1 Questions & Answers: The things you need to know about how city centre parkland will be affected by Cardiff s hosting of the UEFA Champions League Finals The men s UEFA Champions League Final will take place on June 3 rd and is the largest sporting event in the world in It is a major coup for Cardiff and Wales to host such a prestigious event and all agencies involved are determined to make it a success. Intensive planning has been underway for many months to ensure a safe and successful event. UEFA estimate a global audience of more than 200 million watching the game live, with many hundred million watching the game on catch up, or through news coverage. The eyes of the world will be firmly on Cardiff and South East Wales. The economic benefit to the Cardiff city region is estimated to be 45m. Q: I read that there will be a fanzone in Bute Park linked to Cardiff s hosting the UEFA Champions league final on Saturday 3rd June 2017, is that true? A: No there will not be a fanzone in Bute Park for this event. There will be a Champions Festival for supporters located within Cardiff Bay for four days. We encourage people to enjoy the atmosphere on Thursday, Friday, Saturday and Sunday. As with all UEFA Champions League Finals the Festival does close before the game begins so there will be no live screening of the game. Coopers Field, Bute Park will be hosting a large sponsor s hospitality village for the UEFA event. There will also be a hospitality village in Cardiff Castle and this will be built from a compound inside Bute Park at the rear of the castle. Q: How long will the village be there? A: The set up for the Coopers Field village will begin immediately after the RHS Spring Flower Show in mid-april and it will all be off site by the end of June. The compound to allow set up for the Castle village will be place at the rear of the Castle for a slightly shorter time. Q: Those sites are in place for a long time, what will that do to the grass? A: As the ground will be covered over for many weeks because of both the RHS Show and the UEFA hospitality villages it is expected that the grass within those sites will die. The Council will fully reinstate the affected grass areas. 1

2 Q: So in the end the grass will be better after the events than it is now? A: Yes. Coopers Field is very popular with major events (e.g. RHS Show, Sparks in the Park, the Roald Dahl Pyjama Picnic, Pride Cymru, music festivals and concerts) and over a number of years, these take their toll on the ground. Weather conditions, the grass growing season and diary pressures limit the ability to reinstate on an annual basis, so the chance to reinstate Coopers Field in such a comprehensive way is a rare and positive opportunity. Q: What is being done and how long will it take? A: Once the hospitality village site has left Coopers Field the top layer of soil will be removed, the ground will be levelled out and a hardwearing rye grass seed mixture will be sown. The newly establishing grass will be treated with fertiliser, mown frequently and irrigated to support growth. This will provide a good quality grass surface suitable for hosting our regular major events. Coopers Field will remain fenced off for 13 weeks to allow the newly sown grass to establish. Other affected grass areas will be fenced off and re-grown from seed or will be reinstated with turf. Q: So Coopers Field will be out of public use for many weeks this year, how else will my use of Bute Park be affected by the 2017 summer events? A: When the RHS Show event site is being built and taken down all public gates and footpaths will remain open. However, the park will close to visitors at 4pm on Sunday 9 th April to allow a safe exit of exhibitor vehicles from the show. This is normal procedure for the RHS event and has happened in previous years, signage will be displayed on-site in advance. Certain gates and footpaths will be closed for safety reasons when the UEFA hospitality sites are being built and taken down. The larger size of the village sites means more vehicle deliveries are necessary and it will be necessary to separate the public from working areas and vehicle access routes. Further communications about planned path closures and diversions will be communicated nearer the time so people have adequate notice to plan alternative routes. For security reasons, the southern half of Bute Park will be closed to the public on the match day weekend. The closure will be managed by use of fencing. This is normal procedure for high-profile events and similar fence lines were used during the Euro fanzone in 2016 and when the Castle hosted the NATO dinner in Large areas of city centre parkland will remain open while the event sites are closed. 2

