1 DÉFI FUTSAL 2017 TOURNAMENT RULES NOTICE TO READER: In the event of a divergence between the different linguistic versions of the present Tournament Rules, the French version shall prevail. 1) NOMBER OF PLAYERS The maximum number of players per team is limited to twelve (12). A maximum of three (3) coaches is authorized on the bench with the players. One of the coaches can be substituted by a certified therapist. Players cannot be registered or played with more than one team. Each team plays with one (1) goalkeeper and four (4) field players. At any time and including the goalkeeper, the team shall have a minimum of four (4) players ready to play. Otherwise the faulty team will lose by forfeit. 2) REGISTRATION TO OFFICIAL ORGANISATION AND PHOTO ID[NEW] All players must provide their license number (registrant number) from their Soccer or Futsal Federation, or their National or Provincial Association. (Please contact us if you do not have a license number). For the COLLEGIATE category, every player of a team must be from the same school. Each player and coach must present a photo ID (Student ID for Collegiate category) when proceeding to registration the first day of tournament. At any time during the tournament the ID could be requested for verification by a referee or a member of the Organizing Committee. 3) ROSTER Each team must complete and submit four (4) match sheets as the official roster. They must be presented to officials of the tournament registration at least one (1) hour before the first match of the team in order to be approved. Only players listed on the approved match sheets can participate to the tournament. You can enter the name of a player who will arrive after your first match. No handwritten player names on match sheet will be accepted. All players names must be entered in PlaniTournoi. Only match sheets printed from PlaniTournoi will be accepted for registration. 4) TEAM S NAME Team s name shall be formed from noun or proper noun and shall not contain any vulgar qualifier or word. The team names are subject to approval by the Organizing Committee. 5) COLOUR OF JERSEY Each team must provide their own set of jerseys. All jerseys of a team must be identical and have a visible number on the back. Each player must have a different number. Jerseys with numbers written by hand or with tape will not be accepted. The jersey of the goalkeeper must be different from the other players of his team. In case of color conflict, it is the visiting team that must change their jersey. 2 6) EQUIPMENTS The wearing of shin guards is mandatory. A player caught playing without shin guards will receive a caution (yellow card). If a player is caught a second time in a match without shin guards, he will receive a second caution (yellow card) and will be expulsed from the match. 7) BALLS The match balls are supplied by the Organizing Committee; however, teams must provide their own balls for warm-up. 8) FIELD The use of walls or back and side bands is not allowed. 9) REFEREES The matches will be conducted by provincial referees who have followed a referee Futsal training and according to the FIFA Futsal Laws of the Game with the exception of amendments to these rules. 10) DISCIPLINE The teams are responsible for the protection of referees and officials. In addition, they are responsible for the conduct of their players, team leaders and spectators to all matches which they participate. The Organizing Committee reserves the right to retain the good conduct bond if one or many members of a team cause damages or prejudice to the Tournament. 11) DELAY AND ET FORFEIT Players and coaches must arrive fifteen (15) minutes before each match so that official can verify the identity of the players and the match sheets. No delay will be tolerated. Teams have 5 minutes after the scheduled match time, to present a minimum of 4 players (including the goalkeeper) on the field. Otherwise the faulty team will lose by forfeit. A team that cannot present the minimum number of players, refusing to play a match or refusing to finish a match loses it by forfeit. The victory is awarded to the other team by the score of 3-0. The faulty team also loses its good conduct bond. 12) DURATION OF THE MATCHES The duration of qualification matches is one period of twenty-five (25) minutes. The duration of quarter finals, semi-finals and finals is two (2) periods of fifteen (15) minutes. The matches are played in continuous time, THE TIME DO NOT STOP WHEN THE BALL GETS OUT OF THE PITCH. The scoreboard clock is for the spectators only. The referee stopwatch is used as the official time. 3 13) TIME-OUT The teams are entitled to a one-(1) minute time-out in each period. The clock is stopped during the time-out. The following conditions apply: Only coaches or player-coach can request a time-out to one of the referees There are no time-outs during extra time, if played 14) QUALIFICATION ROUND Standing points will be awarded as follows: Win: three (3) standing points Draw: there is no draw in this tournament Lost: zero (0) standing point Forfeit: Losing team: minus one (-1) standing point Winning team: three (3) standing points and three (3) goals A maximum differential of six (6) goals per match will be recorded for statistical purposes only. The matches must be