1 2015 Region B Regional Cup Division I Teams POLICIES AND PROCEDURES DATES OF COMPETITION: Entry Deadline: December 17, 2014 Payment Deadline: December 19, 2014 Tournament Draw: January 3, 2015 Roster Freeze: U11-U14: January 28, 2015 Roster Freeze: U15-U19: February 14, 2015 Preliminary Round (U11-U14): February 7-8, 2015 Preliminary Round (U11-U19): February 28-March 1, 2015 Finals: March 14-15, South Brevard Fields PRESIDENTS CUP: April 11-12, 2015 ELIGIBILITY AND APPLICATION Region B Cup is limited to teams registered as U-11 or above. The Regional Cup application MUST be entered on-line in Got Soccer using the FYSA registered team account in order for a team to be accepted in the competition, and can be entered by the club Registrar or a registered team staff member rostered to that team that received access to the FYSA Got Soccer Team Account. The application entry fee of $ may be paid on-line via credit card, or payment by check must be forwarded to the Regional Cup Chair no later than the noted deadlines below. (Rhonda Link-Cummings, 574 Silver Course Loop, Ocala, FL 34472) APPLICATION DEADLINE U11-U19 divisions no later than close of business at 5 PM(EST) of Dec. 17, No late applications will be accepted. Payments made via check must be received by the Regional Cup chair no later than close of business (5 PM EST) on Dec. 19, Entries for which payment is not received within the timeframes noted above will result in non-acceptance of the application. ROSTERS Coaches may check their roster via the Got Soccer team account or with their club Registrar site at any time to verify roster activity. Any changes and/or corrections must be made in accordance with FYSA registration 20 November 2014 Page 1 of 6
2 procedures before the freeze date. It is the team s responsibility to ensure all changes and/or corrections are complete and accurate prior to roster freeze date. ROSTER FREEZE The roster freeze date is the final date on which all player changes; additions or deletions to a team s roster may be made. All time references are Eastern Standard Time. Roster transactions are to be processed electronically on-line unless otherwise noted, in accordance with FYSA registration procedures. All Documents must be DATE STAMPED AS BEING PROCESSED IN THE STATE REGISTRATION SYSTEM on or before 5:00 PM on roster freeze date (electronically or as prescribed by FYSA Registration requirements). Roster(s) for the 2014 Region B Cup will be frozen for age groups U11 thru U-14 as of 5:00 pm (EST) on January 28, There shall be no player roster changes permitted for any reason after this date throughout the Regional Cup Competition. Roster(s) for the 2014 Region B Cup will be frozen for age groups U15-U18/19 as of 5:00 pm(est) on February 18, There shall be no player roster changes permitted for any reason after this date throughout the Regional Cup Competition. Once the roster has been frozen, no activity can occur to the team s player roster. Season ending injuries cannot be replaced once the roster is frozen for that level of competition. Any change to the player roster will result in the team being disqualified from the competition. Coaches/Volunteers may be added after roster freeze; however the request must be made no less than 10 days prior to the competition. (See Regional Cup Rules for more information) TEAM CHECK-IN Team Check-In must occur 1 hour prior to the first game of the weekend. Prior to the first game at each round, the Coach/Manager/Team Representative will check in with the Site Director, present the passes for all players and coaches, and enter the jersey numbers for each player on the roster whom will participate in the game. For all rounds except Final Four Championships, the Coach/Manager/Team Representative will pay the referee fees for the weekend to the referees at the field. At time of check-in, the Coach/Manager/Team Representative must inform the site director and note on the roster any player who will not participate in the match due to absence, injury, or suspension(i.e. for a previous red card). Failure to notify the site director at this time shall be evidence that all players on the roster did in fact participate in the match. Failure to have the proper player/coach s passes will result in the team either forfeiting the match or the match being declared a forfeit by the Cup Committee. The Coach/Manager/Team Representative for all U14-U18/19 teams must check-in with the Site Director one hour prior to each match, and declare their 18-man game roster prior to each game. The Site Director will give the passes back to the Coach/Manager/Team Representative to present to the Referee at the field. The Site Director will also give the Coach/Manager/Team rosters for the week-end games that are stamped APPROVED/AND SIGNED BY THE SITE DIRECTOR. One roster for each game will be given to the Referee along with the passes for the game. (See Regional Cup Rules for More Information) 20 November 2014 Page 2 of 6
3 REFEREE FEES Referee fees must be paid in EXACT CASH as outlined below. Referee Game Fees Per Game Per Round Age Group Referee Asst. Referee Total per team Total per game U11, U12, U13, U /10/5/5 20/20/10 U15, U /20/10/10 U17, U18/ /20/10/10 NO PASS NO PROPER EQUIPMENT NO PLAY NO EXCEPTIONS GENERAL RULES OF ELIGIBILITY Teams, players, managers and officials will conform to all Rules and Regulations contained in the By-Laws and Rules of FYSA and presented herein. In the event of a conflict, these rules shall have precedence. FEES An Entry Fee in the amount of $ shall be submitted with each entry application. Checks should be made out to FYSA Region B. Checks are to be sent to Rhonda Link-Cummings, 574 Silver Course Loop, Ocala Florida, Entry Fees may also be paid on line through Got Soccer with a Credit Card. OPERATION OF THE REGION B CUP COMPETITION Region B Cup Competition is under the jurisdiction of the Region B Cup Committee (RCC). The committee reserves the right to render a final decision with respect to the competition which includes, but is not limited to, group drawings, selection of sites, scheduling of games, referee assignments, eligibility of teams and/or players, selection of play format, assessment of fines, determination of forfeits, selection of awards and sponsors. In addition, the RCC reserves the right to determine who is selected to represent Region B in the President s Cup competition. Winning an age group division does not automatically qualify a team to advance, if in the opinion of the RCC, the team has not earned the privilege to represent Region B. Teams that exhibit poor sportsmanship on/off the field, have coaches and/or parents constantly berating the referees and/or site officials, and reflect poorly on their club and district can expect such a ruling by the RCC. GROUP PLAY FORMATS The RCC will furnish the format to the entered teams after the draw. It is to be a competitive format with the first round games to be determined by luck of the draw and not to be changed. The purpose of the competitive format is to determine a boys and girls regional winner. 20 November 2014 Page 3 of 6
