PREAMBLE 1.1 TITLE: The League shall be known as Donegal Schoolboys League. 1.2 ADDRESS: The address of the League shall be the address of the Secretary elected to the office for the year or as the Executive Committee may deem fit. 1.3 CATCHMENT: The catchment area of the League shall be the County of Donegal excluding the area covered by the Inishowen League. 1.4 PARTICIPATING CLUBS: All clubs accepted and registered with the League. 1.5 INSURANCE: All committees and sub-committees operating under the auspices of the League shall be insured under the Donegal Schoolboys League policy of insurance. 1.6 COLOURS: The official colours of the League shall be green and gold. 1.7 CREST: The Crest will be the existing crest with the words Donegal Schoolboys. 1.8 OBJECTIVES: The objectives of Donegal Schoolboys League shall be: a. To promote the of association football and be governed by the rules of the Schoolboys Football Association of Ireland. (SFAI Rule 28a) b. To promote foster and develop the of Association Football among its members. c. To promote the aims of the Football Association of Ireland as outlined in its charter and General Rules and to co-operate with all other leagues and clubs to achieve this. d. To promote a spirit of sportsmanship and community spirit amongst the members through the development of physical skills, teamwork, co-operation and self discipline. e. To promote the of Soccer in County Donegal, provide competitions and coaching for boys and girls from the age groups of under 7 up to and including 16 years of age ()(age to be determined on the 1st of January on the year in which the season finishes). f. To promote player development over club success. g. To ensure that children of all skill levels can enjoy organised soccer in a safe and caring environment. h. To foster the vision for the development of Soccer in County Donegal acknowledging the right of every child to reach the highest standard possible and to enjoy the sport without pressure, hindrance, prejudice, favouritism or financial hardship. i. To improve standards of skill and play through the Divisional Development and League Centre Squad systems. j. To provide a pathway to the highest playing levels for children of outstanding ability. k. To seek to protect the interests of clubs and players and advise both in regard to players going to Professional Clubs. l. To ensure players continue their academic education in conjunction with their football development. m. To ensure coaches are adequately qualified and fit to work with children in a safe sporting environment. n. To operate the FAI recommended Code of Ethics on Child Protection and Welfare. (See Appendix 1.1) o. To promote Codes of Best Practice for underage soccer players, coaches, parents and spectators. (See Appendix 2.1, 2.2, 2.3 and 2.4) p. 4 2. CONTROL OF THE LEAGUE 2.1 LEAGUE MANAGEMENT STRUCTURE & POWERS a. The League shall be governed by regularly elected officers and a Management Committee the election of such to take place at its Annual General Meeting. (SFAI Rule 28c) b. The Executive Committee shall conduct, organise and control all of Donegal Schoolboys football. c. The League Executive Committee shall meet monthly during the playing season or more often if deemed necessary by the Committee Chairperson. d. The quorum for a meeting will be 7 Executive members and must include the Chairperson or the Vice Chairperson. e. Each member of the Executive Committee shall be entitled to vote at all Management, General and Special Meetings of the League. f. At Executive Meetings all matters requiring a vote shall be decided by a majority vote of those in attendance and entitled to vote. g. The Executive Committee may appoint such persons as they see fit to assist in the orderly conduct of League business. Expenses for such services may be authorised by the Executive Committee subject to the availability of financial resources of the League. h. The Executive Committee shall have the power to remove any member of the Executive Committee who is in breach of any rules. i. The Executive Committee shall be responsible for all teams representing the League in Inter League competitions, in the Donegal Schoolboys League Centre Squads and all Player Coaching and International Trials. j. The Executive Committee shall delegate competitions to its four Divisional Fixtures Committees subject to compliance with the rules of Donegal Schoolboys League. (Reference Fixtures Committee) k. The League shall not be called upon to render any report or disclose any of its business to any organisation other than the Schoolboys Football Association of Ireland, which may at any time request the entire records of the league to be submitted for examination. (SFAI Rule 28h) l. The Trustees of the League shall be the Chairperson, Hon. Secretary and Hon. Treasurer. m. The personal property of the League shall be vested with the Chairperson, Hon. Secretary and Hon. Treasurer for the time being of the League and they shall hold same in trust for the League. n. Grounds used but not owned by the League are to be covered under the League Insurance Policy. o. All trophies in possession of the League or League Clubs are to be fully insured by the League. p. The Executive Committee shall be the official interpreter of the Constitution of the League. q. The Executive Committee may during the season adopt whatever measures they may consider necessary to ensure that the players of the various clubs are eligible and within the age as prescribed by rule. r. The Executive Committee shall have the power to deal with any offending clubs, players, or officials as they think fit, and to deal with any matter that is not provided for in these Rules. 2.2 MANAGEMENT COMMITTEE ELECTION a. Fully registered affiliated clubs present and entitled to vote and voting shall elect the Executive Committee including League Officers at the Annual General Meeting. b. The Executive Committee shall consist of a maximum of 12 ()(twelve) persons over 18 years of age; at least two (2) representatives but no more than three (3) (nominated by the majority of clubs in their division) shall be elected from each of the four divisions. c. The Executive may consist of members who are not affiliated to League member clubs. They must be nominated by the division in which they reside. Each division is limited to one ()(1) nomination of such persons. d. Each member of the Executive Committee shall be elected to an officer position at the Annual General Meeting. The Executive Committee shall have a Chairperson, Vice Chairperson, Secretary, Fixtures Secretary, Disciplinary Secretary, Registration Officer, Treasurer, Assistant Treasurer, Public Relations Officer, Children s Officer, Assistant Secretary and Football Development Officer. e. The League Representative to the Schoolboy Football Association of Ireland will be elected annually at the Annual General Meeting. f. At least one ()(1) of the Executive members from each of the four divisions must be a member of their divisional committee. g. If more than one ()(1) person nominated is proposed for any given position then a straight vote will take place to determine which nominee will be elected to the position. The defeated person may still be proposed for any remaining positions left to be filled. 2.3 RULES FOR COMMITTEE MEMBERS a. All committee members must be eighteen ()(18) years of age or over. (SFAI Rule 28f) b. A person when elected to the League Committee while retaining membership of his/her club can no longer be deemed to be a delegate of that said club for the duration of meetings of the League. (SFAI Rule 28d). c. If a member of the Executive Committee finds himself/herself in a conflict of interest in relation to his/her club or division the member concerned shall withdraw from the discussion and the meeting. (Reference SFAI Rule 28e) If this action results in the quorum not being reached the meeting shall be adjourned to another date. d. Executive Committee members shall ensure that matters of confidentiality discussed and decided at meetings remain confidential outside of meetings. Members found in breach of this rule may be removed as a member of the Executive Committee. e. Any member of the Executive Committee who absents him/herself from three consecutive meetings of the Executive without reasonable explanation shall be deemed to have resigned from the Executive Committee. f. Any member of the Executive who has been removed or resigns their position must be replaced by another registered member from the same division. In this context the word position shall mean the officer position which he/she has held on the Executive Committee as well as membership of the Executive Committee itself. g. Executive members must not use their position on the Donegal Schoolboys Executive Committee to promote their own club agenda. h. Two ()(2) or more Executive Members will represent the League at all domestic competition deciders and will attend all competitive home Inter-League matches involving Donegal Schoolboys. 