1 BEACH VOLLEYBALL BYLAWS 1 INTERPRETATION 1.1 Day to day interpretations of these by laws shall be the responsibility of the most senior official present at the time. Appeals against interpretations shall be lodged in writing with the Sports Manager of Serpentine Jarrahdale Community Recreation Centre within 48 hours. 2 REGISTRATION 2.1 The team registration fee must be paid on nomination, prior to the season commencement. 2.2 To be considered registered, players must have their name and details recorded on the Nomination Form and Team Sheet. 2.3 New players may be introduced at any time of the season provided that they comply with bylaw requirements. 3 CLEARANCES 3.1 A player must obtain a clearance in writing from the team that they last played with before transferring to any other team within the Centre during the season. The Sports Manager at the Centre will hear disputes on clearances upon request. A player is entitled to only one clearance in a season. 3.2 Players may not be granted a clearance if they are unfinancial or under suspension. 3.3 Any player wishing to transfer from one team to another team after the completion of any one season, may do so without the need for a written clearance, provided each player(s) are not in possession of any assets of the club/team from which they are transferring. 4 FORFEITS 4.1 When a team does not have four (4) players on the court ready to play ten (10) minutes after the scheduled starting time, the team shall lose the match on a forfeit and be liable to pay the appropriate forfeit fine. 4.2 When a team has four (4) players with a 2:2 ratio of males and females, unless single sex, the match must start and proceed as a normal game. It shall be considered a legal game, provided that the team has the required four (4) players before the ten minutes time limit has expired. 4.3 When a team causes legal commencement of a match to be delayed by virtue of not having the required four (4) players on time, then for the first minute or part thereof that play is late commencing, the opposing team will be awarded two (2) points, and for every minute thereafter, an extra two (2) points will be awarded until the ten (10) minutes has expired. 4.4 When a forfeit is declared against a team for reasons of insufficient players, the match will be awarded to the opposing team as a 3 sets to nil win. 4.5 Your team will not be eligible to play in future games until all fines are cleared. 5 FORFEIT FINES 5.1 A fine (include GST) of $65.00 will be applied to any offending team for any forfeit. 5.2 In the event of a forfeit and no match conducted the non-offending team shall receive a refund of fees on presentation of receipts, as long as the receipts are presented to reception immediately on cancellation of the game. The offending teams nominated representative will be invoiced accordingly. 5.3 Any team forfeiting twice in any one season may be replaced, without notice, at the discretion of the Management of the Centre. 5.4 The forfeiting team will not be eligible to play again until such time as the forfeit fine has been paid in full. 6 UNIFORMS 6.1 There is no specific uniform regulation for this form of competition, however the following should be adhered to. No jeans, ripped t-shirts or any similar attire will be allowed on court. The umpire has the right to make judgement on the uniform and impose a penalty based on the above guidelines.
2 7 ELIGIBILITY OF PLAYERS 7.1 A player shall not be considered a player in a match unless both the team has paid their game fee and their name is written on the score sheet prior to the completion of the first half. Late players may enter the court at the completion of the current rally. 7.2 A player is not permitted to play in a grade lower than the one that they are registered in. 7.3 Any club that has two (2) or more teams in the same grade shall not be permitted to interchange players from one team to another team or teams after the third (3) match of the season. 7.4 Players will only be permitted to be registered for the team or club with whom they originally registered, unless transferring from one team/club to another for which a written clearance is required (available from centre reception). 7.5 A team shall be permitted to play one guest player per night. However, that same guest player shall not be permitted to play for that team again until they are recorded on the Team Nomination Form and Team Sheet. 7.6 All players must be a minimum of 17 years to play, including registered and guest players. 8 FINAL AND CUP MATCHES 8.1 No player shall be eligible for any finals unless that player has previously physically played at least three (3) registered matches in their team, in that season. 8.2 Byes are counted as a game played if the player is registered at the time of the bye, as are forfeits by the opposing team. 9 TEAM RESPONSIBILITIES 9.1 At the end of the game, each team captain must sign the score sheet in the space provided. The score sheet cannot be altered once the umpire has signed off the score sheet. 9.2 The team captain shall be held responsible for the conduct of its members and supporters. 