T have a qurum fr the purpse f vting at a Cnference meeting a simple majrity f the representatives must be present. Each twn/rganizatin s representative will have ne (1) vte.

2 Starting with the 2008 seasn and carried frward hereafter the President, Vice President, Secretary & Treasurer will be chsen by alphabetical rder using the twn/rganizatin name n the Cnference rster abve r any fficially amended HOIJFC Cnference rster. The Bard Officials term will last fr a perid f 1 year frm January t January. President s duties: run HOIJFC meetings schedule special meetings as needed takes care f prblem reslutin tie breaker vte Vice President s duties: take care f anything in the President s absence in charge f weigh-in schedule, frms & cmmunicating t the ther teams Secretary s duties: file frms & keep all paperwrk up t date keep track f all meeting minutes send ut agenda s schedule special meetings as needed Treasurer s duties: Cllect AYF Dues Cllect Insurance Fees Pay All Fees Scheduling and Game Requirements: Scheduling Games The HOIJFL Bard will meet in April/May every year t create the schedule fr the upcming seasn. At this meeting every twn is required t state hw many teams they will have at each level. Effrt will be made fr each team at each level t play every ther team at that level nce during the seasn. Sme twns may have mre than ne team due t high enrllment numbers; this is acceptable prvided there is a firm cmmitment frm the individual rganizatin by the April/May HOIJFC schedule meeting. Once the schedule is set in April/May; there will be n changing wh plays whm At the April/May schedule meeting the Bard will set the 1 st game date, and the start f practice will be fur (4) weeks befre the first HOIJFC game. The first week f practice will be knwn as cnditining week, and per IHSA rules each rganizatin will require each player t have a minimum f 3 days f cnditining (N Pads). If yur rganizatin/hs/jh has a ftball camp prir t this week, it is permissible fr yur players t attend these camps, hwever these camps d nt apply t the mandatry 3 days f cnditining, these days start the first day f practice. All Levels f each rganizatin will play at the same field whenever pssible. Every team will hst at least three (3) Hme Games *whenever pssible* (Unless a central site is decided upn by all caches invlved r fewer is apprved by the rganizatin representative.)

3 The standard scheduled start time fr each game will be as fllws (depending n the number f games being hsted): 1:00PM - Bantams 3:00PM - Junir Varsity 5:00PM Varsity Times may be changed with the agreement f bth caches invlved (rganizatinal leadership shuld als be made aware f these changes in advance). Each team may schedule ut f cnference games during the week, during their bye week r at the cnclusin f their HOIJFC scheduled seasn. Out f cnference games will nt cunt twards any HOIJFC team s Cnference recrd. N ut f cnference games may be played befre the HOIJFC seasn begins. (A game is cnsidered 4 quarters and having paid fficials) Weather: Heat Rule The tw cmpeting clubs shuld discuss the strategy fr each game. In the event that a game needs t be cancelled due t the heat index being 100 degrees & abve. Clubs d nt have t cancel all games; rather they will need t use the heat index prjectin n Weather.cm t make educated decisins t play. The game must be called at least 2 hurs prir t start time f that game. In the instance the game r games will be played and it is clse t the heat index f 100 degree. The teams will have mandatry time-uts fr water. This rule will be als used fr practices. Team Rsters If an Organizatin has less than 25 players sign up fr a specific age grup, it is permissible t accept players frm ther twns/districts t fill a 25 player rster. N player will be utilized frm an ppsing HOIJFC rganizatin withut discussing the situatin with the resident team rganizatin Each individual Organizatin will make the decisin t allw players t play a level up r take 2 nd graders t fill a rster The President f each rganizatin is required t distribute their team s rsters (name, jersey number, nn-ball carrier status and/r weight) t all the Presidents in the league by the day after the Jambree after the last weigh-in. Game Day Requirements f Hme Team: Officials (at least 3 IHSA certified fficials) Prvide the game ftball(s) Chain Gang (every effrt shuld be made t use yur wn persnnel) and will be lcated n hme side f game field. Time Keeper & Screbard Operatr Prgrams Field marked and ready fr play. Emergency Medical Persnnel n the premises r n call fr all games. Gates shuld be the same: $2.00 fr everyne & $5.00 fr a car lad. (Caches, Players & Cheerleaders shuld be let in FREE f charge.)

