1 2015/2016 Pepsi Adult Soccer League The Pepsi Adult Soccer League was formed in 2004 and is exclusively governed by RG Sports & Entertainment. With over 80 teams participating currently in our indoor Leagues, it is the largest indoor program in the interior of British Columbia. 3 2015/2016 Pepsi Adult Soccer League (PASL) 1. MISSION STATEMENT The League is organized to be a fast paced, fun league for all players regardless of your skill level. Teams are encouraged to come out for an hour per week and have fun. We all have to work the next day, so players need to understand why we are here TO HAVE FUN!! 2. GENERAL INFORMATION 2.1. All teams must abide by the League s policies and guidelines The PASL bides by FIFA rules and all disciplinary actions are based on BC Soccer s policies The Capital News Centre, employees of the Capital News Centre, and the League are not responsible for the lost or stolen goods in the facility or in parked vehicles. Please avoid bringing valuables into the facility. Dressing rooms are provided and all members are encouraged to use them. Teams must provide their own locks for the rooms The Team Rep is responsible to ensure that all players can provide ID upon request from the Official or League representative. The Team Rep is also responsible to ensure that each and every player has completed their registration waivers BEFORE they play in an game in the PPHL Team Reps must ensure that their team is in good standing in regards to League payments, penalty and forfeit fees If a team fails to make their respective League payments, the team will be withdrawn from the League. Additionally, ALL PLAYERS from the team will be suspended from participation in any of the CNC Leagues hockey or soccer. If proof of the individual player s contributions towards the team s fees can be brought to the League Coordinator s attention, alternative arrangements can be made. After a team has been withdrawn from the League, a player can choose to contribute their portion of the League fees towards the team balance in an effort to be granted permission to continue participating in any of the CNC Leagues The Pepsi Adult Soccer League will honour any and all suspensions which have been issued by any Outdoor Leagues that play in Canada. This includes sanctioned and non-sanctioned leagues Players who are new to the area or have never played before are added to our League Free Agent list. Team Reps are encouraged to call players and use them as much as possible. If a team does pick up a free agent, they are required to contact the League to let them know so that the free agent may be taken off of the list. This gives everyone on the list a better chance to play in our League. Players who are on the list that find a team must contact the League so that they may be removed from the list. Page 3

4 3. IN GAME RULES 3.1. A maximum of two (2) coaches are permitted on the player bench. Spectators are not permitted to be in the players bench During the start of the play at centre field, the ball can go in any direction; but before the original kicker can receive the ball again, it must be touched by a second player Goal kicks will be taken within a minimum of 2 yards of the penalty mark, but not in front of the penalty mark. The goal kick can be taken from anywhere in the crease that is behind the PK spot All free kicks are direct kicks There are no off sides in the PASL The ball may not pass over three (3) field lines in the air; this will result in a free kick being awarded to the opposition on the shootout line that was crossed first If the ball hits the ceiling at any time, the ball will be placed on the shoot out line or centre line that was crossed first before the ball hit the ceiling A ball that hits the surrounding netting will be given to the opposing team and can be placed up to one yard from the boards. Goal kicks or corner kicks result when the ball goes over the glass between the end markers After the Official has signaled that the ball is ready for play, the team in possession has five (5) seconds to play the ball; otherwise possession will be given to the other team. Any delay of the game deemed to be played for an advantage will result in a Yellow Card and a 3-minute power play for the non-offending team A Goalkeeper cannot pick up the ball if it is passed back by his/her own player in a controlled manner with the foot. This includes intentional rebounding of the ball off the boards to the goalkeeper When along the boards, a player is permitted to put one (1) arm/hand on the boards for support; however, the ball must be kept moving. The player cannot use the supporting arm/hand to shield the ball and cannot back into or push off the boards into an opponent A player may slide to achieve possession of the ball. The sliding player must ensure that no opposing player is within one (1) yard of the ball when the slide is done. If the sliding player makes contact with an opposing player, a 3-minute penalty (plus a Yellow Card) and loss of possession will result. If the sliding player makes violent contact with an opposing player, a 5-minute penalty and a Red Card will result. Goalkeepers also must abide by this rule No slide tackles of any sort are permitted at any time. Page 4

