1 CANTERBURY-BANKSTOWN JUNIOR RUGBY LEAGUE INCORPORATED SEASON 2015 COMPETITION AND ADMINISTRATION RULES 1. Affiliation fees! Due and payable before round one (1) of the competition! a) Fee s Payable $15 per Player 2. Boots! a) In U6s Mini football all boys/girls can wear moulded football boots or soft sole shoes/sports shoes, no metal studs in any form are allowed. In Under 7s year s Mini football boys/girls can wear moulded sole boots only, no metal studs in any form are allowed. No sports or soft shoes can be worn. 8 years boys and girls can wear moulded or studded boots, no sports shoes or soft shoes can be worn. Baseball cleat boots are not to be worn in any match. b) Football boots can be worn up to U/9 years and above. If an Under 6 player plays up a grade, they can wear soft shoes (sports shoes) but they must have the written approval of their parents. Football boots must be worn in U/10 years and above. 3. Byes! When any team receives a bye that team shall receive two (2) competition points for that bye. 4. Championships! At the completion of all rounds, there will be 3 Championships. a) Junior Club Champion - 9 s to 13 s b) International Club Champion 14 s to Opens c) Club Championship - Mod & International These will be calculated on the basis of: Div 1 teams final competition points multiplied by 4 Div 2 teams final competition points multiplied by 3 Div 3 teams final competition points multiplied by 2 Div 4 teams - final competition points multiplied by 1 5. Clearances! Any player moving to a new club must be cleared by the old club before taking part in any competition match. A player is cleared when their clearance request has been approved and finalised on the Sporting Pulse on line database. Any team that plays a player before they are cleared will automatically lose any competition points and incur a $300 fine. 6. Competition commences! All Saturday competitions (U6s to U13s) will commence on Saturday 11 th of April Any games under International Rules may be played on a Friday night, Saturday or Sunday.

2 7. Competitions! U/13, U/12, U/11, U/10, U/9, U/8, U/7, U/6. Under 6s to Under 8s are non competitive. To be eligible for an age competition, players must turn the age of that competition in the calendar year of that competition. 8. Debts! Any grants or monies due to clubs will be paid at a satisfactory completion of the competition once all obligations have been for filled to the C.B.D.J.R.L. association. 9. Defaulters! a) A player is a defaulter if the player is financially encumbered to that club or has not returned property owned by the club. However, as directed by the NSW Academy, players in the U6 to U13 ages can only be listed as defaulters for any gear or fund raising activities owing if a document signed by a player s parent or guardian acknowledges the value and receipt of such goods. b) The Junior League will call for a list of defaulters each year. Clubs must provide this list to the Junior League by 31 October or the right to list a player as a defaulter expires. The Club should also mark the player s Sporting Pulse record in the appropriate place. c) Once a club lists a player as a defaulter, that player cannot be registered with any other club within or outside the district. d) If a player who has been listed as a Defaulter makes an application for a transfer or clearance, the club representative should deny the clearance on Sporting Pulse and write the following words on the denial. Player listed as a defaulter. Transfer (or clearance) not approved until player pays the amount of $xxx to the club. Contact name on mobile number to arrange payment e) A default can only be lifted against a player by notification in writing to the C.B.D.J.R.L by the club who listed the player as a defaulter. This notification will happen once the player has paid the outstanding monies and the Club re-opens the clearance request on Sporting Pulse and approves the transfer. f) A default will also be lifted where a Club which has listed a player as a defaulter allows the player to play for their club the following season. g) If a club allows a defaulter to play, they are playing without a clearance and will face the possibility of losing points and / or being fined in accordance with rule 5. h) Clubs or players who feel they have been disadvantaged may make representations to the Board of Management on any aspect of this rule. 10. Delegates! Each club must submit two names from their Junior Club membership to be part of the Junior League General Committee plus a further two alternate names should these delegates not be available in writing to the Chief Executive Officer of the CBDJRL. 11..Doctor s Certificate! A player who receives medical treatment by a First Aid Officer or Doctor for head injuries during or after a game must produce a medical certificate clearing him/her before they are allowed to play. This certificate must be delivered to the club Secretary and forwarded to the Junior League office.

