3 This organization shall be known as the SAN LEANDRO YOUTH SOCCER LEAGUE herein known as SLYSL. SLYSL is governed by the soccer advisory board herein known as SAB. Upon receiving and signing the SLYSL Soccer League rules and regulations handbook you are acknowledging that you are responsible for knowing and will abide by the code of conduct, rules, regulations and procedures documented in the following. Registration and Regulations All teams shall bring to the officials booth before each game current signed, laminated player passes and SLYSL will provide the official team roster for the team as approved by SLYSL Registrar in order to crossreference rosters to team IDs, together with all documents effecting changes to the official team roster. Player and the official team roster shall be shown to the referee and any member of the SLYSL SAB for mandatory inspection at the officials booth 30 minutes prior to game time. Failure to comply with the provisions of this paragraph, respecting presentation of official team roster and player passes for inspection shall subject the coach and the team to disciplinary action as allowed by these Regulations. If a player participates in a game without a valid player pass, is not and is not on the official team roster, or such player is otherwise ineligible to play, the player s team shall forfeit the game. Other disciplinary action may be imposed by the SLYSL SAB on the player and/or the coach. All allegations relating to the use of ineligible players shall be addressed to the SLYSL Soccer Advisory Board (SAB). Any player(s) or team official(s) who did not play in the game because of a suspension should be so noted on the match card and initialed by the referee. It is the coach s responsibility to make sure this has been done. The names of all team players with jersey numbers will be listed on the match card. Players not expected to play for any reason must have a line drawn through their names by the team official at the officials booth prior to presenting the match card. For each team, an adult with a valid team official s pass for the team playing shall be present and responsible for his/her team during the entire game, and he/she shall sign the match card. 3
4 Any coach who plays a player that is not properly registered with his or her team will be subject to disciplinary action: First time offense = Automatic forfeit Second offense is Suspension o o o U6-U8 = one game U10-U12 = two games U14-U10 = three games Pre-game check in First Roster and ID inspection 30 minutes before game Second Once on the field both teams will exchange ID s and verify against roster, call out player s names with official to co-sign Third Any tardy players have to go to the officials booth, player ID will be held, a laminated SLYSL approved clearance pass will be handed to the player, the player has to hand it to the referee who must clear the player Both coaches and referee need to sign off on the match card. They must: Verify that the match card is correct. This is their opportunity to address any dispute or concerns, at the officials booth. The rule book will be checked and if the dispute or concern can not be resolved, document the complaint and a decision will be decided by the SAB. Post game Both goalies are responsible for returning game balls to the referee Good sportsmanship immediately following the game, teams and coaches will line up and shake hands with each other 4
5 Rules of Play The Rules of Play shall be Laws of the Game as published by FIFA with those modifications stated herein. All contests sanctioned by this League shall abide by the Laws of the Game and the modifications as published by this League. The SLYSL will be responsible to supply the equipment to the fields. The SLYSL will be responsible for setting up the field. The teams scheduled for the last game of the day shall be required to help in the removal of the equipment from the field. (Coach is responsible for checking the schedule, no exceptions) Post game the coaches are responsible for their team cleaning their area before they leave (team area, family area) 10 minutes maximum tolerance, the referee will deduct the time from the entire game length and divided in two equal half. Take down follows immediately after the game o If not, Penalty = 1 st time, warning, 2 nd time the game of that day is forfeited It will be the responsibility of both teams to see that their fans behave in a proper and respectful manner. The two competing teams are required to locate their bench area on the same sideline of the field. The bench area shall be limited to that area 3 yards from the touchline and extending 20 yards in one direction from the halfway line, in different directions for each team. Player Transfer, Release and Roster Limit Players must register with SLYSL. Under no circumstances may a player play on a team from a different team unless approval is secured from the Board of Directors of this League. Furthermore, players must sign with teams within the proper age group category or unless he/she is given permission by the Board of Directors of this league. Once a player is listed on a SLYSL Team Roster Form, that player is bound to that team for the entire seasonal year, except as modified by the following subparagraphs: Transfers may take place only in the case of extreme hardship. 5
