4 The Sunshine Coast Futsal Association is a not-for-profit organization affiliated with Football Queensland Futsal and Football Federation Australia. SCFA is responsible for the running and management of Futsal in the Sunshine Coast Region. The SCFA has been running for 21 years now and has seen the sport grow from operating one venue, one evening a week to utilizing six venues over four nights a week. 6 Registration: Juniors (6 9yrs) $80.00 Juniors (10 19yrs) $ Seniors (20+) $ Team Fees: Team Nomination $50.00 Team Bond Equivalent to two game fees (see below) Due to a number of teams forfeiting matches and then dropping out of the competition and not paying forfeit fees we have found it necessary to introduce this fee to recover costs. The bond will be held until the end of the season at which time teams that do not forfeit have the option of using it to pay for their last two fixture games or rolling it over to the next season. Game Fees: Juniors (6 9yrs) $50.00/week $850.00/team for season Juniors (10 19yrs) $65.00/week $ /team for season Seniors (20+) $75.00/week $ /team for season Please may we ask you to do the following: 1. Always produce your ID card when signing on and only play registered players. 2. Each week please check that all players are available for next week s game. If they are not, then please look for stand-in players (a registered player not playing in the same division and of correct age). a. If a forfeit has to occur, please advise SCFA before midday of the Friday prior so that changes can be made before the draw is posted. b. If a team forfeits a match without 48hours notice in writing ( ), the result will recorded as a 4 0 win to the opposing team, and a fine of TWO fixture game fees will apply. The fine is to be paid before taking the court in the next scheduled game. If a team forfeits without 48hours notice twice during a season, the SCFA has the right to eliminate them from the competition. 5
7 Please remember to give our referees a fair go, without them you would have no games. There is a correct process to follow if you do not agree with the referee s decision or if you have questions regarding the rules of the game. 1. If you have any questions regarding the rules of the game please refer your questions to the centre manager, if the centre manager is unable to answer your question you may ask the referee after the game. 2. If you have a complaint regarding violent conduct during or after the game or concerns regarding refereeing, please address your complaint/concerns to the SCFA Committee in writing. Safety: A player must not use equipment or wear anything that is dangerous to themself or another player, including any kind of jewellery or glasses unless they have been approved by an optometrist. Basic equipment: Uniform Soccer shorts (shorts with pockets are NOT permitted) Long socks Shin guards Footwear (flat, non-marking soled shoes) Jersey, shorts and socks: Identical in style, colour and design for each player on a team Numbers must appear on the back of the shirts (colour of number must contrast clearly with the colours of the jersey) Singlets are NOT permitted See page 19 for further information Shin guards: Must be entirely covered by the socks; must be made of a suitable material (rubber, plastic or similar substances) and must provide a reasonable degree of protection Goalkeepers: The goalkeeper is permitted to wear long trousers (trousers with pockets are NOT permitted) Each goalkeeper shall wear colours that easily distinguish them from the other players and referees (a bib will be provided if there are any clashes) 6
8 All registered players are covered by Football Queensland Insurance Program managed by Gow Gates Sports Insurance. Should you be injured during a game, please ensure that the injury is reported to the venue centre manager. Claim forms can then be accessed via the link under Insurance Claims which is located in the menu on our website. For assistance with completing claims, please contact the office. The SEQ Futsal Premier League was announced in August 2016 ahead of its inaugural season launching 8 October, Administered by Football Queensland, the six-club competition forms an essential part of the state s pathway for futsal players. Men s and Women s competitions are underpinned by Junior Boys teams across U12s, U14s, U16s and Youth Men and Junior Girls for U15s and U17s. 9 1. The game of Futsal is played on a court. 2. A team consists of 5 players, 4 court players and 1 goalkeeper with a maximum of 14 players per team. 3. The team benches will be on the same side of the court as the referee or timekeeper. 4. Unlimited flying substitutions. Teams can substitute players at any time during the duration of the game. Substitutions must be made within a metre of half way. 5. There is NO offside. 6. From a kick off, the ball must be played forward and the opposition must be at least 3 metres from the ball until it is in play. 7. A player can score direct from a corner. 8. A goal cannot be scored directly from a kick in or kick off unless it touches another player. 9. When the ball goes out, over the sideline, it is then placed within 25cm of the outermost edge of the sideline; it must be stationary, and kicked into the court to another player. All opposing players must be at least 5 metres from the ball, failure to comply is a cardable offence. 10. For a ball to be out of play or a goal scored, ALL of the ball must be over the line. 11. The game has a 4 second time limit at kick-ins, corner kick-ins and free kicks. 12. Goalkeepers throw the ball from the marked goal area to restart from a goal clearance unless they have saved the ball in general play at which time they can also punt or drop kick. 13. The goalkeeper has a 4 second time limit to control the ball unless they are in the oppositions half of the court, at which they then have unlimited time. 14. Once a goalkeeper has released the ball from their possession, they may not receive it back until - a. It has been touched by an opposing player b. It has left the field of play c. The goalkeeper is in the attacking half 8
