1 RULE 1 TEAM REGISTRATION FOR CCSL SPRING SOCCER 1.1. Teams requesting participation shall register using the CAL South Tournament registration system at the following link: ccsl%2Esportsaffinity%2Ecom Full Registration payment Normal Registration - December 1 through December 31, 2017, $200 per team Late registration - January 1 through January 31, 2018, $275 per team. Late registration will not guarantee acceptance into CCSL Spring League. Teams will be added to a wait list and accepted based on spring league needs Performance Bond of $300, and Complete the online No Play Date form. Blackout date selection will only be acknowledged through the Online registration form. A maximum of 2 weekends may be blacked out, State Cup olders must also blackout duration of tournament to ensure proper scheduling Payment Instructions DEADLINE to Register: U9 through U16 is 1/31/18 Late registration through 1/31/18 PAYMENT: Full Payment (Bond & registration) must be received by CCSL or postmarked no later than: 12/31/17 for normal registration. 1/31/18 for late registration. PAYMENT ADDRESS: CCSL, P.O. Box 676 San Luis Obispo, CA GAME DATES: Games will be played on Saturdays and Sundays as follows: U9 U16 March 3 through May 20 There will be no games on Easter weekend, Mother s Day or Memorial Day weekend. Sunday game dates will be utilized by the CCSL Spring League Committee in scheduling dates of play All teams must be registered with CalSouth to participate in the CCSL Spring Season. Teams desiring to play in the CCSL Spring Season that are not registered with Cal South may contact the CCSL Boys or Girls Coordinator to assist in locating a club for registration Application fee and the Performance Bond will be returned if the applicant is not accepted prior to the start of the season (this does not apply to teams withdrawing) Teams shall be deemed accepted when an of acceptance is sent to the team representative by Spring League Any team that withdraws after its application is accepted will forfeit their FEES and BOND All Performance Bonds or portions thereof: Performance Bonds are due at the time of registration and no later than the last day of registration as stipulated in section Within 45 days of the completion of Spring League clubs will receive a consolidated refund for all their team s remaining bond balances No teams bond shall fall below $150. When a team s bond falls below $150 the team must arrange with the CCSL treasurer within 7 days of notification to put the bond back at $300. RULE 2 Page 1 of 8 BRACKETS & TEAMS 2.1. CCSL Spring League Boys & Girls age brackets will be the same as the Coast Soccer League Fall Season Age Divisions shall be comprised of players who are born on or after January 1 through December 31 of that year. REFERENCE Cal South Age Matrix Teams will be scheduled games in their age bracket, unless there are no eligible teams registered, in which case combining age brackets may be considered.

2 RULE 3 PLAYER REGISTRATION 3.1. All players must be registered with CYSA-S according to CYSA-S Rules & Regulations before participating in any game scheduled by Spring League. All players must have in their possession or team s possession, completed current CYSA-S Registration Papers, and Player ID Card (Player Pass) Failure to cooperate with a reasonable request by the referees or CCLS Spring League to substantiate the legitimacy of any player who has played in a particular game shall result in the team being suspended from Spring League LOAN PLAYERS: Players registered to a CCSL team may be loaned to another CCSL team within the same club. NOTE: Players may not be loaned outside the CCSL Club they are registered to The maximum number of players that may be loaned to any one team on any given day is Players will play for No more than one team per day. Playing for more than one team in a day will result in a forfeit of the match by both teams using the player Maximum roster sizes for games is specified in the CCSL Spring Season rule 8 below All loan players must have valid CalSouth photo player card, medical release forms and be age appropriate NEW PLAYERS: New players may be registered by their club registrar through CalSouth at any time. Please note that CalSouth rostering requirements and roster limits apply All new players must have valid CalSouth photo player cards and medical release forms. RULE 4 SCHEDULE, POSTPONEMENT, CANCELLATION: 4.1. Based on the number of accepted teams within an age group and whenever possible, the pools in bracketing will result in as many games as possible, half away and half at home field, depending on field availability and blackout dates. One game per week if possible will be scheduled for every team, however this minimum can be jeopardized after the season begins if, for example, a team drops or has more than two or more blackout dates. Scheduling of games will follow these established guidelines: All team groupings will be conducted by the CCSL Board All field scheduling will be conducted based on teams selections and Affinity Sports Scheduling program All times of play will be generated by the Affiniity Sports scheduling program based on field availability Schedules will be created using team provided information It is the teams administrator s responsibility that the information in Affinity Sports is updated, correct and current It is the teams administrator s responsibility to select the team Primary Contact that will be contacted in an emergency Teams requesting multiple blackouts are not guaranteed a full game schedule. Maximum of 2 blackout weekends will be considered (not including State Cup Blackout Dates) Game dates will be scheduled on Saturday or Sunday depending on field availability and blackout dates. A team may be scheduled for two games in one day Teams must provide the name of their Primary Home Field, if any A minimum of two (2) games per venue will be scheduled Teams from Kern County and Southern Santa Barbara County will play at a neutral location. 