4 Why are we participating in the NCR? Meets the strategic objectives of the FFV Increase member numbers Increase member satisfaction Falls within one of FFV s 6 Strategic Goals Structure & Delivery of the Game in Victoria We want to be a world leader in the World Game Australia and Victoria need to catch up with the rest of the world Comes from extensive FFA research which has already seen development of key documents and resources National Coaching Curriculum, National Development Plan, etc. Provides an opportunity to better use limited resources, better skill development for all players Creates a well defined pathway, and clearly delineates between community clubs and talented player clubs Allows clubs to better understand their role in the delivery of the sport in Victoria
5 Background to the NCR FFA research suggests Australian players don t play enough football to match it with European counterparts Delivery of football in level below A-League is inconsistent throughout Australia Seek better structures to deliver the sport at all levels, especially in skill development for talented players FFA conducted a review of all competitions around Australia (NCR) FFA delivered findings of the review to Member Federations earlier in 2012
6 Background to the NCR FFV Board first considered the NCR findings, recommendations and mandated requirements for state rollouts Board formed a Football Sub Committee to develop a Victorian framework to be discussed in a consultative process with Victorian football stakeholders Members: Ian Eman-Ammache (Chair), Steve Milicevic, Theresa Deas, Alan Davidson, John Karounos FFV Board, Football Subcommittee and Senior FFV staff workshopped issues From this workshop the following framework was developed into a discussion paper/presentation Forums to be held State-wide to ensure full consultation with Football community before final framework is ratified by the FFV Board
7 FFA Key Outcomes Evolution of the Elite Player Pathway to: Recognise the important contribution of state-based elite clubs Address gaps in the talented player pathway Introduction of an Elite Club Accreditation System to: Increase quality of youth development practices Develop better coaches Introduction of a Player Points System to: Correct unsustainable player payments in State League competitions Promote youth development within the club team structure Revision of Training Compensation Regulations to: Reward clubs which achieve accreditation Increase the flow of revenue to elite clubs Definition of Competition windows and participation requirements to: Extend the duration of the season in critical stages of player development

12 Proposed Framework - STRUCTURE Can only have one team in each age bracket Cannot field sides in community competitions or SSF competitions For Junior age brackets under 18 and down recruitment must come from a designated zone (or part of a zone in the case of Wimmera South Coast and Goulburn North East) Junior players (u18 and down): To be eligible for selection talented player identification is based on the community club they play for NOT their residential postcode When an u18 participant becomes a playing member they automatically become a legal member of the club Therefore all junior players (all parents or guardians) have the right to have a say in how the talented player club is run Accredited Youth Division Accredited 1 st Division

14 Proposed Framework - CRITERIA For entry into the new second tier structure clubs / individuals / consortia must submit a formal application outlining how they ll meet all NCR criteria Applications must also meet any Victorian specific criteria set by FFV Successful applicants will be granted a licence by FFV and will have a period to meet all of the NCR requirements (3-5 years to be determined) Licences will be reviewed annually against the clubs meeting the NCR/FFV requirements. Subject to compliance there will be no new licences granted for a defined period. Accredited Youth Division Accredited 1 st Division

