reimbursed against receipt; Car travel in the home town (to the airport or train station): reimbursement may be claimed at a rate of 0,50 per kilometer travelled. 13 The respective information about possible EHF involvement in travel arrangements of EHF officials shall be announced by the EHF to the clubs concerned in writing 72 hours after the respective draw Any costs incurred outside or inside the host country in connection with the matches; Cost of visas (against presentation of receipt); Daily allowance of 55 per day traveled and per day spent at the venue. Additionally each referee has to receive 55 for each match The cost of accommodation, meals and transport during the stay at the venue The home club shall also pay the costs of the time-keeper and the score-taker If an EHF official (delegate, security delegate, referee delegate, representative) is appointed, their expenses shall be borne by the home club analogously to the provisions applicable to referees in item or The home club shall be responsible for ensuring that all EHF officials (incl. referees) can export from the country all funds disbursed to them by the host during the period of their stay, without any deductions or other problems Fees The fees for each round are laid down in In all rounds up to and including the semi-finals level no additional fee shall be payable. 3.2 Media Rights (inclusive the semifinals) Definitions and obligations for Media Right Holders (inclusive the semifinals) Receipts from Media Rights are subject to the rules of the relevant Member Federation (except in finals) Bearing in mind clause , except at finals all media rights for the country of the organising club shall belong to the organising club Local Media Partners must be informed by the Right Holder (if the Right Holder is not the Media Partner) about the EC Media Rights situation in due time before each round of the competition The EHF holds the rights exclusively for the worldwide International Media Rights and the Pan European Media Rights (e.g. means Eurosport/Eurosport2 or any other TV company transmitting into different European countries in the respective languages) and shall have the right to exploit them. Those Media Rights include live, delayed, News and Highlight rights. Furthermore, the EHF has the right to market the complete (home and International) Media Rights of the matches where the Right Holder makes no use of them. The Right Holder is obliged to inform the EHF/EHFM within one week (seven days) after the respective draw if it will make use of these rights. The Right Holder is also obligated to inform EHF/EHFM if a Host Broadcast is to take place of the respective game

14 If a match is produced by a Host Broadcaster and if the EHF/EHFM is able to find broadcasting partners (which are not the local (home team) Host broadcasters) in the territory which is not the home territory, the minimum broadcasting requirements, that must be secured by the Right Holder or the respective Media Partner are: Minimum 5 camera production, slow motion of at least 3 cameras, English graphics (maybe centralized outfit) running clock and score, the graphics to be 4:3 safe in case of 16:9 production, Satellite uplink, with international sound available on the first two sound channels. All the costs of the obligatory technical setup are to be covered by the Right Holder or its Media Partner. It is the Right Holders role and responsibility to inform the producer of the Host Broadcast about these obligations. The Right Holder or its Host Broadcasting Media Partner has to provide to the EHF or to the respective EHF Media Partners the uplinked TV signal (with the above detailed technical specification) free of charge, if the match is produced. EHF shall have the right to choose at any time a signal distribution partner for further coordination and distribution of the signal. In case International Partners takes the respective match, the EHF will distribute the signal at its own expenses on an established european satellite. Media rights are divided into TV, radio and multimedia rights. TV rights include all distribution channels including satellite, cable. IPTV and digital/analogue terrestrial broadcast. Multimedia rights means internet, internetstreaming, SMS portals, MMS, 3G Mobile Phone Service and include any present or future distribution platforms (incl. internet and any wireless wide-area communications network) capable of delivering a continuous stream of audiovisual signals. Whether Digital or analogue, for display on a visually perceptible screen or monitor, Media rights also include without limitation, closed circuit television (e.g. in hotels, airplanes etc.), public viewing. EHF shall be allowed to use, free of charge, existing television footage/match footage for production and broadcasting matters at a later time (utilisation of secondary and third party rights).the Right Holder or the respective Media Partner has to provide a BETA tape/dvd to the EHF/EHFM immediately after the match if requested After completion of each round of matches the Right Holder must report TV transmission times end other Media usage of to the EHF in writing Video recordings All clubs participating in the European Cup shall be permitted to make video recordings for teaching and training purposes from home matches (also in national competitions) of other clubs which participate in the European Cup. Such recordings, however, shall be made by only one person using one camera. Such video recordings shall be shown only privately to the teams concerned for study of tactics and shall not be exploited commercially. A pre-announcement in written form to the Right Holder is helpful, but not a duty

15 3.2.3 European Cup finals The EHF holds the exclusive International Media rights for all EC finals The EHF shall secure the Host Broadcasting of the Finals Financial regulations relating to receipts from these rights: The EHF shall share the receipts from these rights with the Home Club in a balanced way. 3.3 Advertising Rights (inclusive the semifinals) Except at finals, all receipts from the sale of admission tickets, advertising on the barriers and other forms of advertising as well as income from sponsors shall belong to the organising club At all EC matches the EHF shall have the right to place advertisement on two 4,5 m barrier boards on each corner of the long side barrier, opposite to the TV cameras and the time-keeper s table within the range covered by TV cameras (see diagram). If the EHF intends to exercise this right, it shall inform the organiser in writing not later than 2 weeks before the match. Otherwise the EHF shall waive this right. Furthermore the EHF has the right to place one advertisement (4 x 1m) in each of the goal areas in all EC matches. If the EHF intends to exercise this right, it shall inform the organiser in writing not later than 2 weeks before the match. Otherwise the EHF shall waive this right Notwithstanding the Advertising on Clothing Regulations, the rights relating to sleeve advertising shall belong to the resepective clubs in all EC matches. Starting with round 4 (Last 16) the EHF reserves the right to make use of the rights of the sleeve advertisement. The EHF has the obligation to inform the clubs by if the EHF will make use of these rights EHF shall be allowed to use, free of charge, existing television footage for production and broadcasting of a magazine programme at a later time (utilisation of secondary rights) The EHF reserves the right to implement branding activities within the framework of the EC matches

