LAW 2 - THE BALL The game ball shall be a size fur (4) with lw bunce (futsal ball recmmended) SPEARFISH TOURNAMENT POLICY Each team can bring ne ball fr warm-ups. The turnament will nt be respnsible fr balls brught t the turnament. LAW 3 - NUMBER OF PLAYERS Maximum number f players n the field is five (5) - ne f whm is a galkeeper Minimum number f players t start and finish a match is three (3) - ne f whm is a galkeeper (vertime may drp dwn t tw (2) players) Substitutin limit nne Substitutin methd Flying Substitutin : All players but the galkeeper enter and leave at the center line. Galkeeper substitutins nly made when ball is ut f play and with referee s cnsent. There is t be n advantage gained during simultaneus substitutin. Imprper substitutin shall result in a cautin fr the player nt cmplying with Law and restart is an indirect free kick (IFK) frm spt f imprper substitutin. SPEARFISH TOURNAMENT POLICY: Maximum number f players a team can rster is ten (10). Each player may nly play fr ne team; n exceptins. Players must participate in a minimum f tw (2) games in pl play t be eligible fr champinship rund play. The rster is lcked and players may nt be added nce a team has played their first game. All players must be present fr check in and must carry the team stamp thrughut the turnament. Current player passes and state certified rsters, liability waivers are required fr all teams. All players participating in the turnament must be listed n a team s state certified rster.

2 LAW 4 - PLAYERS EQUIPMENT The basic player equipment shall include a numbered shirt r a jersey, shrts, scks, shin guards and curt shes. Galkeepers will wear clred jersey t distinguish themselves frm the ther players n the field. N jewelry is allwed. If nt identified n the schedule, the hme team will be listed first and will wear a dark clr jersey. The visitr will wear a light-clred jersey. If there is a clr cnflict, the hme team will be required t use their alternate jersey. LAW 5 - REFEREE Each match is cntrlled by a USSF Certified Futsal Official(s) whse respnsibility is t enfrce the Laws f the Game. A Game Reprt will be submitted t cmpetitin turnament cmmittee after the cmpletin f each game. LAW 6 - ASSISTANT REFEREE Assistant referees are nt required fr U8-U15 matches, but may be chsen fr specific games t meet the needs f the turnament. Assistant referees are respnsible fr enfrcing the Laws f the Game. Psitin can be changed t meet the needs f the turnament facility. TIME KEEPER Turnament Cmmittee will prvide time keeper fr each game. Time keeper starts master game clck and ntes end f half and end f game with a buzzer. LAW 7 - DURATION OF THE MATCH Length f play will be tw (2) equal 16-minute halves with a tw (2) minute half-time Games times will nt be extended fr injury, indirect free kicks, r balls ut f play. They will nly be extended fr a penalty kick r accumulated ful penalty kick. Time uts are nt allwed. Teams that are mre than 10 minutes late frm the scheduled start time will frfeit the game. LAW 8 - START AND RESTART OF PLAY Kick ff the ball is deemed in play nce it has been kicked and mved. The kicker shall nt tuch ball befre smene else tuches it. A gal may NOT be scred directly frm a kick-ff. Kickff can nly take place after referee signals with whistle. The kick-ff will be taken by the visiting team in the first half and the hme team in the secnd half. Restarts are cnsidered indirect free kicks (IFK), therefre a gal may nt be scred directly frm a restart, except fr penalty kicks and crner kicks, which are direct and a gal may be scred. Restarts begin with a kick frm a statinary ball, which is defined as a ball placed n the playing field with the hand n tp f the ball.