5 3.14. If a game is delayed due to injury and cannot be finished, it will be considered finished if 50% of the game (30 min) has been completed. If not, the game will be rescheduled by the League Any player who sustains an injury may only return to the game if the injury has been properly dealt with. The Referee has the right to eject the player until the injury has been properly dealt with Any disputes regarding the use of illegal players must happen after the game has been played. Inform the Referee of the dispute and they will document this on the Game Sheet for the League Coordinator to deal with. If an illegal player is found, the offending team will forfeit the game and a 3-0 win will be given to the non-offending team If at any time during the last three (3) minutes of the game, a team delays the restart of the game, the offending player shall receives a Yellow Card, and a penalty kick will be awarded to the nonoffending team. The rule is in effect no matter where the ball is on the field In the last sixty (60) seconds of the game, if in the opinion of the Official, a tactical foul occurs, a penalty kick will be awarded (instead of a timed penalty) and the clock will be reset to sixty (60) seconds by the Official. This rule is in effect no matter where on field the foul occurs. This can occur more than once in the last minute of the game. If a goal is not scored on the Penalty Kick, the play is then stopped, and the restart resumes with a goal kick. The Official will then reset the clock At any time during the game, on a restart of play, if in the opinion of the Official, a defender does not offer 5 yards of distance within a reasonable amount of time, a 3-minute penalty and a Yellow Card will be assessed to the offending player Should a player be cut at any time during game play, s/he must immediately leave the field of play. In order for a player to resume participating in the game, s/he must be properly bandaged. At no time can a player who is bleeding participate in the game. 4. STATISTICS The League standings will be posted on our website. Here you will find information on team schedules, team leaders, team rosters, and individual/team stats. Standings in each division are based on winning percentage, not points EQUIPMENT 5.1. Shin guards are mandatory for the PASL. Rubber soccer/indoor soccer cleats are also permitted. Baseball/football cleats and anything with metal is prohibited NO jewelry shall be worn at any time for any reason. Medic Alert bracelets are the only exception; they must be turned inside the wrist and taped on All medical joint braces, such as a knee brace, must be covered with a neoprene cover or sleeve. 6 5.4. Pants are not to be worn by any player except the goalkeeper. Shorts are not permitted to be any longer than the top of the player s knee Uniforms are mandatory all players must wear the same colour. All uniforms must be numbered. 6. TEAM SENIORITY Each team will be listed on the website in order of seniority. This order is used to determine which team changes in the event of a jersey conflict. This rule applies to the regular season only. During playoff games, the higher-seeded team WILL NOT change jerseys. 7. JERSEYS/JERSEY CONFLICTS 7.1. Each team must declare their primary jersey colour to the League Coordinator at the start of the regular season. The team with the least seniority will change jerseys during the regular season. If necessary, pinnies are available through Administration Teams must have numbered uniforms. New teams will be given until the end of September to ensure that they have numbered jerseys for League play. Any games played after October 1, 2015 without numbered jerseys will result in the game being forfeited by the offending team. 8. FIRST AID/EMERGENCY SITUATIONS 8.1. Each team is encouraged to supply its own first aid kit. If an emergency situation arises, please call If you do not have a cell phone on the bench, there is a pay phone at the front door entrance of the CNC. Note that the CNC address is: 4105 Gordon Drive Our facility is equipped with two defibrillators in the event it is necessary. They are located on the north and south walls of the lobby. 9. PLAYER ELIGIBILITY 9.1. All players must be 19 years of age or older before they can participate in our League Teams in the Masters Division must be of age. Ladies in the Masters Division must be 30 yrs old before they are eligible to participate. Gentlemen in the Masters Division must be 35 before they are eligible to participate. If a player turns of age after the season has commenced, s/he may participate only after s/he is of age. NO EXCEPTIONS! 9.3. All players must register online before playing in their first game. This can be done after you have received your Player ID number from your Team Rep. Page 6