6 No more than three (3) players transfers may be accepted by any team during the season, as stated by the standing rules. No team shall be allowed to drop more than three (3) players from its roster or add during the seasonal year. A coach shall be permitted to release a player from his/her own team roster only under special circumstances, which could be defined as moving from the area; repeated unexcused absences from practice sessions and/or games; or dissolution of teams. A dissolved team can be defined as a team which has been registered and has been playing but ceases to exist before less than one-half (1/2) of the season has been played. If the team is dissolved, if the registration fee has been paid the player has a right to continue to play. They will be dispersed to another team. It is the coach s responsibility to notify SLYSL within 24 hours if there are any changes to the current roster whether adding or removing a player Roster limit is 18 players. U6 = 5 players minimum U8 = 6 players minimum U10, U12, U15 = 18 players maximum U17 = 18 players AGE DIVISIONS IS DETERMINED BY THE AGE THE PLAYER IS DURING THE SEASON AT THE TIME THAT HE/SHE IS ENROLLED Coaching from the sidelines-giving directions to one s own team on points of strategy and position is permitted provided: No coaching by anyone may take place anywhere but at his/her own bench area during the game. No mechanical devices are used. (Referee discretion) The tone of voice is informative and not a harangue 6
7 No coach, substitute, players or spectator is to make derogatory remarks or gestures to referees, other players, substitutes or spectators. No coach, substitute, players or spectator is to use profanity No coach, substitute or player is to incite, in any manner, disruptive behavior of any kind. The penalty for the above shall be red carded resulting in ejection from the game and disciplinary action will be taken by the Board of Directors of this League. Players may be substituted at the following times: Prior to a throw-in, in your favor. Prior to a goal kick, by either team. After a goal, by either team. After an injury, when the referee stops play, by either team. At half time. When the referee stops play to caution a player, only the cautioned player may be substituted, prior to the re-start of the game. The number of substitutes shall be unlimited, unless a competition superseding the jurisdiction of this League determines otherwise. In any case, a substitute shall not enter the field of play until he/she has been given a signal to do so, by the referee. Offside (*): Opponent must be at least 8 yards from the ball prior to the Indirect Kick Fouls and Misconduct (*): Opponents 8 yards from the ball prior to the kick Free Kicks (*): Free kick can be direct The Penalty Kick (*): Penalty kicks are allowed Charging the goalkeeper shall not be permitted at any time when he/she is within his/her own penalty area 7

Prior to the game, the referee shall make sure that each player s equipment is in proper order The referee must allow no player into the game whose name does not appear on the official game card. The referee shall also require that the coach or manager of each team sign the referee report form verifying that the information entered on the forms is correct. 8
9 Upon completion of the game, the referee shall check his/her card accuracy before signing his/her name. The referee shall turn in his official report to the officials booth prior to the end of the day the game is played. In such cases of ejection he/she shall turn in a supplemental disciplinary report. Prior to the game, the referee shall make sure that each player s equipment is in proper order. In the event of a forfeit, the winning team must submit a Referee Report Forum made out listing the players of their team; it must be noted on the card Forfeit and submitted to the proper authority. Every team who is 3 or 4 players down will forfeit the game A girls team can play with boys and can be 2 years older than the boys team they play on. U6 and U15 are exempt from 2 ages above because they are co-ed. U10 and up 2 years older Boys are not allowed to play in any girls categories, no exceptions All substitutes must enter at midfield. All substitute players shall be wearing a training or peni jersey and once the player being substituted leaves the field, play may resume If a player blatantly makes a maneuver to not allow a ball to become a goal it will be an automatic penalty In the event both teams do not show up for a scheduled game and the referee rules the ground playable, then both teams shall be assessed with a loss. No player shall participate in the match wearing hard soled street shoes or without shoes. Molded cleated shoes are appropriate to field conditions. Shin guards shall be appropriate for the size of the player and worn as designed: in the full and upright position at all times during play. Each team must provide for goalie a contrasting peni shirt. Uniform shorts are not issued by SLYSL but subject to following standard: athletic shorts with draw string, above the knee to mid thigh or athletic soccer pants. No jeans, denim material allowed. No player with a bleeding or oozing wound or wearing blood-soaked clothing, as determined by the referee, shall be allowed to take part or to continue playing in any game. Use of blood by a 9
10 player as a means to assault another person shall be punished as serious foul play / violent conduct Disciplinary Action Definitions and Procedures DEFINITIONS WARNING may be given to a player, coach or other team official by the referee in order to indicate to that person that their conduct is not proper. The warning is given on an informal basis and can be given while the game is in progress. The person warned is thereby placed on notice that further improper conduct may result in a more serious and formal action by the referee. CAUTION is administered by the display of a yellow card directed to an offending player during a stoppage in play after the incident has occurred resulting in a five minute cool off timeout on the team sideline. It is a formal statement to a player that he or she is guilty of intentional misconduct and that any further misconduct requiring a caution will result in being shown another yellow card, immediately followed by a red card, and sent off from the game. Coaches and other team officials will be dealt with in similar fashion with or without the display of cards. SEND OFF is administered by the display of a red card directed to the offending player during a stoppage in play after an incident has occurred. It is a formal statement to the player that he or she is being sent off from the game. A player who has been sent off may not be substituted for during the rest of the match. Coaches and team officials will be dealt with in similar fashion with or without the display of a card. SUSPENSION means the temporary withdrawal of rights and privilege, such as the right to play, coach, or otherwise administer or participate (directly or indirectly) in soccer, and the suspension is for the entire term of the suspension with all rights and privileges withdrawn unless specifically stated otherwise by the suspending authority; SAB. o The temporary withdrawal of rights and privilege extends to all teams to which the suspended individual is affiliated. 10