3 12. Females! Not permitted to play the game of Rugby League over 12 years of age within the C.B.D.J.R.L. This does not apply to women only participating teams in Women only competitions. 13. Finals Format! The first round of the C.B.D.J.R.L competition is the basis for the Semi Final format. Any change to the amounts of teams after the first round will not alter this format. a) Where there is twelve (12) or more teams in division 1 there will be two (2) semi-finals series. Teams finishing one (1) to five (5) will play for the Cup and teams finishing six (6) to nine (9) will play for the Plate. b) Where there are ten (10) or eleven (11) teams nominated it will be a five team Semi- Final series with a Preliminary Semi Final, Semi Final, Final and Grand Final. c) When there are 8 or less teams in a division it will be a four team semi- final series d) For a 5 team semi final series, the order of play is: Week 1 Team 1 Bye, 2 v 3, 4 v 5, Loser of 4 & 5 to drop out. For a 4 team semi final series, the order of play is: Week 1 Team 1 v 2, 3 v 4, Loser of 3 & 4 to drop out. e) There will be no play offs for semi final positions in Mini & Mod League football. Positions will be decided on points for and against. f) No final series as no competition points allocated in the U6 s U7 s & U8 s as this age groups are non-competitive. 14. Finals! Qualifying and Extra Time! Under 13 s! In international Football (U13s for 2015) if teams are equal in fifth position (or fourth if only 4 team Semi), a play-off will decide 4 th / 5 th position whichever is applicable. For and against points will decide all of the other Semi Final seeding positions if teams have the same competition points. If scores are equal at the end of any Final Series Game, five (5) minutes each way of extra time will commence. If scores are equal after this period, a further five (5) minutes (Golden Point) will be played. In Semi Finals and Finals if the scores are still equal after this second period of five (5) minutes the game will be replayed, ground permitting. For Grand finals, if the scores are still deadlocked after the second period, the team seeded highest will be declared premiers. Ages 12s to 9s In Mod league football (U9s to U12s) where teams finish on the same competition points at the end of the rounds, positions for the semis will be decided on points for and against. i.e. there will be no Play Offs. In Semi Finals and Final if the scores are level at full time, five (5) minutes each way will be played. If the scores are still level at the completion of extra time, the team seeded highest will progress. In the Grand Final, if the scores are level at full time, five (5) minutes each way extra time will commence. If the scores are still level after extra time, the team seeded highest will be declared premiers. Note: For ages 9s to 13s, the Grand Final team seeded highest is the first team to make the Grand Final.

4 15. Fines! Fines are payable within seven days from date of invoice. If Fines are not paid, teams will be stood down until the fine has been paid in full. All numbers must be permanent fixtures attached to the player s jumper. Failure results in an automatic fine of $50 for each offence. From Preliminary Finals to Grand Finals $100 for each offence! a) All players entering the field must be correctly attired. Club socks, shorts and numbered jumpers. Each offence of incorrect attire or player with duplicate numbers results in an automatic $20 fine for each offence unless prior approval has been granted by the Chief Executive Officer of the Junior League. All finals a $50 fine for each offence. b) All players must wear their football jumpers until they have left the field of play. Failure to do so will incur Management Committee action. c) Failure to complete the sign on sheet correctly and in full to the satisfaction of the C.B.D.J.R.L, an automatic $5 fine for each breach incurred including semis through to grand final. d) All teams playing must supply and have at the match one correct sized football for that grade, failure to do so is an automatic $20 fine. e) U9s to U13s must provide a ball boy/girl at each match, failure results in an automatic $50 fine. Maximum age 16 years of age. f) Should a club withdraw from the competition after the first competition game the club may be fined up to $100. g) Any club who allows an unregistered official to act in any match will incur a $300 fine for each breach. No club/team can play a suspended or unqualified player in any match with the C.B.D.J.R.L or N.S.W.R.L competitions. Any breach is a loss of competition points for each breach and a $300 fine for each breach. h) No sign on sheets, referees reports, charge sheets etc. are to be removed from the possession of the Ground V.P. unless the Junior League Chief Executive Officer has given his approval. It is the responsibility of the Ground V.P. or the Home club to have all results entered Online, and to Fax, or hand deliver all game day sheets by Monday 11.00am after the games have been played on a Saturday. Failure to do so will incur a $200 fine. i) All coaches must wear their lanyard with card during the course of the game. Failure to do so will result in a $50 fine. 16. Forfeits! Any team forfeiting the last competition round and are Final Series contenders, must show cause to the Management Committee as to why they might be allowed to participate in the final series. Any team that has forfeited on three (3) occasions must show due cause why they should not be disqualified from the competition. a) For Games played on a Saturday, any team forfeiting must notify the Chief Executive Officer of the Junior League by Friday 12 noon. b) In Mini and Mod competitions, the team receiving the forfeit will have 25 points added to their For total while the team that forfeited will have 25 points added to their Against total. In international competitions (U13s only in 2015), the team receiving the forfeit will have 30 points added to their For total while the team that forfeited will have 30 points added to their Against total. c) All forfeits not in accordance with rule 16a the club must pay a $200.