3 The ppsing team must give the player tw (2) yards frm the spt f the ball. The player must put the ball int play within fur (4) secnds frm time ball is determined ready t play. LAW 9 - BALL IN AND OUT OF PLAY The ball is ut f play when it has whlly crssed the gal line r tuchline when the game is stpped by a referee when the ball hits the ceiling, light fixture, supprt beam, etc. If the ball hits an bject abve the flr, an indirect free kick will be awarded t the ppsing team at the pint directly belw where the cntact was made. If inside the penalty area, the ball shall be mved utside the penalty area. LAW 10 - METHOD OF SCORING A gal is scred when the entire ball passes ver the gal line, between the gal psts and under the crssbar prvided that n infringement f the Laws f the Game has been cmmitted. The team with the greatest number f gals is the winner f the match. Equal number f gals results in a draw. SPEARFISH TOURNAMENT POLICY Turnament scring will be 3 (three) pints fr a win, 1 (ne) pint fr a tie, 0 (zer) pints fr a lss. If a red card is issued t a registered player r if anyne n the bench r in the technical area is ejected (including the cach), the team will be penalized ne (1) pint fr each infractin. Frfeits will be recrded with a 3-0 scre. Teams with a frfeit may nt advance t semi r final rund. Tie-breakers fr bracket advancement t semifinals r finals will first be based n the fllwing: 1. Head t head cmpetitin. * 2. Gal differential up t fur (4) gals per game, (fr example: if a team wins 7 t 1, their gal differential wuld be +4 fr that game.) 3. Fewest gals scred against. 4. Gals scred (maximum f 6/game). 5. If a tie still remains, a cin tss will determine the game. a. *If mre than tw teams are tied, the abve sequence is fllwed beginning with the 2nd tie-breaker. Semi-final play will be predetermined by the turnament scheduler. Ties in a semi-final r final game will be decided by glden gal in vertime. Glden Gal Overtime One vertime perid will be played until a gal is scred. Each team will begin vertime with a full team minus 1 (ne) player. Unless a red card has been issued, teams wuld start 4 v 4. Kick ff will be decided by cin tss. If n gal is scred after the first tw (2) minutes f vertime, each team will remve ne player (3 v 3).

4 If n gal is scred after fur (4) minutes f vertime, anther player will be remved (2 v 2). If n gal is scred after six (6) minutes, the result will g t penalty kicks. Penalty Kick Shtut Each team will select three eligible players t sht, and a galkeeper t defend. Names must be given t the referee. If still tied after three kicks, teams will alternate shters using remaining eligible players n a sudden death basis. Any eligible player may switch places with the gal keeper. Players will remain n ppsite half f pitch. LAW 11 - OFFSIDE There is n ffside ffense. LAW 12 - FOULS AND MISCONDUCT An Indirect free direct (IFK) will be awarded fr the fllwing infringements; unless the infringement ccurs in the penalty area then a direct free kick (penalty kick) will be awarded. These infringements will als cunt twards accumulated fuls: Kicking r attempting t kick an ppnent Tripping r attempting t trip an ppnent Jumping at an ppnent Charging an ppnent in a vilent r dangerus manner Charging an ppnent frm behind Striking r attempting t strike an ppnent Spitting at an ppnent Hlding an ppnent Pushing an ppnent Sliding at an ppnent (except galkeeper in his/her penalty area) Handling the ball (except galkeeper in his/her penalty area) Indirect free kick (IFK) is awarded when any f these ffenses are cmmitted but will nt cunt as accumulated fuls: Dangerus play Impedance Charging the galkeeper in the penalty area Preventing the galkeeper frm releasing the ball Galkeeper picks up r tuches the ball with his hands after a pass frm a teammate Galkeeper picks up r tuches the ball with his hands after a kick-in frm a teammate Galkeeper picks up r tuches the ball with his hands after he has released it frm his hands and befre it tuches anther player Galkeeper cntrls the ball with his hands fr mre than fur (4) secnds Players shall be cautined (shwn a yellw card) fr infractins as utlined in the Laws f the Game. Players shall be sent ff the field (shwn a red card) fr infractins as utlined in the Laws f the Game.

