1 Updated November 1, 2017 November 1, 2017 Question 1: On the first shot at goal on a penalty corner, the hit is along the ground then hits an impurity on the turf and goes into the goal above the board height. Is this a goal or a free hit out? Answer: Goal. The hit itself was initially on a path to cross the goal line below board height so the rule was met. Question 2: Since wire framed corner masks are now permitted, when must a player remove it since it is not allowed in the field of play? Answer: The wire masks are treated differently than the plastic masks. A player wearing a wire caged mask is NOT allowed to play with it outside the circle. The player can finish an action, like pass the ball or take a free hit just outside the circle, but can t get involved in the play further until the caged mask is discarded. It is the responsibility of the player to discard the caged mask so that there is no engagement from an opponent outside the circle with that mask on. The penalty for wearing the caged mask too long is a simple free hit to the opponent. Example: If a defender wearing a caged mask displaces the ball from the attack at the top of the circle on a PC, they can play the ball just outside the circle to pass to a teammate or to take a quick free hit. They cannot try to take the ball up field or self-start with the caged mask on. Question 3: By the NCAA Modifications, after a goal is scored the clock is stopped. Do we not have 40 seconds to regroup and get ready for the ensuing passback like at the international level? Answer: There is no set timeframe for the restart of play after a goal has been scored. However, undue delay to restart should not be permitted. Teams have been gathering after a goal for a short meeting, which is permissible, as long as the meeting does not significantly delay the restart of play. Question 4: Can a free hit taken inside the 23 meter line be lifted over the circle and land outside the circle on the other side? Answer: It is permitted to play the ball high above the attacking circle so that it lands outside the circle subject to Rules related to dangerous play and that the ball is not legitimately playable inside or above the circle by another player during its flight. Clarification: Hitting/Pushing the Ball into the Feet of a Defender to Gain a Penalty Corner In general, it is the defender s responsibility to protect their body below the knee from contact with the ball. If the ball hits the defender at knee height or above, it should be considered dangerous. October 25, 2017 Question 1: Is it the attack s responsibility, as the shooter, when taking a drag flick, flick, or aerial ball to avoid contact with the flyer on a penalty corner shot at goal?

2 Page No. 2 Answer: The attacker can focus on shoot to score but they cannot shoot through a defender who is playing legitimate defense. A flyer on the PC if hit with the ball below the knee is a PC, hit with the ball above the knee should be a free hit out for danger. For the trail and other defenders, if there is true evasive action and they are playing legitimate defense then danger does occur. If a trail or post player places themselves purposely in line with the shot to help the GK and their body is used to stop a legal shot then the responsibility is on that player. Question 2: A penalty stroke is all set up with the attacker and goalkeeper ready. The umpire has blown the whistle to start the stroke. The ball is then blown off or nearly off the penalty stroke mark by the wind before the attacker can play the ball. What is the proper procedure? Answer: The umpire should step in and reset the penalty stroke. In fairness to both teams, the flow of the stroke was interrupted at no fault of either player, thus reset. Question 3: A team is playing with a kicking back when a penalty stroke is called. Can the team substitute a fully kitted goalkeeper to defend the stroke? Answer: Yes, for a penalty stroke this is legal. For a penalty corner per Rule 2.3, At a penalty corner, a defending player with goalkeeping privileges who is injured or suspended may be substituted by another player with goalkeeping privileges and not by a goalkeeper wearing full protective equipment. Question 4: If a player is playing with a cast on her wrist, what is the proper protection required? Answer: Any exposed parts of the cast that could make contact with another player must be covered with a minimum of ½ dense foam. Clarification: Video Review In addition to the clarifications on video review posted on September 1and October 18, there is no rule that prevents a video review from being requested and granted after any restart of play is taken while the attempt to request a video review is in progress. Clarification: Attempted Sliding Deflections on a Penalty Corner Just like any sliding tackle, a player attempting to slide in on a PC to deflect the ball is responsible for their body control and any collision that could or would cause injury to an opponent must be penalized, even if the ball is contacted first. This is a true safety factor in today s game. Sliding tackles and deflections are legal if performed properly and non-dangerously. October 18, 2017 Question 1: Can a player who has been out on a green or yellow card return to play during a penalty corner? Answer: No, just like a player substitution, the suspended player must wait until the penalty corner is completed in order to resume play.