2.4 OFFICER FUNCTIONS CHAIRPERSON a. The Chairperson shall chair all Executive and General Meetings. b. The Chairperson shall have the right to vote and in the event of a tie the Chairperson has the casting vote. c. The Chairperson shall be deemed to be the official representative of the League at all outside meetings or functions unless otherwise decided upon by the Executive Committee. d. In matters relating to the Protection of Children the Chairperson shall act as the Designated Person of the League VICE CHAIRPERSON a. In the absence of the Chairperson the Vice Chairperson shall chair all Executive and General Meetings. b. In the absence of the Chairperson the Vice Chairperson shall act as the official representative of the League at all outside meetings or functions unless otherwise decided upon by the Executive Committee HON. SECRETARY a. The Hon. Secretary shall keep the minutes of all meetings. b. The Hon. Secretary shall keep a record of the attendance at all meetings. The record will be made available to any member wishing to view it at the Annual General Meeting. c. The Hon. 5 2.4.4 ASSISTANT SECRETARY a. In the absence of the Hon. Secretary the Assistant Secretary shall keep the minutes of all meetings. b. The Assistant Secretary shall assist the Hon. Secretary in the efficient administration of the league HON. TREASURER a. The Hon. Treasurer shall receive and take charge of all funds of the League, keep regular accounts of income and expenditure, report on same at Executive Committee Meetings and General Meetings and produce a balance sheet for the Annual General Meeting. b. The Hon. Treasurer shall keep a record of all assets of the League ASSISTANT TREASURER a. The Assistant Treasurer shall assist the Hon. Treasurer in the recording of financial transactions and relevant administration as required REGISTRATION OFFICER a. The Registration Officer shall receive registration forms from clubs affiliated to the league and complete and maintain an orderly record of same, to be made available to those persons entitled to view them. b. The Registrar shall check all match cards on a weekly basis to ensure that all players are properly registered. The Registrar shall report any discrepancies to the Disciplinary Committee with immediate effect FIXTURES SECRETARY a. The Fixtures Secretary shall produce and agree a series of fixtures for all competitions in advance of the season in conjunction with the Divisional Fixture Secretaries. b. The Fixtures Secretary shall have overall responsibility for ensuring all matches are organised and played as scheduled. c. The Fixtures Secretary shall chair the Fixtures Sub-Committee as outlined in P.R.O. a. The P.R.O. shall correlate all domestic and Inter League match results and reports on a weekly basis throughout the playing season. b. The P.R.O. shall update the League website with results, tables, fixtures and relevant information on a weekly basis throughout the season. c. The P.R.O shall chair the Public Relations Sub-Committee as outlined in DISCIPLINARY SECRETARY a. The Disciplinary Secretary shall have overall responsibility for all disciplinary matters on behalf of the League throughout the season. b. The Disciplinary Secretary shall organise Disciplinary Meetings at minimum on a fortnightly basis and more often if the Management Committee decides it necessary throughout the playing season as outlined in c. The Disciplinary Secretary shall ensure all Disciplinary Meeting decisions are relayed to the Executive Committee through the Hon. Secretary with immediate effect. Details of fines to be forwarded to the Hon. Treasurer likewise CHILDREN S OFFICER a. The Children s Officer shall have overall responsibility in promoting the Code of Ethics & Good Practice on behalf of the League. b. The Children s Officer shall ensure that all registered players know how and who they can report their concerns to within the league. c. The Children s Officer shall maintain a database containing contact details and training records of all Club Children s Officers which shall be forwarded to the FAI National Children s Officer on an annual basis FOOTBALL DEVELOPMENT OFFICER a. The Football Development Officer shall oversee the development of all football matters within the member clubs, the League Centre squads and League associated academies. b. The Football Development Officer shall liaise with the FAI Community Development Officer and assist him in promoting relevant courses for member club coaches. c. The Football Development Officer shall assist clubs in matters of facility improvement SFAI DELEGATE a. The SFAI Delegate shall represent the League at all SFAI Council and General Meetings. b. The SFAI Delegate shall relay any information of importance to the Executive Committee through the Hon. Secretary and provide a written/verbal report at the next Executive Committee meeting. 2.5 BOOKS OF ACCOUNT AND BANK ACCOUNTS a. Proper books of account shall be kept, showing the full record of all receipts and payments for the League. b. The League shall have the sole right to dispose of its own funds, through its own management committee, all League Centre and Divisional Development squads run by the League shall be under the control of the elected League Committee and all League Centre and Divisional Development accounts are to be controlled through the League accounting system. (Reference SFAI Rule 28g) c. The Executive Committee shall open all necessary bank accounts on behalf of the League and all cheques drawn on the said accounts shall be signed by the Hon. Treasurer and counter signed by either the Chairperson, Hon. Secretary, Assistant Treasurer or other designated persons appointed and approved by the League Management Committee. d. The League shall indemnify all members of the Executive Committee and the S.F.A.I. Representative when they are representing the League in respect of any loss or out of pocket expenses, bona fide, incurred by him/her in or about the execution of their duties. (Reference SFAI Rule 28l) e. Documentary evidence must be provided by Executive members in order to claim any out of pocket expenses from the League. f. Only the Treasurer with the approval of the Executive Committee may authorise the setting up of credit accounts on behalf of the League. 2.6 SUB-COMMITTEES a. The Chairperson, Hon. Secretary and Hon. Treasurer shall be the ex-officio members of all Sub- Committees. b. The Executive Committee shall have the sole right to appoint sub-committees and working groups and will hold control of all activities of such committees and working groups. c. The Executive Committee shall have the power to dissolve any sub-committees or working group it has appointed after it has completed its mandate FIXTURES COMMITTEE a. The Fixtures Committee whose membership shall include the Divisional Fixtures Secretaries and a member of the Executive Committee will have overall responsibility for all fixtures PUBLIC RELATIONS COMMITTEE a. A Public Relations committee whose membership will include a PRO from each division and a member of the Executive will have overall responsibility for all Public Relations matters including match results, reports and website development. 4 Donegal Schoolboys League Rules & Regulations Donegal Schoolboys League Rules & Regulations

6 2.6.3 DISCIPLINARY COMMITTEE 2.9 SPECIAL GENERAL MEETING a. The Disciplinary Committee of the League will consist of the Disciplinary Secretary and other persons from each of the four divisions that the Executive may wish to appoint, but may not exceed five persons. From the said persons a Chairperson will be elected at the first Disciplinary Committee meeting of the season. b. Any member of the Disciplinary Committee who has a conflict of interest on any matter before them must absent themselves from that discussion but may return after it has been resolved. c. The Disciplinary Committee will issue sanctions on all disciplinary matters as outlined in the adopted Disciplinary Code. (See Disciplinary Code Pages 19 to 22) d. The Disciplinary Committee shall review the Disciplinary Code annually and amend offences and fines as they see fit. A copy of the amended Disciplinary Code will be distributed to all member a. A Special General Meeting of Donegal Schoolboys League may be called by: i. The Executive Committee ii. The Hon. Secretary (notice of issue within five days) upon receipt of a request in writing duly signed by the majority of the fully registered member club secretaries stating the reason for such special meeting. b. No other business may be conducted at such meeting. c. The appropriate fee as agreed at the Annual General Meeting shall accompany the request by members calling for such a Special General Meeting. d. The fee shall be forfeited to the funds of the League if the matter is adjudged frivolous by the majority of all member clubs present and entitled to vote and voting at the Special General Meeting. clubs before the start of the playing season CONSTITUTION AND RULE AMENDMENTS e. 7 3.2 MEMBER CLUB RESPONSIBILITIES a. All communications with Donegal Schoolboys League, verbal or written, must be made by the Club Secretary to the League Secretary/Fixtures Secretary. No communication will be had with any other person as directed by the Executive Committee. b. Clubs who do not have access to computers may receive the official annual application form by letter post from the League Secretary on request. c. Clubs wishing to amalgamate/unite