9.3 Whilst we recognise the need for teams to introduce players during the season, we reserve the right NOT allow teams to increase their strength beyond the capability of the grade by the introduction of such players. 10 PLAYER AND TEAM REPORTS 10.1 Any player, team, team official or spectator who is reported for misconduct will incur the following penalties listed below. If the misconduct warrants further action, a report is to be submitted to the Sports Manager, who will decide any further penalties at his/her discretion A complaint by a team or player must be lodged in writing to the Sports Manager within 48 hours of the alleged incident If any altercation breaks out in the game where the umpire is forced to stop the flow of the game, the umpire has the right to abandon the game. Tickets will only be refunded to the non-offending team, if the game is abandoned prior to half time. If it is not clear who the offending team is, the decision will be made by the Sports Manager. If both teams are at fault, then game fees will not be refunded for either team Any player, team, team official or spectator who has a complaint lodged against them shall be contacted to arrange a time prior to the next playing week for a tribunal hearing. The offending player may bring one (1) other witness/team member to the tribunal hearing. If there is a need to bring additional witnesses this must be cleared by the Sports Manager prior to the tribunal hearing Non attendance at a tribunal meeting by any player, team, team official or spectator, shall be interpreted as an admission of guilt of the act complained of, and the tribunal may hand down any penalty they consider appropriate in their absence, including suspension of any player, team, team official or spectator for an indefinite period of time from playing or attending the Centre where the complaint was lodged Queries in regards to umpire decisions are to be made at the end of the game. Only the Team Captain is able to approach the umpire to query calls Any player, team, team official or spectator who is reported for misconduct will incur the following penalties listed below. For misconduct not listed below, the penalty will made at the discretion of the Sports Manager. 2
3 CATEGORIES TIMES SANCTION CARDS CONSEQUENCE 1 st Warning Yellow Prevention, no penalty 2 nd Penalty Red Loss of rally Unsportsmanlike conduct 3 rd Expulsion Both Yellow & Red jointly 4 th Disqualification Both Yellow & Red separately Expulsion from the playing area for the set Disqualification from the playing area for the match 1 st Penalty Red Loss of rally Rude Conduct 2 nd Expulsion Both Yellow & Red Jointly 3 rd Disqualification Both Yellow & Red separately Expulsion from the playing area for the set Disqualification from the playing area for the match Offensive Conduct and aggression 1 st Disqualification Both Yellow & Red separately Disqualification from the playing area for the match The above penalties are as stated and no negotiation will be entered into. 11 ILLEGAL PLAYERS 11.1 The penalty for playing illegal players is automatic forfeiture of the match or matches in which the offence occurred A player knowingly playing under an assumed name or a captain playing a player under an assumed name, may be reported for misconduct to the Sports Manager Illegal players will be defined as follows: Failing to pay the appropriate admission fee Playing in more than one grade on one night Non observance of qualification criteria for finals matches Playing whilst under suspension Playing under an assumed name. 12 GRADING 12.1 Grading ensures that all teams are placed in a grade that is suited to their abilities. Grading is the sole responsibility of the Sports Manager. Their decision is final and no correspondence will be entered into If there are no changes made to the grades, the premiership points accrued during any grading period will be carried forward. 14 PREMIERSHIP POINTS 14.1 Three (3) points shall be awarded for a win, two (2) points for a draw, one (1) point for a loss, two (2) points for a bye, and zero (0) points for a forfeit Team positions on the ladder will be decided by a total of points scored Teams must join the competition prior to the half way mark to be eligible to play in the finals series If any altercation breaks out in the game where the umpires are forced to stop the flow of the game, the umpire has the right to abandon the game, which will be classified as a forfeit on the premiership ladder. No matter which team initiates it, both teams will not receive any points. It will not take into account which team is ahead on points at the time of the incident. However, if it is blatant that one side is at fault, the umpires have the right to award points to the innocent team. The umpires decision will be final In the case of a power failure, the following shall occur: Before 2 nd set No result and no fees to apply During 2 nd set Result on score sheet & half game fees 2 nd set Result on score sheet & full game fees Grand Finals Game will be refixtured 14 EQUIPMENT 14.1 The Centre will provide suitable match balls and other required equipment. 3