11 Offenses and Punishments SLYSL SAB members shall act on disciplinary matters and shall have discretionary powers in determining the degree of penalties to be applied to players and team officials. The penalties stated below are guidelines for the punishment for the first offense. The penalties may be increased or decreased according to the circumstances. The penalties may be imposed for conduct occurring before, during or after a game. The guideline penalties do not include the game in which the offending conduct occurred. Penalties for second and subsequent offenses will be greater than those for first offenses. In addition, if circumstances warrant, a team as a whole may be subject to penalties. Coaches serving suspensions may not participate in games for that team or any other team until full suspension has been served. In accordance with FIFA rules, accumulation of penalty cards will stop at the end of each season. A player is cautioned (without expulsion) for: A. Rough play B. Referee dissent C. Damaging remarks concerning other players, spectators or referees D. Leaving the field without notifying the referee E. Other, less important, unsporting gestures U6-U10 Penalty: To confirm the caution, in writing, to the League and coach. U12 & U17 Penalty To confirm the caution, in writing, to the League and coach. 11
12 Expulsion of a player for: A. Rough play B. Repeated dissent of referee s decisions C. Repeated ungentlemanly conduct, without previous caution. D. Insulting players or spectators (use of foul language, gestures). U6-U8 Penalty To suspend for zero (0) to one (1) game U10 & U17 Penalty To suspend for zero (0) to one (1) game Expulsion of a player for: A. Ungentlemanly conduct (with previous caution) B. Deliberate violent play U6-U8 Penalty 12

Attempting to fight or strike at another person U6-U8 Penalty To suspend for one (1) to two (2) games U10 & U17 Penalty To suspend for one (1) to three (3) games Expulsion of a player for fighting before, during or after a game: U6-U8 Penalty Determine who started the fight. Suspend that individual for one (1) to three (3) games U10 & U17 Penalty Determine who started the fight. Suspend that individual for two (2) to four (4) games Expulsion of a player: A. Pushing or striking a coach, referee, linesman or official. U6-U8 Penalty To suspend for two (2) to four (4) games U10 & U17 Penalty 13
14 To suspend for two (2) to (5) games In all the above cases, refusal of the individual to give his/her name to the referee may be cause for the suspension of a further game. The above penalties are intended as guidelines for the Disciplinary Committee. However, in extreme situations or in cases of repetition by the same individual, the Disciplinary Committee may increase the penalties imposed. In specific situations, the Disciplinary Committee shall also have the authority to place an individual on probation, for the same period of time as the suggested penalty. In the event the individual on probation is ejected from a game during the probationary period, the original penalty will be reapplied and no appeal will be allowed. Coaches and other team officials, such as Assistant Coaches/Managers, are also subject to the same penalties as players. Protest and Appeals Procedure If a player is ejected for misconduct, then the referee shall turn in a supplementary disciplinary report to the League. That player is ineligible until the report is reviewed by the Protest and Appeals Board and a decision is handed down. Only violations of the Constitution, By-Laws, General Procedures and Specific Rules of this League, misapplication of the Laws of the Game or violations of League Rules and Regulations, provided the latter are within the framework of the Constitution, By-Laws, General Procedures and Specific Rules of this League shall be proper subjects to be considered for action. The procedures for protest and appeals for this League must be submitted to SLYSL Soccer Advisory Board in writing and delivered to the SLYSL office within two (2) calendar days following the date of the league disciplinary decision being protested or appealed. The Protest and Appeals Committee of this League shall consider all pertinent information arising out of an appeal. The decision of the Soccer Advisory Board of this League shall be conveyed, in writing, to the party initiating the appeal and a copy of the decision, along with all pertinent information and findings shall filed with this league. The parties involved shall have the opportunity to present their case. The decision of the Soccer Advisory Board shall be conveyed by the Secretary of this League, in writing, within seven (7) days of this decision. No person(s) associated with the operation of the Association in any capacity may invoke the aid of the courts of any state or of the United States without first exhausting all available remedies with SLYSL. 14