16 3.3.6 European Cup finals The EHF shall likewise have the exclusive right of allocating rights for advertising within the range covered by TV cameras, including advertising along the barriers and on the floor. Halls for the playing of finals shall therefore be made available without any advertising. The Home Club is obliged to provide appropriate number of persons for the set-up of advertisement, branding, etc Financial regulations relating to receipts from these rights: The EHF shall share the receipts from these rights with the Home Club in a balanced way. 3.4 European Cup finals The following regulations are applicable to different types of finals and finals played at home and away. Other procedures for final matches shall be subject to special agreement with the EHF Organisation and execution The EHF is the organiser of European Cup finals. It may delegate their organisation to a member federation, club or other sports organisation. The EHF Office will contact the parties concerned before making a final decision on the venues for the finals. For final matches the delegation can be expanded to a maximum of 21 persons (see clause ) A team that had the home right in the second game of its last appearance in a final (excl. Men s and Women s Champions League) will automatically have the home right at the first leg at its next appearance in a final by considering the order of the years. For the finals of the 2015/16 season, all club competitions of the seasons 2014/15, 2013/14 and 2012/13 are taken into consideration in this particular order. The home right shall be drawn by lot in all cases, in which the home right is not defined after having put into practice this regulation point The organisation and the carrying out of the final prize ceremony is in the responsibility of the home club of the 2 nd leg. The EHF defines the respective minimum requirements and provides the club in due time pior to the match Requirements for Final matches Costs The playing hall for the final matches is subject for an individual approval by the EHF. Final matches shall be played in playing halls, which have handball lines only. The following items are being considered in this issue: Capacity of the hall Working places for media and TV production requirements Rooms for VIP/Hospitality Reference is made to item 3 of the Regulations

17 3.4.4 Upon request, the EHF has the right to a maximum of 100 tickets (of those 50 VIP tickets) free of charge, per final match. This request has to be placed within an appropriate time period after the respective draw (at the latest 10 days before the respective match). 3.5 Quota of admission tickets Home clubs shall make available to the visiting clubs 10% (minimum 200 tickets) of the admission tickets against payment of the customary local price. These tickets shall be ordered in written form by the guest team not later than ten days before the match. Any tickets not ordered by then may be freely disposed of by the home team. Parallel to the ordering of tickets, the guest team must provide the home team with the name of the responsible contact person for travelling fans (full name and mobile number). This person must travel together with the fans. Upon request, the EHF has the right to a maximum of 40 tickets (of those 20 VIP tickets) free of charge, per EC match. This request has to be placed within an appropriate time period after the respective draw (at the latest 10 days before the respective match). 4 PLAYERS ELIGIBILITY TO ENTER THE COMPETITION 4.1 Players Lists The clubs participating in the European Cup shall communicate to the EHF Office the players list (using the official EHF form electronical filled in) via the respective National Federation. The National Federation has to confirm the eligibility of the players by signing and stamping the players list and to send it to the EHF Office according to the given dates mentioned in point This players list is valid for all following rounds in the European Cup of this club The official form shall be completed with all the required details and information Players are eligible to play in the European Cup if they are eligible to play for the participating club in the national championship at the time the players list are submitted/communicated Those players for whom the National Federation is not entitled to issue a national eligibility to play at the time the players list is drawn up and communicated (transfer procedure pending/not completed) are barred from being registered for entering the European Cup (from being named on the players list) A player may not compete in an EHF club competition if the player is playing at the same time for two clubs or two teams in the top division of the domestic league. Players may compete in an EHF club competition if the player is playing for two clubs or teams but only if the second team is not playing in the top division of the domestic league Any additional entry may be transmitted to the EHF only via the National Federation and has to be confirmed by the National Federation. Any additional entry of a player is subject to a charge of 75 payable to the EHF. Proof that payment has been made shall be attached to the additional entry