4 15 PROTESTS 15.1 Protests from teams or players are to be lodged in writing to the Sports Manager within 48 hours of the alleged incident. 16 DRAWN MATCHES 16.1 In the event of an equal score at the conclusion of full time of any non-final match, then that match will be considered a draw and each team will be awarded two premiership points In the event of a draw in any finals match, another set will be played to decide the winner. 17 TIME CLOCK OPERATION 17.1 In minor matches the time clock shall be stopped unless an injured player cannot be moved from the court and only at the match referees discretion, for a period not exceeding three (3) minutes. After this period the time clock shall be recommenced. Any player who cannot move from the court should not do so; if due to the injury the game is abandoned then the Sports Manager shall decide the outcome of the match. 18 TIMES 18.1 All matches will consist of 3 x 15 minute sets. 19 SUBSTITUTES 19.1 Each team shall be permitted a maximum of five (5) substitute players MIXED VOLLEYBALL 20.1 The Serpentine Jarrahdale Community Recreation Centre Beach Volleyball Bylaws will apply directly to the Mixed Volleyball A maximum of two (2) males on court, the remainder of the team is to be female. Extra males substitutes can only enter the court to play when a male exits the court during rotation At no time during any match can the ratio of male to female be greater than 2:2. 21 PLAYERS 21.1 Must at all times abide by the Centre rules on display in the Centre Be neat and well presented Respect the umpire and accept their interpretations. His/her decision is final At all times play the ball within the spirit of the game that will earn you respect from your opponents and provide with the satisfaction of taking part In the event of misconduct by players, substitutes, coaches or spectators, the umpire has the ultimate authority to abandon any game, and eject the above from the court, and if need be, the Centre REMEMBER, GOOD SPORTSMANSHIP = GOOD FUN! INDOOR BEACH VOLLEYBALL RULES AND REGULATIONS OF THE GAME 4
5 The Game Indoor beach volleyball is a game played by two teams on a sand covered volleyball court surrounded by netting, where the ball is played rebound off the nets, with no outs, therefore the ball is live at all times. A game is won by the team that has won the most sets. The ball may be hit with any part of the body above the waist (no intentional head butting), but each side is limited to three consecutive hits, no player is allowed to make two consecutive contacts. Teams can only score a point off their own serve. All matches will consist of 3 x 15 minute sets. Officials The game is controlled by an umpire who scores and keeps the time, in any sport, there are close calls where players will disagree, but the umpire s decision is always final. Any arguing with or abuse directed at an umpire can result in a point reduction, followed by a send off. The Team A team consists of four players. In the case of mixed teams, there must not be more than two males on the court for each team at one time. Substitutions are only allowed during breaks between games of sets. Players must position themselves, male, female, consecutively on the court. Serving and Positions The ball must be served within one metre from the back net and the right hand side net. The ball can be served over or under arm. The ball must not have contact with any nets whilst being served. All players must serve. Players are to rotate clockwise on winning serve. The ball must be set at least once on receiving the serve before returning the ball back over the centre net. Ball and Net Abuse Any kicking of the ball may result in a deduction of two points at the umpire s discretion. Players unnecessarily abusing the nets may be sent off. Side and Top Nets All nets can be used in general play, except when serving the ball, or contact with the top net when it is returned over the centre net to the oppositions side of the court, this is deemed a foul. General Play Any contact with the centre net by a player whilst the ball is in play, will result in a foul. A block at the centre net is not included as part of the three hits. The blocking player is entitled to play at the ball again on the consecutive shot. Two hands must be used to be called a block. Any player may not reach over the net when the ball is in play. If the umpire deems a player has reached over the net during the play, the player will be fouled. Fouls The point or serve is lost when: The ball touches the ground. Team plays the ball more than three times in succession. The ball touches a player below the waist. A player touches the ball twice consecutively (except on a block). A player touches the centre net. The ball touches the top net (except when setting to your own player). A player blocks or spikes the ball back over the net off the serve. The ball does not pass over the net on the serve. The umpire calls a carry. A player interferes with an opponent s player. 5
6 A player intimidates an opponent or abuses another player. The serve is made from outside the serving area. A player kicks the ball. A player attacking or defending reaches over the net. A player abuses the umpire. The ball hits a net when served. Blood rule ñ must come off at once. 6