15 Disciplinary Committee is the Soccer Advisory Board SAB Parents and Spectators Code of Conduct Acceptance of the SLYSL Code of Conduct is assumed when a player registration has been received. The parents role is one of support to the players and coaches. Parents should not engage in coaching from the sidelines, criticizing players, coaches or game officials or trying to influence the makeup of the team at anytime. Every parent and spectator is expected to: Learn and respect the rules of soccer and the rules of the SLYSL. Show respect and courtesy to game officials, coaches, and players at all times. Respect the game officials and refrain from questioning their decisions or from addressing them in a loud, disrespectful, or abusive manner. Cheer for your child s team in a positive manner, refraining at all times from making negative or abusive remarks about the opposing team. Maintain control of your emotions and avoid actions, language, and/or gestures that may be interpreted as hostile and humiliating. Ensure that your child is at all games and practices at the required time or provide the coach with an appropriate excuse beforehand. Demonstrate appropriate gestures of sportsmanship at the conclusion of a game, win or lose. Teach and practice good sportsmanship and fair play by personally demonstrating commitment to these virtues. Promote the concept that soccer is merely a game, and that players and coaches on other teams are opponents, not enemies. Regardless for their reason in attending any SLYSL sanctioned game, this code of conduct is in force and must be abided. 15
16 Field Layout Coaches and parents sidelines are to be on opposite ends of the field. If a parent is volunteering to be an assistant coach, they must be cleared to become assistants. They must have a sideline pass. The referee has a right to stop the game to remove anyone who is not authorized. Parents have to stay away from behind the goalie and must not coach them. If they do not desist: First time is a warning 2 nd warning, a player will be removed from the field 3 rd warning, the coach will be ejected and player removed. If the coach refuses to leave the game will be forfeited Players Code of Conduct Acceptance of the SLYSL Code of Conduct is assumed when a player registration has been received. Every player is expected to: Know and respect the rules of soccer and SLYSL and abide by them at all times. Show respect and courtesy to officials and coaches by following their instructions and directions. Respect the game officials and refrain from addressing them or commenting on their decisions during or after the game. 16
17 Maintain control of his/her emotions, avoiding the use of abusive or profane language, taunting or humiliating remarks, and / or gestures and physical assault upon another player at any time. Respect the coaches and players of the opposing team and display sportsmanship at the conclusion of a game and be humble and generous in victory and proud and courteous in defeat. Follow all Association rules, respecting at all times the property of others. Regardless for their reason in attending any SLYSL sanctioned game, this code of conduct is in force and must be abided. Remember that soccer is a game, and treat players and coaches on other teams as opponents, Not enemies! Coaches Code of Conduct The role of the coach and other team officials is one of teaching soccer skills and sportsmanship to the players. The coach and other team officials are responsible for communicating practice and game times to the players and parents. The coach and other team officials are also responsible for monitoring their own behavior and the behavior of their players and parents during practice and games. All coaches and other team officials will promote good sportsmanship, foster team camaraderie, and help participants have fun while teaching players the technical skills of soccer. Unsportsmanlike conduct by the coach or other team officials at any time will not be tolerated. Unsportsmanlike conduct includes berating or making unkind comments to a spectator, parent, player or referee that would reasonably be expected to cause substantial embarrassment to the spectator, parent, player or referee. 17
18 By submitting their application to be a coach or other team official that individual agrees to this code of conduct, and will abide by this code of conduct and acknowledges that participating in the SLYSL youth soccer program is a privilege and not a right. To meet these responsibilities, the Coach and other team officials are expected to: Know the official Laws of the Game of soccer and the rules of SLYSL and abide by them. Instruct player and parents in the code of conduct, rules of the league and motivate each player to compete according to the rules at all times. Respect the game officials at all times. Refrain from questioning their decisions or challenging their authority. Ensure that SLYSL rules are followed by all players and spectators. Ensure that spectators of his or her team exhibit sportsmanship and maturity at all times, and assist league and game officials in maintaining control of spectators during games. Respect the coaches and players of the opposing team before, during, and after the game. No coach can recruit players within SLYSL It is the coach s responsibility if a spectator is insulting or belligerent. The coach will: First, issue a warning Second, the coach will speak to the spectator if he/she continues the bad behavior Third, the spectator will be led off of the premises by law enforcement Teach each player, especially through personal example to be humble and generous in victory, and proud and courteous in defeat. 18
19 Avoid conducting themselves in a manner which could be interrupted insulting, degrading, or humiliating. Teach and practice good sportsmanship and fair play by personally demonstrating commitment to these virtues. Promote the concept that soccer is merely a game, and that players and coaches on other teams are opponents, not enemies. Regardless for their reason in attending any SLYSL sanctioned game, this code of conduct is in force and must be abided. Alcoholic Beverage Prohibition The use and/or consumption of any alcoholic beverages and / or illegal drugs substances during practices, immediately before, during or immediately after the playing of any youth soccer game is expressly prohibited. Any players, team official, League official or any member of this League who violates this prohibition shall be subject to disciplinary action and/or suspension by the Board of Directors of this league.