18 Players for whom additional entries are made on or before 31 January 2016 (men s and women s competitions) are eligible to participate in the EC immediately, without any restriction. If a player transfers to another club (nationally or internationally) after 31 January 2016 (men s and women s competitions), he/she shall be eligible to participate in the European Cup on behalf of the new club only if he has not played in any official (national or international) club match for any other club except the new club between 31 January 2016 (men s and women s competitions) and the date of his transfer to the new club Bearing in mind clause additional entries may be made subject to approval by the EHF Office in the course of competitions Late entries of players are not possible between the 1st and 2nd leg of each round. The following deadlines apply for the late entry of a player for the respective round. Men s Challenge Cup Women s EC Rd 1 Wednesday Rd Tuesday Rd Tuesday Rd 4 Last Tuesday Rd 5 1/4 finals Tuesday Rd 6 1/2 finals Tuesday Rd 7 finals Tuesday Any additional entry of a player can only be made through the National Federation and must be confirmed by the National Federation. Any additional entry of a player shall be subject to a service charge of 75 payable to the EHF account. Proof that payment has been made shall be attached to the additional entry If a player is not on the official EHF players list received by the delegate, the player is not eligible to play. However, if the player will be used in European Cup matches (on the basis that the club takes full responsibility and including all possible consequences), the delegate shall, prior to the match, enter in the match report under "Remarks" the player s surname, first name, date of birth and playing permit or passport number (or equivalent identification). This entry shall be countersigned by the responsible team official before the beginning of the match. 4.2 Participation of suspended players or of players not eligible to play Deployment of a player who has been suspended and/or is not eligible to play will result in the match being scored as lost with the same result, but in any case with 0:10 goals and 0:2 points, as decided by the EHF In cases in which the use of a player being not eligible to participate is regarded as a serious unsportsmanlike behaviour, further punishments including a monetary fine up

19 to 15,000 and a suspension of the club until the end of the running season (cf. clause B.6 of List of Penalties) may be awarded. The EHF shall have the right to nominate a replacement team. 5 EHF COACHES LICENSING 5.1 Registration The clubs participating in the European Cup shall communicate to the EHF Office the EHF Coaches Licensing Application Sheet (using the official EHF form), via the respective National Federation. The National Federation shall confirm that the coach(es) comply with the requirements of relevant categories of the EHF Rinck Convention (see point 10/EHF Coaches Licensing Implementation Manual and Rinck Convention Manual), sign and stamp the sheet and send it back to the EHF Office by: Round 2 of the Men s Challenge Cup: 15 September Round 3 and 4 of the Men s Challenge Cup: 31 October Round 1 of the Women s European Cup: 15 August Round 2 of the Women s European Cup: 15 September Round 3 and 4 of the Women s European Cup: 10 October The EHF Coaches Licensing Application Sheet shall be completed with all the required details and information The clubs can fill in the EHF Coaches Licensing Application Sheet for as many coaches as they wish (one sheet per coach) but in any case a mininmum of one (1) coach must be registered and take effectively part in the matches of the club. 5.2 Late registration Regarding late registrations, regardless the reasons (i.e. transfer, employment contract termination, illness, etc.), should a club not having any of its coaches registered under the EHF Coaches Licensing system entered on a match report, a late registration shall immediately be communicated to the EHF Office in accordance with the proceedings described in point (without takeing into account the deadlines) If a coach changes club and responsible National Federation, a new EHF Coaches Licensing Application Sheet shall be communicated to the EHF Office in accordance with the proceedings described in article (without taking into account the deadlines) A late registration may be communicated to the EHF at any time of the season Non registration Not providing the filled in documents on time will result in administrative sanctions

20 6 EHF NOMINEES 6.1 Referees Referees shall be appointed by the EHF. Notice of nominations shall be given direct to the referees and their federation as well as to teams concerned and their federation via the EHF Office Referees and/or their federations shall acknowledge their nomination without delay to the EHF Generally the referees must arrive on the venue of the match one day prior to the game. Exceptions must be confirmed by the EHF office If, for urgent reasons, the referees nominated are unable to accept their nominations, the respective member federation has to inform immediately the EHF office. The EHF will than nominate the substitute referees. Such substitute referees must be either IHF or EHF referees If one or more referees fail to appear, the EHF delegate shall be informed and any further action shall be co-coordinated with the EHF delegate. The following steps shall be considered: a) Play the match with the referee who is present plus a referee of the organizer s national federation, or with two referees of the organizer s national federation, or with only the one referee who is present provided this is acceptable to the team managers. b) If, after consultation of the team managers under guidance of the EHF delegate no agreement is reached, the EHF Office in Vienna shall be contacted immediately by phone (mobile: or ) with a report of the situation. c) If the situation cannot be resolved by such a move, the EHF shall reschedule the match on the next day with newly appointed referees. 6.2 EHF Officials The EHF has the right to appoint EHF officials (delegates, security delegates, referee delegates, marketing supervisors and representatives) to European Cup matches. In final matches and matches of particular significance additional EHF officials may be appointed as required. Generally the officials must arrive on the venue of the match one day prior to the game. Exceptions must be confirmed by the EHF office The EHF delegate shall verify and ensure the orderly conduct of the event before, during and after the match and prevent any occurrences that may lead to a protest or a repetition of the match. The safety and security of players, referees, delegates, media representatives and spectators shall be ensured. All measures shall be taken that are necessary to maintain safety and security. The provisions of the Security Regulations shall be implemented

