2 WELCOME Welcome to the 2019 Iowa Junior Regional Volleyball Championships. We are excited to be back in Des Moines for our weekend championship events. We hope you enjoy the tournament! EVENT STAFF Iowa Region Commissioner Brett Myres Head Official.Denis Bergstedt Tournament Administration.Al Cleary / Molly Steffens / Devon Wells Team Check-In Carol Anderson Team Registration/Check-In TOURNAMENT INFORMATION Check-in will take place at the site of your first match on Saturday. If there are known changes, please be there 45 minutes prior to playing. 1. You must bring TWO copies of your Tm2Sign roster (check in form) to check in. o Verify all players and coaches are listed and have correct jersey numbers for those that will be in attendance that weekend. o Take to Championship Desk to be stamped (Take a copy & leave a copy). o Last minute additions may have to produce a membership card for proof of registration. o Rosters must be verified on TM2Sign. 2. Coaches will be required to give your roster to the official at the start of each match. For ALL Teams, each member on the roster will receive a complementary Bag Tag Souvenir. Tags will be distributed to coaches at check-in. General Tournament Information The tournament is divided into multiple rounds depending on how many are in each pool and which division you are in. Match start times may be accelerated only if both coaches, officiating teams, and officials agree. For purpose of determining forfeits, the scheduled time is the match time and any forfeit may only occur at the scheduled starting time or if the matches are running late after the timed warmups have ended. All teams are responsible for determining when they will play or work their next match. Doors open at 7:15am Results and Schedule Information Complete posting of the results and next round of play will be done on the Tm2Sign website at This is the official schedule. There will be no paper posting of pool results at any site. Check the internet for all results, you may use the Results Look Up Stations at the various facilities.

3 Advancement Procedures The Tm2Sign system advances teams on USAV Protocol. Tie Breaking Procedures A tie-breaking set will be 1 set to 25 pts, switching sides at 13 pts. If there is a tie in match record among 2 or more teams in the pool, tie(s) will be resolved using the GJNC National Tie Break Rules. Ties will be broken for pools advancing to final bracket play the next day. TWO-WAY TIES: 2 TEAMS TIED IN MATCH RECORD There will be no tie breaker sets. 1. The first place team will be the team that won the pool play match between the 2 tied teams (headto-head). a. This is the procedure for all two-way ties, even when one team might still win a bid. THREE-WAY TIES: WHERE 1 OR MORE TEAMS MAY ADVANCE TO THE TOP BRACKET. There are several scenarios in which three-way ties can occur. The resolution for each tie breaker scenario depends on both the number of teams that can advance to win a bid from the pool, AND which pool finish position is at stake for the tied teams. THREE-WAY TIE WHEN TWO TEAMS WILL ADVANCE 1. First place will be decided by non-playing tie break criteria. 2. The 2 nd and 3 rd place teams will play a one set match to 25pts (switch at 13), with the 1 st place team as the work team for that match. THREE-WAY TIE WHEN ONE TEAM WILL ADVANCE The teams will be seeded using the criteria (Match %, Set %, and Point %) 1. 1st seeded team will receive a bye to the second round 2. 2nd and 3rd seeded teams will have a ONE set playoff to determine who advances to the second round of playoffs. The #1 seeded team will be the work crew for this set. 3. The winner of the first playoff set will play the #1 seed to determine who will receive the final spot for advancement. The loser of the first match MUST be the work crew for the next playoff set. ALL TEAMS Before leaving the site, be sure you check your position in the pool on Tm2Sign. Site Directors will NOT be held accountable for miscommunications or schedule interpretations. The official tournament posting on the internet /results stations are the only source that will be considered should a dispute arise. These results are updated as soon as the scores have been recorded by the system.

4 Warm-Up Procedures For all matches during the event, warm-up time will be minutes for shared ball handling, 4 minutes for the serving team to have the entire court, 4 minutes for the receiving team to have the entire court. Protests of the rules of play: All rulings by the Protest Committee are final and not subject to appeal. All protests will be settled at the time they are lodged. No match will be allowed to proceed until the protest is settled. Only protests involving misinterpretation or misapplication of playing rules; or incorrect penalty sanction for a given fault will be accepted. Judgement calls are NOT subject to protest Trainers There will be trainers available. They will attend to players free of charge. However, each player must provide their own supplies (tape, pre-wrap, etc.). Players are encouraged to talk with the trainers if they have a problem or question. All injuries should be reported to the trainer s station or Site Director s desk and incident reports filled out by the trainer and signed by the coach or trainer. Coaches are always required to have their players Emergency Medical Release Forms with them during all team events including tournaments and practices. Food & Drink in all Sites NO food or drink allowed into the facilities. Please leave all coolers and food outside the facilities. We ask that coolers remain in your vehicle. Absolutely no food allowed on the Sport Court surfaces or court areas at any of the facilities. Teams which violate this rule may be removed from the event venue. Spectators which violate this rule may be asked to leave the facility. We have great facilities. That said, we want to make sure these sites are available in the future. To ensure future use team areas and benches must be cleaned after each match. Please remind your players to clean up any water bottles that may be left behind. Awards Bracket winners and runner-up will receive awards. Officiating Assignments Teams are required to officiate as noted on Tm2Sign. Teams who are officiating should be on court 10 minutes prior to match time. The tournament will attempt to provide both first and second referees for every match. In the event that a second referee is not assigned to a match, the coach must act as the second referee. Work teams must supply an adult to monitor every match. In five team pools where the pool is playing on two courts the officiating team must supply enough workers for both courts. At a minimum the work crew must have four (4) line judges, two (2) scorers and two (2) Libero Trackers / Visual Scorer. The adult must be a USAV member, passed background screen, and SafeSport Certified. On Sunday, pay close attention to your work assignments. Since most tournament finishes are being played out either a losing team or winning team may have to officiate the preceding or next match on that court.

5 Check the schedule carefully to see if you are the assigned team to work before you play on Sunday. Missed Officiating Duties A team s failure to have a complete officiating crew, including a certified adult, for that team, available and on time for a match officiating assignment will result in the team losing 1 point per minute for up to 25 points, and will be awarded to the team s next opponent, even if the team is to officiate misses the entire match. The clock begins to run at the completion of warm ups. The maximum penalty is 25 points meaning loss of set 1 even if the team misses the entire officiating assignment. A team will forfeit its entire next match for failing, a second time, to have an officiating crew available for an officiating assignment. This penalty does not apply to a team that misses a 3-way tiebreak because of leaving a site before the determination that a tiebreak is necessary, unless the team misses an officiating assignment for the match following the tiebreak, or a team leaves after playing the first tiebreak game but before officiating the second tiebreak game. Losing the opportunity to advance by not being present for the tiebreak is considered the penalty for the team. Bids to Junior Nationals The Iowa Region receives one (1) National Bid and (1) American Bid for the 16, 17 & 18 age divisions. First place will receive the National Bid and 2 nd place will receive the American Bid. Bids can trickle down all the way to last place. To receive a trickle down bid a team must either deny the bid or have earned a higher bid at a National Qualifier. Teams that have received an Open bid prior to the Regional Championship will not be allowed to participate.