with other clubs must apply separately in writing for permission to do so to the League Secretary specifying the relevant age group. d. Any club having a player or players going to a Senior Club or a Professional Club for trial or on contract, this information must be conveyed to the Hon. Secretary. Failure to do so will result in a fine. (See Disciplinary Code 3.28) e. A club changing its secretary or secretary s address must notify the league immediately. f. Any Club, Divisional or League Centre Squad wishing to compete in organised tournaments, summer camps, coaching clinics and whatever comes under the guise of coaching either within or outside the jurisdiction must first obtain the approval of the Executive Committee (Reference SFAI Rule 32a). Failure to do so will result in a fine. (See Disciplinary Code 3.27) g. No Divisional League, club, or team shall play in any match outside the jurisdiction of the S.F.A.I. without prior permission. Application for any such permission must be forwarded to the General Secretary of the Association at least two weeks prior to the suggested match or trial. (SFAI Rule 32a) A copy must also be sent in writing to the Hon. Secretary of Donegal Schoolboys League. (See Disciplinary Code 3.27) h. All clubs in membership shall make their grounds available to the League Committee on request. i. All clubs in membership, when required, shall place their grounds at the disposal of the SFAI Council at a rent to be agreed upon. (SFAI Rule 41) j. All clubs in membership must make their players available to the League Committee for selection on League Centre squads. k. In the case of a player requesting permission to go on trail outside the jurisdiction, the criteria for granting such permission shall be those contained within the relevant section/s of the current FAI/UEFA/FIFA statutes/rule books, application shall be to the Divisional League Hon. Secretary. Any player contravening this rule during the current season shall be fined or suspended by the Association. (SFAI Rule 32b) (See Disciplinary Code 3.28) l. Responsibility for the proper completion of registration and transfer forms lies solely with the recipient club. m. Clubs must ensure that all under age teams are covered under their Public Liability insurance policies and that the proper quantities are stated on each. n. Clubs must furnish the League with an up to date insurance certificate if their renewal falls due during the playing season. Provisional letters of cover must be supplied until the new certificate is submitted to the League. (See Disciplinary Code 3.01) o. Clubs must ensure that all monies paid to the League are in the form of club cheques, bank drafts or money orders. Cash or personal cheques will not be accepted. p. Club Children s Officers and Designated Persons must apply for Garda Clearance and must undertake a course in Child Protection. q. Under Government legislation all coaches must obtain Garda Clearance and have completed a course in Child Welfare before working with children. All coaches must also obtain a recognised coaching qualification within 12 months of starting to coach with a club in the League. (Reference FAI Rule 72) (See Appendix 1.1) r. Clubs must keep a secure and confidential record of all Garda Vetting, Child Welfare courses undertaken and coaching qualifications achieved by all coaches within their club. Details of this information will be required by the League as part of the club s annual application. s. It is the responsibility of the club to inform their managers of any rule changes involving player registrations, fixtures protocol, match rules etc. and ensure they are provided with a list of all eligible players for each team. t. Clubs must inform the League of any additional appointed coaching staff not included in their application to the League at the beginning of the season. u. Clubs must ensure that they have access to an alternative playing kit with different colours in the event that there may be a clash of colours with opposing teams. v. Clubs must ensure that all teams are equipped with a medical kit and that one person with each team is qualified in first-aid. w. Clubs must ensure that where applicable they apply for International Clearance when registering players who have previously played in another jurisdiction or are returning to play in the jurisdiction of the FAI. Failure to do so will result in a fine. (See Disciplinary Code 3.21) x. Club Children s Officers must inform the League Children s Officer of any outcome arising from Child Welfare issues within their club. 4. REGISTRATIONS & TRANSFERS 4.1 PLAYER REGISTRATIONS a. The month of July shall be deemed a closed month, no player may register with any League until after the 31st July. (SFAI Rule 33b) b. The League shall cater for all boys up to the age of sixteen years on the first day of January of the year in which the season finishes. (SFAI Rule 28i) c. Girls can play on boys teams up to and including the U-16 age group, girls can also play one year below their nominal age group, for example a girl eligible to play at U-14 can play on an U-13 boys team in addition to being eligible to play for her club s girls team at her nominal, or higher, age group. (SFAI Rule 28j) d. All players playing within Donegal Schoolboys League must be registered with Donegal Schoolboys League. e. A player shall be registered only on the official League form. The form must be completed according to instructions therein and must be signed by the player, parent/guardian and club secretary only. (Reference SFAI Rule 44a) f. Players will be required to produce a copy of Birth Certificate or Passport when registering for the first time. g. Completed registration form(s), with fee(s), shall be sent by registered post to The Registrar only and must be accompanied by database spreadsheet provided. A copy of same to be forwarded by to the Divisional Fixtures Secretary. h. In all matters relating to the age of players, where a player s birth certificate is not available or cannot be accessed in the normal manner it is the responsibility of the club for which the player is registered to provide proof that the player is within the age as per prescribed rule. Such proof shall be in the form of an original birth certificate, passport, international identity card or documentation issued by the Dept of Justice, Equality and Law Reform and acceptable to the League Officers as proof of age. Failure to produce proof of age will deem the player to be ineligible as per prescribed rule and the player treated as over age. (See Disciplinary Code 3.19) i. A player shall be eligible to take part in competition on and after the 3rd ()(72 hours) day of registration. The date of postmark shall be counted as the 1st day of registration. j. All players registering with the league must pay a registration fee. There are no exceptions. (See 12. League Fees Page 18) k. The annual player registration fee shall be decided upon at the Annual General Meeting. l. No team or player shall be registered by more than one Divisional League and all Leagues and teams are subject to the Schoolboys Football Association of Ireland. 8 m. A player can play for only one club in the league in any one season except when he/ she has received a transfer from the player s previous club. n. Where clubs have two ()(2) teams competing at an age group they must specify the team for which each player (including those younger than the respective age group) will play. o. o. A player can only play for one team at each age group. Players found playing for both teams will be deemed ineligible and their clubs will be fined accordingly. (See Disciplinary Code 3.23) p. No player registered to play with a club whose main home pitch as registered to their respective League is greater than 50km from the school where he/she is currently registered as a pupil. Players can move within their own League area, that area being determined by all its affiliated clubs. (Reference SFAI Rule 29i) (See Appendix 3.1) q. If a player plays for a club but is unregistered he/she will stand suspended until such time as he/she is properly registered. (See Disciplinary Code 3.22) The player cannot then register for another club. He/she must register for the club for which they have played. r. In the event of a club or team resigning or being removed from a division or the League, the said player s registrations become the property of the League. The Hon. Officers may give permission for the said players ()(limited to 3 players) to be re-registered for other clubs in the League. Last date for permission is 30th June in the current season. s. Players born in the Republic of Ireland come under the auspices of the Football Association of Ireland. In certain circumstances under FIFA Regulations on the Status and Transfer of Players clubs must apply for International Clearance for players who either reside outside the jurisdiction of the FAI or are returning to play in the jurisdiction having previously played in another jurisdiction. (Reference FIFA Regulations on the Status and Transfer of Players VI. International Transfer of Minors Article 19 Protection of Minors) (See Appendix 4.1) t. A player who is unable to obtain International Clearance