21 6.2.2 The EHF delegate shall observe and assess the referees performance. A delegate is not a chief referee. Responsibility on the playing area rests solely with the referees. Nonetheless, the delegate shall interrupt the match if necessary and bring errors that may lead to a protest to the referees attention. Errors in this context do not mean decisions made by the referees on the basis of their observation of facts. The delegate shall not take decisions but only make recommendations. When on duty, the delegate shall always carry a copy of EHF and IHF Regulations as well as the Rules of the Game The officially appointed delegate shall always be seated at the time-keeper s table in order to have a good view at any time of the substitution area and to be able to intervene if necessary (see Substitution Area Regulations of the IHF) The official nominated security delegate is responsible for all security matters in connection with the match (EHF Rules on Safety and Security procedure) The official nominated marketing supervisor is responsible for all matters regarding advertisement, branding, TV, etc The nominated EHF officials and the EHF referees are insured for their nominations through the EHF. 7 TECHNICAL SECTION 7.1 Playing rules, time-keeping, and EHF supervision Technical meeting A technical meeting must be held on the evening before the European Cup match. The following subjects have to be discussed during the technical meeting, plus matters relating to the respective match: The playing eligibility of maximum 16 players of each team is to be checked with the EHF players list. Check of the EHF Licensed Coach There is no longer any check of the passports/player licences at the Technical meeting The colour of the team officials must be announced The safety and security requirements of the match A meeting prior the game with the responsible person for TV has to be fixed The pre-match procedure (Presentation of the player, etc.) The procedure for the guest team (Training, local transport, Banquet...) Playing eligibility There is no longer any check of the passports/player licences at the Technical Meeting. However, the EHF delegate has the right to control the passports/player licences with photo of a maximum of 3 players not later than 30 minutes prior to the match

22 7.1.3 Time-keeper s table The score keeper and the time keeper shall be nominated by the member federation of the venue concerned. It is the responsibility of the homeclub, that the score-taker, the timekeeper and the announcer are present at the playing hall. The following persons shall be seated at the time-keeper s table in the following order: EHF delegate, time-keeper, score-taker, speaker. Alternatively, it is possible that the announcer is seated right next to the timekeeper's table. If there is an EHF representative for doping control present, he must have the chance to be seated in the substitution area. The time-keeper s desk shall not exceed a maximum length of 4 m and shall be positioned at least 0.5 m away from the edge of the playing area. It should be placed on a level 30 to 40 cm above the playing area, to ensure clear visibility Observation and supervision of matches Time keeping Reserve clock Time keeper In hall where the time-keeper s table is not at the same level as the substitution benches an official of the organiser speaking the required languages must guarantee the necessary communication. In all European Cup matches, an electric clock shall be available that is easy to read from the time keeper s desk and can be operated from the time keeper s desk. If in full working order, this device shall be authoritative for official time-keeping. For reserve purposes, a clock, displaying seconds and minutes, shall be available on the time keeper s desk. The time keeper shall have at his disposal a sufficient number of cards (sized A4) matching the EHF sample design for noting the numbers of players suspended and the end of their suspension periods. These cards shall be placed visibly on the time-keeper s desk, in vertical position, for easy legible for both teams Team time-out For team time-out signaling, the time keeper shall have at his disposal a minimum of two green cards marked with a capital letter T, which are handed over to each team s manager at the beginning of each half time of the regular playing time. A team manager requests the team time-out by presenting the green card at the time keeper's table Match Report At the technical meeting, both teams shall enter all players they intend to use (not more than 16) and officials (not more than 4), in the match report. All 16 listed players are eligible to participate in the match. A change of a player or a later registration of a player is not allowed

23 In case of a double match, the players for the second match are to announced on the day of the match at 10:00 hrs. at the latest. A later entry of an additional player or a later change of an announced player is not permitted. With the signature of the Official on the match report the club confirms the correctly listed players for its team on the match report. A player is not allowed to be listed on the match report as a player and also as an official Principles of fair play Exceptions Observe the Rules of the Game and the Regulations governing the competition Respect all participants (players, officials, spectators, media representatives, etc.) Promote the spirit of sportsmanship and pursue the cultural and athletic mission The home club is responsible that the official announcer reads the following text before the match in the language of the host country and also in English: Ladies and gentlemen, dear spectators, To ensure fair conditions for all players, officials and referees and in the interest of the sport of handball we kindly request you, the spectators, to support your team in a fair manner and to show a positive attitude towards all participants and spectators. Thank you. Exceptions, which are not in accordance with the Rules of the Game, can only be authorized by the EHF. 7.2 Players clothing Each team at each match shall have two different (light and dark coloured) sets of sports clothing. This clothing shall conform to the current EHF Advertising on Clothing Regulations The players must wear numbers that are at least 20 cm high on the back of the shirt and at least 10 cm on the upper part of the front of the shirt. The number used must be from 1 to 99. The colour of the numbers must contrast clearly with the colours of the shirts A player must wear the same number in the EC matches of the entire season. This number must be entered at the beginning of the season at the players list. If the player for various reasons can not play with this number, the delegate is obliged to report this issue under Remarks on the match report If the referees consider that the clothing of two teams is likely to cause confusion, the visiting team shall change its clothing At the request of EHF Officials (delegate, referees) the team official must change the colour of his/her clothing If the visiting team s clothings should be lost, the home club shall offer spare clothing The wearing of thermo-trousers is permitted provided they are of a matching colour