10 15. Goalkeepers are not allowed to pick up a back pass from any of their team mates. 16. It is NOT an offence if a player accidentally intercepts the ball with outstretched hands or arms while it is in play. 17. Careless, reckless or dangerous play is not allowed. 18. The penalty mark is 6 metres from the goal line; the second penalty mark is 10 metres from the goal line. 19. During the game, a referee has the option of using 2 cards; Yellow, Red. 20. Accumulated fouls are those punished by a direct free kick, if a team reaches 6 accumulated fouls in either half a 10 metre direct free kick will be awarded. Accumulated fouls reset at half time. 21. Referees or Centre Managers have the right to warn, ask to leave or eject any player, official or spectator whom they feel is bringing the game into disrepute from the stadium. 22. The Referee s decision is final 9
11 1.0 Eligibility 1.1 Club matches will be conducted and governed by FIFA Futsal Laws of the Game 2014/ To be eligible to play in Sunshine Coast fixtures and tournaments players must possess a current Queensland or Sunshine Coast Futsal I.D. card or a card from a Football Federation Australia affiliated State Futsal Association. 1.3 Any player who does not possess a current official I.D. card will not be allowed to participate under any circumstances. Players are responsible for ensuring they are registered and have their I.D. card. 1.4 Players must produce their I.D. card for each game when signing on. Referees will be doing random checks on I.D. cards. 1.5 A Player may not compete or train in an Open Competition unless they have attained the age of sixteen (16) for males and fifteen (15) for females. 1.6 Only players whose names appear on the official game sheet are eligible to play. A minimum of 3 players is required to start a game and a maximum of 12 players per team allowed on the game sheet. In the course of the game there must be no less than 3 players on the court at any given time, otherwise a forfeit will occur. In a Mixed game there must be a minimum of TWO female players on the court at all times. 1.7 Players and Teams are required to nominate in a division relevant to their skill level. a. Each player must be nominated to play in one division and can only play for one team in that division. b. When teams require additional players to fill in, players may only play down one division, but are able to fill in with any team. c. No team may field more than two players from a higher division d. This will be supervised by the S.C.F.A. Committee and they reserve the right to re-allocate a player or team to an appropriate division 1.8 If a team plays an unregistered player that team will forfeit all games in which that player has played and the result will be recorded as a 4-0 win to the opponent. In addition the team will be fined one match fee which must be paid prior to the next match. 1.9 If a team plays an ineligible player that team will forfeit all games in which that player has played and the result will be recorded as a 4-0 win to the opponent All teams are required to fill in the official game sheet at least 10 minutes prior to scheduled kick-off time The game will start on time. The referee will start the clock at the scheduled time of kick off regardless of whether teams are ready to play or not. 10
12 a. The team that is not ready to play will be penalised one goal for every minute the game is delayed up to a maximum of 4 goals. b. If a team is not ready to play, including signing-on and having ID cards checked, within five (5) minutes of the official kick off time, the match will be deemed a forfeit and the result will be a 4-0 win to the opponent. 2.0 Point Scoring 2.1 Win = 3 points Bye = 3 points Draw = 1 point Loss = 0 points Forfeit = 0 points (game awarded to opponent 4-0) 2.2 There will be no refund of game fees for forfeited games, in addition if a team forfeits a match without 48hours notice in writing ( ), a fine of TWO game fees will apply, this fee is to be paid before taking the court in their next scheduled game. 2.3 If a team forfeits without 48hours notice twice during a season the S.C.F.A. has the right to eliminate them from the competition. 3.0 Determining table positions or placing 3.1 By points. Should 2 or more teams be equal on points, then we will look at (in this order): 3.2 Highest goal difference. 3.3 Most goals scored. 3.4 Least goals against. 3.5 Least disciplinary cards. 3.6 Head to head. 4.0 Semi-finals and finals 4.1 To be eligible for the finals series a player must take the court for a minimum of 4 fixture games for that team during the current season s competition, this excludes byes. Exceptions to this ruling will be at the discretion of the Committee. 4.2 If scores are level at the completion of a semi-final or final the following shall apply - Extra Time shall be played consisting of two equal periods of five minutes with no break between halves. 4.3 If scores are still level after extra time then each team shall nominate three players to participate in a penalty shoot-out. The winner will be the team with the best out of 3 kicks, if teams are level after three kicks, they will continue until one team is a clear goal ahead. 4.4 If a team has more players on the team sheet than the opposing team, they must nominate players who cannot take a penalty kick so that the teams have an even amount of players. 11