fully played even if a differential of more than six (6) goals is reached during the matches. (As an example, a match that ends 11-2 will be recorded as 8-2) The ranking of each team in each group will be determined as follows: 1. the greatest number of standing points (PTS) All matches 2. the greatest differential of goals for and goals against (+/-) All matches 3. the greatest number of goals for (GF) All matches If two or more teams are equal on the basis of the above three criteria, their rankings will be determined as follows: 4. the greatest number of standing points (PTS) Matches between the tied teams 5. the greatest differential of goals for and goals against (+/-) Matches between the tied teams 6. the greatest number of goals for (GF) Matches between the tied teams 7. the least goals against (GA) Matches between the tied teams 8. the least red cards (RC) 9. the least yellow cards (YC) 10. the least fouls (FO) 11. drawing of lots by the Organising Committee. If the score is equal at the end of the regular time of a qualification match, there will be three (3) kicks from the penalty mark according to the rules of the FIFA Futsal Laws of the Game to determine a winner. The following rules also apply: All players and substitutes are authorised to take the penalty kicks. If, at the end of the match and before the kicks start to be taken from the penalty mark, one team has a greater number of players, including substitutes, than its opponents, it must reduce its numbers to equate with that of its opponents. 4 15) FINAL ROUND The final round includes quarter finals, semi-finals and final as per the following table: Number of team per category Quarter final Semi-final Final 12 to 32 teams X X X 8 to 10 teams X X 4 to 6 teams X If the score is equal at the end of the regular time of a quarter-final or semi-final match, there will be three (3) kicks from the penalty mark according to the rules of the FIFA Futsal Laws of the Game to determine a winner. The following rules also apply: All players and substitutes are authorized to take penalty kicks. If, at the end of the match and before the kicks start to be taken from the penalty mark, one team has a greater number of players, including substitutes, than its opponents, it must reduce its numbers to equate with that of its opponents. If the score is equal at the end of the regular time of the final match, there will be two (2) periods of five (5) minutes in overtime. The two (2) overtime periods must be fully played. If after the two (2) overtime periods there is still a tie, there will be three (3) kicks from the penalty mark according to the rules of the FIFA Futsal Laws of the Game to determine a winner. 16) SUBSTITUTION Substitutions may be made at any time (on the «Fly»). The substitute can only enter the pitch after the player being replaced has left. The players and substitutes shall always enter and exit the pitch via the substitution zone. If a substitute enters the pitch before the player being replaced has left or, in case of infringement to the substitution procedure, the players concerned are cautioned (yellow card) and an indirect free kick is granted to the opposing team. Players and coaches must stay sat on the bench during the match. 17) KICK-IN A kick-in is awarded to the opponents of the player who last touches the ball when the whole of the ball crosses the touch line, either on the ground or in the air, or touches the ceiling of the hall. At the moment of delivering the ball, the kicker has one foot on the touch line or on the ground outside the pitch and kicks the ball, which must be stationary, either from the point where it left the pitch or on the ground outside it at a distance no greater than 25 cm from that point. The kicker shall deliver the ball within four (4) seconds of being ready to do so. If this delay is exceeded or if the ball is within the pitch boundary when the kick-in is executed, the kick-in will be awarded to the opposing team. The opponents must be on the pitch at a distance of no less than 5 m from the place on the touch line where the kick-in is taken. Rules_2017_EN_v00 4 / 7 Updated
5 18) GOAL CLEARANCE A goal clearance is awarded when the whole of the ball passes over the goal line, either on the ground or in the air, having last touched a player of the attacking team, and a goal is not scored. The ball is thrown from any point inside the penalty area by the goalkeeper of the defending team. The goalkeeper of the defending team takes the goal clearance within four (4) seconds of being ready to do so. If this delay is exceeded, an indirect free kick is awarded to the opposing team. 19) PENALTY KICK A penalty kick is awarded against a team that commits any of the ten offences for which a direct free kick is awarded, inside its own penalty area and while the ball is in play. The penalty mark is located at six (6) meters from the goal line. 20) CORNER KICK A corner kick is awarded when the whole of the ball passes over the goal line, either on the ground or in the air, having last touched a player of the defending team, and a goal is not scored. The ball must be inside the corner arc nearest to the point where the ball crossed the goal line. The team taking the kick must deliver the ball within four (4) seconds of being ready to do