24 7.2.8 Advertising on players match and training clothes shall be allowed in accordance to the EHF Advertising on Clothing Regulations The home team shall inform its individual opponents of any restrictions regarding advertising on players clothing not later than 72 hours after the respective draw. There shall be no restriction on television broadcasting. 7.3 Classification Home and away matches Classification shall be made by adding points as follows: Win = 2 points draw = 1 point defeat = 0 points The ranking of teams shall be based on the total number of points If after completion of the two matches both teams have won the same number of points, classification shall be made in the following sequence: a) goal difference b) greater number of plus goals scored in away match c) penalty throws Rules for Execution of Penalty Throws a) Prior to penalty throwing, each team shall name five players eligible to play at the end of the match by handing the referees a list of numbers. These players shall then take one throw each, alternating with their opponents. Each team is free to determine the sequence in which throwers will take their throws. b) The goalkeepers may be freely selected from the roster and exchanged in accordance with the Rules of the Game. Goalkeepers may take throws and throwers may play as goalkeepers. c) The referees shall choose the goal at which throws are taken. The team taking the first penalty throw shall be determined by the referees by drawing lots. The team winning the draw may choose whether it wishes to throw first or last. d) If scores are equal after the first round of penalty throwing, it shall be continued until a decision is reached. In the second round, the other team shall start. Again five players shall be named who are eligible to play (the players named before may be named once again). e) In the second round, a decision is reached when a goal difference arises after both teams have taken one throw each. After 5 throws, once again 5 players shall be named who are eligible to play (the players named before may be named once again). f) Eligible players and goalkeepers are players entered in the match report who have not been suspended or disqualified

25 g) Serious infractions committed during penalty throwing shall be sanctioned by disqualification. If a thrower is disqualified or suffers an injury, an eligible substitute player shall be named supplementary. h) While the throws are being taken, only the player taking the throw, the current goalkeeper and the referees may enter the respective half of the playing area. i) If the number of eligible players falls below five, players may be named to take a second throw in the same round Group matches If in group matches two or more teams have scored the same number of points, the ranking will be determined as follows: During the group matches: a) higher goal difference in all matches b) greater number of plus goals in all matches If no ranking can be determined, a decision shall be obtained by drawing lots. Lots shall be drawn by the EHF, if possible in the presence of team managers After completion of the group matches: a) results of all teams directly involved by points b) results of all teams directly involved by goal difference c) results of all teams directly involved by greater number of plus goals d) goal difference in all matches of the group e) greater number of plus goals in all matches of the group If no ranking can be determined, a decision shall be obtained by drawing lots. Lots shall be drawn by the EHF, if possible in the presence of team managers. 8 LEGAL MATTERS 8.1 Definition In the present section 7 Legal Matters, protest shall mean: any match-related claim which may have an impact on the result of an EHF European Cup match. 8.2 Exclusion of liability The EHF shall not be liable for any third-party liability claim arising from the execution of single matches or any other event in connection with the EHF European Cup. 8.3 Exclusion of protests In all matches of the EHF European Cup, there shall be no valid reason for protests and protests shall be inadmissible if relating to: Drawing of lots for matches Nomination of referees and delegates

26 Referees decisions on facts in accordance with the Rules of the Game, including those based on EHF delegate s recommendations 8.4 Protests and Appeals at the EHF European Cup ( EHF Cup / Cup Winners Cup/ Challenge Cup excl. tournaments) Protests In this article 8.4, European Cup shall mean: the EHF Cup for Women, the Cup Winners Cup for Men and Women and the Challenge Cup Final Rounds for Men and Women Protests related to European Cup matches shall be settled at first instance by the EHF Court of Handball unless they refer to matters of administrative nature defined in the Catalogue of Administrative Sanctions. In these cases, they shall be settled by the EHF Office Protests shall be communicated in writing to the EHF Office in one of the three official EHF languages with any relevant statement and document no later than twenty-four (24) hours after the end of the relevant match. Moreover a protest fee of 1,000 shall be paid by the claimant to the EHF within the aforementioned deadline. The receipt by the EHF Office of a written proof of payment of the protest fee no later than twenty-four (24) hours after the end of the relevant match shall be deemed sufficient If the protest is fully granted, the protest fee is refunded to the claimant; otherwise it is forfeited to the credit of the EHF The decisions of the EHF Court of Handball and of the EHF Office on protests are communicated in writing to the relevant parties Protests double matches In case the European Cup matches between two teams are not played as home and away matches but as double matches, i.e. the first and second leg matches are played in the same venue with less than three(3) days interval, the following procedure shall apply for protests related to the first leg match of double matches: Protests shall be in that case be settled at first instance by the EHF delegate of the match, acting as juridical body of first instance The protests shall be handed over in writing to the responsible EHF delegate within one (1) hour after the end of the relevant match Moreover a protest fee of 1,000 shall be paid by the claimant to the EHF. Such amount shall be paid directly to the EHF delegate or shall be transferred to the EHF bank account at the same time the protest is handed over. A written proof of payment of the protest fee provided within the aforementioned deadline shall be deemed sufficient If the protest is fully granted, the protest fee is refunded to the claimant; otherwise it is forfeited to the credit of the EHF

