7 National Changes At present, the AYSO National Office is looking to fill the role of Referee Administrator. The NBOD has re-established a Referee Council to maintain and develop training and programmatic materials Question or problems? Contact your Section Continue Stewards of the Game Rollout

8 Referee Council Mission Statement It is the mission of the Referee Council is to work collectively and cooperatively with National Office professionals and Volunteer professionals to produce high quality products that support the referee community in their efforts to provide a world class youth sports program that enriches children s lives.

10 Referee Council: Plan and Status PHASE I (In work, planned completion March 2018) Propose modifications and get concurrence from SRAs. Ensure lesson plans, training materials (PowerPoint, handouts, upgrade forms, etc) and exam questions are aligned to the current LOTG, Coaching Manuals, NR&R, and NRP for the following courses: Referee Administrator, Area Referee Administrator, Referee Instructor, Advanced Referee Instructor, Referee Instructor Evaluator, Referee Assessor, National Referee Assessor.

12 National Referee Program: Certification Process The Volunteer Administration (S/A/R) is managing the process for Intermediate, Advanced and National Referee upgrades as well as Instructor and Assessor upgrades

13 AYSO s Stewards of the Game Coaches and Referees are asked to work together as the team of Stewards of the Game in order to make player safety the #1 priority on the field. Everyone is asked to role model the principles of sport, create kids zone sidelines and promote good sportsmanship and player safety.

15 IFAB Law Changes We will go over SOME of the law changes. The changes take up 20 pages of text and cannot be covered in the time allotted. Laws of the Game 2017/18 Law changes + Practical Guideline changes: The International Football Association Board (May 2017)

16 Law Changes ALL Laws Replace infringement/infringe etc.. with offence/offend etc. AYSO Impact: None, wording change.

17 Law 1 The Field of Play Artificial turf may be used for the lines on a grass field if not dangerous. AYSO Impact: None, has anyone seen this?

18 Law 3 The Players A substitution made at half-time without informing referee is not a caution (YC) offence Changing the goalkeeper at half-time without informing the referee is not a caution (YC) AYSO Impact: None, referees currently record substitutions at the beginning of and approximately midway through each half.

19 Law 3 The Players Player who enters the field of play without the referee s permission (if it is required) and interferes is punished with a direct free kick (FK) AYSO Impact: Little, at the spot where the ball was when play was stopped.

20 Law 3 The Players Team scoring a goal with an extra person on the field is punished with a direct FK AYSO Impact: BEFORE play has restarted, free kick. If play has restarted with a kickoff, then goal remains.

21 Law 4 The Players Equipment Goalkeeper caps are not included in the list of restrictions on head covers AYSO Impact: None, Goalkeeper is allowed to wear a SOFT brim hat [baseball not allowed]

22 Law 5 The Referee Important statement that decisions made by match officials must always be respected AYSO Impact: None, players and coaches always respect the calls you make.

23 Law 5 The Referee National FAs can allow temporary dismissals (sin bins) for some/all cautions (YC) in youth, veterans, disability and grassroots football (Guidelines for both systems will be published). AYSO Impact: Sin Bins are being discussed. U14, U16, U19 only.

24 Law 5 The Referee A medical team official who commits a dismissible offence may remain if the team has no other medical person available, and act if a player needs medical attention. AYSO Impact: None, in the quite rare occasion this happens, the medical person may still treat the injury.

25 Law 7 Duration of the Match Players are entitled to an interval at half-time, not exceeding 15 minutes; a short drinks break is permitted at the interval of half-time in extra time. AYSO Impact: None, A short water break may be taken between halves in extra time, but no coaching allowed.

26 Law 8 The Start & Restart Play All players, except the player taking the kick-off, must be in their own half of the field of play. AYSO Impact: None, the new kick-off (ball played backwards) is popular but often the kicker has to step into the opponents half to take the kick; the new wording allows this.

27 Law 8 The Start & Restart Play It is a corner kick to the opponents if the kick-off goes directly into the kicker s own goal. AYSO Impact: None, already doing this, you cannot score on yourselves from a kick-off.

28 Law 10 Determining the Outcome of a Match Two equal periods of extra time not exceeding 15 minutes each AYSO Impact: None, except in tournaments. Extra time halves will not exceed 15 minutes.

29 Law 10 Determining the Outcome of a Match A goalkeeper who is unable to continue before or during the kicks may be replaced by a player excluded to equalize the number of players or, if their team has not used its maximum permitted number of substitutes, a named substitute, but the replaced goalkeeper takes no further part and may not take a kick. AYSO Impact: None, with no limits on substitutions, AYSO already allows the goalkeeper to be replaced.

30 Law 10 Determining the Outcome of a Match If both the goalkeeper and kicker commit an offence at the same time: If the kick is missed or saved, the kick is retaken and both players cautioned. if the kick is scored, the goal is disallowed, the kick is recorded as missed and the kicker cautioned.

31 Law 11 - Offside A player in an offside position at the moment the ball is played or touched by a team-mate is only penalized on becoming involved in active play by: Gaining an advantage by playing the ball or interfering with an opponent when it has rebounded or been deflected off the goalpost, crossbar, match official or an opponent AYSO Impact: None

32 Law 11 - Offside In situations where a player moving from, or standing in, an offside position is in the way of an opponent and interferes with the movement of the opponent towards the ball, this is an offside offence if it impacts on the ability of the opponent to play or challenge for the ball. Law 12 can still be used. AYSO Impact: None

33 Law 11 - Offside A player in an offside position is moving towards the ball with the intention of playing the ball and is fouled before playing or attempting to play the ball, or challenging an opponent for the ball, the foul is penalized as it has occurred before the offside offence. An offence is committed against a player in an offside position who is already playing or attempting to play the ball, or challenging an opponent for the ball, the offside offence is penalized as it has occurred before the foul challenge.

34 Law 12 Fouls and Misconduct Clarifies that verbal/gesture offences are punished with an IFK, even if there is a caution (YC) or sending-off (RC); some have wrongly interpreted the direct free kick for a offences against a match official to include dissent but it only applies to physical offences. AYSO Impact: None

35 Law 12 Fouls and Misconduct A player stopping a promising attack in the penalty area is not cautioned (YC) if the offence was an attempt to play the ball. NOTE: Caution for goal celebration that causes safety/security issues.

36 Law 12 Fouls and Misconduct If the player moves diagonally to pass the last defender/goalkeeper this can still be a DOGSO. Entering the field of play without permission and stopping a goal or DOGSO is a sending off offence.

37 Law 13 Free Kicks If an opponent who is in the penalty area when the free kick is taken, or enters the penalty area before the ball is in play, touches or challenges for the ball before it has touched another player, the free kick is retaken. Thus, opponents must be outside the PA before the restart is taken in order to participate in play.

38 Law 14 The Penalty Kick If a defending team player (including the goalkeeper) commits an offence and the penalty is missed/saved, the penalty is retaken.

39 Law 16 The Goal Kick If an opponent who is in the penalty area when the goal kick is taken, or enters the penalty area before the ball is in play, touches or challenges for the ball before it has touched another player, the goal kick is retaken. AYSO Impact: None. Already doing this.

40 Procedure Change When the ball wholly passes over the goal line the AR raises the flag with the right hand (better line of vision) to inform the referee that the ball is out of play. AYSO Impact: None. This was already the recommended mechanic.

41 Procedure Change When the ball clearly passes over the goal line the AR does not need to raise the flag to indicate that the ball has left the field of play. If the goal kick or corner kick decision is obvious, it is not necessary to give a signal, especially when the referee gives a signal. AYSO Impact: Minor. Simplifies the prior recommended mechanic.