having previously played outside the jurisdiction must provide a letter from his/her previous club stating that they are no longer registered with them and are free to register for another club. The player must also wait a period of 30 days from the date of their ITC application before being eligible to play in any competitive match under the jurisdiction of the FAI. (Reference FAI Rule 49) (See Appendix 5.1) u. A player cannot simultaneously be registered with a club affiliated to the FAI and also be registered or playing with an unaffiliated club. (See Disciplinary 7.3f) (See Appendix 5.1 FAI Rule 56) 4.2 PLAYER TRANSFERS a. A registered player may be transferred from one club to another by the lodgement of an official League transfer form. The form must be signed by the player and both secretaries involved, which must be verified by the releasing club secretary to the satisfaction of the League. Both club database spreadsheets must be updated and forwarded to the League Registrar and a copy mailed to the Divisional Fixtures Secretary. b. Completed transfer form ()(s), with fee(s), may be posted, or handed, to the Registrar so as to be in his possession 3 days (72 hours) prior to player(s) intended playing for new club. The new club must check that the transfer has been sanctioned by the Registrar before using the player(s). (See 12. League Fees Page 18) c. The transfer fee shall be decided upon at the Annual General Meeting. d. Transfer will not be accepted after the 15th October in each season. (Reference SFAI Rule 44c) Transfer forms must be approved by the League unless the transfer form has been agreed by both clubs. e. Players cannot be transferred from a club outside the jurisdiction of the FAI without having obtained International Clearance from the relevant Football Association. (Reference Rules 4.1s and 4.1t) (See Appendix 4.1 and 5.1) f. Transferred players cannot play in any cup competitions if they have already played in those competitions with their former club. 5. RULES OF COMPETITION AND PARTICIPATION 5.1 COMPETITIONS a. The official playing season for the League shall be from 1st August, in any season, to the 30th June following in the same season. (SFAI Rule 33a) b. Donegal Schoolboys League shall run various League, Cup, Shield and Champions League competitions, with trophies being awarded to winners and runners-up. c. The League Committee at its discretion may run extra competitions. d. Competitions for 11-a-side teams cannot be organised for age groups younger than under-11 in a season. (SFAI Rule 28m) e. For age groups younger than under-11, five-a-side, seven-a-side and nine-a-side competitions can be organised and promoted. (SFAI Rule 28n) (See Appendix 2.4 and 8.1) f. All competitions will be organised by the Executive committee in consultation with the Divisional Fixtures Committees at the beginning of the season. g. Clubs may enter National Cup competitions which are optional. h. For the purpose of playing fixtures the League shall be divided into four divisions: East Donegal Division Letterkenny & District Division North West Donegal Division South Donegal Division Letterkenny & North West Divisions to join together at U-12, U-14 and U-16 age groups. i. The minimum number of teams required to constitute a division in a League shall be eight ()(8) for 11-a-side teams, subject to permission from the SFAI to allow for fewer numbers. (SFAI Rule 28o) j. The Executive Committee shall decide the division in which a team will participate if there are insufficient numbers of teams at an age group. k. Second teams shall be allowed to play in a league outside their own division if there is no second tier league in their division or if there is not enough second teams in their division. 5.2 PARTICIPATION CONDITIONS a. All clubs in the prescribed area shall be eligible for membership and shall have the right to enter all competitions conducted by the League, provided they are properly qualified. (SFAI Rule 28b) b. Only clubs properly affiliated will be permitted to compete in both domestic and national competitions. c. Clubs will not be allowed to be included in any fixtures at the start of the season unless the league is satisfied that they are properly affiliated and have at least 15 players registered at the respective age group. (See Disciplinary Code 3.18) d. No club will be allowed to participate in competition until all monies due have been fully discharged. e. All players must be properly registered to the League s satisfaction before they can play in any competition organised by the League or be considered for selection on League Centre Squads. f. Only players that are properly registered in a divisional league are allowed to play in any Champions League competition. g. Players who have played in another jurisdiction must play a minimum of six ()(6) competitive matches in the League before being allowed to trial, train or be selected on any of the Donegal Schoolboys League Centre or Divisional Development squads. 10 Donegal Schoolboys League Rules & Regulations Donegal Schoolboys League Rules & Regulations

9 5.3 FIXTURES a. All matches shall be played on or before the prescribed day and time set out by the League. (See Disciplinary Code 3.05 and 3.10) Only if the relevant Fixtures Secretary so directs, matches may be played at a different time in accordance with the rules and regulations of the League. b. Match times may be changed to accommodate clubs whose players live on islands. c. Sunday shall be the designated day for all League Centre squad training during the playing season. As a result only fixtures that do not involve League Centre players may be scheduled on Sundays. d. If a club wishes to change a fixture it must follow the following protocol:- The team manager wishing to make the change must first contact the relevant Fixtures Secretary stating the reason for the change. The Fixtures Secretary will determine whether the request is permissible or not. Only if the Fixtures Secretary allows it can that team manager then contact the opposing team manager to obtain their agreement to the change. If agreement is reached both team managers must contact the Fixtures Secretary to confirm their agreement in writing/text/ . Verbal agreements will not be permitted under any circumstances. Then and only then will the Fixtures Secretary notify the appointed Referees Appointments Officer. The Fixtures Secretary will notify the League Secretary and P.R.O. of any change of fixture. If agreement is not reached between the two clubs over a change the match must be played as originally scheduled. Failure to adhere to this protocol will result in a fine. (See Disciplinary Code 3.04) e. National Cup fixtures will take precedence over divisional league and cup and Champions League fixtures. (SFAI Directive) 5.4 UNPLAYABLE PITCHES a. If the home team pitch/facilities is/are unplayable, the club must reverse the fixture, provide a suitable alternative pitch or alternatively request and official pitch inspection. (See Disciplinary Code 3.03) b. If the fixture is a morning fixture, in order to reverse, the home club must contact the opposing club secretary/manager not later than 2 hours before kick-off on the morning of the match. 5.5 POSTPONEMENTS a. No club shall cancel or postpone a fixture. Postponements will not normally be granted. b. Applications for postponements involving certified school functions, club tours, national SFAI/FAIS competitions or representative s/trials, must be communicated in writing/text/print to the Fixtures Secretary four ()(4) days prior to the fixture kick-off time. In all cases two (2) or more players must be involved at the relevant age group and written proof may be required. c. Clubs will be entitled to postponements if they have one ()(1) or more players selected on any of the Donegal Schoolboys League Centre squads. d. Applications for postponements for religious ceremonies must be made in writing to the Fixtures Secretary one ()(1) month in advance of the fixture and will be at the discretion of the relevant Fixtures Secretary. In exceptional circumstances appeals to the time deadline may be made to the Fixtures Secretary. e. Postponements for bereavements will only be granted for the immediate family ()(i.e. grandparent or closer) of a player, manager or current club committee member. f. If a bereavement occurs in close proximity of a pitch, the can be reversed on request. 