3 Page No. 3 Question 2: If a penalty corner at the end of the half or match is set up with a small amount of time left on the game clock, is it appropriate to allow the time to expire before taking the penalty corner so that the horn does not disturb the play? Answer: No, every penalty corner should be administered the same throughout the match. Any time allowed to run off the clock takes away from the possibilities for both the attack and defense. This rule has been in place for a number of years so teams and umpires should be aware of the time and know to play through the horn in these situations. Question 3: Can a goalkeeper substitution take place on or near the goal line? Answer: No, ALL substitutions must take place at the midfield substitution area. Any attempt for a player to substitute from any other area will be considered an illegal substitution and the captain will be responsible. Clarification: Captains Rule One player of each team must be appointed as captain. 3.2 A replacement captain must be appointed when a captain is suspended. 3.3 Captains must wear a distinctive arm-band or similar distinguishing article on an upper arm or shoulder or over the upper part of a sock. 3.4 Captains are responsible for the behavior of all players on their team and for ensuring that substitutions of players on their team are carried out correctly. A personal penalty is awarded if a captain does not exercise these responsibilities. It is understood that teams may have a number of players who are leaders that the team elects or designates as captains. However, by rule and proper protocol, one must be assigned as the team representative each match. There cannot be more than one with the above responsibilities. This player does not have to be on the field at all times, and this player should be made known to the umpires at the pre-game captains meeting. Clarification: Video Review In addition to the clarification on video review posted on September 1, 2017, in order to prevent any delay in signaling for a video review, the student-athlete must do so immediately after the incident or decision which is to be indicated by using the square box signal as well as confirming this verbally to the match umpires. If this procedure is not followed, the umpire may refuse the video referral. There cannot be a discussion of the decision before asking for the video review. October 10, 2017 Question 1: Can there be a substitute for a defending goalkeeper for a Penalty Stroke during a shoot-out? Answer: Yes, just as in normal or overtime play a proper substitution is permitted on a Penalty Stroke.

4 Page No. 4 Question 2: If a goalkeeper is carded after the award of a penalty stroke and prior to the stroke actually being taken, when does the suspension time begin? Answer: The goalkeeper is suspended once the card is issued. The goalkeeper carded CANNOT defend the ensuing penalty stroke. The actual suspension time begins once the umpires restart the match after the penalty stroke. Reminder: Wearing of wire caged corner masks / FIH Rule 4.2 Understanding that the wire caged corner mask may give a better level of protection for the player wearing it, it also adds another level of danger to other players. The possibility of head-to-head contact increases when the lead runner/flyer on a defensive penalty corner comes out at full speed. This is just a reminder that Rule 4.2 states: Field Players are not permitted, when wearing face masks, to conduct themselves in a manner which is dangerous to other players by taking advantage of the protective equipment they wear. ALL players are responsible for playing the game safely. Reckless play, such as sliding tackles and other overly physical challenges by field players, which take an opponent to the ground and which have the potential to cause injury should attract appropriate match and personal penalties. Clarification: Video Review Failure In the event of a failure in the video review system, the following procedure will be followed: 1. After the umpires recognize the system is not working properly, they will inform both coaches and the team who asked for the initial video review will retain their referral. 2. Upon the next request for video review, the umpires will look to use the system as normal. If the system is not working on this attempt, the system WILL BE abandoned for the remainder of the match, including overtime and shoot-outs. The umpires will notify both coaches of this occurrence. 3. If the system appears to be working intermittently, upon the second time the video review system does not work, it will be abandoned for the remainder of the match including overtime and shoot-outs. October 3, 2017 Question 1: Is it permissible to film from the bench area and show the film to players during a match? Answer: Yes, filming is permitted from the bench area, provided the filming is for team use only. Video from the bench area will not be permitted to question calls or to be used for any video review process. Question 2: After a goal is scored, can either team call a timeout, or just the team taking possession? Answer: Modification 4.3.c states, A timeout can be called after a goal or during any dead-ball situation, including after the award of a penalty corner by the team with possession of the ball.