27 The reasons for the protest as well as any relevant statement and document shall be submitted in writing to the responsible EHF delegate by the claimant in one of the three official EHF languages no later than 9.00 am local time the day after the relevant match The EHF delegate takes a decision on the protest which may include inter alia disqualification of players or teams no later than pm (noon) local time the day after the relevant match. Such decision is announced to the relevant parties Notwithstanding the foregoing, any protest and disciplinary/legal proceedings arising from the second and last match played within the frame of a double matches format, shall be settled through the regular EHF legal system, i.e. the EHF Court of Handball in first instance, the EHF Court of Appeal in second instance and eventually the EHF Court of Arbitration. Regarding protests, conditions set forth below in article shall be applicable Appeals The decisions of the EHF Office and of the EHF Court of Handball and of the EHF delegate on protests may be appealed to the EHF Court of Appeal Any appeal shall be received by the EHF Office no later than three (3) days after communication of the decision to the relevant parties. Moreover an appeal fee amounting to 1,000 shall be paid by the appellant to the EHF within the aforementioned deadline. The receipt by the EHF Office of a written proof of payment of the appeal fee no later than three (3) days after communication of the decision to the relevant parties shall be deemed sufficient If the appeal is fully granted, the appeal fee is refunded to the appellant; otherwise it is forfeited to the credit of the EHF The decisions of the EHF Court of Appeal are communicated in writing to the relevant parties EHF regulations infringements and disciplinary cases Unless expressly otherwise provided herein and subject to article , administrative, disciplinary and legal proceedings related to the EHF Cup matches shall be handled in accordance with the EHF Legal Regulations If deemed appropriate by the EHF to ensure the proper running of the competition and/or the respect of the applicable regulations, violations of the present Regulations and/or any other EHF regulations applicable to the European Cup by any team, individual and/or EHF Official as well as disciplinary cases in the frame of the first respective match of the European Cup matches played as double matches, are examined, decided and sanctioned by the EHF delegate, at first instance, following an express procedure In those cases, deadlines are defined by the EHF delegate according to the time constraints In any case, the carrying out of administrative, disciplinary or otherwise legal proceedings is independent of any reporting obligations

28 8.5 Protests and Appeals at the Challenge Cup Tournaments Phase Protests The EHF delegate has the right and the obligation to act as juridical body of first instance with regard to any protest related to matches of the EHF Challenge Cup tournaments Any protest regarding any of the EHF Challenge Cup tournament matches shall be handed over in writing to the responsible EHF delegate within one (1) hour after the end of the relevant match. Moreover a protest fee of 1,000 shall be paid by the claimant to the EHF. Such amount shall be paid directly to the EHF delegate or shall be transferred to the EHF bank account at the same time the protest is handed over. A written proof of payment of the protest fee provided within the aforementioned deadline shall be deemed sufficient If the protest is fully granted, the protest fee is refunded to the claimant; otherwise it is forfeited to the credit of the EHF The reasons for the protest as well as any relevant statement and document shall be submitted in writing to the responsible EHF delegate by the claimant in one of the three official EHF languages no later than 9.00 am local time the day after the relevant match The EHF delegate takes a decision on the protest which may include inter alia disqualification of players or teams no later than pm (noon) local time the day after the relevant match. Such decision is announced to the relevant parties Appeals Any decision taken by an EHF delegate according to the aforementioned provisions may be appealed to the EHF Court of Appeal, acting through an Ad Hoc Commission An appeal against a decision of an EHF delegate shall be filed with the EHF Office and shall be requested to the EHF delegate in writing no later than 8.00 pm local time the same day the EHF delegate decision is announced to the relevant parties Moreover an appeal fee of 1,000 shall be paid by the appellant to the EHF. Such amount shall be paid directly to the EHF delegate or shall be transferred to the EHF bank account at the same time the appeal is filed/requested. A written proof of payment of the appeal fee provided within the aforementioned deadline shall be deemed sufficient If the appeal is fully granted, the appeal fee is refunded to the appellant; otherwise it is forfeited to the credit of the EHF The appeal request is transferred to the EHF Court of Appeal Ad Hoc Commission. The Ad Hoc Commission takes a decision by simple majority following an express written procedure no later than pm (noon) local time the day following the filing of the appeal. Such decision is communicated in writing to the relevant parties