7 9.4. Pregnant females may not participate in the League. This is a safety issue and will be implemented for all Leagues at the CNC. 10. PLAYER REGISTRATION Team Reps are responsible for getting their players to complete their online waivers before they participate in our League. In the event a player cannot complete the waivers online, the Officials will have a paper copy that an unregistered player may fill out prior to participating in the League. There are no exceptions to this rule. Each and every player must complete their waiver forms before they play. 11. GAME SCORE SHEETS Team Reps will be responsible for having each player initial beside their name on the Game Sheet All Game Sheets will be pre-printed. If you notice that a player is not listed on the Game Sheet, please advise the League Coordinator. This means they have not been activated It is the Team Rep s responsibility to ensure that the Game Sheet correctly reflects who played and who did not. This includes indicating who played in goal for the game. The Game Sheet will only show 20 players maximum. If you notice a player is not listed, please add them to the bottom of the roster sheet and have him/her sign the sheet as well. 12. ROSTERS Team rosters, including spares and goalkeepers, may be unlimited Goalkeepers must be identified on the Game Sheets. If you switch goalkeepers during the game, please note it on the Game Sheet The League reserves the right to ID players anytime during the season, including playoffs. Failure to produce ID upon request will result in the offending team forfeiting the game Any point(s) scored by a player who has not initialed the Game Sheet, whose jersey number is not correctly recorded on the Game Sheet, or who is unidentified or not properly identified on the Game Sheet, will not count. This means a team who wins a game 6-5 but has 2 unidentified points, will record a LOSS of 5-4 (for example) The date of the roster freeze is January 31, Teams must have all players registered before this date. In addition, all players on your roster must have participated in at minimum of 1 game prior to the roster freeze. Players who are registered, but have not played before the January 31st deadline, will not be permitted to participate in the League. Exceptions for injured/pregnant players will be considered by the League as long as the League is notified in writing a minimum of 30 days in advance of the roster freeze. Page 7

8 13. MASTERS ROSTERS The Masters League teams will be permitted to use two (2) underage players Each and every team will be able to use a maximum of two (2) underage players per season Underage players will be declared to the League before they participate in the League. Each team is only permitted to use two (2) underage players. Should one or both of the players decide to leave or are unable to participate, the team will not be able replace the underage players The Masters Mens underage players must be 30 years of age before they can participate in the Masters program The Masters Ladies underage players must be 25 years of age before they can participate in the Masters program. 14. PLAYOFF ELIGIBILITY Players and goalkeepers in the PASL must play in six (6) regular season League games to qualify for playoff participation. The only exemption will be for goalkeepers, in the case of an emergency, in which case a replacement from the League will be permitted Goalkeeper substitution must be approved by the League Coordinator PRIOR to participation in any playoff game Exceptions may be considered as long as the League Coordinator knows at least one (1) week prior to the playoffs commencing. Any player who is looking for an exception to this rule MUST have participated in prior seasons in the PASL. Requests must be made in writing, and permission or denial is at the discretion of the League Coordinator Any team using an ineligible player will for forfeit the game. The ineligible player AND the Team Captain/Rep will be suspended until January of the following calendar year If a team wishes to protest a playoff game, it must do so in writing at the end of the game. Report your protest of ineligible player to the Referee, and they will inform the League Coordinator who will deal with the protest. 15. MOVEMENT OF TEAMS The League reserves the right to move teams up/down divisions in order to maintain League parity. Movement may result in a team playing on nights different from the targeted nights for their originally registered division The playoff winner in each Premier League division will automatically be promoted to the next division the following season, regardless of the division for which they register in the following season. Page 8

9 15.3. The League Coordinator will review division alignments based on team performances in the first half of the season. Movement of teams will be kept to a minimum. 16. MOVEMENT OF PLAYERS Once a player has participated with a team, s/he bound to that team for the remainder of the season Should a player wish to change teams, s/he must get permission in writing from the Team Rep of the team they are leaving. Such information must then be forwarded to the League Coordinator for approval. This rule only applies to players wanting to transfer before the January 31 st deadline No player transfers will be permitted after the January 31 st Roster Freeze under any circumstances NO exceptions. 