16 Proposed Framework - CRITERIA No promotion and relegation from/to the community leagues while the licensed clubs are meeting NCR requirements Promotion and relegation may exist between the 2 divisions within the League for all age brackets to ensure the best teams play against the best at each age level or The 2 divisions are based on geographical division ie East Victoria, West Victoria As the sport grows new licences may be added to the new structure, but not within the first licence period No other semi professional leagues in Victoria Accredited Youth Division Accredited 1 st Division
17 Proposed Framework - FINANCES Licence fee: Estimated $50k Based on current fee structures for clubs entering teams in VPL/WPL and teams in the identified age brackets Junior fees: clubs will be able to charge a fee for junior players Budget and fees for junior programs will need to be submitted to FFV for approval Based on information collected from VCL clubs and extrapolating this to a 40 week season the cost of the program would be approximately $110k. This is dependant on cost structures of the club in terms of venue costs, administration costs, coaching payments etc. Estimated cost based on VCL model for 40 week season is between $700 and $1,000 per junior player Scholarships should be available to talented players unable to afford fees Accredited Youth Division Accredited 1 st Division
18 Proposed Framework - FINANCES Senior Teams Costs: Men s and Women s senior teams will participate in semiprofessional Leagues Points Cap to apply to both Leagues will help reduce player payments, to be set at 200 points (currently VPL clubs operating on 280 to 330 points) Accredited NCR clubs will receive a greater share of training compensation NCR clubs ability to earn revenue from canteen sales, gate takings, fundraising and sponsorship will remain in the control of clubs Costs associated with running senior teams in the NCR will be similar to costs associated with the VPL. This is dependant on cost structures of the club in terms of venue costs, administration costs, coaching payments, player payments etc. Accredited Youth Division Accredited 1 st Division
19 Proposed Framework COACH REQUIREMENTS Requirement Technical Director First Team Coach The Technical Director must hold a B-Licence and must have attended a State Coaching Conference during the previous 12 months. The First Team Coach must hold a B-Licence and must have attended a State Coaching Conference during the previous 12 months. First Team Assistant Coach The First Team Assistant Coach must hold a C Licence and must have attended a State Coaching Conference during the previous 12 months. 20 Proposed Framework Player Points System Two fundamental issues were identified during the NCR Inadequate focus on youth development Unsustainable player wages The PPS provides an opportunity to: Incentivise youth development Curb excessive player payments Limit the time and effort required to monitor and evaluate compliance by clubs The PPS was preferred over a salary based cap system due to the high compliance costs such a framework would impose on Member Federations and an inability to simultaneously bring focus on player development The PPS assumes a mandatory squad size of 20 players for the First Team Each player is initially worth 10 points and the absolute point limit is 200 points per squad Player values are then discounted, or inflated, depending on the characteristics of the player and whether the characteristics have been prioritised. 23 Community Competition Community Competition - Men Restructure State League 1 into North/West and South/East competitions as is currently the case with State Leagues 2 and 3, which will remain the same. Provisional Leagues and Metropolitan Leagues will be renamed State Leagues 4,5,6 and will be split into 4 zones. Central/Western North West/Northern North East/Eastern South East/Southern State League playoff structure implemented All leagues will be amateur status No change to the regional/country league structures
24 Community Competition Community Competition - Boys Junior boys metro competitions are currently divided into 6 zones: Recommend to reduce to 4 metro zones. Central/Western North West/Northern North East/Eastern South East/Southern SSF to be split into 8 zones Metro playoffs to continue No regional/country teams in metro leagues No change to regional/country competitions
25 Community Competition Community Competition - Women Based on the assumption that all 16 Metropolitan clubs in the 2 nd tier competition have women s teams: State League 1 split into S/E and N/W divisions with first and reserve grade teams in 2014, State League 2 split into S/E and N/W divisions with first and reserve grade teams being introduced in 2015, clubs only allowed to enter team in one division for State leagues 1 & 2, Metropolitan League to become State League 3 with up to 4 regionally based divisions (one team only), State League playoffs to continue as per current structure, No change to regional/country competitions.
26 Community Competition Community Competition - Girls Junior girls Metro competitions are currently divided as follows: Central/North East/East South East/South West/North West/North Further discussion needs to be entered in to regarding how junior girl s Metro League will be structured in the future after NCR framework is finalised. No change to regional/country competitions
27 Consultation & Timelines Consultation August/September FFV will be holding forums with: Zone representatives and Standing Committees members forum Current VPL & WPL clubs forum Current Men s and Women s State League 1 clubs forum Regional forums in Bendigo, Ballarat, Shepparton, Geelong, Wodonga, Gippsland & Mildura Metro forums in Western, Eastern, Northern and Southern areas. September/October Board and Football Committee to consider feedback November - December Board to make final decision Communication of decision to Football Community Implementation Will be based on Board decision but most likely full implementation for 2014 season