29 The EHF Court of Appeal Ad Hoc Commission consists of three (3) members of the EHF Court of Appeal nominated by the President of the EHF Court of Appeal before the beginning of the respective tournaments They may be challenged in accordance with the EHF Legal Regulations The EHF delegate having decided on the protest at first instance shall not be part of the Ad Hoc Commission examining the protest in appeal The Ad Hoc Commission members are not present at the relevant venues EHF regulations infringements / disciplinary cases If deemed appropriate by the EHF to ensure the proper running of the EHF EHF Challenge Cup tournaments and/or respect of the applicable regulations during the EHF Challenge Cup tournaments, violations of the present regulations and/or other EHF regulations applicable to the EHF Challenge Cup tournaments by any team, delegation, individual and/or EHF Officials as well as direct disqualification cases are examined, decided upon and sanctioned by the EHF delegate and the EHF Court of Appeal Ad Hoc Commission (in appeal) following an express procedure In those cases, the deadlines defined here above are not applicable The provisionsof the EHF Legal Regulations, the EHF List of Penalties and the Catalogue of Administrative Sanctions apply for all administrative, legal and disciplinary offences committed by the teams, individuals and/or EHF Officials, unless the present regulations stipulate otherwise Protests and disciplinary/legal proceedings arising at the end of a Tournament Phase Notwithstanding the foregoing, any protest and disciplinary/legal proceedings arising from matches played on the last day of the respective tournament phase or from the last match of the respective team, shall be settled through the regular EHF legal system, i.e. the EHF Court of Handball in first instance, the EHF Court of Appeal in second instance and eventually the EHF Court of Arbitration. Regarding protests, conditions set forth below in article shall be applicable. 8.6 Eligibility to play The submission of protests concerning eligibility to play is not subject to any mandatory deadlines and fees. 8.7 Initiator of Proceedings The initiator of proceedings is responsible for ensuring a fair balance in all legal proceedings conducted within the EHF. She/he may, on behalf of the EHF, initiate legal proceedings, appeal first instance decisions of the EHF administrative/legal bodies and file claims with the EHF Court of Arbitration. 8.8 EHF Court of Arbitration (ECA) Any issue decided upon by the EHF Court of Appeal may be referred by any of the relevant parties to the EHF Court of Arbitration

30 8.8.2 The initiation of proceedings before the EHF Court of Arbitration on a specific issue does not suspend the implementation of the decision taken by the EHF Court of Appeal on such issue, unless decided otherwise by the EHF Court of Arbitration in accordance with the Rules of Arbitration for the EHF Court of Arbitration Procedure. Any of the relevant parties shall send a written request in duplicate to the EHF Court of Arbitration Office that shall receive it no later than twenty-one (21) days after the delivery, announcement or communication of the EHF Court of Appeal ruling to the relevant parties The written request shall include at least a detailed statement of claim and the nomination of one (1) arbitrator from the ECA Arbitrators List available on: Moreover an advance payment of 5,000 shall be paid by the claimant to the EHF Court of Arbitration no later than one (1) week after the filing of the claim. If the advance payment is not received on the EHF Court of Arbitration account within the aforementioned deadline, the claim shall be deemed withdrawn. The advance payment of 5,000 is composed of: 1,500 fee registration 3,500 advance payment of the arbitration proceedings costs The proceedings are governed by the Rules of Arbitration for the EHF Court of Arbitration Decisions. Decisions of the EHF Court of Arbitration are communicated in writing to the relevant parties. 8.9 Arising costs Rules governing the apportionment and payment of costs related to the EHF legal bodies proceedings by and between the parties are stated in clause 48 of the EHF Legal Regulations (annex) Rules governing the apportionment and payment of costs related to the EHF Court of Arbitration proceedings by and between the parties are stated in clauses 20 and 21 of the Rules of Arbitration for the EHF Court of Arbitration Procedural Rules. As a general rule, unless otherwise decided by the arbitral chamber of the EHF Court of Arbitration, the unsuccessful party shall bear the costs of the EHF Court of Arbitration proceedings EHF Legal Regulations The carrying out of legal/disciplinary proceedings as defined herein is independent from any reporting obligations The EHF legal bodies may impose sanctions in accordance with the EHF Legal Regulations, the EHF List of Penalties or the EHFCatalogue of Administrative Sanctions All legal matters including procedural aspects related to the EHF European Cup competitions not expressly regulated in the present section 8 Legal Matters shall be governed by the applicable EHF Legal Regulations

31 9 SPECIAL REGULATIONS 9.1 Duties of the home club The home club shall provide to the visiting team the EHF Office the appointed referees the EHF delegates(s) the EHF representative(s) the following information by the official EHF confirmation date: date of the match correct time of throw-off venue name of the playing hall time for training in the playing hall This information shall be transmitted to the EHF Office, using the form given, as quickly as possible (at the very latest on the dates mentioned below) using available means of communication such as telefax, , etc. Men s Challenge Cup Round Draw Information 1 st leg 2 nd leg playing date / / / / / / / / / / / / Women s European Cup Round Draw Information 1 st leg 2 nd leg playing date / / / / / / / / / / / / / /

32 If the home club does not provide the match information by the dates mentioned above, then there must be grounds of good cause given to the EHF Office On the day of the match, the home club shall make available to the visiting team at least one full hour training in the playing hall at a reasonable time. In addition to this, the home club shall make available to the visiting team free of charge at least one full hour of training on the day before the match. If the playing hall is not available for this the day before the match, the home team shall make available any other hall, which is situated not more than 25 km away from the hotel of the visiting team. These training possibilities must be free of charge. Training one day prior to the match shall be requested in written form by the guest team not later than 10 days before the game. If these preconditions cannot be fulfilled the EHF shall then have the right to arrange for both match legs to be played at the opponent s venue Both teams must have available the playing area for warming-up at least 45 minutes prior to the game The home team has the right to organise a press conference. If this is the case, the guest team must be informed during the technical meeting. All open questions relating to the press conference must be discussed during the technical meeting. Fifteen minutes after the end of a match, the trainer and at least one player from each team must be present at the press conference For press and media representatives workplaces shall be made available as well as equipment in accordance with common standards for international sports events (wifi or cable internet connection, etc.) After the Technical Meeting as well as after the match, the home club has to provide the EHF delegate with a computer with internet access for the administrative match preparation resp. the post match procedure The home club has to produce official s tags (Official A, Official B, Official C, Official D). These tags have to be provided to the EHF delegate at least 1 hour prior to the match. The officials of both teams, which were announced at the Technical Meeting, have to wear these tags during the complete match Photographers should be provided with seated positions behind the goal and in the tribunes where possible to be able to carry out their work The home club shall create good working conditions for media representatives (TV, radio, printed media). Upon written request by the visiting team, an appropriate number of seats shall be reserved for accredited journalists and an appropriate number of power outlets as well as internet should be made available. Assistance shall be provided to the visiting team s accredited journalists with regard to hotel reservations and visa problems in accordance with international practice The home club shall communicate team line-ups to all media representatives in good time before the start of the match. Information about the press conference shall be provided to all media representatives prior to the match. If no press conference is held, media representatives shall be provided an opportunity to talk with players and coaches of both teams (mixed zone)