5.6 LATE ARRIVALS & FORFEITS a. If a team is late arriving for a match, the opposing team may claim the fixture after thirty ()(30) minutes, but they must convey this decision to the referee. Late arrivals will incur a fine. (See Disciplinary Code 3.09) b. If a club forfeits a they must notify the Fixtures Secretary in writing/text/mail within 24 hours of the prescribed match time to explain the circumstances arising in the forfeit. The same will apply if a club arrives late or does not appear to fulfil a fixture at the prescribed time. (See Disciplinary Code 3.06 and 3.17) 5.7 MATCH RULES a. Home club facilities should be open to both teams one hour before kick-off. b. Each club in the League shall register its team colours with the Hon. Secretary. In the event of two clubs playing in similar team colours, the home club shall change colours when such clubs meet in competition. Goalkeepers must wear colours that distinguish them from other players. (See Disciplinary Code 3.13) c. All matches shall be governed by FIFA laws of the. d. Duration of the matches shall be: Under 8 5 v 5 4 x 12 Minutes Ball Size 5 290gms Under 10 7 v 7 2 x 25 Minutes Ball Size 5 320gms Under 12 9 v 9 2 x 30 Minutes Ball Size 5 370gms Under v 11 2 x 35 Minutes Ball Size 5 370gms Under v 11 2 x 40 Minutes Ball Size 5 450gms (Reference SFAI Rule 42b and 42c) (See Disciplinary Code 3.12) e. A Size 5 ball of the appropriate weight must be used where available. If the Size 5 ball of the appropriate weight is unavailable then use the current size ball. (See Disciplinary Code 3.12) f. Squads will consist of a maximum of 16 players with some flexibility allowed at U-14 and U-16 age groups. A squad size of 12 to 14 is recommended for U-12 age group but each team must only consist of 9 players on the field of play. g. Roll-on roll-off substitutions will apply at all age groups up to and including U-16. The coach shall make substitutions at the half-way line with the permission of the referee and players who have been substituted may return to the field of play as often as is necessary. h. At U-12 age group all players should play at least 15 minutes but ideally 30 minutes or more. At U-14 age group all players should play at least 20 minutes but ideally 35 minutes or more. At U-16 age group all players should play at least 20 minutes but ideally 40 minutes or more. It is the responsibility of the coach to give all squad members the minimum time indicated. (Reference FAI Player Development Plan 2015) i. Under Child Welfare legislation at least two ()(2) adults must accompany each team while playing fixtures. Failure to comply will result in a fine. (See Disciplinary Code 3.15) j. The two officials in charge of the team must ensure that the Official League Match Card is filled in before the start of the match and shall ensure that they and all players sign the card before returning to the match referee. (See Disciplinary Code 3.14) Late arrivals will be the responsibility of the match referee. k. Match cards may be filled out by the team manager or the second assisting adult for competitions at U-10 and younger age groups only. l. Small sided goals placed on the 6 yard box are to be used at U-12 age group. (See Appendix 8.1) m. For the promotion of sportsmanship players, managers and officials must shake hands before and after matches and uphold their Code of Best Practice. (See Appendix 2.1, 2.2, 2.3 and 2.4) n. Away teams should leave their dressing rooms in a clean condition after matches. o. Cup Matches shall be decided on the knockout principle unless otherwise decided by the Committee. 10 5.8 REFEREES a. The League Management Committee will appoint a Referees Appointment Officer who will be responsible for appointing referees to all matches scheduled by the League. b. It will be the responsibility of the home team to pay the referee. If a match is reversed, whatever the circumstances, it will still be the responsibility of the original home team on the fixture list to pay the referee. c. Even if a does not go ahead the referee must still be paid half the match fee plus mileage if he/she has travelled to the match venue. d. When clubs request an official pitch inspection they must pay the referee half the match fee plus mileage. (Reference Rule 5.4a) e. The League will appoint a referee and two assistant referees for all inter-divisional cup finals. f. The League Management Committee will incur the referee costs of inter-divisional Cup Finals. The League s divisional sub committees will cover referee costs of divisional cup finals and play-offs. N.B. - COMPLETED MATCH CARDS WILL BE RETURNED BY THE REFEREE. 5.9 REPRESENTATIONS a. A club in doubt as to the eligibility of its opponents shall be at liberty to secure, at half time by making representations to the referee: A photo of the opposing team The signature of up to 3 players of the opposing team Any three players to verify their date of birth At the end of the a club would be at liberty to secure a photo, signature and verification of date of birth of any substitute who was introduced after the half-time interval. (Reference SFAI Rules for Trophy Competitions 10a and 10b) f. Games will initially be played on a group basis involving two groups of four with the top two in each group qualifying for the semi-finals. The Divisional winners will be seeded so they have 2 home s in the group stages. g. The final set of group s must all be played at the same time. h. In group matches, three ()(3) points shall be awarded for a win and one (1) for a draw. If two or more clubs are equal on points on completion of the group matches, the following criteria are applied to determine the rankings (in descending order): 1. higher number of points obtained in the group matches between the teams in question; 2. superior goal difference from all group matches played; 3. higher number of goals scored i. The semi-finals are played under the knockout system, on a home-and-away basis ()(two legs) with group winners at home in the 2nd leg. The team which scores the greater aggregate of goals in the two matches qualifies for the final. j. If the home team has to reverse their fixture in either leg they will always remain the home team regardless if they play at home or reverse the fixture. k. If the two teams involved in a tie score the same number of goals over the two legs, the team which scores more away goals qualifies for the next stage. If this procedure does not produce a result, i.e. if both teams score the same number of goals at home and away, two periods of extra time are played at the end of the second leg. l. If, during extra time, both teams score the same number of goals, away goals count double ()(i.e. the visiting club qualifies). If no goals are scored during extra time, kicks from the penalty mark determine which club qualifies for the final. (Period of extra-time will be set by the league) MATCH RESULTS & REPORTS a. The home club must text the result of their to both the League website number and the relevant divisional PRO on the day of the. Failure to do this will result in a fine. (See Disciplinary Code 3.16) b. If a match is reversed, whatever the circumstances, it will still be the responsibility of the original home team on the fixture list to text in the result. c. In all matches, the clubs may submit a detailed match report by to donegalschoolboys@eircom.net on the day of the match LEAGUE POINTS & TABLE POSITIONS a. In divisional league matches three ()(3) points shall be awarded for a win and one (1) for a draw. (Reference SFAI Rule 42d) b. In the event of two or more clubs being equal in points, the clubs must playoff to decide the championship. Aggregate results of s between teams in the league will determine other league positions if required CHAMPIONS LEAGUE FORMAT a. The competition will consist of eight teams comprising of 2 or 4 teams depending on the composition of divisions. b. Only teams and players who have competed in their respective divisional league shall be eligible to participate in the Champions League. The League must be satisfied that the teams have properly qualified from their respective divisions and that all affiliations and player registrations are in order. c. If the League is not satisfied to allow a team enter the Champions League the team who finishes third in their respective division will be deemed to have qualified in their place. d. Teams who qualify but decide not to take part in the Champions League will be subject to a fine. (See Disciplinary Code 3.08) e. Draws for the Group stages will take place at a Delegate Meeting of the clubs where possible NATIONAL CUP COMPETITIONS a. Rules for National Cup Competitions do not come under the remit of Donegal Schoolboys League. A copy of the Rules for Trophy Competitions ()(National Cups) can be obtained directly from the SFAI INVITATIONAL TOURNAMENTS a. Donegal Schoolboys League Centre squads will enter the Foyle Cup from U-12 to U-16 age groups inclusive. b. Divisional Development squads may enter the Foyle Cup at any age group. c. League Centre and Divisional squads will have first preference on players whose clubs also enter any Invitational Tournament at any age group. 6. PROTESTS a. A club official over 18 years of age shall be at liberty to examine the registration forms of their opponents of the previous for the purpose of making a protest. All irregularities shall be dealt with by the Executive Committee or Elected Committee Members nominated by the Officers. Arrangements may be made by appointment with the League Registrar. b. Protests much be sent in by registered post to the Hon. Secretary of Donegal Schoolboys League within three working days ()(excluding Saturdays, Sundays and national Bank Holidays) of the date of playing the match on which the protest arises, and must be accompanied by the appropriate fee. (See 12. League Fees Page 18) Exact copy of the protest must be forwarded at the same time, by registered post, to the Club Secretary of the team protested against. In the event of the protest being lost, the fee shall be forfeited. c. Protests regarding Referees will not be dealt with by Donegal Schoolboys League or its Disciplinary Committee. These should be sent to the Donegal Branch of the Referees Society and a copy sent to Donegal Schoolboys for their information. 14 Donegal Schoolboys League Rules & Regulations Donegal Schoolboys League Rules & Regulations

