1 ~ 1 ~ CLUB BY-LAWS 1.0 Eligibility 1.1 Club matches will be conducted and governed by FIFA Futsal Laws of the Game To be eligible to play in Bundaberg Association fixtures and tournaments players must possess a current Queensland or Bundaberg Futsal I.D. card or a card from a Football Federation Australia affiliated State Futsal Association. 1.3 Any player who does not possess a current official I.D. card will not be allowed to participate under any circumstances. Players are responsible for ensuring they are registered and have their I.D. card. 1.4 Players must produce their I.D. card for each game when signing on. Referees will be doing random checks on I.D. cards prior to kick-offs. 1.5 A Player may not compete or train in an open competition unless they have attained the age of fifteen (15) for males and fourteen (14) for females. Where a parent seeks relief from this provision (PA01), the Football Queensland Player Age Policy will be implemented. 1.6 Only players whose names appear on the official game sheet are eligible to play. A minimum of 3 players is required to start a game and a maximum of 10 players per team allowed on the game sheet. In the course of the game there must be no less than 3 players on the court at any given time, otherwise a forfeit will occur. 1.7 Players and Teams are required to nominate in a division relevant to their skill level. a. Within each division a player can only play for one team. b. Players may only play down one division c. No team may field more than two players from a higher division d. This will be supervised by the B.F.A. committee and they reserve the right to re-allocate a player or team to an appropriate division 1.9 All teams are required to fill in the official game sheet at least 10 minutes prior to scheduled kick-off time If a team plays an ineligible player the match will be deemed a forfeit and the result will be a 4-0 win to the opponent The game will start on time. The referee will start the clock at the scheduled time of kick off regardless if teams are ready to play or not. If teams are not ready to play within five (5) minutes of the official kick off time, the match will be deemed a forfeit and the result will be a 4-0 win to the opponent.
2 ~ 2 ~ 1.12 Teams will pay a bond that is equal to two game fees at the beginning of each season. This will cover any forfeits by the team that forfeits a match without 72 hours notice to the B.F.A. At the end of season the teams bond will be return by either:- A) Refund of the remaining amount of the bond. B) The remaining amount of the bond used for finals fees C) Roll over the remaining amount of the bond to next season. 2.0 Point Scoring 2.1 Win = 3 points Draw = 1 point Bye = 3 points Forfeit = 0 points and game awarded to opponent 4-0 win 2.2 There will be no refund of game fees for forfeited games, in addition if a team forfeits a match without 72 hours notice to the B.F.A. Match Convener a fine of one game fee will apply this fee is to be paid before taking the court in their next scheduled game. 2.3 If a team forfeits without 72 hours notice twice during a season the B.F.A. has the right to eliminate them from the competition or ask for another bond to be paid before taking the court in their next scheduled game. 3.0 Determining table positions or placing 3.1 At the completion of all fixture games for the season the team with the highest points will be placed first, next highest points second etc. 3.2 Should 2 or more teams be equal on points then the team with the greatest positive goal difference will be placed first, etc. 3.3 Should 2 or more teams be equal on goal difference then the team with the most goals scored will be placed first, etc. 3.4 Should 2 or more teams still be equal the team with the least goals scored against them will be placed first, etc 3.5 Should 2 or more teams still be equal the team with the least disciplinary cards recorded against them will be placed first, etc 3.6 If still equal the winner of the last played fixture games between the 2 teams will be placed first, etc
3 ~ 3 ~ 4.0 Semi-Finals and Finals 4.1 To be eligible for the finals series a player must take the court for a minimum of 3 fixture games for that Team during the current season s competition, this excludes byes. Exceptions to this ruling will be at the discretion of the Committee. 4.2 At the completion of a semi-final or final if scores are level the following shall apply:- a. Extra Time shall be played consisting of two equal periods of five minutes with no break between halves 4.3 If scores are still level after extra time then each team shall nominate five players to participate in a penalty shoot out. The winner will be the team a minimum of one goal clear after 5 kicks each and will continue until one team is a clear goal ahead. There will be no timeouts allowed 5.0 Players Equipment 5.1 Each team strip (shirts, shorts and socks) shall be identical in colour, design and style. Singlets and shorts with pockets are not allowed. 5.2 Shin pads must be worn; they shall be entirely covered by socks, and be made of a suitable material to afford reasonable protection to the user. 5.3 Players shall not wear anything that is considered dangerous to another player. 5.4 No jewellery is allowed under any circumstances for players and referees. 5.5 Goalkeepers shall wear colours that distinguish them from other players and from the referee. 5.6 The player s shirts shall be numbered with each player in the same team having a different number. The colour of the number shall contrast with the colour of the shirt. 5.7 Only Futsal shoes and shoes with non-marking soles can be worn. 5.8 B.F.A. shall reserve the right to reject any uniform if considered inappropriate or undesirable. No appeal will be considered. 5.9 Where there is a clash of colours, the away team shall change to an alternate strip. The away team is the second team mentioned on the team sheet and fixture list. B.F.A. will have numbered bibs available Players and teams that do not comply with the above mentioned requirements concerning players equipment will not be eligible to play in games.