13 4.5 There will be no timeouts allowed for coaching. 4.6 It is at the discretion of the referee to stop the clock. 5.0 Player s equipment 5.1 Each team strip (shirts, shorts and socks) SHALL BE IDENTICAL in colour, design and style. Singlets and shorts with pockets are not allowed. 5.2 The player s shirts shall be numbered with each player in the same team having a different number. The colour of the number shall contrast with the colour of the shirt. 5.3 Goalkeepers shall wear colours that distinguish them from other players and from the referee. 5.4 Shin pads must be worn; they shall be entirely covered by socks, and be made of a suitable material to afford reasonable protection to the user. 5.5 Players shall not wear anything that is considered dangerous to themselves or another player, this includes glasses unless they have been approved by an optometrist for sporting use. 5.6 No jewellery is allowed under any circumstances for players and referees 5.7 Only futsal shoes and shoes with non-marking soles can be worn. 5.8 S.C.F.A. shall reserve the right to reject any uniform if considered inappropriate or undesirable. No appeal will be considered. 5.9 Where there is a clash of colours, the away team shall change to an alternate strip or wear bibs provided by S.C.F.A. The away team is the second team listed on the game sheet and fixture list Fill-in players must notify the Centre Manager and/or referee that they are playing for a particular team and will be exempt from By Law 5.1, however once a player has played three games for a team and wishes to continue playing with that team they will be deemed a member of the team and must comply with the uniform requirement Players and teams that do not comply with the above mentioned requirements concerning players equipment will be deemed ineligible to play in games. Should the players / team wish to play, the match will be deemed a forfeit and the result will be a 4-0 win to the opponent, should both teams not comply the match will be deemed a Friendly and will not count as a fixture round. 6.0 Mixed Rules 6.1 There will be a minimum of two (2) female players on the court at all times. 6.2 Alternate scoring i.e. A female can score at any time, however once a male player scores then a female must score the next goal; this will carry over the half time stoppage. 6.3 An own goal will not be counted as a male or female goal and scoring will continue as normal. 7.0 Playing time and match balls 12
14 7.1 Game duration for all age divisions will be 2 x 20 minute halves with a half time break. There will be no timeouts allowed. 7.2 All teams up to and including 11 years will use a size 3 Futsal ball and all teams 12 years to Seniors will use a size 4 Futsal ball. 8.0 Disciplinary action Sunshine Coast Futsal will follow the Sunshine Coast Futsal Disciplinary Regulations (APPENDIX A) in conjunction with Football Federation Australia National Disciplinary Regulations (Appendix B), FFA Code of Conduct (APPENDIX C) and Spectator Code of Behaviour (APPENDIX D) a copy of these documents can be found on the Sunshine Coast Futsal Association website. 8.1 If a disciplinary card is issued that incurs a suspension then that player may not play a game in any division or for any team until that suspension is served for the team and in the division in which it was incurred. a. A red card is an automatic one match suspension. b. In addition a player receiving a red card must leave the venue. c. A red card may result in a longer suspension at the discretion of the Judiciary Committee. d. Four yellow cards within a season across any division is also an automatic one match suspension. e. A Red card will be deemed to have been served if the opposing team forfeits a game during the suspension. f. Byes DO NOT count towards service of suspension. g. Additional Red or Yellow cards will incur further sanctions in accordance with the National Disciplinary Regulations. 8.2 Team Officials Mandatory Match Suspension a. A Referee may take action against a Team Official who fails to conduct themselves in a responsible manner and may expel the Team Official from the venue. b. A Team Official who has been expelled from the venue by a Referee must serve a mandatory match suspension of one (1) match. c. Dependent upon the severity of the infringement the incident may be referred to the Judiciary Committee for further action 8.3 Breaches of the Player, Parent or Spectator Code of Behaviours will be referred to the Judiciary Committee. a. SCFA reserves the right to expel from the Competition any team whose players consistently breach the Player Code of Behaviour. The readmittance of these teams and/or individual players to a future competition will be at the discretion of the Committee. 13