5 17. Glass! No glass bottles or glass containers be permitted onto any ground under the control of the CBDJRL. A fine of $200 may be imposed or a Code of Conduct citation for any individual, team or club. 18. Goal Kicks! In Mini no goal kicks for under 6 s to under 7 s Under 8 s to under 11 s a goal may be attempted only after a try has been scored. The attempt may be taken by either a drop kick or a place kick. Once a player has kicked for goal, whether successful or not they may NOT attempt another kick until all players in the team have had a kick at goal. This also applies to tap restarts of play in Mini League. a) Under 12 Mod League Conversion by Place Kick only. In U12 s the kick for conversion cannot be taken any further than the 20metre line in from touch, any conversion inside the 20 metre mark will be at the mark given by the referee. In U/12 year Mod League the rotation rule still applies. Any breach of these rules, all points scored shall be disallowed and a fine not exceeding $50 may be imposed. NOTE: In the event that a player who has already attempted a kick at goal, attempts another kick at goal prior to all other players (on the field at the time) being given a chance to kick, the points will not be awarded, if successful, and another attempt will not be provided to the team to convert that try. 19. Grading! a) The Board of Management has the authority to divide any competition if they deem it is in the best interest of the competition. b) The 2014 competition ladder to be the basis for decisions for the 2015 competition. c) Under6 s: Clubs to nominate which Division they wish to compete in. The lowest Division 4 will be reserved for U4s and U5s. No player turning 6 in 2015 can play in the U6 Div 4. d) Under7 s: The top 2 to 3 teams from the Under 6 s Divisions 1, 2 and 3 will go to Division 1. e) Under 8 s to 13 s: Executive committee from C.B.D.J.R.L to decide which teams to play in each division based on results from the previous season and team nominations for the upcoming season. f) The Chief Executive Officer of the C.B.D.J.R.L will have the final say on the number and which clubs participate in each Division of the competition. g) Where a club nominates two teams in any competition that is divided, the best team to play in Division 1, unless both teams were Grand Finalists in 2014, then both teams to play in Division 1 as teams 1 & Grand Finals! Division Two (2) & Three (3) Under 9 to 13 s will be played Saturday 22nd August Division One (1) Under 9 to 13 s will be played Saturday 29 th August These Dates may alter pending: a) Council approval of venue availability. b) Time available based on number of Divisions nominated

6 21. Injured Players In Mini and Mod any injured players in a game must return within three (3) minutes otherwise the replacement player is permanent. Any team breaching this rule will automatically lose any competition points and/or will incur a fine of $100 per offence. The blood bin has no time restriction. Mini and Mod players the player must report to the referee. Under 13 players must report to the touch judge. Only two replacements can be made at any one time, any breach of this rule will incur $100 fine. 22. Kicking Tees! Only N.S.W.R.L approved kicking tees are to be used in the C.B.D.J.R.L. Non compliance could incur a $50 fine. a) It is the responsibility of the First Aid Officer/ Trainer to retrieve the kicking tee from the field of play after Start, Restarts or penalty kicks at goal. Ball boys/girls can take tees out for kicks, but must return to the sideline, they can retrieve tees after try conversions. Team/club not abiding by this rule will incur a $50 fine or further management committee action. 23. Management! Any anomalies regarding the competition etc. are referred to the Board of Management of the CBDJRL. a) The Board of Management of the C.B.D.J.R.L has the power to alter any match result if they find necessary grounds to do so. This can be from Code of Conduct issues or any actions that may arise from any match in the C.B.D.J.R.L competition. b) The C.B.D.J.R.L may refuse any teams nomination from any club if they consider the nomination is not in the interest, policy and welfare of the CBDJRL. c) No Team is eligible for finals unless that club has for filled their financial commitments to the C.B.D.J.R.L. d) Clubs and teams playing rugby league in the C.B.D.J.R.L is by invitation from the Board of Management who also may impose cash bond on teams or clubs wishing to participate. e) All team officials must be financial members of their club and meet the age and other requirements set out in Rule 27. f) Any player or official making inducements to registered players from opposing clubs during the season, to appear before the Management Committee on a charge of misconduct covered by the constitution of the C.B.D.J.R.L matters detrimental to the welfare and interest of rugby league. g) Any club making derogatory remarks about other clubs, officials, junior league or referees in their sheets etc and or either printed or electronic media may be charged with misconduct under the By Laws of the C.B.D.J.R.L. 24. MERCY RULE! Mini and Mod Football, The referee will stop the game when notified by the timekeeper s table, when the score reaches a gap of 50 points. EXAMPLE: if the result is advised from the grounds, the score being 58 to 4, then the result will be recorded 54 to 4 favouring the losing team. International Football, 13s, the referee will stop the game when notified by the timekeepers table, when the score reaches a gap of 60 points. 25. Minimum Age! The minimal age to register to play in the CBDJRL is that you must have attained the age of four (4) years of age. This is an insurance requirement.