11 7. DISCIPLINARY 7.1 PLAYER OFFENCES & SUSPENSIONS a. Offending player()(s) will be fined and/or suspended at the discretion of the Disciplinary Committee. (See Disciplinary Code 1.01 to 1.18) b. A player sent off/red carded shall have his/her case dealt with by the Disciplinary Committee. (Reference SFAI Rule 36) (See Disciplinary Code 1.07 to 1.18) c. A player sent off will automatically be suspended for one ()(1) match, this being the next immediate competitive in which their club are participating. Walk-overs or postponements do not count. Subject to the referees report, the sanction may be increased by the Disciplinary Committee. The number of s decided by the Disciplinary Committee are in addition to the one (1) match automatic suspension. d. Players receiving a suspension as a result of 4 bookings will be eligible to play in cup finals or playoff matches. Exemptions for suspensions for such matches as a result of a sending-off will not apply. e. Uncompleted suspensions will be carried forward to the following season. 7.2 MANAGERS / COACHES OFFENCES a. Club managers / coaches will be held responsible as well as clubs for unregistered, overage and ineligible players. Offending managers / coaches are liable to be brought before the Disciplinary Committee and shall be liable to suspension and / or fine. b. When a player becomes a registered player with a club/team in any League it shall be an offence for any official, member of any other team or any other person including League Centre Head Coaches to approach, encourage or influence that player or his/her parents/guardian on his behalf to seek a transfer to or participate in training, coaching or s under the auspices of another team. (SFAI Rule 43a) Such offence(s) shall be deemed poaching and any person found culpable shall render him/ herself and/or his/her club/team liable to a fine and/or suspension and/or removal from the league. (Reference SFAI Rule 43b) (See Disciplinary Code 3.29) c. Managers/coaches reported for misconduct will be required to attend a Disciplinary Hearing and may be fined and/or suspended at the discretion of the Disciplinary Committee. (See Disciplinary Code 2.01). d. Managers/coaches found guilty of shouting abuse at their own team players or opposition players in the course of a will be subject to a fine and suspension (See Disciplinary Code 2.02). e. Club managers/coaches will be held accountable for any comments made on social media sites which bring the League or the into disrepute. Anyone found guilty will be subject to a fine and suspension. (See Disciplinary Code 2.03) 7.3 CLUB OFFENCES a. Any club found guilty of playing overage, unregistered or ineligible players in a fixture shall be fined, deducted points and be deemed to have lost the match by 3 goals to nil. (See Disciplinary Code 3.19 to 3.23) b. The offending club shall reimburse all costs of protest, i.e. search, protest fees, birth certificate fees, registered letter fees, etc. to the club who proves same against them. c. Every club in membership of the League will be responsible to Donegal Schoolboys League, for the actions of its players, officials, parents and spectators and must ensure to take all necessary precautions to see that all matters are conducted in a proper manner. Any act, statement, conduct or other matter which is in breach of this rule, shall constitute behaviour which is improper and brings the into disrepute. Such breaches will become a disciplinary offence. (Reference SFAI Rule 38) (See Disciplinary Code and 3.26) d. Any club/team giving 2 walk-overs will ()(unless they give a very satisfactory explanation) be removed from all competitions. (See Disciplinary Code 3.06 and 3.07) e. When a team does not play and complete its fixtures programme then its record in that league shall be expunged. (See Disciplinary Code 3.07) f. All Clubs and Players affiliated to Donegal Schoolboys League shall play under the Rules of Donegal Schoolboys League and Clubs or players playing under Rules other than those of Donegal Schoolboys League or playing with Clubs and players not affiliated to Donegal Schoolboys League, without permission, shall be liable to be expelled, suspended, fined or otherwise dealt with as Donegal Schoolboys League shall deem fit. (See Appendix 5.1 FAI Rule 56) (See Disciplinary Code 3.20) g. No member club is entitled to request or invite a player from another member club for training, coaching or playing s either within their Club, Academy or Associated Academy during the official playing season. (See Disciplinary Code 3.29) h. Any team not fulfilling a fixture in the Champions League will automatically be thrown out of the competition except in exceptional circumstances or with the consent of the Fixtures Secretary. (See Disciplinary Code 3.08) 8. APPEALS 8.1 APPEALS TO S.F.A.I. a. All clubs, officials and players shall have the right to appeal to the Schoolboys Football Association of Ireland against any decision of Donegal Schoolboys League in accordance with the rules of that body (Reference SFAI Rule 28k). b. Any club in membership of an affiliated divisional League shall the right to appeal. Such an appeal must be lodged within 5 clear days of the written notification of the result of the first hearing ()(post date on the envelope) excluding Saturdays, Sundays and bank Holidays. The appeal shall be sent accompanied by 500 in the form of cheque or postal order by registered post made payable to the SFAI, and sent to the office of the General Secretary of the Association, fees sent by other method will be declared invalid and nullify the appeal. At the same time an exact copy of the appeal shall be sent by registered post to the Honorary Secretary of the divisional League concerned. The SFAI appeal committee shall have the right to vary sanctions previously imposed by Leagues etc. (SFAI Rule 40) 8.2 APPEALS TO F.A.I. a. All divisional Leagues, clubs, officials and players and all other affiliates shall have the right of appeal to the Football Association of Ireland against any decision of the Council, Executive Committee or sub-committee of the Schoolboys Football Association of Ireland in accordance with the rules of that body. (SFAI Rule 26) b. Appeals to the F.A.I. must be sent by registered post within four ()(4) days of the date on which the written notification of the decision being appealed against was received by the appellant. Appeals must be addressed to the FAI Disciplinary Control Unit and must be accompanied by a Bank Draft or Postal Order for 500 made payable to the FAI. An exact copy of all documents submitted to the DCU must be simultaneously sent by registered post to the body whose decision is the subject of appeal. (Reference FAI Rule 156B) 9. LEAGUE CENTRE HEAD COACHES a. League Centre Head Coaches will be appointed by a specially elected committee of the League. (See Appendix 6.1) These positions will be reviewed on an annual basis. b. League Centre Head Coaches and their backroom staff cannot be a member of the Donegal Schoolboys League Executive Committee or be involved in the administration of the League. c. A League Centre Head Coach and their backroom staff shall not assist or manage a club team whose panel includes players from that Head Coach s League Centre squad. d. All League Centre Head Coaches and their backroom staff shall register their interest with clubs to the League. The club with whom the Head Coach or his backroom staff has registered their interest, can only register a League Centre player after that club has sought permission from the League and the League is satisfied that the player was in no way enticed into signing for that club as a direct result of the Head Coach s or his backroom staff s role with the League Centre squad. 16 Donegal Schoolboys League Rules & Regulations Donegal Schoolboys League Rules & Regulations