5 Rules f expulsin Player sent ff the field is ut fr the remainder f the game and is nt allwed n r in the bench area, and may nt participate in the next game fr that team The team will play dwn the ne ejected player fr the remainder f game Red card player cannt be replaced LAW 13 - FREE KICKS All kicks will be cnsidered IFK except penalty kicks awarded in the gal area, and crner kicks. Player cannt scre directly frm an IFK. At the time f an IFK, an ppnent must give a player tw (2) yards, r six (6) feet, space immediately until ball is in play. The player must put the ball int play within fur (4) secnds frm the time ball is determined ready t play. Failure t d s may result in a yellw card. The restart will remain the same as befre the fur (4) secnd vilatin. Ball is in play after it has been kicked r mved. Kicker cannt tuch the ball a secnd time until the ball has been tuched by anther player. Accumulated Fuls Accumulated fuls refer nly t the fuls mentined in Law 12. Accumulated fuls will be tracked by the referee. If a team has accumulated five (5) fuls in ne half, beginning with the sixth ful and cntinuing with all subsequent fuls in that same half perid, a direct free kick (penalty kick) will be awarded frm the penalty spt. Accumulated ful cunts reset at half-time. If the referee applies advantage, and des nt stp the play fr a ful, the ful still cunts twards the accumulated ful ttal Accumulated Ful Free Kick Prcedure Until ball is in play, all players ther than the galkeeper and kicker shall remain behind an imaginary line that is in line with the ball and parallel t the gal line Galkeeper shall remain n the gal line at least seven (7) yards (21 feet) frm the ball (penalty spt) Kicker must aim at the gal with the intentin f scring N ther player may tuch the ball until it has been tuched by the galkeeper, r rebunded frm the gal pst r crssbar. LAW 14 - PENALTY KICK A penalty kick is a direct free kick awarded when a ful ccurs in the penalty area. 6 LAW 15 - KICK-IN (THROW IN) Kick-in is taken in place f the thrw-in and is cnsidered an IFK (cannt scre directly frm a kick-in) Ball is placed n the tuch line Tw (2) yards must be given immediately The player must kick the ball int play within fur (4) secnds frm time ball is determined ready t play Player cannt play the ball secnd time until it has been tuched by anther player LAW 16 - GOAL CLEARANCE (GOAL KICK) Gal clearance is taken in place f a gal kick. May be taken frm anywhere inside the gal bx and must be put int play by the keeper thrwing the ball. The galkeeper has 4 (fur) secnds t put the ball int play frm the time the ball is determined ready t play. Vilatin f the 4 (fur) secnd rule will result in an IFK frm the penalty mark. (U14 and belw) The thrwn ball must tuch the flr r a player n the galkeeper s side f the field befre passing ver the half line. Vilatin will result in an IFK frm the spt crssing the half line. (U15 and abve) The galkeeper may thrw the ball ver half, but the ball must tuch the flr r a player utside f the ppnent s penalty area. If the ball enters the ppsing team s gal area withut tuching the flr r a player, an IFK will be awarded t the ppsing team. The gal keeper cannt scre directly frm a thrw. The thrwn ball must clear the gal area. Once it leaves the galkeeper s hands it may nt be tuched again by the galkeeper unless it is tuched by anther player. This wuld be a duble tuch. Build Out Line At the U8-U10 age grups, a build ut line will be intrduced. This line will be used t prmte building ut f the back in an unpressured setting. When the galkeeper has the ball, either during play (frm the ppnent) r frm a gal clearance, the ppsing team must mve behind the build ut line. The galkeeper can then pass, thrw, r rll the ball t a teammate (n drp kicks r punting). Play will resume after the ball is released by the galkeeper. If the galkeeper releases the ball prir t their ppnents reaching the buildut line, play will resume. The half line is the build ut line fr all Spearfish Indr Turnaments. LAW 17 - CORNER KICK The ball is placed n the crner f the tuch and gal line. Players frm the ppsing team must be at least tw (2) yards frm the crner. The player must put the ball int play within 4 (fur) secnds frm time ball is determined ready t play.