7 26. Nominations! All team nominations must be in writing to the Chief Executive Officer of the C.B.D.J.R.L with nominations closing 9.00am Tuesday 17 th March Officials! All Coaches, Managers, League Safe Trainers and Sports Trainers (First Aid officials) must be registered with the C.B.D.J.R.L and have their cards at all matches. All must be financial members of their club they represent and be registered with the Junior League by the 2 nd competition game. Officials must also meet the following age and other requirements: Coaches and managers over 14 years of age League Safe trainers over 16 years of age and have League Safe accreditation Sports Trainers (First Aid Officers) over 18 years of age and have ARL approved FAO accreditation Ball boys/girls cannot be over 16 years of age. a) Trainers Under6 s to Under11 s. Only one (1) permitted on the field. Under12 s to 13 s. Each team is permitted a maximum of three trainers, with a maximum of two trainers allowed onto the field at any one time. b) Trainers and Coaches! A coach is not to act as a first aid officer or trainer for his team. All first aid officers and trainers must wear the appropriate C.B.D.J.R.L singlet. 28. Player Numbers Minimum for games to Start and Continue! Mini 6 s to 8 s 6 players, Mod 9 s to 11 s - 8 players, 12 s 11 players, 13s 9 players. All players must be registered in accordance with the constitution. All de-registration fees are claimable by the C.B.D.J.R.L before a clearance can be given. 29. Player Numbers, Registrations Allowable! U/13 s - 20 players, U/12 s 17 players, U/11 s to 9 s 15 players, U/8 s to 6 s 12 players. 30. Player Sent Off! Where an Under 13 player is sent off, the Manager must hand the players registration card to the Ground V.P or the referee when signing the charge sheet. 31. Playing 1 Year above your Age! Any player wishing to play in a age group (6 s to 17 s) which is more than 1 year above his or her age, must have completed the letter of consent form giving consent from his or her parent/ guardian to play in that age group. All letters regarding this must be handed to the Ground V.P before they play, and this letter is to be forwarded onto the Secretary of the CBDJRL. A $100 fine will be applicable if this rule is breached. This rule is not applicable for 19 s to A Grade. 32. Playing Time! Ages 6 to 8-3 x 10 minute periods. Ages 9 to 11-2 x 20 minute halves. Under 12-2 x 20 minute halves. Under 13-2 x 25 minute halves.

8 33. Public Holidays! There will be no rugby league games played in the Canterbury Bankstown District on the: Easter Long Weekend (4 th and 5 th of April); ANZAC Day (25 th April); and Queen s Birthday weekend (7 th of June) 34. Recording Games! Permission must be obtained by club secretaries through the Junior League Chief Executive Officer to take or make recordings of any matches played under the control of the C.B.D.J.R.L. a) The Junior League Management Committee may call upon any such tapes or film that may be required in evidence for any Board of Management hearing. b) Any tape must be produced before 9am on the Tuesday after the match at the Junior League Office. c) The use of cameras, video cameras, phone cameras or electronic/mechanical device (for film, imaging or photo) are not permitted to be used in any change room at any ground under the control of the CBDJRL. Failure to adhere to this instruction will have that person or team responsible brought before the Board of Management of the CBDJRL. If found guilty of the breach a penalty deemed appropriate can be imposed. 35. Registration Cards or Official Cards! No Card No Play for players to apply from round 1 of the competition. Failure for a team to have their registration cards or official s cards on the timekeepers table can result in the opposition requesting a forfeit. The Chief Executive Officer of the C.B.D.J.R.L should be contacted by the Ground Official with this request and a decision will be given. 36. Registration of Officials! A fee of $5.00 is payable for each official registered. The C.B.D.J.R.L may refuse to register any Coach, Manager, Trainer or First Aid Officer if it is considered their application would be detrimental to the welfare, interest or well being of the Junior League. 37. Registrations! All player registrations finish on the 30 th June in accordance with NSWRL rules and guidelines. No statutory declaration forms will be accepted for registration. No Photostat birth certificates, hospital birth notification slips. No school registration notification slips. No school registration notification documents or baptism certificates will be accepted for registration. Only original Birth Certificates, Passports and a Drivers License will be accepted. When a team has more than the allowable players registered, the last players are automatically deregistered. a) The reasons for de-registration of players from clubs must be submitted in writing to Chief Executive Officer of C.B.D.J.R.L to consider. b) No de-registrations will be considered until player s registration card is returned. All deregistrations finish on the 30 th June. c) When de-registrations have been sought no additional registrations over the number allowed can be approved until de-registration of the player has been sanctioned by the Chief Executive Officer of C.B.D.J.R.L. d) No registration of a player can be approved until that player is firstly de-registered from the club he/she is transferring from. Failure to de-register before registering will make that player an