5 Page No. 5 Any coach or player may call a timeout. This is intended that after a goal, either team can call a timeout. During play on a dead ball or PC the team in possession only can call a timeout. Question 3: On a free hit on or inside the 23 meter line, can the attack place two players at the free hit spot and have one run off 5 meters to receive a pass and hit directly into the circle? Answer: No, if this were allowed, it would also have to be allowed by the defense and it is not. Rule 13.2.c states When a free hit is awarded to the attack within the 23 meters area, all players other than the player taking the free hit must be at least 5 meters from the ball. Question 4: The NCAA modifications require that a goalkeeper have throat protection. Can this be incorporated into the helmet or must it be a separate wrap around throat protector? Answer: The NCAA Modifications do not specify that a wrap around throat protector is required, therefore, if it is incorporated into the helmet it is acceptable. See Example below. Question 5: It is in regard to a substitution for an injured player on a penalty corner. We had a player roll her ankle in our defensive circle and went down as a penalty corner was called against us. Our athletic trainer had to go on the field and our player came off. Our question is: are we allowed to replace an injured field player so we have 11 on the field, or do we have to wait until after the penalty corner is complete? Answer: Only the defending GK can be subbed for injury on a PC. You would have to wait until it is over, but you can bring a player from the midway line so that you do not defend the PC with only 3 and a GK. Question 6: If a stroke is called during a game, is someone who is not currently on the field allowed to come in and take the stroke? Answer: A player can be substituted in to take a PS. This must be a proper substitute, a player must come off for the stroker to go on. Question 6: On an attacking short corner, if the first shot is a hit, the ball must be below board height when it crosses over the goal line. What if the ball is hit from the top of the circle (inside the circle), the ball travels above board height then bounces a few meters in front of the goal one time, then on the second bounce travels over the goal line above the board height, then hits the board. Due to the second bounce being above board height as it crosses the goal line and was not touched by any players after the ball was initially hit, would that be goal or a 16m free hit?

6 Page No. 6 Answer: Goal. By rule, the first hit must be on a path to cross the goal line below the board height. Provided there is no danger, a banana shot is legal. The ball may be higher than board height during its flight before it crosses the goalline provided there is no danger and it would drop of its own accord below board height before crossing the line. Once it is determined that the initial hit will drop before the ball enters the goal, it should be based solely on danger. The rule is intended to prevent the hard hit above board height as a safety factor. If there is no danger in the banana shot that drops before entering the goal, then no foul occurs. If danger occurs, then it should be called immediately. September 26, 2017 Question 1: For a team timeout, can the whole team come onto the field to meet or must they stay in the bench area? Answer: It is permissible for the team to meet for the timeout on the field. The teams must leave the field in time as to not delay the restart of the match after the completion of the timeout. Question 2: A goalkeeper is suspended with a green or yellow card. The team chooses to play the suspension time with 10 field players. Can the suspended goalkeeper come right on once the suspension is completed? Answer: Since this is not a substitution of a fully kitted goalkeeper, time does not have to be stopped and the goalkeeper can come on once the suspension time is completed provided it does not expire after the award of a penalty corner. If time expires after the award of a penalty corner, the suspended player must wait until the penalty corner is completed before re-entering the game. Clarification 1 Holding and hooking of sticks:understanding that in field hockey sticks make contact and sometimes get hooked or caught up on each other, any action after sticks get hooked together that is done with force, or involves holding the opponent s stick or preventing the sticks from becoming free should be seen as intentional and penalized accordingly. Additionally, any action that causes danger to players should be penalized as misconduct. Clarification 2 Players throwing their stick after a goal: Whether in celebration or frustration, this action is not permitted and should be dealt with as misconduct. It is unacceptable for a player to be hit or hurt by a stick that is out of control. See Rule 9.16: Players must not throw any object or piece of equipment onto the field, at the ball, or at another player, umpire or person. September 19, 2017 Question 1: When a goal is scored and the time is stopped, is it permissible for players waiting to substitute in to go right on or do they have to wait until the players are off before going on? Answer: All substituting players must wait until the other player is off the field before going on. This is the only way the scorers and the umpires can monitor the substitutions.

7 Page No. 7 Question 2: What is the correct position for the corner flags? Answer: The corner flags are to be placed touching the outside of the lines of the field. If the ball hits the corner flag and stays in play, then it is play on. Question 3: On the insertion of a penalty corner, is it required that the inserter have one foot inside the field of play on the insertion? Answer: No, the only requirement is that the inserter must have one foot outside the field of play (not on the line) while inserting. Question 4: On the center pass back, can players cross the center line when the umpire blows the whistle or do they have to wait until the ball is actually played? Answer: Players can move around on their side of the midfield line, but cannot cross the midfield line until the ball is actually played. September 13, 2017 Question 1: If a player on a defensive penalty corner wears a mask, when do they have to take it off? Or do they have to take it off at all? Answer: A player can wear an appropriate mask throughtout the match and at anytime. The player is responsible for discarding the mask safely. If any delay is caused by the retrieval of a mask for an ensuing penalty corner it will be considered misconduct. See 2017 NCAA Modification 8.1 b: Field players are permitted to wear throughout a game only a smooth preferably transparent or white but otherwise dark plain colored face mask which fits flush with the face, soft protective head covering or eye protection in the form of plastic goggles (i.e., goggles with a soft-covered frame and plastic lenses. (A caged frame cannot be worn in the field of play.) Question 2: When substituting and kicking back for a fully equiped goalkeeper, can the player substituting in carry a proper jersey to give to a player already on the field or does the player substituting in have to be the actual kicking back? Answer: Since time is stopped for this type of substitution, it is permissible for a player to come into the game and deliver a proper jersey to the player who will be the designated goalkeeper. Question 3: Does a verbal warning apply to all players or is it specific to the player that caused the warning? Answer: Just like any warning whether it be carding or verbal, it applies to all players of both teams. It is an indication that a certain action is not permissible. Question 4: In a shoot out, is it permissible for the goal keeper to intentionally play the ball over the end line? Answer: Yes, it is not a foul for the goalkeeper to play the ball intentionally over the endline during a shoot out. See 2017 NCAA Modification 8.1.h.8. The shoot-out is completed under the following conditions: (a) Eight seconds has elapsed.

