2 GENERAL U9
3 CORRESPONDENCE LIAISON COACHES, ASSISTANT COACHES, MANAGERS ARE THE ACTING CORRESPONDENCE LIAISON FOR THEIR TEAM. Any and all communication between the EMSA West office and individual teams will be done through the teams correspondence liaison only. These are the only individuals who will have the authority to contact the EMSA West office via phone and/or . Communication to the office outside of a correspondence liaison will not be addressed. All communication from the EMSA West office to the correspondence liaison will be sent via . Please ensure that the EMSA West office is given an alternate address, should you be unavailable for a period of time.

5 Harassment EMSA has zero tolerance for any form of: harassment, bullying, discrimination [or] intimidation Any EMSA player, team official, game official, parent or other participant who engages in such behaviour towards another EMSA player, team official, game official, parent or other participant will be subject to discipline by the EMSA Discipline Committee.
6 DISCIPLINE: U9 There are no cards at U9. However disciplinary action will be taken in the event of violent and/ or unsportsmanlike conduct. As a team official you are responsible for the actions of your parents. Suspensions can result in game suspensions. The Executive Director will impose the disciplinary action required. You will receive a written notification. EMSA West Discipline: discipline@ewzsa.com Team officials are responsible for implementing the suspension. The suspension must be served over consecutive EMSA league games. Tournament games do not count towards the suspension served.
7 U9 All team officials require coaches cards. Cards to be presented to game official at beginning of match. COACHES CARDS Carding done by EMSA Main: 1 piece of government issued ID required. 8 ASA ROSTER: What? Your ASA (Alberta Soccer Association) roster shows all the players and team officials registered to your team. Players not showing on your roster CAN NOT participate in games/ practices unless they have the completed trialist paperwork, and are currently registered and placed on a EMSA team. Please check your ASA roster throughout (beginning/middle/end) the season. If you are missing players or team officials please contact your community coordinator directly. 1/2
9 ASA ROSTER: Where? 1. Go to the emsasoccerportal.com and log in to your account. 2. Select the Team Official role for the team you are coaching. A person may have multiple team official roles (1 role per team). 3. Once signed in, you will be redirected to the Team Official Control Panel. Click the Download Team Roster button. 2/2
10 REGISTERED PLAYERS Players must be registered and placed on an EMSA team to participate in games [or] practices. Can only be registered with 1 team per season. They can not play in more than one zone in Edmonton, they cannot participate in multiple leagues. EMSA & EIYSA EMSA West & EMSA South West Teams are limited to a maximum number of players permitted to be registered & dressed at one time during the season, according to the following: U9 16 Players
11 TECHNICAL AREA Teams are permitted to have a maximum of four (4) Team Officials in the technical area of the field per game. Teams are permitted to use one (1) bench attendant if they wish however the bench attendant will be included in the maximum of four (4) team officials permitted in the technical area. 1 Team Official/ bench parent must be of the same gender as the players. Bench attendants need to show a piece of government issued photo ID to the ref. They do not require EMSA ID cards. Their name needs to be marked on the game sheet and they must be 18 years of age. The coach, assistant coach or manager cannot be listed as their own team s bench attendant. 1/2
12 LOCATION of TEAMS/ SPECTATORS It is EMSA s policy that teams will sit on opposite sides of the field from one another. The spectators of a team should sit on the same side of the field as their own team but will be separated from their team by the center flag. The home team will have the choice as to which side they prefer. Team A Team A Spectators Team B Team B Spectators

14 GUEST PLAYERS/ TRIALISTS A form must be filled out and submitted to the referee with your game sheet prior to game start for each and every game. Please ensure you review the complete trialist/guest player regulations in the rules section. THE MOVEMENT MUST OCCUR WITHIN THE SAME ZONE (example West Zone to West Zone or North Zone to North Zone. You cannot have a North Zone player as a trialist on a West Zone team). Club players cannot trialist with community teams.
15 SKILLS & DRILLS All teams must start with 20 minutes Skills & Drills then proceed to the game.