9 illegal registration and the clearance would not be completed. (Player playing without a clearance, loss of competition points per match played and $300 fine). e) All players must be registered before their competition match. Cards may be inspected at any match by Junior League officials ten minutes before play. All registration cards must be left on the timekeepers table for perusal, if required by Junior Leagues Officials or opposing team Managers until fulltime has expired. Any breach of this rule to be reported to the Chief Executive Officer and a fine will be imposed (Please refer to Summary of Fines). f) Player Registration Cards. Must be a Clear Photo! Head and Shoulders Only! This must be a recent photo! No obscure or objectionable photo will be accepted. g) Once a player has been registered in a team (age and division) they cannot change divisions. E.g. if a player is registered in U10-1s they cannot move to or play in U10-2s at any time during the season h) Decision by Registration and or Management Committee s to be Final. i) A player is required to have a new photo and submit his/her identification:- i) Any new player ii) Any nine (9) year old iii) Any thirteen (13) year old 38. Regrading! a) Any team wishing to apply for regrading must do so in writing to the Chief Executive officer of the C.B.D.J.R.L no later than 5.00pm of the Tuesday following round 5. b) Any team that is promoted from a Division as a result of regrading shall not carry forward any more competition table points than the team that is currently sitting in the last semi final position at the time of moving to that higher Division. c) In addition, the team that is promoted will have the same for and against differential as the team that is currently sitting in the last semi final position. d) Teams that are regraded from a higher division to a lower division will be allowed to play in the final series. At the completion of eight (8) rounds in any competition that draw will continue. 39. Replacement of Players in Semi Finals, Finals & Grand Finals! No player who has played in three of the last five games in the Age and Division they are registered for is to be replaced in Semis, Final or Grand Final by a player from a younger age group unless a doctor s certificate is provided indicating an injury that will prevent the player from playing. This rule applies to Mod & International football. The rules for bringing players up are as follows: a) The name or names [no more than 2 see (d)] must be advised to the Junior League Registration Committee Secretary by the Thursday night prior to the game. b) If the player or players coming up are replacing an injured player, the name of the injured player/s and a copy of the medical certificate/s also to be provided to the Junior League Registration Committee Secretary by the Thursday night prior to the game. c) For under 9 s to under 13 s, players being brought up to be limited to two (2) players only and the players must be from the same or lower division of the age for which they are registered.