4 ~ 4 ~ 6.0 Mixed Rules 6.1 There will be a maximum of three male players on the court at any time. 6.2 Alternate scoring i.e. A female can score at any time, however once a male player scores then a female must score the next goal; this will carry over the half time stoppage. 6.3 An own goal will not be counted as a male or female goal and scoring will continue as normal. 6.4 A Player may not compete or train in an open competition unless they have attained the age of fifteen (15) for males and fourteen (14) for females. Where a parent seeks relief from this provision (PA01), the Football Queensland Player Age Policy will be implemented 7.0 Playing Time and Match Balls 7.1 Game duration for age groups and divisions up to and including 12 years will be 2 x 18 minute halves with a 2 minute half time break. For age groups and divisions 13 years up to and including Seniors will be 2 x 20 minute halves with a 2 minute half time break. 7.2There will be no timeouts allowed. 7.3 All teams up to and including 12 years will use a size 3 Futsal ball and all teams 13 years up to and including Seniors will use a size 4 Futsal ball. 8.0 Disciplinary Action Bundaberg Futsal will follow the Bundaberg Futsal Disciplinary Regulations (APPENDIX A) in conjunction with Football Federation Australia National Disciplinary Regulations (Appendix B), FFA Code of Conduct (APPENDIX C) and Spectator Code of Behaviour (APPENDIX D) a copy of these documents can be found on the Bundaberg Futsal Association website. 8.1 If a disciplinary card is issued that incurs a suspension then that player may not play a game in any division for the total duration of that suspension. a. A red card is an automatic one week suspension. b. In addition a player receiving a red card must leave the venue. c. A red card may result in a longer suspension at the discretion of the judiciary committee. d. Three yellow cards within a season across any division is also an automatic one week suspension. e. A Red card will be deemed to have been served if the opposing team forfeits a game during the suspension. f. Byes DO NOT count towards service of suspension.
5 ~ 5 ~ g. Additional Red or Yellow cards will incur further sanctions in accordance with the National Disciplinary Regulations. 8.2 Breaches of the FFA code of Conduct including Player, Official, Parent or Spectators will be referred to the Judiciary Committee. a. B.F.A reserves the right to expel from the Competition any team whose players consistently breach the Player Code of Behaviour. The re-admittance of these teams and/or individual players to a future competition will be at the discretion of the Committee. b. Persons causing damage to any facility will be responsible for the cost of repair and may be reported to the Police / Security at the discretion of the Centre Manager. 8.3 No appeals will be entered into regarding a referee s decision or matters relating to the conduct of the competition except where it can be demonstrated that a decision by the organizing committee is in error. 8.4 The Judiciary Committee will consist of a minimum of three (3) members of B.F.A. appointed by the Committee. 8.5 All appeals must be in writing and must comply with Disciplinary Guidelines and be accompanied by the relevant appeal fee. 9.0 Alcohol 9.1 It is illegal to bring alcohol into public venues and severe fines are applicable by the relevant state government body. 9.2 Teams, or their supporters, who bring alcohol to venues will in the first instance be asked to remove the alcohol from the venue. Should they repeat the infringement the team will forfeit the game. 9.3 Players who appear to be under the influence of alcohol will not be permitted to play under any circumstances Smoking 10.1 Under current state legislation smoking is not permitted unless within a properly designated area.