21 RESCHEDULING PROCEDURE Step #1: The HOME TEAM contacts the opposing coach to come up with an agreed upon rescheduled date. If the new date is not cannot be worked out by team officials notify Chris at and he will reschedule the game to a date chosen by the EMSA office. Step #2: Once a date has been agreed upon, the HOME TEAM is responsible for ing the Chris at stats101@telus.net to confirm a field. 22 RESCHEDULING PROCEDURE NOTE: ALL RESCHEDULED GAMES MUST BE COMPLETED within three (3) weeks of the original scheduled date. If there is less than three weeks left on the schedule you must have those games completed prior to your last game on the schedule. REMEMBER: The HOME TEAM must: Confirm the field! 24 REFEREE U9
25 REFEREE LIAISON The abuse of game officials by coaches and spectators is the main reason why referees (especially those in their early teens) drop out of the development program. As a result, we face severe shortages of game officials at all levels. Addressing this unacceptable behavior is a top priority for EMSA, particularly if minor soccer is to have an adequate supply of referees. The referee liaison can be any person over the age of 18, with the exception of the teams registered coaching staff. This role is to be taken very seriously and the goal of this role is to keep the parents and coaches in the game following the rules as set forth in code of conduct as well as maintaining respect for the referees and opposing team. This role is not in place for the referee liaison to question any calls made by the refs. 1/2
26 REFEREE LIAISON DESCRIPTION OF DUTIES: Wear the referee liaison neck lanyard. Place yourself in the middle of your team s spectators. Monitor the behavior of your teams spectators and coaching staff. Quickly diffuse potential issues before they escalate by either making your presence more visible, or calmly addressing the behavior with the person(s) involved. Address inappropriate comments, gestures, and/or any other unsporting behavior directed at the game officials, players, coaching staff or any other individual by your teams spectators. Submit a brief report in writing, outlining any incidents involving any individuals, to the referee after the game. This will be turned into the EMSA League Director and they will conduct an investigation at their discretion. EMSA West contact: soccer@ewzsa.com 2/2
27 EQUIPMENT, CASTS, SPLINTS & JEWELRY Player equipment shall consist of: Shirt, shorts, socks, SHIN-GUARDS MANDATORY Footwear- cleated outdoor soccer shoes, or runners are the only permissible footwear. Goalkeepers must wear colours that are distinguishable from those of other players and those of the referee. It is at the discretion of the game official what will constitute dangerous equipment which must be removed in order for play to be allowed. No hard casts/ splints. Referee s discretion. Soft braces (knee, ankle, wrist etc.) are allowed provided that the brace does not have the potential to injure others. Referee s discretion. Can not tape piercings.
28 TEAM EQUIPMENT Each team to provide the following for a game: Corner flags - minimum two (2) Net Game Ball (Size 4) NOTE: Bring extra cones at the beginning of the season. Due to lots of rain and constant growth fields will quickly lose their lines. In the event your field does not have visible lines you can use cones to help both players & referees see the field of play.
29 U9 ( 7 v 7 ) Skills & Drills Halves GAME 20 Minutes 2 x 20 Minutes GAME TIME Total Game Time 40 Minutes 75% Mark 30 Minutes Each team is entitled to up to three (3) minutes of interval time per the referee s discretion. There are no time outs permitted in the Outdoor Season.
30 SUBSTITUTION PROCEDURE 1. To replace player with a substitute, the following must be observed: the referee must be informed before any substitution is made 2. The player being substituted receives the referee s permission to leave the field of play, unless already off the field 3. The player being replaced is not obliged to leave at the halfway line The substitute only enters: During a stoppage in play At the halfway line After the player being replaced has left After receiving a signal from the referee
31 RETREAT LINE The RETREAT LINE will come into effect in two situations during the game: Goal kick Free kick to the defending within its own goal area. At these two restarts, the opposing team is required to move beyond the retreat line. The player taking the kick can then pass the ball to one of his/her team-mates without the pressure of an opposing player nearby. When the ball is touched by a 2nd player or crosses the retreat line, the play will resume as normal and the opposing team can move inside the retreat line. RETREAT LINE. ( ½ Line )
32 REFEREE FEEDBACK We are all learning at the U9 level: Coaches, players and our young referees. REFEREE MENTORSHIP Referee mentors will be observing and assisting our mini-referees throughout the season. Referee feedback can be submitted to our West Zone Referee Director: Monica Adam
33 LIGHTNING AND SEVERE WEATHER POLICY NOTE: ALL TEAMS MUST SHOW UP TO SCHEDULED GAMES UNLESS SPORTS FIELDS ARE CLOSED. Ultimately, the referee has the final say over delaying or restarting a match due to weather. If you can hear thunder, you can get hit by lightning. As soon as you hear thunder, quickly get to a safe location. Stay inside for 30 minutes after the last rumble of thunder. When thunder roars, go indoors! 1/2
34 LIGHTNING AND SEVERE WEATHER POLICY Additional Information Please note the following recommendations from Environment Canada: To plan for a safe day, check the weather forecast first. If thunderstorms are forecast, avoid being outdoors at that time or make an alternate plan. Identify safe places and determine how long it will take you to reach them. Watch the skies for developing thunderstorms and listen for thunder. As soon as you hear thunder, quickly get to a safe location. *See coaches handbook for complete ASA Policy* 2/2