so. If this delay is exceeded, a goal clearance is awarded to the opposing team. The opponents must be on the pitch at least five (5) meters from the corner arc until the ball is in play. 21) FREE KICK A direct free kick is awarded to the opposing team if a player commits any of the following seven offences in a manner considered by the referees to be careless, reckless or using excessive force: kicks or attempts to kick an opponent trips an opponent jumps at an opponent charges an opponent strikes or attempts to strike an opponent pushes an opponent tackles an opponent A direct free kick is also awarded to the opposing team if a player commits any of the following three offences: holds an opponent spits at an opponent handles the ball deliberately (except for the goalkeeper within his own penalty area) The kicker shall deliver the ball within four (4) seconds of being ready to do so. 6 22) INDIRECT FREE KICK An indirect free kick is awarded to the opposing team if a goalkeeper commits any of the following four offences: controls the ball with his hands or feet in his own half of the pitch for more than four (4) seconds touches the ball with his hands inside his own penalty area after it has been deliberately kicked to him by a teammate touches the ball with his hands inside his own penalty area after he has received it directly from a kick-in by a team-mate after playing the ball, he touches it again in his own half of the pitch after it has been deliberately played to him by a team-mate without an opponent playing or touching it* * EXPLANATION: You can only replay with your goalkeeper once an opponent has touched the ball and even if a player of your team crosses the center line of the pitch with the ball. In summary, the goalkeeper after playing the ball with his hands or feet cannot receive the ball deliberately kicked to him by a team-mate until an opponent has played or touched the ball no matter where the team-mate is on the pitch. However, at any time on a kick-in a player can make a pass to his goalkeeper. In addition, if the goalkeeper passes his own half of the pitch, he can play as a player with his feet and receive the ball an unlimited number of times. An indirect free kick is also awarded to the opposing team if, in the opinion of the referees, a player: plays in a dangerous manner in the presence of an opponent impedes the progress of an opponent prevents the goalkeeper from releasing the ball from his hands The indirect free kick is taken from the place where the offence occurred. An indirect free kick conceded in the penalty area is taken from the penalty area line at the point nearest to where the offence was committed. The kicker shall deliver the ball within four (4) seconds of being ready to do so. If this delay is exceeded, an indirect free kick is awarded to the opposing team. All opponents must be at least five (5) meters from the ball until it is in play. 23) ACCUMULATED FOULS All fouls penalised with a direct free kick or a penalty kick are accumulated fouls. The accumulated fouls count is reset for the second period of a match. If extra time is played, accumulated fouls from the second period continue to accumulate during extra time. In the case of a direct free kick beginning with the sixth accumulated foul, the goalkeeper must remains in his penalty area at a distance of at least five (5) meters from the ball 24) YELLOW CARD A player who receives a second (2nd) yellow card in a match will automatically receive a red card and be sent-off from the match. The player will have to serve one-match suspension in the next match of his team. A player who receives a third (3rd) yellow card during the tournament will have to serve one-match suspension in the next match of his team. Rules_2017_EN_v00 6 / 7 Updated
7 25) RED CARD AND SENT-OFF A player, coach or team leader who is sent-off from a match (direct red card), must leave the game field or his team may lose the match by forfeit, he shall serve one-match suspension at the next match of his team and may be banned from the tournament by the Discipline Committee. For each case, the Disciplinary Committee will assess the severity of the action and may decide to send-off or not the player, the coach or the team leader for the rest of the tournament. Violent gestures, insults and threats automatically lead to the send-off of the player for the rest of the tournament. The team s player who receives a red card (direct or second yellow card) will play shorthanded for a period of two (2) minutes. This penalty will terminate immediately if the offending team is scoring a goal. Once the penalty time has elapsed, the substitute must wait for the referee's permission before entering on the pitch A sent-off team of the tournament for misbehavior and following a decision of the Discipline Committee automatically loses its good conduct bond. 26) TACKLE Sliding tackles are allowed as per the FIFA Futsal Laws of the Game. 27) PROTEST No protest will be accepted. 28) INJURIES In case of injuries, the team s representatives are responsible of their players. The Organizing Committee cannot be held responsible for any accidents that may occur. 29) ALCOHOLIC BEVERAGES Consumption of alcoholic beverages is prohibited at all times on all competition sites of the tournament.