3 4.3. This information must be provided at registration for the scheduler to consider when developing the schedule Final schedule will be published by 2/25/18 for the current season. After the Final schedule is posted No exceptions to the League schedule shall be allowed unless approved by the League Scheduler Forfeit Fee of $100 will be deducted from the team bond of the team causing the forfeit for all forfeit matches All games shall be played as scheduled Schedule changes based on field conditions or field availability; the Club / Team who holds the field permit shall be responsible for informing the CCSL League Scheduler of such conditions immediately and facilitate obtaining an alternate field for rescheduling the game to the earliest possible date No schedule changes will be approved if submitted less than 7days prior to the original scheduled game The CCSL League Scheduler will notify teams by whose game is rescheduled as early as possible prior to the new date and time. Teams are required to play officially rescheduled games In the event of inclement weather, the teams will assume that the game will be played unless the CCSL web site schedule and fields information shows closed. Normally, fields close with rain Games postponed or cancelled will be rescheduled at the discretion of the League Scheduler based upon the availability of venues and teams. The League Scheduler will attempt to re-schedule all postponed or cancelled games, without guarantee of such reschedule In the event the field is not playable or not available, it is the responsibility of the home team to notify the CCSL League Scheduler as soon as possible and prior to 8:00 A.M. of that day s first scheduled game time A field may be declared not playable by the CCSL League Scheduler twelve (12) hours or less prior to the game on information supplied by the proper non-club field authority, i.e. school district, park, recreation district, or referee. RULE 5 Page 3 of 8 FIELDS 5.1. Participating Clubs will provide home playing fields. Teams that do not provide a home field for Spring League will be scheduled away games for the entire season. Field information will be requested from the Club President and must include available dates and times. Failure to provide field information may result in away games for all matches If both opponents do not have a home field, teams may be asked to share equally in the cost of the field rental (teams may work with other clubs to share home field venues/costs please denote with the team registration). Notifications to teams that field rental costs may apply for field use will be made prior to scheduling. Teams committing to field schedule dates will provide payment to secure any required fields Teams using a CCSL secured field will incur additional costs. The field charges/costs incurred by CCSL will be passed on to the teams scheduled to play on those fields for that day and time Each field must have a valid permit issued by the appropriate authority for the times listed on the Field Parameters. A copy of the permit should be kept by the team and upon request sent to Spring League The term home may represent a field closest to the area of the home team rather than the team s own field. Use of common fields is necessary for assignment of referees for complete coverage of games. In order to use a field as a common field Spring League will have permission from the Team, Club or League that holds the permit for that field The home team chooses which sideline to occupy. Teams are encouraged to occupy opposite sides of the field.

4 RULE CENTRAL COAST SPRING LEAGUE SOCCER RULE COACHES & TEAM ADMINISTRATORS: 6.1. All coaches and team administrators must have valid CalSouth Risk Management acceptance and Administrator Passes to participate At least one coach of team must have at least an E (F, for Recreational. programs)-license. Valid CalSouth Team Administrator photo passes must be presented to the referee with the team player cards. Games may NOT be started, continued, or completed without a properly licensed coach on the team s sideline Any E-Licensed coach may substitute coach for a team as required, but must present his/her valid CalSouth Administrator photo pass to the referee Mechanical/electric audio devices, such as megaphones and walkie-talkies, shall not be used at any Spring League games All players, parents, administrators and spectators of each team must, where possible, stay on their respective side of the field (5 yards off the sideline) during Spring League games. Administrators shall have the right to request the referee to enforce this rule during the game. Failure to comply with this rule shall, at the referee s discretion, result in game suspension. RULE 7 TEAM COLORS 7.1. The home team shall change jersey colors when the opposing team s colors are similar to the point of confusion during play, as judged by the Referee In the event that a team s uniform conflicts with the uniform of the Referee and the Referee elects not to change, the conflicting team MUST change to its alternate uniform at the referee s request The Goalkeeper of each team shall wear a shirt that does not resemble the shirt colors of either team, as judged by the Referee. RULE 8 Maximum Roster 8.1. U13 and older teams, may have up to twenty two (22) players on the team roster at any given game U13 and Older will play 11 v U11 to U15 teams, may have up to eighteen (18) players on the team roster at any given game U11 and U12 will play 9 v U10 and younger teams, may have up to fourteen (14) players on the team roster at any given game U10 will play 7 v Roster matrix chart and field sizing can be found on the Cal South website at RULE 9 Page 4 of 8 STANDINGS AND COMPETITION 9.1. Spring League season is a non-standing season. Spring League is developmental. Teams will be able to report scores via to CCSL for posting. Either team may report the score. Scoring will not be posted if there is conflicting score reports from competing teams. Official and final scoring will be determined from the match card signed by the coaches and referees Spring League Games will have standings which will be determined based on a 3 point system, as follows; Win = 3 points Tie = 1 point for each team Loss = 0 points Forfeiture = 3 points Red card= one point will be deducted for each red card Forfeiture: A forfeited game may be played as a friendly by mutual consent of