15 b. Persons causing damage to any facility will be responsible for the cost of repair and may be reported to the Police / Security at the discretion of the Centre Manager. 8.4 No appeals will be entered into regarding a referee s decision or matters relating to the conduct of the competition except where it can be demonstrated that a decision by the organizing committee is in error. 8.5 The Judiciary Committee will consist of a minimum of three (3) members of S.C.F.A. appointed by the Committee. 8.6 All appeals must be in writing and must comply with Disciplinary Guidelines and be accompanied by the relevant appeal fee. 9.0 Alcohol 9.1 It is illegal to bring alcohol into public venues and severe fines are applicable by the relevant state government body. 9.2 Teams, or their supporters, who bring alcohol to venues will in the first instance be asked to remove the alcohol from the venue. Should they repeat the infringement, the team will forfeit the game. 9.3 Players or Team Officials who appear to be under the influence of alcohol will not be permitted to participate under any circumstances Smoking 10.1 Under current state legislation smoking is not permitted unless within a properly designated area. Refer: Qld Government Tobacco Laws Administration 11.1 Any requests for exceptions to the By-laws must be in writing to the S.C.F.A. in time for review by the Committee Any requests for refunds must be forwarded in writing to the S.C.F.A. Committee. 14

17 Players: Play by the rules. Never argue with a referee or official. If you disagree, have your captain, coach or manager approach the official during a break or after the competition. Remember the rule book states the referee is always right.4 Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviour in any sport. Work equally hard for yourself and/or your team. Your team s performance will benefit, and so will you. Be a good sport. Applaud all good plays, whether they are made by your team or the opposition. Treat all participants in your sport as you like to be treated. Do not bully or take unfair advantage of another competitor. Cooperate with your coach, team-mates and opponents. Without them there would be no competition. Participate for your own enjoyment and benefit, not just to please parents and coaches. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. Parents: Remember that children participate in sport for their enjoyment, not yours. Encourage children to participate, do not force them. Focus on your child s efforts and performance rather than whether they win or lose. Encourage children to play according to the rules and to settle disagreements without resorting to hostility or violence. Never ridicule or yell at a child for making a mistake or losing a competition. Remember that children learn best by example. Appreciate good performance and skillful plays by all participants. Support all efforts to remove verbal and physical abuse from sporting activities. Respect officials decisions and teach children to do likewise. Show appreciation for volunteer coaches, officials and administrators. Without them, your child could not participate. 16
18 Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. Spectators: Respect the decisions of Match Officials and teach children to do the same; Never ridicule or unduly scold a child for making a mistake; Respect the rights, dignity and worth of every person regardless of their gender, ability, race, colour, religion, language, politics, national or ethnic origin; Not use violence in any form, whether it is against other spectators, Team Officials (including coaches), Match Officials or Players; Not engage in discrimination, harassment or abuse in any form, including the use of obscene or offensive language or gestures, the incitement of hatred or violence or partaking in indecent or racist chanting; Comply with any terms of entry of a venue, including bag inspections, prohibited and restricted items such as flares, missiles, dangerous articles and items that have the potential to cause injury or public nuisance; Not, and must not attempt to, bring into a venue national or political flags or emblems (except for the recognised national flags of any of the competing teams) or offensive or inappropriate banners, whether written in English or a foreign language; Not throw missiles (including on to the field of play or at other spectators) and must not enter the field of play or its surrounds without lawful authority; and Conduct themselves in a manner that enhances, rather than injures, the reputation and goodwill of FFA and football generally. Any person who does not comply with this Spectator Code of Behaviour or who otherwise causes a disturbance may be evicted from a venue and banned from attending future matches. 17
19 Q A Q A Q A Q A Q A Q A Who administers Futsal in Australia? Futsal is governed internationally by FIFA and is run in Australia by FFA and its state member bodies, in Queensland it is overseen by Football Queensland. Where does the name Futsal come from? It comes from the Portuguese words that literally mean Soccer/Football inside. How do I know when I play? Games are posted on the SCFA website on the Friday prior. Go to the menu bar and click on fixtures/results, then on the division you play in. The next page will then show the table, next week s fixtures specifying venue/time and past results. What do I do if I don t have enough players for a game and may have to forfeit? Ring SCFA immediately on one of the numbers listed on the front of this booklet. We can then ring around and in the majority of cases arrange fill-in players for you so that no-one misses a game. Remember if you forfeit with less than 48hours notice you will still be liable for the game fee for that game. What happens if I lose my ID card? Contact the office and we will arrange a replacement for you. If you lose your card and are playing that night let the office know so that we can advise the Centre Manager, you will then need to bring alternate photo ID with you to sign in. Where can I find the Laws of the Game? Go to click on About FIFA, then scroll to the bottom of the page and click on Futsal Laws of the Game under Quick Links. Please bear in mind that SCFA competition is run by the FIFA rules and the SCFA By Laws. 18