4 POST GAME PROCEDURES 1. At the conclusion of the game the referee will return all player and coach passes, a complete game report, incident report (if necessary), and the roster copies to the Site Director. 2. Both teams must clear the bench area and the field as soon as possible, (ten (10) minutes maximum). 3. Both teams are required to ensure the bench area is cleaned and trash disposed of in a proper manner. CONTROL OF THE SIDELINE Players, coaches, managers, and fans are expected to conduct themselves within the letter and spirit of the Laws of the Game and the FYSA Code of Ethics. The Site Director has the authority and responsibility to remove any person(s) from the tournament for abuses of good conduct. Removal can mean from the game site or from the entire sports complex if deemed appropriate. ARTIFICIAL NOISE MAKERS No artificial noise makers are allowed in any Region B Cup Competitions. Anyone using artificial noise makers may be asked to leave the field area or the complex if the person or persons do not cease immediately after a request from any referee or the site director. Artificial noise makers include but are not limited to bells, whistles, horns, clackers, drums etc. The coaches and/or managers are responsible for their fans. RULE BREACHES Players who are ejected from a game will immediately report to the Site Director and remain with the Site Director until the match conclusion. A coach/manager who is ejected from a match will immediately leave the site and may not return, in any capacity, until the suspension has been served. DISCIPLINE The Discipline Committee, which consists of the RCC, will review all reports of unacceptable behavior by players, coaches, managers, spectators, and anyone else associated with the Cup matches. It is the responsibility of the Committee to investigate a properly protested violation immediately upon its receipt. It shall be solely the team s responsibility to determine the status of its players. Any suspension from a tournament, local league, Region B cup, etc. is the responsibility of the team to notify the site director of this suspension at the time of player s check in (see PRE-GAME PROCEDURES). The FYSA guidelines for discipline shall be followed for all rule breaches. 20 November 2014 Page 4 of 6
5 Players and/or coaches ejected from any game in the Region B Cup competition shall serve a minimum one (1) game suspension in Region B Cup play, and may receive more than the one (1) game suspension, as determined by the Discipline Committee. Suspension(s) must be served in Region B Cup competition beginning with the next Cup match. Suspensions remaining after the Region B Cup Final 4 will be served in President s Cup, if applicable, then the next FYSA sanctioned event. Players will serve his/her suspension at a location as designated by the Site Director. Coaches/Managers that are associated with more than one (1) team are barred from the site until the suspension is served with the team that the suspension action was taken. Team found guilty of using an ineligible player or players or suspended coaches, shall forfeit all games in which the player(s)/coach participated.. The Region B Cup Committee shall have the power and authority to deal with all other breaches of the rules. Their authority shall include suspension of a team, players, coaches, managers, trainers, fans, and/or spectators and the forfeiture of Cup matches. (See Regional Cup Rules for More Information) EXTERNAL CONDITIONS, WEATHER, ETC. In the event unusual conditions necessitate rescheduling, stoppage, or cancellation of the games the Region B Cup Committee shall have the authority to make changes to best serve the interest of the tournament, keeping in mind the need to identify Region B representatives to the President s Cup. AWARDS CEREMONIES Following the completion of the Final Four Championship weekend games, all teams will present themselves to a site identified by the Site Director where awards will be presented. Awards will be provided for all teams competing on this weekend. Also, it is possible Region B can send several representatives to the President s Cup and we need to be able to ask which teams, if offered the opportunity, can take advantage of it. DETERMINATION OF PRESIDENT S CUP TEAMS Winning the Regional Competition does not guarantee a place in the President s Cup. While it will weigh heavily in the Region B Cup Committee s decision the Committee does not want Region B to be represented by teams that consistently engage in foul play (as evidenced by a high card count), inappropriate behavior by players, coaches, managers, or parents/spectators, who consistently complain about referee decisions, field conditions or other manifestations of bad sportsmanship. 20 November 2014 Page 5 of 6
6 The Region B Cup Committee will be the sole determiner of who will represent Region B in these competitions and will announce their decisions as quickly as possible to allow the teams to prepare the appropriate paperwork and make arrangements at the Competition Site. GENERAL TOPICS 1. The Region B Cup Committee and/or FYSA will not be responsible for any expenses incurred by a team due to the cancellation, in part or whole, of this tournament, or any travel incidental to the competition. 2. The RCC interpretation of the foregoing rules and regulations shall be final. 3. The RCC reserves the right to rule on all cup matters, whether or not they have been specifically addressed herein. 4. The RCC has the right to refuse entry of any team applying for the tournament. 5. The RCC will pay the entry fee for the teams selected to represent Region B at President s Cup.