5 both coaches/managers; however, both must enter a statement on the Line-Up Form that they understand the game is unofficial and will not count for points or standings, per se; i.e., the score remains 1-0 in favor of the non-forfeiting team, regardless of the outcome of the friendly game. RULE 10 GAME PROCEDURES AND CONDUCT Game duration and ball size shall be as follows: U17 - U19 - two 45-minute halves played with size 5 ball U15, U16 - two 40-minute halves played with size 5 ball U13, U14 - two 35-minute halves played with size 5 ball U11, U12 - two 30-minute halves played with size 4 ball U10 U09 - two 25-minute halves played with size 4 ball A five (5) minute intermission shall be allowed between halves. Game day Rosters are available on the Spring League web site: Player or Coach Caution Yellow Card : A player receiving a Caution Yellow Card during the game shall be substituted for or the offending players team playing short a player Player or Coach Ejection/Send-Off : Players receiving a Red Card, or coaches sent-off, shall be ejected from the game and must leave the field of play. An ejection shall result in a suspension that shall be in effect during the next regularly scheduled game played (regular season, play-off or championship games are included in this definition Spectator Ejection: During any game sanctioned by or regularly scheduled by this league, a referee may stop the game, Eject any spectator from the grounds, if in the opinion of the referee the offender is guilty of violent conduct, serious foul play, or the use of foul or abusive language, or if the conduct is deemed to be interference by the offender as designated in subdivision (d) of Law V- Referee of the FIFA Laws of the Game Cumulative Point System for Ejections/Send-Offs, Red and Yellow Cards: The Spring League Disciplinary Committee shall continue to review each Ejection and Caution Report and have the ability to take additional steps for serious and or continued infractions as they deem necessary to provide order and safe play. RULE 11 Referees and Referee Fees The CCSL contracts with local referee associations (Los Padres Soccer Referees Association) who will assign and schedule referees The referee fees for each team shall be as follows: Game U17 - U19 U15 & U16 U13 & U14 Length 90 min 80 min 70 min 2 45 min ½ 2 40 min ½ 2 35 min ½ U11 & U12 60 min 2 30 min ½ 3, Referee & 2 ARs $72 $64 $56 $48 $40 2, Referee & 1 AR $58 $52 $45 $39 $32 1, Referee $45 $40 $35 $30 $25 Costs are on a per Small bills are preferred for distribution to each referee. team basis U9 & U10 50 min 2 25 min ½ LENGTH Each team will pay referee fees in cash at the start of a game per the above fee schedule. Club linesmen are not paid. A team booster, certified or not, is a club linesman The fee to be paid is determined by the number of referees who officiate the entire game All referees must have a current USSF Referee License The three (3) Referee System (diagonal system) shall be used for all games. 6 11.7. Referees are required to make appropriate notation of all instances of ID irregularity on the Roster. The Referee s Report shall constitute proof of violation The Referee is required to sign the official Roster to verify that the Player Passes of both teams have been checked The referee is required to report to CCSL instances of misconduct on the part of club/team Players, Administrators or Spectators that he determines to be adverse to the conduct of the game In the event that the official referee fails to appear, a certified referee may be appointed with the mutual agreement of both teams The Official Referee shall be the sole judge on the field of play and his decisions shall be final. No protest based on referee judgment shall be allowed Any complaints regarding referees shall be directed to the referees association. Contact information can be found on the Referee Association s website RULE 12 Page 6 of 8 FORFEITS, FINES AND SUSPENSIONS Spring League may fine and / or suspend any member club, team or individual for any of the following situations: If such member Club/Team/Individual shall refuse or neglect to fulfill any of its/their obligations as a member, or violates any of the provisions Rules of Spring League If such member Club/Team/individual shall commit any act which is determined to be contrary to or inconsistent with the principles and standards of good sportsmanship Failing to accurately enter all required information on the Roster Form Being Sent-Off for a second time in a single season Failure to submit to Spring League a request for proof of age of any Player Behavior of an Administrator, Player or Spectator that encourages Referee Abuse, Referee Assault or Non-Referee Assault, or any verbal abuse by the other Administrators, Players or Spectators A team may be subject to forfeiture of all Spring League games if it is found in violation of any of the following: Non-payment of Club/Team fees, including dishonored checks Non-payment of fines or replacement of bond charges within seven (7) days of official notice Non-payment of referee s fees prior to the next scheduled game Failure to show for a scheduled game Failure to present proper identification of players in the form of valid white laminated USYS Player Passes Inability to field seven (7) players [five (5) for 7v7] in good standing who are rostered to that team Failure to be on the field of play and ready to play at the scheduled game time, following any grace period Leaving the field in total without the referee s permission and with the intent to not continue the game Failure or refusal to continue the game Violations of registration rules Misconduct that causes the termination of the game Violation of disciplinary (red/yellow card) regulations Using loan players that are not registered with CYSA-S Failure to have a USSF/USYS Licensed Administrator/Coach with a valid white laminated USYS Administrator pass as per CYSA-S Rules & Regulations AND a CYSA-S BLUE Risk Management Card Failure to submit to Spring League a request for proof of age of any Player Falsification of documents related to a game, such as a Roster Form, Player Registration Form, etc.