17. PLAYERS PLAYING FOR MORE THAN ONE TEAM Players are only permitted to play for one (1) team per Division (Ladies, Mens, Masters or COED) In COED only, players may play for two different teams, providing the teams are no more than one (1) division apart. If your team is moved up/down, players will still be permitted to play for both teams, providing they have played for at least one (1) game with each team before they were moved. Should a player choose to play for 2 COED teams, they may only participate for one (1) team in the playoffs. Once that team is eliminated, s/he may not play for the other team Goalkeepers may play for two (2) teams in the same Division (Ladies, Mens, Masters or COED), providing that they play as a fulltime goalkeeper for one of the teams. If a player is a fulltime goalkeeper, s/he may play for another team as a player. The goalkeeper must be a fulltime goalkeeper for at least one of the teams, and is not permitted to play out for that team at any time during the season Should be goalkeeper decide to play out, they will no longer be permitted to play for both teams Team Reps are permitted to play as a fulltime player for the team they represent, and as a fulltime player for another team, provided the teams are no more than 1 division apart. 18. NUMBER OF PLAYERS REQUIRED TO START A GAME A team must dress a minimum four (4) players and one (1) goalkeeper for each game. The maximum number of players allowed to dress is seventeen (17) players and 1 goalkeeper. It is the responsibility of the teams to be on-time and ready to start at game time. For COED play, a team must have a minimum of 3 ladies to start play Any team not ready to start at the end of warm-up with the minimum number of players, including the goalkeeper, will forfeit the game. 10 18.3. In the event that both teams have not been able to field enough players, the game will be forfeited with neither team receiving a point, and the GAME WILL NOT BE RESCHEDULED Officials are not required to stay and officiate a forfeited game. The non-offending team may use the field for their scheduled game time, but only registered players who have completed waivers may be on the field. 19. GAME FORMAT Each game will be 63 minutes in length. This includes the warm-up. Teams are encouraged to have their players sign the Game Sheet as quickly as possible to ensure as much playing time as possible. Every player who is playing in game must sign the Game Sheet prior to playing Officials will be instructed to set the clock at 63 minutes. Please have your teams there and ready to go. Officials will commence with the game when both teams have confirmed they are ready to go NEW THIS YEAR: Games that are tied at the end of regulation time will be concluded with a 3- person shootout. If the game remains tied after that, a sudden death shootout will conclude the match. In the COED Division, the shooters must alternate between ladies and gents. Ladies always shoot first FOR PLAYOFFS ONLY: Overtime will commence should a game be tied at the end of regulation. All divisions will play at 4 on 4 until there is a winner. There will be no time limit for the overtime. In the COED division, there must always be 2 ladies on the file playing, not including the goalkeeper. 20. FORFEITS Any team that forfeits a game will have a $100 fine added to their respective League fees. The nonoffending team will receive the fine equivalent in the form of a Boomer s Gift Certificate REMINDER: Officials are not required to stay and officiate a forfeited game. The non-offending team may use the field for their scheduled game time, but only registered players who have completed waivers may be on the field On certain holidays, the League will look at waiving the forfeit fee and will advise the teams well in advance on which dates this will apply If a team is assessed a forfeit fee, the fee MUST be paid in full before the team can participate it their next scheduled game. 11 21. TIE BREAKING PROCEDURE If the winning percentages are equal in the League standings at the end of the season, the following tie breaking procedure will be used: 1) Most Wins 2) Plus/Minus (Difference between goals for and against) 3) Least Penalty Minutes 4) Most Goals 22. YELLOW CARDS Any player receiving a Yellow Card will be given a 3-minute penalty which results in a 3-minute power play for the opposition; the power play will terminate if the non-offending team scores a goal during their power play Two (2) Yellow Cards within a game is the equivalent to a Red Card, wherein, the player will be ejected from the game and will have five (5) minutes to vacate the facility. The carded player will receive an automatic one (1) week suspension from ALL Divisions and must pay the allotted fine amount before his or her next game If a second offense occurs, the player will be under review by the League Coordinator and the consequences for the offense will be determined at the discretion of the League Coordinator. The 2 nd Yellow Card will result in a 3-minute power play of the non-offending team. A Red Card is recorded on the Game Sheet, but a 5-minute penalty will not assessed If a player collects three (3) Yellow Cards within their Division over the course of the current season, the player will receive a one (1) week suspension from Division in which the Yellow Card accumulation took place. Any additional Yellow Cards will result in a review with the League Coordinator. Two Yellow Cards in a game that result in a Red Card do not count towards the Yellow Card count. If a player accumulates five (5) Yellow Cards within their Division over the course of the current season, the player will receive a two (2) week suspension Yellow Card suspensions cannot be appealed. 