2 BUCS Futsal Championships Welcome to the BUCS Futsal Championships Thank you for entering the competition. Please read through the Futsal Championships rules and regulations as some have changed from last season. 3 General Rules and Regulations: These are as per the FIFA Futsal Laws of the Game with some exceptions. Timekeeper also covers third referee duties with Second referee if Third referee not appointed Duration of matches: Men: 20 minutes each way with a continuous clock for regional heats. Women: 20 minutes each way with a continuous clock for regional heats National Finals: Men: 20 minutes each way with a continuous clock Women: 20 minutes each way with a continuous clock Extra Time: Straight 5 minutes at ALL events Start and restart: as per Laws of the Game Ball in and out of play: as per Laws of the Game Method of scoring: as per Laws of the Game Fouls and misconduct: as per Laws of the Game Free kicks: as per Laws of the Game Five (5) Accumulated fouls per half, as per Laws of the Game The Penalty kick, as per Laws of the Game The Kick-in, as per Laws of the Game The Goal Clearance as per Laws of the Game The Corner kick, as per Laws of the Game Referees signals as per Laws of the Game Notes 1. Half time restricted to max 5 minutes in each match at Regional Heats 2. Time outs as per Laws of the Game (1 in each half, plus 1 when extra time is required) Governance All regional tournaments are registered with The FA Competing teams must affiliate with their local County FA s before competing. 3

4 Regional Co-ordinators must provide all competing team lists to the BUCS Futsal Administrator. Points and Scoring Win = 3 points Draw = 1 point Men s Trophy and Championship: If points are level, best goal difference applies; if still level, most goals scored; if still level; fewest goals conceded; if still level the head-tohead record between the two teams. If still level a penalty shootout will decide the situation. Standard Penalty rules apply. Discipline The Discipline process will be as per the FA Laws of Small Sided Football and the FIFA laws of Futsal. The event organisers and officials will deal with disciplinary matters during the competition. Serious matters will be reported to BUCS and The FA for further action. The following are examples and will generally be implemented in dealing with disciplinary cases of this kind Offence Receiving a second yellow card in the same match Denying a goal or an obvious goal scoring opportunity Penalty (to be administered by event organiser) Red card - 1 Match suspension Red card - 1 Match suspension All disciplinary offences that normally carry a suspension of 35 days or above will be reported to BUCS for their consideration. This covers the following offences; Kicking or striking another player Use of offensive or insulting or abusive language or gestures directed at match officials Spitting Head butting Assault Refusing to leave the field of play when ordered Causing a match to be abandoned Any offences where the offender has also acted in a discriminatory manner for reasons of ethnic origin, colour, race, religion, sex, sexual orientation, disability 1. Disciplinary action arising from such offences applies to all categories of football. 2. Red cards administered in Small sided football for offences, which would normally carry a suspension of less than 35 days, would remain the 4

5 responsibility of the organiser or operator to deal with according to the BUCS/ FA s recommended tariff of suspensions. Suspension for offences of less than 35 days would only apply to Futsal and other forms of small-sided football. 3. If a player is suspended from 11 a side for less than 35 days this suspension only applies to 11 a side football. 4. Organisers will only administer a match suspension system. Referees need to ensure that only straight red cards need to be reported to the respective County Football Associations. All other paperwork will be sent to BUCS. Administration Rules Management of the competition The Competition shall be called the BUCS Futsal Championships. Any alteration to these rules shall be made by the BUCS Futsal Competition Committee. The Competition shall be governed in accordance with the Rules and Regulations of the BUCS and the FA. The FIFA Laws of the Game for Futsal will be used as submitted. BUCS/FA will sanction the competition. The competition, all teams and players, and other persons shall be subject to their Rules and Regulations. Affiliation of participating teams All teams will be affiliated to a County Association, through the competition Teams eligible to enter and entry fee The competition shall be open to affiliated teams that are eligible to compete in BUCS Competitions. Players must be registered at the University for whom they represent in the competition. Teams must adhere to the BUCS Eligibility rules. Committee and powers A committee consisting of Mark Brian (BUCS), Cai Robbins (BUCS), Aaron Campbell (BUCS), John Warnock (Advisory Group Chairman) and Marc Birkett (The FA) has been appointed to manage the BUCS Futsal Championships. The committee shall have the power to apply, act upon and enforce the Rules of the Competition, and shall also have jurisdiction over all matters affecting the Competition, including any not provided for by these rules. The committee shall also adjudicate over all matters affecting the competition Rules. The committee shall also adjudicate in all cases of dispute, protest and complaint. Other members may be co-opted, if required. 5

6 Copies of rules A copy of the rules will be distributed to all participating University clubs. Team colours In the event of a colour clash, the second-named team must change or wear bibs. Players should be dressed in uniform shirts and shorts. Goalkeepers must wear kit that does not clash with the referees kit. Goalkeepers may wear tracksuit bottoms. Host organisations should supply bibs as part of the regional competition equipment. Coaching staff should respect the nature of Futsal and wear tracksuit bottoms/trousers and tops of a different colour to that worn by the teams. Arrangement of the competition Matches will be played at regional venues determined by the committee. Reporting Results Referees will complete a match report and return it to the organisers, at the end of each game. The timekeeper/third official will complete a match record form and a match summary sheet and return them to the organisers, at the end of each game. The organiser will send all reports and team sheets to BUCS within 48hrs of completion. Referees The organisers will appoint the referees and timekeepers. Referees will be paid a fixed rate per game as determined by the committee. Protests and complaints All questions of eligibility, qualification of players or interpretation of Rules shall be referred in the first instance to the organiser. The organiser may then consult the BUCS Futsal Committee if further adjudication is deemed necessary. 7 Any team entering this Competition can only use the name of their own University. Team Sheet It is the responsibility of all Team Captains to complete and sign a Team Sheet prior to the start of a match and pass this to the relevant match official. Eligibility of teams and players for the BUCS Futsal Finals A team may only play in one region. The format for each regional competition will vary according to the number of teams entered from that region. Teams can use 14 different players at each regional heat and the National Finals. 12 players from the 14 listed can be selected for each game in the regional heats and the National Finals. Universities entering two teams can only move 3 players up or down teams in between each regional heat. A player cannot play for two teams on one day. An official Team Sheet must be completed prior to all games and given to the organiser of the competition. Organisers must send the team sheets from all the games at each regional, signed by the official(s) and opposing team manager, to BUCS. These team sheets will be checked to ensure the eligibility of players for the BUCS Futsal Finals. NB The following Technical papers will be required:- Referees report form Organisers report form Timekeeper / Table Official Match Record Form Match Summary sheet Team List Match arrangements / Fixtures / League Tables Notes The schedule may alter slightly depending on each competition or for the following game on the same court. Teams should keep all drinks containers behind the benches to avoid spillage on the pitches. Only players listed to play in the game may be on the bench or inside the field of play. Suspended players or staff cannot be on the bench or inside the field of play. At the end of the game teams should respect the spirit of Fair Play by the shaking of hands again. The summary record sheet must be signed by both team captains/managers after the game. 7