7 Failure to meet administrative requirements that results in the termination, cancellation or suspension of the match Failure to accurately enter all information on the Roster Form Spring League shall recognize the suspensions and rulings of equal organizations that are affiliated with USSF. Spring League may initiate suspension of any Administrator, player or associated bodies or individuals of any member club/team for a stipulated time period from participation in Central Coast Soccer League. The following offenses shall subject members to suspension: Any player ejected (send off by either red card or by double yellow card) by the referee shall be suspended automatically without appeal for the next game played and may be subject to CCSL Spring League Disciplinary Committee action. It shall be the responsibility of the Administrator to ensure the suspension is served regardless of whether the Referee returns the Player Pass, or fails to note it on any Report. Any administrator found in violation of this rule shall be subject to a fine and/or suspension, and will be brought before Spring League, and the Administrator s team shall be subject to forfeiture of game and fine to be determined Any Coach/Administrator sent off by the Referee shall be suspended automatically without appeal for the next game he/she was ejected and may be subject to further CCSL Spring League action. It shall be the responsibility of the Administrator to ensure the suspension is served regardless of whether the Referee returns the Administrator Pass, or fails to note it on any Report. Any administrator found in violation of this rule shall be subject to a fine and/or suspension, and will be brought before Spring League, and the Administrator's team shall be subject to forfeiture of game and or fine to be determined Any player, club/team administrator who is alleged to have committed a physical assault on a referee or assistant referee may be immediately suspended, and such suspension shall remain in force and effect until the matter is adjudicated All assaults, verbal and physical, are to be reported to the CYSA-S PAD Committee at the CYSA- S Offices in writing with a copy sent to the CCSL Executive Vice President, and will be subject to further actions Players sent off twice in one season (2 red cards) by a referee shall be suspended automatically without appeal for remainder of all Spring League scheduled games, and may be subjected to further Spring League action Any club/team administrator sent off twice in one season (2 red cards) by a referee shall be suspended automatically without appeal for the remainder of all Spring League Scheduled games and may be subjected to further Spring League action All disciplinary (red/yellow card) suspensions incurred during regular Spring Season play are in full force and effect until fully served. The suspension could involve a carryover to the following CCSL League Season A second caution (double yellow/red) given for non-violent fouls will result in the player serving a suspension for the remainder of the existing game and the next game played. As with all penal fouls, second cautions (double yellow/red cards) cannot be appealed Any administrator found guilty of coaching while on suspension shall be subject to a fine and/or an additional period of suspension and their team may be subject to suspension of further games. To aid in the enforcement of this rule, coaching is defined as any interaction or communication of any kind with any player, any interaction or communication of any kind with opposing coach/team, and any interaction or communication of any kind with game officials, AND/OR being within visibility of the field, effective thirty (30) minutes prior to the game until the conclusion of the game. Violation of any of the above will be in violation of the suspension. RULE 13 PROTESTS AND APPEALS PROCEDURE PROTESTS. There are no protests, all games are final as determined by the Referee. 8 RULE CENTRAL COAST SPRING LEAGUE SOCCER RULE ALCOHOLIC BEVERAGES In accordance with Law V - FIFA, Laws of the Game. At no time will foul or abusive language be permitted at any field. Alcohol or illegal drug use, possession or transportation of a weapon without a valid permit shall not be permitted at any CCSL Spring League game, practice sanctioned by or regularly scheduled by CCSL Spring League or team within CCSL Spring League All Spring League games shall be played under the current Laws of the Game published by FIFA, subject to these specific Central Coast Spring League Rules created for the purpose of play during the Spring of All Spring League sponsored games shall be played under the rules of the officiating organization, that is, California Youth Soccer Association South (CYSA-South) as modified. RULE 15 For any incident, event, conflict, controversy, or other dispute that is not specifically covered by the previous rules, it is understood that the Central Coast Soccer League reserves the right to apply the CCSL Rules contained in the CCSL Rules and Regulations or the Cal South Rules & Regulations Manual to resolve the issue or issues.