23. RED CARDS MAJOR infractions will result in an automatic Red Card, ejection and a 5-minute penalty/power play for the opposition. The player will receive an automatic suspension. The length of the suspension will be based on the Soccer BC Guidelines. Red Cards of this nature will result in suspensions from ALL teams in ALL Divisions The suspensions will be reviewed by the League Coordinator and the suspension s length and fine amount will be determined. 12 23.3. Red Cards issued for intentional hand ball in the crease will not be subject to a fine. If the incident occurs in the last five (5) minutes of the contest, the offending player will be ejected for the remainder of the game. The player will be suspended for an additional game as well Red Card suspensions may be appealed if the following procedure is met: 1) The team posts a $100 Appeal Fee. This fee will be returned in full if the suspension is overturned or reduced. 2) The Team Rep contacts the League Coordinator IN WRITING within 48 hours of the incident. The Team Rep will state why the suspension should be reduced/overturned. 3) The team is in good financial standing with the PASL League. 24. SUSPENSIONS/FINES/PENALTIES The League Coordinator will handle all suspensions It is the responsibility of the Team Rep to contact the League Coordinator if clarification is required Teams will not be contacted regarding suspensions; however, all suspensions will be available through the League stats page and will be posted on the League standings board in the main lobby All fines must be paid in full prior to the offending team participating in any League games It is the offending team s responsibility to ensure the fine is paid Any players, spectators, coaches or others that engage in verbal abuse against Officials will ejected from the game and will have five (5) minutes to leave the facility. Players will be given a Red Card and the suspensions time will be reviewed and determined according to the League Coordinator Any intentional physical contact with a Referee or CNC employee will result in a ban from participating in any sport League at the CNC and criminal charges could be laid If a player spits, blows their nose, or intentionally brings water on the field, the player will be given a Red Card, ejected from the game, and given a $100 fine. Additionally, the team will be given a 5- minute penalty. This is to protect the surface and to cover the cost cleaning the surface Verbal Dissent towards Officials will not be tolerated at any time. Players who violate this rule will be subject to a Yellow Card and an automatic $25 fine. Should a player receive a 3 rd Yellow Card in a season for this violation, they will be suspended until further notice. A meeting with the League Coordinator will ensue. Page 12

13 25. SUSPENDED PLAYERS A suspended player, who participates while under suspension, will result in his/her team forfeiting any game(s) in which the suspended player participates. Furthermore, the suspended player will remain suspended indefinitely The Team Rep will also be suspended for a minimum of one (1) game as a result of a suspended player participating while under suspension If a player is suspended and plays for two (2) teams, the player may not participate with either team in either Division until the length of the suspension is up for his original team If a player is registered in both the Premier League and the Masters League, a suspension will apply to both Leagues. Team Reps are responsible for checking the suspension list for suspended/ineligible players. The list can be located at Reminder: The Pepsi Adult Soccer League will honour any and all suspensions which have been issued by any Outdoor Leagues that play in Canada. This includes sanctioned and non-sanctioned leagues. 26. APPEALS AND COMPLAINTS All one-game suspensions are final and cannot be appealed All appeals must be submitted in writing, typed or ed to the League Coordinator within 48 hours of the game completion All appeals/complaints must be submitted by the Team Reps only. Submissions from individual players will not be accepted Once a decision on the appeal is made, the decision will be final, and cannot be appealed further. 27. ALTERCATION(S) OFF THE FIELD Any player taking part in altercations off the field, including but not limited to the dressing room area, concourse, Boomers, or the parking lot, will be subject to an indefinite suspension Abuse (verbal or physical) of the Officials can still be assessed after the completion of any game. This could include a suspension from the property by arena management. 28. DRINKING/SUBSTANCE ABUSE All teams and patrons are prohibited from drinking alcoholic beverages and using illegal substances in the arena building, dressing rooms, and parking lot. Alcohol may only be consumed in Boomer s Bar and Grill. Page 13

14 RG Sports and Entertainment reserves the right to reject an indivual player s or team s application, or terminate an individual player s or team s participation in the League. We are not interested in having players with discipline problems. The League will terminate the registration of players and teams who routinely disregard the Rules. This League is designed to be a fun experience for all participants. Page 14