10 40. Replacements of Players! a) International Competitions played under International Rules, 13 years are allowed replacements restricted to 20 players per match. Only 20 players can be dressed to play. Any club breaching this rule will automatically lose any competition points and incur a fine of $200 per breach. b) Mod League Each player in the team is to play a MINIMUM OF ONE UNBROKEN HALF of a match. A player having played an unbroken half of a match and been replaced, may be used in the latter half of a match to replace a player who has also completed and unbroken half or for a player who has been injured or suspended. Any club breaching this rule will automatically lose any competition points and incur a fine of $200 per breach. c) Mini League Each player is to play a minimum of one unbroken period of ten (10) minutes. A player, having played an unbroken period of play and been replaced, may be used at a later period as a replacement for a player who has also completed and unbroken period of play and not been replaced, or, for player who has been injured or suspended. Any club breaching this rule will automatically lose any competition points and incur a fine of $200 per breach. d) Lower division teams wishing to play a younger player from a higher division team to be restricted to two (2) players only. (e.g. 2 players from the under 10-1s can play up in the under 11-2s. Similarly, 2 players from the under 9-2s can play in the under 10-3s) 41. Representative Players! Players from Harold Matthews and SG Ball must produce there registration card to play football for their Junior Club during the Representative season. This will act as a clearance. If a card cannot be produced the Chief Executive Officer of the C.B.D.J.R.L can give a verbal clearance direct to the Ground VP if he has been informed of the player s clearance. Players chosen to play for the Bulldogs District Representative Teams are to register and play for the club that the player was chosen from (i.e the club they played with in the previous season) unless. a) The team or club does not form. b) His club are happy to release him. NB: All Player Transfers subject to By-Law Sent Off or Replaced! A player from 6s to 12s may be replaced during the game for a period of time and will be allowed back onto the field of play. This is similar to a sin-bin and the player may play again in any other match that day. The Ground official must check with the referee to determine when the player can return and inform both timekeepers and the player s coach. Any player from 6s to 12s replaced by the referee for the remainder of the game receives an automatic one competition match played suspension for the offence. The Player cannot play in a higher grade game later on the same day. The player s registration card is to be handed in with the match day sheets just like any send off. A second offence for players in the under 6 s to 12s is an automatic two competition match played suspension. Any further replacement infringements, suspensions will be at the discretion of the Board of Management. A suspended player from 6s to 12s has no right of appeal unless conclusive video evidence is produced to the contrary. All suspensions given for players cannot be overturned by any motions moved for Final Series Football unless video evidence can prove the offence was not committed.

11 Any player from 9s to 12s replaced by a referee for the remainder of the game for abuse of the match official, the team will be stood down for one competition match. Further any team official found guilty of abusing the match official, the team will once again be stood down for one competition match. 43. Signing On! Mini league players must sign on prior to commencement of the third period to be eligible to play in the match. Mod league players must sign on prior to the kick off in the second half to be eligible to play in the match. International players can sign on at any time up until full time if the 20 players rule has not been breached. All sheets must be correctly filled with players name, jumper number and signature. Team officials must also sign the sheet that being, Coach, Manager, Timekeeper, First Aid and Unofficial Touch Judges. The first 13 players must sign on prior to the game starting. Interchange players will sign on before entering the field of play. 44. Special Games! All requests for special games or times to be submitted to the Chief Executive Officer of C.B.D.J.R.L at least four weeks in advance. This rule is to be strictly enforced. All games are played at any time and venue specified by the grounds committee except in exceptional circumstances which may be varied by the general committee or in the case of unfit or unavailable grounds by the Chief Executive Officer of the CBDJRL. 45. Starting Times! No competition games to start before 9:00am Saturday. 46. Time Off! There is no time off in Mini, Mod & International (13s) football unless the referee specifically indicates to the timekeepers and touches his watch with his hands raised above his head. 14s to A Grade please refer to SCC rules. 47. Transfers! a) Current Season. Any registered player who has played a competition match for a team and wishes to transfer to another team in the same division or lower division can only do so with the approval of the Junior League Management team. b) Following Season. All players require the approval of the Junior League Management team to play in a lower division the following season. Any player can move up a Division without any approval, but the same player cannot return to a Lower Division that same year. c) Transfer of First Division Players! Those teams that played in the first division mod league grand finals the previous season cannot accept/transfer in any players who played first division for other CBDJRL clubs in the previous season. (A first division player will be any player who has played five (5) or more games in first division. Clubs may make representations where there are extenuating circumstances. d) When a team wishes to register players from another club within the district such registrations to be limited to two players per team based on the number of teams that club had registered in the age group in the previous season or unless the club/team the players are coming from is not fielding a team within that age group, or the player previously played with the club he is transferring to within the last two seasons. This applies to International, Mod & Mini football. Clubs can clear players above the two player limit if the club does wish to do so. For

12 Example: If a club fields 2 teams the previous season say in Under 8 s, 4 players from that age group will be allowed to leave the following season without any restrictions being invoked. e) Representative and Development Players. Refer By-Law Weather! If a round of football is called off due to inclement weather, that round will be played in the last available round. E.g. Round 3 is washed out and there are 16 rounds, round 16 will be deleted and round 3 will be played. Round 7 is washed out, round 7 will be played instead of round 15. And so on. However, if a competition has been re-graded, any games washed out prior to the re-grading will not be rescheduled in accordance with paragraph a) i.e. they will not be replayed.