3 Q: Will there be any effect on the normal operation of businesses within Bute Park? A: Yes. It is anticipated that the park businesses (Princess Katherine, AquaBus, Pettigrew Tea Rooms, Summerhouse Café, Secret Garden Café, Bute Park Education Centre and Bute Park Plant Nursery) will operate largely unaffected during the village build/derig period. However, some businesses will close to public trading on the match day weekend due to the security requirements. Q: Will there be any closure of the tow path that runs north south along the Dock Feeder canal on the eastern side of Coopers Field? A: Yes. There will be periods of closure on the match day weekend due to the security requirements and also during the most intensive periods of the hospitality village build and break down. This will allow segregation of the public from the busy working areas and vehicle access routes. Q: Will there be any closure to the cycle path that crosses Bute Park eastwest between Fishers Bridge at the Royal Welsh College of Music and Drama and the Millennium Footbridge opposite Sophia Gardens? A: Yes. There will be periods of closure on the match day weekend due to the security requirements and also during the most intensive periods of the hospitality village build and break down. This will allow segregation of public from the busy working areas and vehicle access routes. Q: What reassurances can the Council provide that the event will not cause lasting damage to the site? A: The Council are working very closely with the event organisers to ensure the park is protected. Areas containing heritage features e.g. the Scheduled Ancient 3

4 Monument Blackfriars Friary will be kept outside the event site to protect them. The park s precious tree collection will also be protected from damage in accordance with the specifications of an independent arboriculture officer. Ground protection trackway will be laid to prevent damage to paths. The event is subject to a Traffic Management Plan and will be stewarded throughout by experienced staff. Q: Are other city-centre parkland areas affected? A: Yes, Pontcanna Fields will be hosting a Fan Camp Q: Why are we having a Fan Camp? A: Since the announcement that Cardiff has won the UCL Final, virtually every hotel bed space has been booked. The result of this is the two finalists supporters will not have accommodation by the time they know they are coming to Cardiff. The Council wants to ensure there is a positive experience for visitors coming to Cardiff and that we maximise the economic benefit of hosting fans in the City both prior to and post event. Q: How big is the Fan Camp? A: We aim to provide enough bed space for 5000 fans in a mix of 2, 4 and 8 person tents. Q: When will the Fan Camp be on site? A: The Fan Camp will be operational from May 31 st 2017 to June 5 th Q: Can I bring my own tent? A: No, the whole site is pre pitched and accommodation can be booked through the following website - Q: Will there be disruption to Sports Pitches? A: Yes, Softball will be relocated to an alternative venue. Q: Will the Cricket pitches be affected? 4

5 A: No, the site has been designed to avoid any footfall on the cricket playing areas. We are in discussion with the league about fixtures during the week of the Fan Camp. Q: Will the condition of the grass areas be affected? A: No, the length of time the tents are in situ will not have a detrimental effect on the condition of the grass. However, should we have inclement weather and high rainfall, there is likely to be some damage. Q: Will any damage have a long term effect? A: The Council will re instate any damage caused and this will be undertaken during the ideal seasonal growing period. Q: Will there be disruption to the surrounding pathways, spine road and cycle routes? A: Yes, there will be a temporary closure of the pathway between Blackweir Bridge and Pontcanna Changing Rooms, however a temporary pathway will be installed to mitigate for this closure and allow continued access across the Park. The Pontcanna Car Park and Changing rooms will be closed for the duration of the camp. * The Spine Road will be subject to security checks and delays may be possible Q: This seems like a lot of disruption for one event, what benefits will there be for people who use the affected areas of the park regularly? A: As well as the improvements to Coopers Field and other grass areas, the site will benefit from upgrades to its basic utilities, which will benefit the organisers of the popular events held each year. As a specific legacy for Bute Park there will be the installation of a state-of-the art wildlife camera system in the park. This will provide park users with a Spring Watch style insight into some of the fascinating wildlife that live and feed within the park. This fantastic new facility will display live and recorded footage of wildlife both online and within the park itself. It will also provide new opportunities for the park s education and volunteer programme. More details of this exciting project will be communicated in the coming months. 5