12 e. League Centre Head Coaches cannot appoint the parent of a current squad player as a member of their coaching staff. f. The League Management Committee in consultation with the League Centre Head Coaches shall decide in which competitions and invitational tournaments the League will participate. Conditions set by the League regarding Divisional and League Centre entries must be strictly adhered to by all Head Coaches. g. All activity involving League Centre squads has to be sanctioned by the League Executive Committee before commencement. h. League Centre Head Coaches must attend a League Delegate Meeting annually to give a report and answer questions. i. League Centre Head Coaches must attend other meetings when requested by the Executive Committee. 10. SCOUTS & AGENTS a. It is recognised that people are appointed by Association Football Clubs to assess players potential who might be influenced to sign for such clubs. These people, known as Scouts/Representatives are prohibited from acting as Executive Committee Members, with Clubs, League Centre Squads or in the administration of Donegal Schoolboys League. These people will only be recognised if they adhere to the recommended Code of Practice. (Reference SFAI Rule 27) (See Appendix 7.1) b. Agents are also ineligible to act in any capacity within the Clubs, League Centre Squads, Executive Committee or the administration of Donegal Schoolboys League. 11. THE PROTECTION & WELFARE OF CHILDREN a. In line with recent legislation and Government Guidelines ()(The Child Care Act 1991) and the (Protection for Persons Reporting Abuse Act 1998) in relation to child protection and welfare, it is mandatory that the Donegal Schoolboys League should operate with the FAI recommended Codes of Conduct and Best Practice Guidelines. (Reference FAI Code of Ethics for Under Age Soccer Players, Coaches, Parents and Spectators) (See Appendix 1.1, 2.1, 2.2, 2.3 and 2.4) b. Any act, statement, conduct or other matter, which harms a child or children or poses or may pose a risk to a child or children, shall constitute behaviour, which is improper and brings the into disrepute. c. Breaches will become a disciplinary offence. (See Disciplinary Code 3.32) d. The gathering, compilation, retention, storage or use of any information relating to underage players must be fully within all the requirements of the Data Protection Acts. 16 APPENDIX 1.1 FAI RULE 72 THE PROTECTION AND WELFARE OF CHILDREN (PERSONS UNDER THE AGE OF 18) 1. GENERAL a. The protection and welfare of children is of paramount importance to the FAI. Any act, statement, conduct or other matter which harms a child or children, or poses or may pose a risk of harm to a child or children, shall constitute behaviour which is improper and brings the into disrepute. The FAI Child Welfare Policy sets out how all matters pertaining to the protection and welfare of children are governed. b. It is mandatory that all Members and Participants shall comply with all FAI rules, regulations, codes, policies and guidelines in respect of child protection and welfare. c. It is mandatory that all Members and Participants shall comply with all legislation and guidelines issued by any Statutory Authority in respect of child protection and welfare. d. All Members and Participants are responsible for ensuring that their members are made aware of and understand their legal and football obligations in respect of child protection and welfare. 2. DESIGNATED PERSONS (CHILD WELFARE OFFICERS) a. All Affiliated Members shall appoint a person to be responsible for all child protection and welfare matters within their organisation. In accordance with legislation this person shall be known as the Designated Officer and under the auspices of the FAI shall be known as the Designated Child Welfare Officer. The Designated Child Welfare Officer shall be the person holding the highest office within the football body however day to day duties may be delegated to a suitable person who shall be known as a Designated Liaison Officer and under the auspices of the FAI shall be known as the Designated Child Welfare Liaison Officer. b. The Designated Child Welfare Officer and/or Designated Child Welfare Liaison Officer shall ensure that they discharge their duties in accordance with any legislation and all FAI rules, regulations, codes, policies and guidelines in respect of child protection and welfare. 3. VETTING OBLIGATIONS a. All those engaging with persons under the age of eighteen ()(18) and/or vulnerable persons shall be Garda Vetted. b. All Designated Child Welfare Officers, Designated Child Welfare Liaison Officers, Chairpersons and Secretaries of each Affiliated Member involved with teams that are competing in any age group up to and including Under 18 s and/or vulnerable persons shall be Garda Vetted. c. All coaches or those involved with the management of any team that are competing in any age group up to and including Under 18 s and/or vulnerable persons shall be Garda Vetted. d. Any other person working or volunteering with children and/or vulnerable persons in any capacity on behalf of an Affiliated Member shall be Garda Vetted. It is the responsibility of the football body concerned to determine the relevant persons within their organisation who this applies to subject to the relevant legislation and guidelines. e. Failure to ensure that the relevant persons are vetted in accordance with Rules and/or legislation may result in disciplinary action against the individual and/or Affiliated Member and may also constitute a legal offence under relevant legislation. f. Affiliated Members shall not accept confirmation of the Garda Vetting status of any individual prior to confirmation being received from the FAI that the Garda Vetting of the individual is in order. g. In addition to carrying out Garda Vetting, all Affiliated Members shall follow safe recruitment practices, as outlined in the FAI Child Welfare Policy, when engaging persons to work or volunteer with children and/or vulnerable persons within their organisation. 4. VETTING APPLICATIONS a. The FAI shall provide a Garda Vetting service to all members. Applications for vetting may be made through the Designated Child Welfare Officer and/or Designated Child Welfare Liaison Officer of the relevant football body or directly through the FAI. b. The FAI shall be solely responsible for the approval of all vetting applications and final determination on disclosures provided by the Gardai in accordance with the FAI Child Welfare Policy. c. All persons shall complete their vetting application in good faith and shall ensure all information provided is accurate, complete and up to date. d. All matters disclosed as part of the Garda Vetting application shall remain confidential to FAI authorised personnel, the applicant and Statutory Authorities. However, approvals and rejections shall be notified to all relevant football personnel in accordance with the FAI Child Welfare Policy. 5. EDUCATION AND TRAINING a. All coaches or those involved with the management of any team that are competing in any age group up to and including Under 18 shall complete an FAI approved Basic Awareness training course. b. Any person working or volunteering with children in any capacity on behalf of an Affiliated Member shall complete an FAI approved Basic Awareness training course. It is the responsibility of the football body concerned to determine the relevant persons within their organisation who this applies to, subject to the relevant legislation and guidelines. c. Failure to ensure that the relevant persons have completed the FAI approved training course may result in disciplinary action against the individual and/or Affiliated Member and may also constitute a legal offence under relevant legislation. d. Affiliated Members shall not accept confirmation of completion of an approved FAI training course from any individual prior to confirmation being received from the FAI. 6. STAND DOWN ORDERS a. Any person who is the subject of a complaint or inquiry by a Statutory Authority in relation to any child welfare concern shall be issued with a stand down order from all football activities. This order shall be issued by the Designated Child Welfare Officer or Designated Child Welfare Liaison Officer of the FAI or any Affiliated Member, pending the outcome of any inquiry and any subsequent internal disciplinary proceedings. Terms of a stand down order must be complied with. b. Affiliated Members shall immediately notify the FAI of any stand down order issued. c. The FAI may also issue a stand down order in circumstances where concerns are raised with the FAI outside of a Statutory Authority investigation. d. 17 APPENDIX 2.1 CODE OF BEST PRACTICE FOR MENTORS Managers/Coaches are key to the establishment of good practice in football. Their attitude to the directly informs the attitude of players under their supervision. Mentors must speak and act in a manner consistent with this reality. 1. A mentor must respect the rights, dignity and worth of each person and treat each equally within the context of the sport. 2. A mentor must not subscribe to the ethos of win at all costs. 3. A mentor must place the health, well-being and safety of each player above all other considerations. 4. A mentor must abide by the rules of the. 5. A mentor must strive to develop an appropriate working relationship with each player based on mutual respect. 6. 