8 Page No. 8 (b) The attacker scores a goal. (c) The attacker commits an offense. (d) The goalkeeper commits an unintentional offense. (The shoot-out is re-taken.) (e) The goalkeeper commits an intentional offence. (A penalty stroke is awarded.) (f) The ball goes out of play over the back-line or side-line. [This includes the goalkeeper intentionally playing the ball over the back-line (not a foul). The ball simply going outside the circle a second time does not constitute the end of a shoot-out.] September 6, 2017 Question 1: Could you clarify what the defending team is allowed to do as far as influencing the play if they are coming from inside the circle defending the free hit just outside the circle? Answer: At an attacking free hit awarded within 5 meters of the circle, the ball cannot be played into the circle until it has travelled at least 5 meters or it has been touched by a defending player. On this basis, defenders who are inside the circle within 5 meters of the free hit are therefore not interfering with play and may also shadow around the inside of the circle a player who takes a selfpass provided that they do not play or attempt to play the ball or influence play until it has either travelled at least 5 meters or alternatively been touched by a defending player who can legitimately play the ball. Question 2: If a defensive player is marking an offensive player in the circle, and a shot on goal is taken, the shot hits the body (above the shin guard or higher) of the defensive player while marking an offensive player, should the shot be deemed dangerous or would it be a Penalty Corner if the defender is hit by the ball above shin guard height? Answer: Just because it is a shot on goal does not mean it cannot be dangerous. The attacker does not have the right to shoot at will, without any regard for a player playing legitimate defense. If a defender is in an area in front of the goal while playing legitimate defense and they get hit with a shot (above knee height) or must take true evasive action the shot should be deemed dangerous. If a player is in an area in front of the goal with the sole purpose of blocking the goal and they get hit with the ball, then a Penalty Corner or a Penalty stroke would be appropriate depending if the ball was going into the goal. Goal Keeper Jersey Clarification: NCAA Modifications Section 3.1.c Goalkeepers shall have their own uniform number. The color of the jersey must be in clear contrast from field players of both teams; goalkeepers of opposing teams may wear the same colored jersey (i.e., a goalkeeper may wear black but not if either team is playing in navy blue; these colors are not in clear contrast). THE BELOW WILL NOT BE PERMITTED AT ANY NCAA POST SEASON TOURNAMENT.

9 Page No. 9 September 1, 2017 Question 1: Can a substitute occur during a Video Review? Answer: Substitutions may not take place during the stoppage of play for a video referral; substitution may take place on the resumption of play subject to the Rules of Hockey. Question 2: In relation to Video Referral / Team Referral 1.C This student-athlete must indicate to the match umpires that they wish to use their referral. They must do so immediately after the incident or decision which is to be indicated by using the square box signal as well as confirming this verbally to the match umpires. What is considered immediate? Answer: Immediately is intended to mean as soon as a student athlete feels a breach of the rules was missed. Not, looking to the sideline and asking the coach should we review this. As a guideline 3-5 seconds is not out of line. Question 3: If in reviewing a call, the video shows a different breach of the rule before or after the one in question, can that be used to make the decision? Answer: As we want to get things right and fair for the student-athlete, if a breach occurs immediately prior to the incident in question that helped cause the incident in question, then is should be considered. IT MUST BE IMMEDIATELY PRIOR NOT GOING BACK TO DECISIONS WELL BEFORE THE INCIDENT IN QUESTION. Immediately Prior is intended to mean a very short period of time prior to the incident in question. Keep in mind that if a previous missed decision (not the team referral question) is used to make a final decision, the team requesting the video does retain the referral. Also, it must be understood that the final decision is at the discretion of the umpires on the field. Question 4: Given the new positioning concepts of the umpires, is there a need still for the 5m restraining line on the sideline? Answer: YES, even though umpires are being instructed to be in the circle more and maybe infield more, the 5yd sideline parameters are still in place and will be administered properly.
