1 YOUTH OUTDOOR SOCCER RULES Effective September 2010 ARTICLE 1 - LEAGUE CLASSIFICATION, PLAYER ELIGIBILITY AND TEAM FORMATION Section 1 League Classifications and Divisions A. Leagues will be formed by age. League classifications are: GRADE TEAM FORMATION 5U Co-ed See Sec. 2 7U Co-ed See Sec. 2 Note: The age cutoff date for leagues is July 31 st Section 2 Player Eligibility A. A players age on or before July 31 st or grade level, determines the age in which the player is eligible to participate in that year. B. A player s eligibility is also determined by which school he/she attends. Each school has been placed into one of four districts. Refer to Article I, Section 4 for details on the District format. Section 3 Team Formation A. All teams are Co-Ed. Teams may be formed of any combinations of boys and girls. There are no competitive options. All players must be from the same district. 1

3 ARTICLE II EQUIPMENT AND UNIFORMS Section 1 - Player Equipment A) Any shoe with a one-piece molded sole is acceptable for soccer. Shoes with removable cleats are permissible, provided rubber or plastic cleats are used. No toe cleats allowed. B) Shin guards are strongly advised, but not required. 3

4 Section 2 Game Equipment League and appropriate ball sizes are as follows: All leagues Size 3 ball Section 3 - Uniforms A) Full uniforms are permitted in all leagues. B) All players on a team, except the goalkeeper, must wear shirts of the same color. C) Goalkeepers must wear shirts of a color different from either team. D) If opposing teams appear for a game, wearing shirts of the same color, the home team is responsible for changing shirts. E) NYSA T-shirts will be provided to all teams, upon request. F) Team uniforms are encouraged to have identifying numbers on the back and worn by all of the participants. Section 1 5U and 6U- 6 players 7U and 8U- 8 players ARTICLE III Roster Size Section 1 Field Dimensions ARTICLE IV GAME AND FIELD REQUIREMENTS A) All leagues will play on a modified size field. Section 2 Game Play A) League play requires the following number of players in order to play a game: If a team does not have the required number of players at the scheduled start time a ten minute grace period will be given. After that time, the game will be forfeited. Teams may play after a game has been officially forfeited, 4

5 however, no officials will be used in games that are forfeited. 1) 5U and 6U will have three players on the field, without a goalkeeper. 2) 7U will 8U will have three players on the field including a goalkeeper. Teams may play after a game has been official forfeited, however, no officials will be used in games that are forfeited. B) No player shall, in any way, make contact with the goalkeeper or attempt to play the ball once the goalkeeper has control of the ball. PENALTY: INDIRECT FREE KICK C) Slide tackling in all NYSA soccer leagues is prohibited. Section 3 Substitutions A) Substitutions may be made only in the following situations: 1. Throw In 2. Corner Kick 3. Goal Kick 4. After a goal is scored 5. Free Kick B) Only the team in possession of the ball may substitute in situations outlined in Section 3.1, 3.2 and 3.5 above, but must do so without undue delay of play. C) Substitutions must be made without undue delay of play and must be made from mid-field. D) The referee must be notified of all substitutions. Section 4 Coaching During the Game A) Only 5U and 6U teams are allowed two coaches on the field to instruct players. One coach will be positioned in each half of the field. One coach will instruct the offense and the other will instruct the defense. Coaches on the field must stay clear of the play when coaching and explaining violations, etc. Play will not be delayed to allow coaches to explain rules, etc. B) Coaches and players must remain within ten yards of the mid-field line while on the sidelines. Each team shall provide a volunteer line judge during the game to assist the officials with out of bounds calls. Please note: There must be one coach or designated parent on the sideline to manage the players who are not on the field during the game. 5

6 Section 5 Game Length Playing time for leagues are: 5U and 6U co-ed four 8 minute quarters 7U and 8U co-ed two 25 minute halves ARTICLE V GAME CONDUCT Section 1 Profanity and Unsportsmanlike Conduct A) Any team member in a game using casual profanity or unsportsmanlike language will result in a yellow or red card being called against the offending team. a. A game may be ended by a casual profanity/unsportsmanlike language card. b. Any player or coach given a red card or two yellows in one game is Automatically ejected from the game and must leave the complex. B) Unsportsmanlike Conduct a. Any official s decision regarding unsportsmanlike conduct cannot be protested. b. A player will be subject to ejection if he/she maliciously runs over a goalie who is controlling the ball. c. Zero tolerance policy - Anyone violating these rules may be asked to leave the field and may be barred from participating or attending future games in our organizations. 6