7 Kicker cannt play the ball a secnd time until it has been tuched by anther player. A gal may be scred directly frm a crner kick. GOALKEEPER (IN THE RUN OF PLAY) The keeper may handle the ball in the gal area. The keeper may NOT handle the ball frm a kick in r a ball intentinally played t the keeper frm the ft f a teammate. The keeper has 4 (fur) secnds t release the ball. Failure t d s will result in an IFK t the ppnent frm the crner. (U14 and belw) A thrwn ball r kicked ball must tuch the flr utside the penalty area n galkeeper side f the field befre being played ver the half. Vilatin will result in an IFK frm the spt crssing the half line. (U15 and abve) The galkeeper may thrw the ball ver half, but the ball must tuch the flr r a player utside f the ppnent s penalty area. If the ball enters the ppsing team s gal area withut tuching the flr r a player, an IFK will be awarded t the ppsing team. Galkeepers are nt allwed t punt r drp-kick the ball after receiving pssessin. The galkeeper may thrw the ball ut using their hands r place the ball n the grund and use his/her feet t distribute the ball int play. Once the ball is placed nt the grund, it is cnsidered a live ball. FIFA FUTSAL RULES All FIFA Futsal rules are in effect except where nted abve. All decisins by the referee are final. OTHER HEADING Intentinal Heading f the ball is NOT allwed in the U8-U12 age divisins. Intentinal Heading f the ball is allwed in the U13 and lder age divisins. CONCUSSION PROTOCOL This event will fllw the US Sccer recmmended cncussin prtcl. During a match, if a player suffers a significant blw t the head and/r there are any cncussin symptms exhibited by a player, the game will be stpped, and the player must be remved frm the field. The player cannt return t the game unless cleared by a healthcare prfessinal. If n health care prfessinal is present at the game, the player may nt re-enter the game. If any cach r parent tried t permit such player t return t play withut prper evaluatin, the game will be stpped immediately, and the player will be asked t leave the field and be substituted. PROTESTS Teams may file a prtest regarding a player s eligibility nly. Prtests will nt be accepted regarding referee decisins. Shuld a team wish t prtest ver eligibility, the prtest must be made n later than ne hur after the cmpletin f the game in questin.

8 Shuld a team have a reasnable prblem with a referee, it shuld be reprted t the Turnament Directr, in writing, alng with witness statements r vides fr review. The utcme f the review will nt affect final game standings. SPEARFISH REFUND POLICY Spearfish will d it s best t schedule a minimum f three (3) games. Hwever, we cannt guarantee a team will nt drp frm the turnament r frfeit a game. N credit r partial refund will be given in this situatin. A team may withdraw frm the turnament and a full refund will be issued (minus a $25 administrative fee) if the team cancels prir t the registratin deadline. After the registratin deadline, a 50% refund will nly be issued if the schedule has nt been psted r if the turnament directr is able t find a replacement team. If the turnament directr is unable t find a replacement after the schedule is psted, a refund will nt be issued. Once the turnament begins, n refunds will be issued. SPEARFISH INCLEMENT WEATHER POLICY If a team is unable t attend the turnament due t pr travel cnditins r rad clsures, 50% f the registratin fee will be refunded if the turnament directr is ntified prir t the start f the turnament. If a team has checked in but elects t leave early, n refund will be given. If the turnament is cancelled prir t the start f the turnament due t pr weather cnditins, the turnament cmmittee will refund a percentage f the registratin based n expenses. After the turnament begins, n refunds will be issued if the turnament is cancelled. SPEARFISH CANCELLATION POLICY The turnament cmmittee has the right t shrten and/r cancel matches due t climatic cnditins and/ r ther acts f nature and circumstances beynd the cntrl f the turnament r sccer club. In the event f ttal cancellatin prir t the start f the first scheduled game, the turnament will refund a percentage f the applicatin fee based n the turnament expenses. All rules and regulatins nt addressed in this dcument will be gverned using the fllwing: 1. Suth Dakta State Sccer Assciatin Rules and Plicies 2. United States Sccer Federatin Rules 3. FIFA Laws f the Game The Turnament Cmmittee reserves the right t make mdificatins r decisins regarding these playing rules as necessary. Thse decisins will be cnsidered final.