4 Weigh-In Rules: Each year the Official weigh-in date fr all teams will be by the end f the secnd week f practice. At the weigh-in there will be a representative frm at least ne (1) ther HOIJFC rganizatin present. (the representative will be set by the Cnference at the same bard meeting the weigh in date is chsen) The player at weigh-ins will be required t weigh with full pads including shes but withut helmet. Players will use this weigh fr the base weight t start the seasn. The player will weigh at every game thereafter during the seasn. The weigh-in representative and a representative frm the team being weighed will sign the weigh-in sheet. This sheet will be sent t the HOIJFC bard fr recrd by the weigh-in representative. A Master Weight sheet will be distributed t all Presidents. Caches and/r parents will nt have access t this except where a cncern is established. Presidents will reslve the cncern by shwing and nt distributing the infrmatin. *Privacy issue t help eliminate bullying* If a player misses the designated weigh-in. Optinal make up weigh-in date will be at the Blue Ridge Jambree, riginal weigh-in sheet will need t be signed. This will be the last date t have players weighed fr cmpetitin. If a player has missed the last fficial weigh-in (at the Jambree), they will be penalized and have 10 lbs. added t their weight and will have t cntact the team President that did their team s validatin weigh in t be weighed. This will have t been dne prir t first game. At game time weigh-ins, players will weigh with full pads including shes but w/ helmet, if the player weights ver the require weigh the player will becme a NC fr the rest f the seasn. The caches will ntify the President f that prgram s a updated rster be sent ut t all prgrams. Everyne Plays Rule: At the Bantam & JV level; each player will play a minimum f 6 plays per half. It is recmmended that rganizatins strive fr as equal playing time as pssible. At the Varsity level; each player will play a minimum f 3 plays per half. It is recmmended that rganizatins strive fr as equal playing time as pssible. This Cnference s purpse is t teach the fundamentals f ftball and gd sprtsmanship. It is everyne s respnsibility t make sure players get the playing time they deserve and exhibit gd sprtsmanship. Disrespect t any ppsing player, cach r game fficial shuld nt be tlerated. Each rganizatin may have rules pertaining t starting psitin r playing time based n missed practices r ther disciplinary cncerns. The cach that has player(s) being disciplined fr disbeying any team rule is respnsible fr infrming the ther team s cach fr the players limited playing time befre the game starts. Cmmunicate t fficials and ppsing caches abut disciplinary situatins that prevent the minimum plays frm being accmplished. HOIJFL Suspensin Rule: Any player r cach that is thrwn ut f a game will be suspended fr the fllwing week s cnference game. N exceptins t this rule. The League President will cmmunicate this infrmatin t all Presidents. Overall Game Rules & Regulatins: At all levels the IHSA Ftball rules will apply; with the fllwing exceptins.

5 Bantam Level: Rules & Regulatins: Game Time: Fur 10 minute quarters Half-time is 10 minutes One (1) Cach n each side f the ball will be allwed n the field during play. Ball Size: Wilsn Premium Cmpsite (K2) Extra Pint: Successfully kicks a field gal 2 Pts. Successfully runs in r passes fr a scre 1 Pt. Pint Leads: 21 pint lead is a 1 st and gal frm wherever n the field 28 pint lead cntinuus clck *des nt change even if lead ges under 28* 40 pint lead the team scring 40 pints will frfeit (Exceptin 40 pt lead attained by safety) Weight: If a Bantam player weighs ver 85 lbs (Full pads including shes but w/ helmet). The player s helmet will have a standard Lime Green NC sticker that is cnsistent acrss the league n the back f the helmet just abve the sweat band. A bantam level player weighing ver 85 lbs is subject t the fllwing guidelines: Offense; may nly play a TE psitin r tackle t tackle and may nt run r advance the ball. TE s can nt advance the ball in any way (Receiving r Running). Defense; may nt play Crnerback, Safety r Linebacker. The NBC-player may nt run the ball r advance the ball n a fumble r interceptin. The ball will be dead at the spt f the turnver. Kicking: may kick XP r field gal but cannt advance the ball running r thrwing the ball. Kick ffs / Punts N Kick-ff: Offense will start at the 35 yard line at the beginning f the 1 st / 3 rd quarters and after any scre. N Punts: 25 yard walk-ff will be used. If the ball is the ppnents side f the field (past 25 yd. line), the walk-ff will be half the distance t the gal. Punt- The clck will stp after the alltted time fr a play fr 4 th dwn. Befre the game there shuld be a discussin f Get in & Get ut f the huddle. After the first warning the fficial will then signal t start the play clck by using the start Play Clck signals. After 25 secnds there will be the Delay f Game penalty that will be administered. Rushing the Kicker: Defense: If a Bantam level team decides t attempt t kick an extra pint r field gal, the ball is t be placed next t the tee r it may be snapped. NO RUSHING MAY OCCUR! There is a limit f 5 defensive players n the line f scrimmage except when the ffense is within the ppnent s 10 yard line. The defense is then allwed 6 players n the line f scrimmage. This will result n an Illegal Prcedure penalty (5 yards). (Example belw) Linebackers (LB) and Crnerbacks (CB) are t be lined up 3 yards ff the line f scrimmage at the snap f the ball. Once the ball is snapped, they can attack and crss the line f scrimmage. Blitzing is nt allwed. This will result n an Illegal Prcedure penalty (5 yards). Defensive Ends (DE) must be lined up n wider that the uter shulder f the Tight-End (TE). N heads up ver the center. Nse guard will ONLY be able t line up in the A gap f the center. Only ne A gap can be filled at ne time.

In this example, Tight End splits ut, DE Must stay in...hence, nrmal Psitin. #3. Defensive Line cannt shift. Overtime: OT #1 - each team gets fur dwns t scre frm the 10 yd line. If n winner, then play OT #2 OT #2 - each team gets fur dwns t scre frm the 10 yd line. If n winner, then the game will end as a tie. There will be a cin tss befre the FIRST vertime series. A Junir Varsity player weighing ver 130 lbs is subject t the fllwing guidelines: Offense; may nly play a TE psitin r tackle t tackle and may nt run r advance the ball. TE s can nt advance the ball in any way (Receiving r Running). Defense; may nt play Crnerback, Safety r Linebacker. The NBC-player may nt run the ball r advance the ball n a fumble r interceptin.
