1 Garland Soccer Association U8 Volunteer Referee Clinic A. Whistle Used to start game and to restart game at half time Start after a goal Stop play for penalty, out of bounds, end of quarter, half or game Not needed to signal the start of a throw-in, goal kick, or a free kick B. Referee Purpose A referee is not an on-field coach. His/her main goal is the safety of the players. The referee should only help by showing where the kick or throw-in should take place and who does it. Players should not be positioned, except to enforce the 6 yard requirement. C. Positions / Players U8 plays with 6 players on the field, one of which must be a goalie. D. Game Conduct If a coach or parent enters the field of play during the game in dispute, end the game and report it to the director in writing ASAP. Conduct like this needs to be addressed quickly, before it becomes a habit. This is a game being played by 6, 7, and 8 year olds, and most of the problems come from over-zealous parents and coaches. We need to set the example of conduct as referees, coaches, and parents for our own children. E. Who supplies the referee In the event that the association does not provide a Referee, the home team is responsible for providing a volunteer referee. If the home team does not have one available, they should contact the visitors to see if they will referee. If the visiting team does not have one available, the home team coach will be designated to referee the game. If no one is available to referee, the game will be cancelled and will not be rescheduled. Garland Soccer Association Page 1 1/8/06
2 U8 Laws of the Game Law 1 The Field - 60 yds. long x 40 yds. wide - Markings (see Figure 1) Distinctive lines not more than five (5) inches wide. A halfway line shall be marked out across the field. A center circle with a six (6) yard radius. Four corner arcs each with a two (2) foot radius. A Goal area - six (6) yards from each goal post and three (3) yards into the field of play, joined by a line drawn parallel with the goal line. - Goals shall be 6 feet tall by 12 feet wide. 3 Law 2 The Ball - FIFA Size 3 - Supplied by the Home team. - Check ball for proper inflation. - Check ball for any protrusions or a split in the leather. Law 3 Number of Players - Only 6 players per team are allowed on the field at any given time. - If necessary, teams can start the game with 5 players. - Substitutions 1. Throw-ins. With referee consent to team performing throw-in. 2. Goal kicks. Either team with referee consent. 3. After a goal, half-time, stoppage for injury, and at the end of quarter. Either team with referee consent. At quarters and at half, no consent is needed. Law 4 Players Equipment - Shirts- Close in color to teammates and uniquely numbered. - Shorts - Socks - Shinguards - Mandatory to be worn and under socks - Shoes - Sneakers or soccer cleats (NO metal) - No watches or jewelry should be worn. - No casts or splints may be worn, unless properly padded to avoid injury to themselves or other players. - Warm-ups can be worn in cold weather provided the jersey is worn over the warmups. Law 5 Referee - Will be a volunteer (must be at least 18 years of age, unless he/she is a registered Grade 8 Referee). - Will explain infractions to offending player - Help struggling players get ball back into play - Report problems with players and coaches to U8 director - Use Common Sense Law 6 Linesman - Not used in U8 play. Law 7 Duration of the Game - Played in 4 twelve minute quarters. Do not stop clock. - Breaks 2 minute between quarters. 5 minute at the half. Garland Soccer Association Page 3 1/8/06
4 Law 8 The start and restart of Play - Coin Toss. Call team captains. Have player's introduce themselves. Visiting team calls heads/tails. Whoever wins the coin toss, chooses which side they will attack. The other team takes the kickoff to start the game. To start the second half, teams swap ends and kickoff. - Kick off. Teams must be on their own side of the field. Defending team must remain outside the center circle until the ball is played. Ball must be kicked and moved forward. Goal cannot be scored directly from kickoff. Player taking the kick-off can not touch the ball again until the ball is touched by another player. If player taking the kick-off plays the ball twice without another player touching the ball, an indirect kick is awarded to other team at the spot of the infraction. All other infractions result in re-kick. - Drop Ball. Used for injury stoppages. Also used to restart quarters 2 and 4 if ball was in play at the end of the previous quarter. Law 9 The Ball in and out of Play - The ball is out of play when the entire ball has crossed the goal line or touch line, on the ground or in the air. - The ball is out of play when the game has been stopped by the Referee. Law 10 The Method of Scoring - A goal is scored when the whole of the ball passes over the goal line, between the goalposts and under the crossbar, provided no infringements of the Laws of the Game has been committed previously by the team scoring the goal. 5 Law 12 Fouls and Misconduct - All infractions will result in an Indirect Free Kick. - Slide tackles are not allowed. An Indirect Free Kick will be awarded to the opposing team. - Explain Infractions to offending player - Fouls-Done in a careless or reckless manner or with Excessive force. Kicks or attempts to kick an opponent Trips an opponent Jumps at an opponent Charges an opponent Strikes or attempts to strike (talk to coach, explain, player removed from field) Pushes an opponent Tackles as opponent, making contact with player first Holds an opponent Spits at an opponent (Same as striking) Handles the ball deliberately Dangerous Play Impedes the progress of an opponent Law 13 Free Kicks - All kicks awarded will result in an Indirect Kick. Ball must touch two players before entering the goal. - Two Touch. IF the kicking player touches the ball a second time before any other player a kick is awarded to the other team. - Opponents should be 6 yards away from ball Law 14 Penalty Kick - Not used in U8 play. Law 15 Throw-In - Faces the field of play - Has part of each foot on or behind the touch line and on the ground - Uses both hands - Delivers the ball from behind and over the head - No two touch - Two attempts will be given to same child Law 16 Goal Kick - Can be taken anywhere from within the goal area. - Opponents must be 6 yards from the 3 yard line. - No two touch - Awarded when whole ball crosses goal line last touched by attackers and not a goal. Law 17 Corner Kicks - Awarded when whole ball crosses goal line last touched by defenders and not a goal. - Taken from within the corner arc ( 2 foot radius). - Opponents must be 6 yards from the corner arc.