33 The home club has the obligation to arrange for the match results, half time result as well as the number of spectators to be transmitted to the EHF Office in Vienna no later than 15 minutes after the end of the match by SMS ( ) The teams taking part in the European Cup from round 1 are obliged to provide the EHF with a minimum of 5 good-quality photographs (action/emotions) immediately after the game. The photographs shall be provide to the EHF free of charge and will used for promotional purposes for EHF websites and publications Failure to observe the deadlines referred to above in items shall carry a fine in accordance with the EHF List of Penalties and the EHF Catalogue of Administrative Sanctions For matches below and at the semi finals level it is recommended that the home teams arrange, as a gesture of friendship, for a joint dinner after the match, inviting both team delegations, EHF officials and referees. At finals, the home team shall arrange for a banquet after each final match, inviting the two team delegations, EHF officials and referees. Non-appearance at the banquet with any notice given to the homeclub in due time shall be regarded as an unsportsmanlike conduct The clubs and federations are responsible for the conduct of their players, officials, members (any persons exercising a function on their behalf at a match) and fans The clubs and federations undertake to observe the provisions of the EHF Security Regulations before, during and after all matches. All safety and security measures shall be co-coordinated with the persons in charge of specific services and with the EHF delegate / EHF security delegate The local organizer / home club is responsible for maintaining good order and safety and security before, during and after the match. It may be held responsible for incidents of any kind. The relevant provisions of IHF and EHF Regulations shall apply The home club is obligated to place the official delegation of the guest team in such a manner that their security is not in any way endangered Places for disqualified or excluded players and officials are also to be reserved. These places, including the way through, are to be in such a manner that their security is not in any way endangered At European Cup matches, playing the national anthem is not permitted At each European Cup match, the official EHF and the official competition flag must be present in the playing hall The home club is neither obliged to display the national flags of the home team nor the guest team, the referees the delegates or further EHF officials. However, if the home club would like to display the national flags of the clubs, delegates, referees and representatives in the playing hall, then all these national flags must be displayed The home club is obliged, upon issuance of an invitation for a required visa for the EHF officials as well as for the guest team, to grant all compulsory guarantees of the

34 respective embassies. Furthermore, the home club is obliged to send, within 48 hours after the receipt of the request, the respective invitation. 9.2 Duties of the guest team The guest team is obliged to send a list of the visa requirements (including: first name, surname, date of birth and passport number) at the latest, one month before a match or 72 hours after the respective draw (Friday 12 noon). The guest club is liable and must bear all costs incurred should the home club have a right for compensation in reference to the compulsory guarantees stated in point The guest team is obliged to transmit the travel schedule to the home team 72 hours prior to the match at the latest The guest team is obliged to bring two sets of match clothes, differing in colour (light and dark coloured), to the away matches The guest team is obliged to attend the organised press conference 15 minutes after the end of the match with the coach and at least one player. 9.3 Doping Control General Anti-doping controls may take place before, during and after a match of the WOMEN S EHF Champions League in accordance with the EHF Regulations for Anti-Doping. The EHF Regulations for Anti-Doping and the WADA s Anti-Doping Code including the list of banned substances are an entire part of these European Cup Regulations. In case of anti-doping rule violations, EHF will initiate disciplinary proceedings against the perpetrators and take the appropriate disciplinary measures in accordance with the EHF Legal Regulations, the EHF List of Penalties and the EHF Regulations for Anti- Doping. This may include the imposition of provisional measures. Member Federations must immediately inform the EHF of any decision at national level sanctioning a player for an anti-doping offence (including interim measures of protection/temporary injunction). A copy of the decision must be sent to the EHF Office. Decisions of Member Federations concerning anti-doping offence confirmed by the EHF Anti-Doping Unit will be automatically implemented by the EHF at European level Anti-Doping Infrastructure An Anti-Doping infrastructure complying with the WADA Anti-Doping Code and the EHF Regulations for Anti-Doping applicable at the date of the beginning of the European Cup shall be available in all EHF Event venues/arenas. Such infrastructure shall include without limitation: - An anti-doping room with working infrastructure (2 tables, 4 chairs, control equipment, etc.) for the anti-doping control staff - A refrigerator filled with small water bottles; - A direct access to a toilet; - A waiting room;