18 APPENDIX 2.4 SFAI - SMALL SIDED GAMES CODE OF CONDUCT Players and team managers must not question the referee s decision. When a free kick is awarded, the defending team must observe the compulsory six yards rule immediately. Players must not attempt to steal ground when taking kick-ins or throw-ins, or free kicks. No coaching from the touchline during the actual play. Team mates and adults in charge should give positive encouragement to players who make mistakes. Players, team managers and match officials should shake hands before and after each. Above all, everyone, children and adults, should do their best to produce an exciting and enjoyable. It is recommended the referee should remind players and adults of this code APPENDIX 3.1 S.F.A.I. RULE 29(i) No player can be registered to play with a club whose main home pitch, as registered to their respective affiliated league, is greater than 50 kilometres from the school where he/she is currently registered as a pupil. Players can move within their own League area, that area being determined by all its affiliated clubs. This rule shall apply to all domestic s in SFAI affiliated Leagues and SFAI competitions s. A. Provision for an exemption to this rule may be made by the SFAI investigating committee, on production of what it deems to be appropriate documentation, to allow players who are attending boarding schools to be exempt from this rule. B. A complaint regarding an alleged breach of this rule must be lodged within 5 days of the relevant fixture where such a breach is alleged to have occurred, for the purposes of this rule neither the day of the relevant nor Saturdays, Sundays and Bank or Public Holidays will count as part of this timeline. C. The complaint must be sent by registered post to the office of the General Secretary of the SFAI and be accompanied by a fee of 500 in the form of a Bank Draft or postal order made payable to the SFAI, fees sent by any other method will be declared invalid and nullify the complaint. At the same time, exact copies of what is sent to the SFAI regarding the complaint must also be sent by registered post to the Honorary Secretary of the club alleged to have committed the breach and the Honorary Secretary of the SFAI affiliated League where that team is currently registered. Alleged breaches of this rule shall be investigated by a sub-committee of the SFAI made up of three current members of the SFAI Council. D. To ensure compliance with rule 29 ()(i) by Leagues or clubs the SFAI executive may as they see fit conduct random inspections and shall have the right to request any League or club to co-operate with such inspections by making available team registrations and relevant match cards. E. Any League or club on receipt of a written request for details in relation to rule 29 ()(i) from the SFAI are obliged to make all relevant details available within seven days. Failure to comply with the above request shall result in disciplinary action taken against the club or League. F. It is the duty of all Leagues to ensure that all players registered are compliant with rule 29 ()(i). Where a team has been sanctioned under this rule the League to which the team is currently registered may also be subject to a maximum fine of 1000 by the sub-committee. G. Teams found guilty of a breach of this rule shall forfeit the in accordance with the forfeit rules of the FAI and shall be fined a maximum of 1000 by the sub-committee. Where a player is proved to be illegal the player s registration shall revert to the SFAI. APPENDIX 4.1 FIFA REGULATIONS ON THE STATUS AND TRANSFER OF PLAYERS VI. INTERNATIONAL TRANSFERS INVOLVING MINORS ARTICLE 19 PROTECTION OF MINORS 1. International transfers of players are only permitted if the player is over the age of The following three exceptions to this rule apply: a. It shall guarantee the player an academic and/or school and/or vocational education and/ or training, in addition to his football education and/or training, which will allow the player to pursue a career other than football should he cease playing professional football. It shall make all necessary arrangements to ensure that the player is looked after in the rest possible way (optimum living standards with a host family or in club accommodation, appointment of a mentor at the club, etc.). It shall, on registration of such a player, provide the relevant association with proof that it is complying with the aforementioned obligations; c. The player lives no further than 50km from a national border and the club with which the player wishes to be registered in the neighbouring association is also within 50km of that border. The maximum distance between the player s domicile and the club s headquarters shall be 100km. In such cases, the player must continue to live at home and the two associations concerned must give their explicit consent. 3. The conditions of this article shall also apply to any player who has never previously been registered with a club and is not a national of the country in which he wishes to be registered for the first time. 4. Each association shall ensure the respect of this provision by its clubs. 5. The Player s Status Committee shall be competent to decide on any dispute arising in relation to these matters and shall impose appropriate sanctions in the event of violations of this provision.

19 APPENDIX 5.1 FAI RULE 49. APPENDIX 6.1 DONEGAL SCHOOLBOYS LEAGUE PLAYERS ENTERING & LEAVING THE AREA OF JURISDICTION OF THE ASSOCIATION a. Any player wishing to leave the area of jurisdiction of The Association to play for a club in the area of jurisdiction of another National Association must obtain a certificate of clearance from The Association. Before The Association can provide such certificate it must have received the agreement to provide same from the club within the area of jurisdiction with whom the player was last registered. b. Should a club hold such agreement, thereby resulting in the non-issue of a certificate of clearance by The Association, the club must indemnify The Association for all damages, costs and for all expenses accrued by The Association as a result of the non-issue of the certificate of clearance. Should it be established that a club withheld agreement without reasonable cause, The Association shall be empowered to deal as it sees fit with such clubs. c. An International Transfer Certificate shall only be granted by The Association for players under the following conditions: i. The Player is aged between 16 and 18 and the transfer takes place within the EU or EEA and the new club comply with the obligations provided by FIFA in the FIFA Regulations on the Status and Transfer of Players. ii. The Player is under 18 but the Players parents move to the Country in which the new club is located for reasons not linked to football. iii. The Player is under 18 but the Player lives no further than 50km from a national border and the new club is also within 50km of that border. The maximum distance between the players domicile and the clubs headquarters shall be 100km. In such cases the player must continue to live at home and both Associations must give explicit consent. iv. The Player is aged 18 years of age or over. d. Players leaving the jurisdiction of the Football Association of Ireland may not be permitted to return the jurisdiction of The Association until a period of 8 weeks has elapsed from date of clearance from The Association. e. Any player wishing to be registered within the jurisdiction of the Football Association of Ireland having last been registered with another jurisdiction must obtain an International Transfer Certificate. If the Association does not receive a response to the ITC Request within thirty days, it shall immediately register the player with the New Club on a provisional basis ( Provisional Registration ). A Provisional Registration shall become permanent one year after the ITC Request. The Association may withdraw a Provisional Registration, if, during the one-year period, the Former Association presents valid reasons explaining why it did not respond to the ITC Request. FAI RULE 56. CLUBS AND PLAYERS CANNOT PLAY UNDER RULES OTHER THAN THOSE OF THE ASSOCIATION a. All Clubs and Players in membership of The Association shall play under the Rules of The Association and Clubs or players playing under Rules other than those of The Association or playing with Clubs and players not members of The Association, without permission, shall be liable to be expelled, suspended, fined or otherwise dealt with as The Association shall deem fit. b. In cases of emergency, the Chief Executive Officer may after consultation, where feasible, with the Board grant permission to a player or players wishing to play outside the jurisdiction of The Association, but all such cases must be reported at the next ensuing meeting of the Board. POSITION NOTIFICATION APPLICATIONS INTERVIEWS LEGAUE CENTRE HEAD COACH APPOINTMENT PROCESS Vacant positions will be advertised in the local press and League website. The League Centre Application Form along with a copy of the Job Description and a copy of the Terms and Conditions is to be forwarded to each applicant. Completed Application Forms must be returned to the League Secretary by the specified closing date set by the League. Interviews for the applicants is to be undertaken by a sub-committee appointed by Donegal Schoolboys Executive Committee. This committee is to consist of:- Minimum of three people Consisting of the Chairman One FAI Football Development Officer One executive member from each of the four divisions Each applicant to be asked a series of relevant questions with two questions being asked by each of the sub-committee members. SELECTION PROCESS The sub-committee to subsequently meet to decide who they feel is the best candidate. Their decision to be brought back to the Executive Committee to ratify the appointment formally at a League Management Meeting. All applicants successful and unsuccessful to be notified of the League s decision. Newly appointed League Centre Head Coach to sign the Terms and Conditions of the position as well as a Code of Conduct on appointment.
